			 responding to public health challenges posed by emerging contaminants, and
 for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Drinking Water Assistance Act of 2019</short-title></quote>.</text></section><section id="idDB5F0F76A70C44AE942228F44F8083FF"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text><paragraph id="idDD2A15D7549E4C279904C82F51714ACD"><enum>(1)</enum><text display-inline="yes-display-inline">safe and clean drinking water is essential to the health, well-being, comfort, and standard of living of every person of the United States;</text></paragraph><paragraph id="id06FEE988F58041D581A49985CBA4BF09"><enum>(2)</enum><text>emerging contaminants in drinking water systems are increasingly being detected at low levels;</text></paragraph><paragraph id="id1B82146F36F4462BBC0FB030EA75268A"><enum>(3)</enum><text>prolonged exposure to unregulated drinking water contaminants, including emerging contaminants, may pose human health risks, particularly to vulnerable populations;</text></paragraph><paragraph id="idB57345271B5A4A408BE683C374F4AD2A"><enum>(4)</enum><text>the Safe Drinking Water Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300f">42 U.S.C. 300f</external-xref> et seq.) requires the Administrator of the Environmental Protection Agency—</text><subparagraph id="id2FBDB804A54F42B496E4B379F8980CFD"><enum>(A)</enum><text>to periodically make regulatory determinations with respect to unregulated contaminants; and</text></subparagraph><subparagraph id="idAB1058D47346444395CF1E9EA4025CC2"><enum>(B)</enum><text>not less frequently than once every 5 years, to identify and publish a description of unregulated contaminants that may require regulation;</text></subparagraph></paragraph><paragraph id="id3F92C3164F9A4ED4A5841C5CD9F25ED3"><enum>(5)</enum><text>in a 2011 report of the Government Accountability Office, the Comptroller General of the United States found, with respect to unregulated drinking water contaminants, that—</text><subparagraph id="id72B761E00A2D43DBAC38C48A7E94B080"><enum>(A)</enum><text>the Administrator has made limited progress in prioritizing drinking water contaminants based on greatest public health concern;</text></subparagraph><subparagraph id="id35118559CC254DEB97C9379FBE618ACA"><enum>(B)</enum><text>the lack of data relating to the exposure of the public to potentially harmful drinking water contaminants and the related health effects of that exposure continues to limit the ability of the Administrator to make regulatory determinations; and</text></subparagraph><subparagraph id="idD2648648C9F6456EB097E7A507586548"><enum>(C)</enum><text>in many cases, gathering sufficient data to address contaminants awaiting regulatory determinations by the Administrator has taken the Administrator more than 10 years, and obtaining data on other contaminants that are currently awaiting regulatory determinations may take decades;</text></subparagraph></paragraph><paragraph id="id31A0A20F6B164609AA79A65B57DE7CC8"><enum>(6)</enum><text>in the 2016 Drinking Water Action Plan of the Environmental Protection Agency, the Administrator recommended that the Federal Government and key water stakeholders strengthen the effectiveness of drinking water health advisories through enhanced collaboration and increased focus on risk management and risk communication approaches;</text></paragraph><paragraph id="id783FB3E65EE7491AA3A06AFF6E8FA3B8"><enum>(7)</enum><text>in response to the report of the Committee on Appropriations of the Senate accompanying S. 1662 of the 115th Congress (S. Rept. 115–139), the Office of Science and Technology Policy developed a coordinated cross-agency plan for addressing critical research gaps related to detecting, assessing exposure to, and identifying the adverse health effects of emerging contaminants in drinking water; and</text></paragraph><paragraph id="id57514686DC114B00A23DB4B781B6BBE2"><enum>(8)</enum><text>it is vital that legislators, regulatory officials, public water system owners and operators, scientists, and environmental advocacy groups continue to work to ensure that the public water systems of the United States are among the safest in the world.</text></paragraph></section><section id="idb9e407bd535e474989c60b0a7b31ebd5"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id549773CDF4944A0DAF704677D68A7DE8"><enum>(1)</enum><header>Administrator</header><text display-inline="yes-display-inline">The term <term>Administrator</term> means the Administrator of the Environmental Protection Agency.</text></paragraph><paragraph id="idEA594CA5124346AEA3203968B8C0805F"><enum>(2)</enum><header>Contaminant</header><text>The term <term>contaminant</term> means any physical, chemical, biological, or radiological substance or matter in water.