 <section changed="deleted" committee-id="SSCM00" id="H8A27EBF460554D429F8C6BACCB484D81" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Veterans in STEM Careers Act</short-title></quote>.</text> </section><section changed="deleted" committee-id="SSCM00" id="HE6B9A7BC4436468FB6D9590B2537F8A9" reported-display-style="strikethrough"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="H45004E324B6142E894FA622047D3826C"><enum>(1)</enum><header>Director</header><text>The term <quote>Director</quote> means the Director of the National Science Foundation.</text> </paragraph><paragraph id="H768C1A2F07F147CF81FAD5475984621B"><enum>(2)</enum><header>Foundation</header><text>The term <quote>Foundation</quote> means the National Science Foundation.</text>
 </paragraph><paragraph id="HE2DCFDFEA7C04527B0AC1D79E2413945"><enum>(3)</enum><header>STEM</header><text display-inline="yes-display-inline">The term <quote>STEM</quote> has the meaning given the term in section 2 of the America COMPETES Reauthorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/6621">42 U.S.C. 6621</external-xref> note).</text>
 </paragraph><paragraph id="H5959B80C49134118A8EC899255FDB55D"><enum>(4)</enum><header>Veteran</header><text>The term <quote>veteran</quote> has the meaning given the term in section 101 of title 38, United States Code.</text> </paragraph></section><section changed="deleted" committee-id="SSCM00" id="H4ED5592975324E15A22CBF422EFF6B01" reported-display-style="strikethrough"><enum>3.</enum><header>Supporting veterans in STEM education and computer science</header> <subsection id="H07A7B36D0D94404F9CA18C726131E2FA"><enum>(a)</enum><header>Supporting veteran involvement in scientific research and STEM education</header><text display-inline="yes-display-inline">The Director shall, through the research and education activities of the Foundation, encourage veterans to study and pursue careers in STEM and computer science, in coordination with other Federal agencies that serve veterans.</text>
 </subsection><subsection id="H4F99A5971B2941E0A9297D7333F28B07"><enum>(b)</enum><header>Veteran outreach plan</header><text>Not later than 180 days after the date of enactment of this Act, the Director shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a plan for how the Foundation can enhance its outreach efforts to veterans. Such plan shall—</text>
 <paragraph id="H64FF1AEA7FBB479CBA1DA0585BCCC2EF"><enum>(1)</enum><text>report on the Foundation’s existing outreach activities;</text> </paragraph><paragraph id="HC26111048CBB40D9B58269217918F511"><enum>(2)</enum><text>identify the best method for the Foundation to leverage existing authorities and programs to facilitate and support veterans in STEM careers and studies, including teaching programs; and</text>
 </paragraph><paragraph id="H6C9E4185890D4361BEE11C182814F16A"><enum>(3)</enum><text>include options for how the Foundation could track veteran participation in research and education programs of the Foundation, and describe any barriers to collecting such information.</text>
 </paragraph></subsection><subsection id="HA60F74016AF84312818225B6172ED20D"><enum>(c)</enum><header>National Science Board indicators report</header><text display-inline="yes-display-inline">The National Science Board shall provide in its annual report on indicators of the state of science and engineering in the United States any available and relevant data on veterans in science and engineering careers or education programs.</text>
 </subsection><subsection id="H3935DFEAD6634573B29A8FEE9640142D"><enum>(d)</enum><header>Robert Noyce Teacher Scholarship Program update</header><text>Section 10 of the National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n-1">42 U.S.C. 1862n–1</external-xref>) is amended—</text>
 <paragraph id="H500A0B175B6045BABD019D4D1B0C4030"><enum>(1)</enum><text>in subsection (a)(5)—</text> <subparagraph id="H2F208A862F674743AE8001E8116B3ED9"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>and</quote> at the end;</text>
