		<section id="idBAC65AFCFEDA489AA92837ABCCD9BBC0" section-type="section-one"><enum>1.</enum><header>Transfer authority</header>
 <subsection id="S1"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds that—</text> <paragraph id="id41807DC57822464BA4F544E5287D357B"><enum>(1)</enum><text>lead is a toxic chemical that—</text>
 <subparagraph id="id1029FC1B487E4673B1BCA101100C0EBD"><enum>(A)</enum><text>is particularly harmful to young children; and</text> </subparagraph><subparagraph id="idA9345E2AF0D2471993B85CA72E52425B"><enum>(B)</enum><text>can cause reduced intelligence quotients, attention disorders, and other serious health problems;</text>
 </subparagraph></paragraph><paragraph id="idC409B707C0804972A86B036ED8544E02"><enum>(2)</enum><text>excessive and harmful levels of lead have been found in water systems across all 50 States and those water systems serve drinking water to millions of people in the United States;</text>
 </paragraph><paragraph id="id955264322CC8469B94AB66CEDF001EF8"><enum>(3)</enum><text>hundreds of the water systems described in paragraph (2) are water systems that provide drinking water to schools or day care centers;</text>
 </paragraph><paragraph id="idDED24B9AD74C4967927644B103572F53"><enum>(4)</enum><text>not all States have sufficient funds in the drinking water revolving fund of that State to address the threat to public health from heightened exposure to lead in drinking water; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE7780F4488B94082896456EBF8979AB2"><enum>(5)</enum><text>some States have available funds in the clean water revolving fund of that State that could be used to provide additional resources to help address lead in drinking water.</text>
 </paragraph></subsection><subsection id="id66F558E3ED4D4F2CAC5D1E71902B9DC5"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="id3944FBF240B743F9BC4E10E026620144"><enum>(1)</enum><header>Clean water revolving fund</header><text>The term <term>clean water revolving fund</term> means a State water pollution control revolving fund established under title VI of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1381">33 U.S.C. 1381</external-xref> et seq.).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id899B231CE6B94BF4A56C8EAF13AD92EC"><enum>(2)</enum><header>Drinking water revolving fund</header><text>The term <term>drinking water revolving fund</term> means a State drinking water treatment revolving loan fund established under section 1452 of the Safe Drinking Water Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12</external-xref>).</text>
 </paragraph></subsection><subsection id="idDCD4E0DF04A24C87A1C143562B44C049"><enum>(c)</enum><header>Authority</header><text display-inline="yes-display-inline">In addition to the transfer authority in section 302(a) of the Safe Drinking Water Act Amendments of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/104/182">Public Law 104–182</external-xref>), and notwithstanding section 1452(d) of the Safe Drinking Water Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(d)</external-xref>), during the 1-year period beginning on the date of enactment of this Act, if a State, in consultation with the Administrator of the Environmental Protection Agency, determines that available funds in the clean water revolving fund of the State are necessary to address a threat to public health as a result of heightened exposure to lead in drinking water, the State may transfer an amount equal to not more than 5 percent of the cumulative clean water revolving fund Federal grant dollars to the State to the drinking water revolving fund of the State. Funds transferred pursuant to this subsection shall be used by the State to provide additional subsidy to eligible recipients in the form of forgiveness of principal, negative interest loans, or grants (or any combination of these).</text></subsection></section></legis-body><endorsement><action-date>June 19, 2019</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