</text></paragraph><paragraph commented="no" id="idCDBE93B4675846D19B6418F250858834"><enum>(3)</enum><header>Contaminant of emerging concern; emerging contaminant</header><text>The terms <term>contaminant of emerging concern</term> and <term>emerging contaminant</term> mean a contaminant—</text><subparagraph commented="no" id="id8DB02AC73AAB46B7866B46EA3805337C"><enum>(A)</enum><text>for which the Administrator has not promulgated a national primary drinking water regulation; and</text></subparagraph><subparagraph commented="no" id="id665A35B8E8504689B11D01E323B3066C"><enum>(B)</enum><text>that may have an adverse effect on the health of individuals.</text></subparagraph></paragraph><paragraph commented="no" id="idAD95B8D6D420484EBF787C8244D183A6"><enum>(4)</enum><header>Federal research strategy</header><text>The term <term>Federal research strategy</term> means the cross-agency plan described in section 2(7).</text></paragraph><paragraph commented="no" id="idADE28B59322145FCA0632783AC371F52"><enum>(5)</enum><header>Technical assistance and support</header><text>The term <term>technical assistance and support</term> includes—</text><subparagraph commented="no" id="id506076CC8B504303B38432143C3E291F"><enum>(A)</enum><text>assistance with—</text><clause commented="no" id="id25241F030FA44319AD7211C3A24AA5FB"><enum>(i)</enum><text>identifying appropriate analytical methods for the detection of contaminants;</text></clause><clause commented="no" id="idA60620457A2D44D98C62965EE2996DDD"><enum>(ii)</enum><text>understanding the strengths and limitations of the analytical methods described in clause (i); and</text></clause><clause commented="no" id="id94A1D96A6AE44041A9BA328B50A9F57B"><enum>(iii)</enum><text>troubleshooting the analytical methods described in clause (i);</text></clause></subparagraph><subparagraph commented="no" id="id8DBF5755667C4DC6808BD282AA074B71"><enum>(B)</enum><text>providing advice on laboratory certification program elements;</text></subparagraph><subparagraph commented="no" id="idE7EA5AB66DB74B2B8A9F2D78E1EF3693"><enum>(C)</enum><text>interpreting sample analysis results;</text></subparagraph><subparagraph commented="no" id="id977067F2965143228B7E147B465AAC1C"><enum>(D)</enum><text>providing training with respect to proper analytical techniques;</text></subparagraph><subparagraph commented="no" id="idA0EB9749D861412498D4851330BD9B38"><enum>(E)</enum><text>identifying appropriate technology for the treatment of contaminants; and</text></subparagraph><subparagraph commented="no" id="idD11DBF3B063D40DA8644CAD3D35DCC9D"><enum>(F)</enum><text>analyzing samples, if—</text><clause commented="no" id="id67AC35FBC0D9498681BEB498ADC58681"><enum>(i)</enum><text>the analysis cannot be otherwise obtained in a practicable manner otherwise; and</text></clause><clause commented="no" id="id1A8D909A91C649DD8FEC15FE8DCE8EA3"><enum>(ii)</enum><text>the capability and capacity to perform the analysis is available at a Federal facility.</text></clause></subparagraph></paragraph><paragraph id="idBDAC55FF4CF74896852FD27F3C1F1729"><enum>(6)</enum><header>Working Group</header><text>The term <term>Working Group</term> means the Working Group established under section 4(b)(1).</text></paragraph></section><section id="id5824471cb1524bd6afe29d318250d35d"><enum>4.</enum><header>Research and coordination plan for enhanced response on emerging contaminants</header><subsection id="id4D2D02465C6A4C7CA0611A49D5672D1C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator shall—</text><paragraph id="id41CCF6265FA04BA0A58FE651E46E9A96"><enum>(1)</enum><text display-inline="yes-display-inline">review Federal efforts—</text><subparagraph id="id37CBA0AA3C7944718C3CCEA250E6EB89"><enum>(A)</enum><text display-inline="yes-display-inline">to identify, monitor, and assist in the development of treatment methods for emerging contaminants; and</text></subparagraph><subparagraph id="id950ECF6A7A934DDB9593C979DB53C8F6"><enum>(B)</enum><text>to assist States in responding to the human health risks posed by contaminants of emerging concern; and</text></subparagraph></paragraph><paragraph id="id8C6C9715DD424AA9932D82B4BD908E8D"><enum>(2)</enum><text>in collaboration with owners and operators of public water systems, States, and other interested stakeholders, establish a strategic plan for improving the Federal efforts referred to in paragraph (1).</text></paragraph></subsection><subsection id="idfa6477a5db66468ab5b47c8e305ce36d"><enum>(b)</enum><header>Interagency Working Group on emerging contaminants</header><paragraph id="id33A161DE8031483B88BA4F617EBB4741"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Administrator and the Secretary of Health and Human Services shall jointly establish a Working Group to coordinate the activities of the Federal Government to identify and analyze the public health effects of drinking water contaminants of emerging concern.