 </subparagraph><subparagraph id="H1ADCB9C6C2D8488995CC740A4E2B296C"><enum>(B)</enum><text>in subparagraph (B), by striking the period at the end and inserting <quote>; and</quote>; and</text> </subparagraph><subparagraph id="HD301E13F9334402E8FE97F15383377BD"><enum>(C)</enum><text>by adding at the end the following:</text>

 <subparagraph id="HD07C7CC1C987465398377C32AE9C67AC"><enum>(A)</enum><text>by striking <quote>and students</quote> and inserting <quote>, students</quote>; and</text> </subparagraph><subparagraph id="HE5E50DA717654B269936B23DAFB81413"><enum>(B)</enum><text>by inserting <quote>, and veterans</quote> before the period at the end;</text>
 </subparagraph></paragraph><paragraph id="H4445D4718BBC48F794290CED2D410FF7"><enum>(3)</enum><text>in subsection (c)(2), by inserting <quote>and veterans</quote> before the period at the end; and</text> </paragraph><paragraph id="H2A1040C4A1E64BCDBE22BF76EE3B55F7"><enum>(4)</enum><text>in subsection (d)(2), by inserting <quote>and veterans</quote> before the period at the end.</text>
 </paragraph></subsection><subsection id="H0E033C83D12C4A51B301E74DC1C68CC0"><enum>(e)</enum><header>National Science Foundation Teaching Fellowships and Master Teaching Fellowships update</header><text display-inline="yes-display-inline">Section 10A(d) of the National Science Foundation Authorization Act of 2002 (42 U.S.C. 1862n–1a(d)) is amended—</text>
 <paragraph id="HEF51BB5E19634610B8C8963AFF96C066"><enum>(1)</enum><text>in paragraph (3)(F)—</text> <subparagraph commented="no" id="HEC156034B0E84BD7AB99346C94FE7EEC"><enum>(A)</enum><text>by striking <quote>and individuals</quote> and inserting <quote>, individuals</quote>; and</text>
 </subparagraph><subparagraph commented="no" id="HD2DB61F27814415F9897F985ED603432"><enum>(B)</enum><text>by inserting <quote>, and veterans</quote> before the period at the end; and</text> </subparagraph></paragraph><paragraph id="H4977D6658B7A48B1B1F7C62B1E8EB6A7"><enum>(2)</enum><text>in paragraph (4)(B), by inserting <quote>and veterans</quote> before the period at the end.</text>
 </paragraph></subsection><subsection id="H1AE0C3AA687B4868B7E2202D371181FD"><enum>(f)</enum><header>National Science Foundation Computer and Network Security Capacity Building Grants update</header><text>Section 5(a) of the Cyber Security Research and Development Act (<external-xref legal-doc="usc" parsable-cite="usc/15/7404">15 U.S.C. 7404(a)</external-xref>) is amended—</text> <paragraph id="HBC05DB668213492199A7A2DED4CC5DA1"><enum>(1)</enum><text>in paragraph (1), by inserting <quote>and students who are veterans</quote> after <quote>these fields</quote>; and</text>
 </paragraph><paragraph id="H40F4414AF87C41E6A22B64B1DDBB6D2B"><enum>(2)</enum><text>in paragraph (3)—</text> <subparagraph id="H28FB23F2226045FCBAA709D8320B22E4"><enum>(A)</enum><text>in subparagraph (I), by striking <quote>and</quote> at the end;</text>
 </subparagraph><subparagraph id="H10F91A8246DC443AAFFCFB3794757E2C"><enum>(B)</enum><text>by redesignating subparagraph (J) as subparagraph (K); and</text> </subparagraph><subparagraph id="HE3EACF2BFE364DC1A9ACBF245682123A"><enum>(C)</enum><text>by inserting after subparagraph (I) the following:</text>

 <subparagraph id="HAF304F826B5F43AA8263357532A8B2A3"><enum>(J)</enum><text display-inline="yes-display-inline">creating opportunities for veterans to transition to careers in computer and network security; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </subparagraph></paragraph></subsection><subsection id="H71BFCB89BCE8413ABAA58F71C544586D"><enum>(g)</enum><header>Graduate traineeships in computer and network security research update</header><text display-inline="yes-display-inline">Section 5(c)(6)(C) of the Cyber Security Research and Development Act (<external-xref legal-doc="usc" parsable-cite="usc/15/7404">15 U.S.C. 7404(c)(6)(C)</external-xref>) is amended by inserting <quote>or veterans</quote> after <quote>disciplines</quote>.</text>
