 targeted groups for purposes of the work opportunity credit.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improved Employment Outcomes for Foster Youth Act of 2019</short-title></quote>.</text></section><section id="id5a6a63bec3614024b2deea61dbddcc29"><enum>2.</enum><header>Inclusion of foster care transition youth for purposes of work opportunity credit</header><subsection id="idA6DCC6D5B5014FBDAA808687618D63A9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Paragraph (1) of <external-xref legal-doc="usc" parsable-cite="usc/26/51">section 51(d)</external-xref> of the Internal Revenue Code of 1986 is amended—</text><paragraph id="id3D7DA2C81BF74012A18087EB2724A4B2"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>or</quote> at the end of subparagraph (I);</text></paragraph><paragraph id="id76FE29919DE44A219C12DCC23099A163"><enum>(2)</enum><text display-inline="yes-display-inline">by striking the period at the end of subparagraph (J) and inserting <quote>, or</quote>; and</text></paragraph><paragraph id="idC98B62ABCB364AF5848C6DECF5FACCCD"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following new subparagraph:</text><quoted-block act-name="" id="id7C6FDE0E6923497CA2B8A9D9AFF12D75" style="OLC"><subparagraph id="id685933C5E59D42DDB75B1D100E6A42AF"><enum>(K)</enum><text>a qualified foster care transition youth.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id247708C6431743149C20A7547D28696B"><enum>(b)</enum><header>Qualified foster care transition youth</header><text display-inline="yes-display-inline">Subsection (d) of <external-xref legal-doc="usc" parsable-cite="usc/26/51">section 51</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new paragraph:</text><quoted-block act-name="" id="id3559272365C94EB79E45EDCBE39C20AA" style="OLC"><paragraph id="id5F09C0B8BC764DC999CBCF132FD82E9B"><enum>(16)</enum><header>Qualified foster care transition youth</header><text>The term <term>qualified foster care transition youth</term> means any individual who is certified by the designated local agency as—</text><subparagraph id="id3CC995A344AC486BB37F4384E77C54A6"><enum>(A)</enum><text>not having attained age 27 as of the hiring date, and</text></subparagraph><subparagraph id="idAE6FC8E83176469FA1C4D7BD6D26BE69"><enum>(B)</enum><text>having been in foster care (within the meaning of section 477 of the Social Security Act) after attaining the age specified in section 477(a)(7) of the Social Security Act.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idEE1F2B9C70E04DA7961B85C65DC7B412"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply with respect to individuals who begin work for the employer after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