			</subsection><subsection id="H49AF5A3EFDBD45618F2CEB41C311561D"><enum>(h)</enum><header>Veterans and military families STEM education interagency working group</header>
 <paragraph id="HFC1645246B2D44D3A259642F6043AFAC"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the Office of Science and Technology Policy shall establish an interagency working group to coordinate Federal programs and policies for transitioning and training veterans and military spouses for STEM careers.</text>
 </paragraph><paragraph id="HFD26AE26A7794589BDEDEF7531C5C117"><enum>(2)</enum><header>Duties of interagency working group</header><text>The interagency working group established under paragraph (1) shall—</text> <subparagraph id="H59E0CD940E974DF68DBC81DE19EF34B0"><enum>(A)</enum><text>coordinate any Federal agency STEM outreach activities and programs for veterans and military spouses; and</text>
 </subparagraph><subparagraph id="H6355D06D17F641EE866F5CFFA411923F"><enum>(B)</enum><text>develop and facilitate the implementation by participating agencies of a strategic plan, which shall—</text>
 <clause id="H865BC94B7F6A4EDBA8F31193284DE692"><enum>(i)</enum><text>specify and prioritize short- and long-term objectives;</text> </clause><clause id="HD7F5C62588B2493395DCB4357F2632A0"><enum>(ii)</enum><text display-inline="yes-display-inline">specify the common metrics that will be used by Federal agencies to assess progress toward achieving such objectives;</text>
 </clause><clause id="H1A8407BBAAD840B49BB55E0A4F72A7EB"><enum>(iii)</enum><text>identify barriers veterans face in reentering the workforce, including a lack of formal STEM education, career guidance, and the process of transferring military credits and skills to college credits;</text>
 </clause><clause id="HEA4FC810DFFE42A2BC9D8FF876DDEB61"><enum>(iv)</enum><text>identify barriers military spouses face in establishing careers in STEM fields;</text> </clause><clause id="H391A2A33B1A643F782BE5A7C20E49AF9"><enum>(v)</enum><text>describe the approaches that each participating agency will take to address administratively the barriers described in clauses (iii) and (iv); and</text>
 </clause><clause id="HCA5F57C52008486C9D8AD00314889F08"><enum>(vi)</enum><text>identify any barriers that require Federal or State legislative or regulatory changes in order to be addressed.</text>
 </clause></subparagraph></paragraph><paragraph id="HE7744944D7CC4826AD87FA3645097FBC"><enum>(3)</enum><header>Duties of OSTP</header><text display-inline="yes-display-inline">The Director of the Office of Science and Technology Policy shall encourage and monitor the efforts of the Federal agencies participating in the interagency working group to ensure that the strategic plan required under paragraph (2)(B) is developed and executed effectively and that the objectives of such strategic plan are met.</text>
 </paragraph><paragraph id="H5F299CF57D904381AB8EC7FB6ADAD18B"><enum>(4)</enum><header>Report</header><text display-inline="yes-display-inline">The Director of the Office of Science and Technology Policy shall—</text> <subparagraph id="H6327262194124AC4ABA8F743A163C8C4"><enum>(A)</enum><text>not later than 1 year after the date of enactment of this Act, submit to Congress the strategic plan required under paragraph (2)(B); and</text>
 </subparagraph><subparagraph id="HE50C9565590F4A458406CEA9EABA0EC4"><enum>(B)</enum><text>include in the annual report required by section 101(d) of the America COMPETES Reauthorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/6621">42 U.S.C. 6621(d)</external-xref>) a description of any progress made in carrying out the activities described in paragraph (2)(B) of this subsection.</text>
 </subparagraph></paragraph><paragraph id="HD498AB9E5C0341768AFCFAC2207744DC"><enum>(5)</enum><header>Sunset</header><text>The interagency working group established under paragraph (1) shall terminate on the date that is 5 years after the date that it is established.</text></paragraph></subsection></section></legis-body>

 </paragraph></subsection><subsection id="idfbb23443-3d18-4c31-9aef-ccb1f61d408e"><enum>(c)</enum><header>National Science Board indicators report</header><text display-inline="yes-display-inline">The National Science Board shall provide in its annual report on indicators of the state of science and engineering in the United States any available and relevant data on veterans in science and engineering careers or education programs.</text>

 </paragraph><paragraph id="id88730f5b-49aa-41c8-9adc-9cca3beaf19d"><enum>(2)</enum><text>in paragraph (3)—</text> <subparagraph id="idd07afcbc-2216-4c2f-9b74-a7331fc29460"><enum>(A)</enum><text>in subparagraph (I), by striking <quote>and</quote> at the end;</text>
 </subparagraph><subparagraph id="idea5aa337-407a-4fb3-a42d-75e20421a658"><enum>(B)</enum><text>by redesignating subparagraph (J) as subparagraph (K); and</text> </subparagraph><subparagraph id="id7073d8e0-c408-407a-af4d-1639d7c90791"><enum>(C)</enum><text>by inserting after subparagraph (I) the following:</text>

 <subparagraph id="id72a5a11a-0d77-4afd-ac80-308dd3425128"><enum>(J)</enum><text display-inline="yes-display-inline">creating opportunities for veterans to transition to careers in computer and network security; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </subparagraph></paragraph></subsection><subsection id="idd5ddb4fe-5bc8-4b8f-ac83-38262f1e937d"><enum>(g)</enum><header>Graduate traineeships in computer and network security research update</header><text display-inline="yes-display-inline">Section 5(c)(6)(C) of the Cyber Security Research and Development Act (<external-xref legal-doc="usc" parsable-cite="usc/15/7404">15 U.S.C. 7404(c)(6)(C)</external-xref>) is amended by inserting <quote>or veterans</quote> after <quote>disciplines</quote>.</text>
			</subsection><subsection id="id17286d96-cde1-4d40-b7e9-88e1fab4431a"><enum>(h)</enum><header>Veterans and military families STEM education interagency working group</header>
 <paragraph id="id029ba82a-8c77-409a-8c2f-1dfbcdfcd240"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the Office of Science and Technology Policy shall establish, or designate, an interagency working group to improve veteran and military spouse equity and representation in STEM fields.</text>
 </paragraph><paragraph id="id87222012-93f5-478d-9f36-2708f1ace6d9"><enum>(2)</enum><header>Duties of interagency working group</header><text>An interagency working group established under paragraph (1) shall develop and facilitate the implementation by participating agencies of a strategic plan, which shall—</text>
 <subparagraph id="id97ba691b-99ae-4c9a-97d4-6a30cb2f3c74"><enum>(A)</enum><text>specify and prioritize short- and long-term objectives;</text> </subparagraph><subparagraph id="id1923dbe5-3552-4849-917b-f0bf1f98b286"><enum>(B)</enum><text display-inline="yes-display-inline">specify the common metrics that will be used by Federal agencies to assess progress toward achieving such objectives;</text>
 </subparagraph><subparagraph id="id719307b9-7fb3-453f-8b87-41829f8f8de3"><enum>(C)</enum><text>identify barriers veterans face in reentering the workforce, including a lack of formal STEM education, career guidance, and the process of transferring military credits and skills to college credits;</text>
 </subparagraph><subparagraph id="id9c64c5d3-0168-4c59-85a8-3acd33f32af4"><enum>(D)</enum><text>identify barriers military spouses face in establishing careers in STEM fields;</text> </subparagraph><subparagraph id="idb9790e63-4aa5-443a-aa0c-3bc54537cfb2"><enum>(E)</enum><text>describe the approaches that each participating agency will take to address administratively the barriers described in subparagraphs (C) and (D); and</text>
 </subparagraph><subparagraph id="id6d98e7ef-e524-4b68-be7f-c233684beb92"><enum>(F)</enum><text>identify any barriers that require Federal or State legislative or regulatory changes in order to be addressed.</text>
 </subparagraph></paragraph><paragraph id="id3e630f59-cb14-4531-8dc3-436c98196eb5"><enum>(3)</enum><header>Report</header><text display-inline="yes-display-inline">The Director of the Office of Science and Technology Policy shall—</text> <subparagraph id="id5061214e-d2fe-4785-b7ae-5feaa10ad33b"><enum>(A)</enum><text>not later than 1 year after the date of enactment of this Act, submit to Congress the strategic plan required under paragraph (2); and</text>
 </subparagraph><subparagraph id="idc80bfee9-d6bc-4e7f-8d4c-85f03ba97b3a"><enum>(B)</enum><text>include in the annual report required by section 101(d) of the America COMPETES Reauthorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/6621">42 U.S.C. 6621(d)</external-xref>) a description of any progress made in carrying out the activities described in paragraph (2) of this subsection.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcb8bab2b-bede-451f-855a-92418393662f"><enum>(4)</enum><header>Sunset</header><text>An interagency working group established under paragraph (1) shall terminate on the date that is 3 years after the date that it is established.</text>
				</paragraph></subsection></section><section changed="added" id="idD97D0288C942484DAED603F5D47B9922" reported-display-style="italic"><enum>4.</enum><header>Comptroller General of the United States study and report on barriers faced by student veterans
			 pursuing degrees in science, technology, engineering, or math</header>
 <subsection id="id1E24A8D766CE49B1810FEA6FC2E0A742"><enum>(a)</enum><header>Study</header><text>Not later than August 1, 2022, the Comptroller General of the United States shall complete a study on academic success rates of student veterans pursuing covered degrees and barriers faced by such students in pursuing such degrees.</text>
 </subsection><subsection id="id466F6E8FEE974D7084F79B2177E35B45"><enum>(b)</enum><header>Elements</header><text>The study required by subsection (a) shall include the following:</text> <paragraph id="id19CD0CF439B649BA96E3D42D1E8C26B4"><enum>(1)</enum><text>Assessment of available information on the percentage or number of student veterans pursuing a covered degree with educational assistance furnished under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/33">chapter 33</external-xref> of title 38, United States Code.</text>
 </paragraph><paragraph id="id2C9B13A3AE5E426B9ACD40195E1C89BA"><enum>(2)</enum><text>Assessment of available information on the percentage or number of such students who pursue a covered degree and do not obtain such degree in four or fewer academic years.</text>
 </paragraph><paragraph id="idC1C723C1BA194443A0526E7D52F7DE9E"><enum>(3)</enum><text>Identification of the reasons that such students do not obtain such degree in four or fewer academic years and whether such reasons are barriers to obtaining such degrees.</text>
 </paragraph><paragraph id="idB129B73B6E9A4C51B3F36A1F3265DF1A"><enum>(4)</enum><text>Development of recommendations for legislative or administrative action to better align the educational assistance furnished under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/33">chapter 33</external-xref> of title 38, United States Code, with the needs of such students and address the reasons identified under paragraph (3).</text>
 </paragraph></subsection><subsection id="idFE0F642AEEF844F2A8C621239EB27455"><enum>(c)</enum><header>Report</header><text>Not later than August 1, 2022, the Comptroller General shall submit to Congress a report on the findings of the Comptroller General with respect to the study completed under subsection (a), along with recommendations for such legislative or administrative action as the Comptroller General considers appropriate.</text>
 </subsection><subsection id="id42CB65CB69284512A9C0AC7D5251F042"><enum>(d)</enum><header>Definition of covered degree</header><text>In this section, the term <term>covered degree</term> means a standard, undergraduate college degree in a field listed under section 3320(b)(4)(A)(i) of title 38, United States Code.</text></subsection></section></legis-body><endorsement><action-date>December 5, 2019</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