</text></paragraph><paragraph id="id4CF9B1D3336C446D98FF8F2DEA09C5BA"><enum>(2)</enum><header>Membership</header><text display-inline="yes-display-inline">The Working Group shall include representatives of the following:</text><subparagraph id="idA87DCC40744645F385594BDB1B3F63DC"><enum>(A)</enum><text display-inline="yes-display-inline">The Environmental Protection Agency, appointed by the Administrator.</text></subparagraph><subparagraph id="id2F1D9C12F7AE4B13923E4E8EF4BD5A5D"><enum>(B)</enum><text display-inline="yes-display-inline">The following agencies, appointed by the Secretary of Health and Human Services:</text><clause id="id4F9F002EFACF44B19CB545A31BF4400B"><enum>(i)</enum><text display-inline="yes-display-inline">The National Institutes of Health.</text></clause><clause id="id701377C276A4448B82A3A69A7C5B8F0B"><enum>(ii)</enum><text display-inline="yes-display-inline">The Centers for Disease Control and Prevention.</text></clause><clause id="idD7D428519B0D4DDA8FB70D5ADBC78032"><enum>(iii)</enum><text display-inline="yes-display-inline">The Agency for Toxic Substances and Disease Registry.</text></clause></subparagraph><subparagraph id="id481F02599DBD42439205AB13E8EBA8F7"><enum>(C)</enum><text>The United States Geological Survey, appointed by the Secretary of the Interior.</text></subparagraph><subparagraph id="idE13F5AAD25894869845A33A159A066E1"><enum>(D)</enum><text display-inline="yes-display-inline">Any other Federal agency the assistance of which the Administrator determines to be necessary to carry out this subsection, appointed by the head of the respective agency.</text></subparagraph></paragraph><paragraph id="idACDBA4CE9CAC48CDAF78D5D1B6A49373"><enum>(3)</enum><header>Existing Working Group</header><text display-inline="yes-display-inline">The Administrator may expand or modify the duties of an existing working group to perform the duties of the Working Group under this subsection.</text></paragraph></subsection><subsection id="idad2c2dce47ef4190812ae4a98ead1593"><enum>(c)</enum><header>National Emerging Contaminant Research Initiative</header><paragraph id="id736983DEC27E42B1A43B03138BFE511E"><enum>(1)</enum><header>Federal research strategy</header><subparagraph id="idDE4CD97F4A9E465C9B403CEBF8372887"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Director of the Office of Science and Technology Policy (referred to in this subsection as the <quote>Director</quote>) shall coordinate with the heads of the agencies described in subparagraph (C) to establish a research initiative, to be known as the <quote>National Emerging Contaminant Research Initiative</quote>, that shall—</text><clause id="idA2274FD843C14862BFD9E4B405B98784"><enum>(i)</enum><text display-inline="yes-display-inline">use the Federal research strategy to improve the identification, analysis, monitoring, and treatment methods of contaminants of emerging concern; and</text></clause><clause id="idCCD5784FBB3A4CECA66F04BF915BE8C7"><enum>(ii)</enum><text display-inline="yes-display-inline">develop any necessary program, policy, or budget to support the implementation of the Federal research strategy, including mechanisms for joint agency review of research proposals, for interagency cofunding of research activities, and for information sharing across agencies.</text></clause></subparagraph><subparagraph id="id86D37C68F77543EBAE50D0DB163C5896"><enum>(B)</enum><header>Research on emerging contaminants</header><text>In carrying out subparagraph (A), the Director shall—</text><clause id="id420C8A97C45F487B9ED18A58FCEBD2CF"><enum>(i)</enum><text>take into consideration consensus conclusions from peer-reviewed, pertinent research on emerging contaminants; and</text></clause><clause id="idDC29A69349004D2DB071997775209726"><enum>(ii)</enum><text>in consultation with the Administrator, identify priority emerging contaminants for research emphasis.</text></clause></subparagraph><subparagraph id="id1FE30869443C4C598D4E5A4CC32A2E8B"><enum>(C)</enum><header>Federal participation</header><text display-inline="yes-display-inline">The agencies referred to in subparagraph (A) include—</text><clause id="id4F5F487805444650A1BF587597956F6D"><enum>(i)</enum><text display-inline="yes-display-inline">the National Science Foundation;</text></clause><clause id="id19A31B75ABD141C9974E37DEC0A3A6CD"><enum>(ii)</enum><text display-inline="yes-display-inline">the National Institutes of Health;</text></clause><clause id="id7DD3921D202D4B5E9FAF5A0BC81AC0AA"><enum>(iii)</enum><text display-inline="yes-display-inline">the Environmental Protection Agency;</text></clause><clause id="idD65A46E1672249BBB18A0D1BBE5798FB"><enum>(iv)</enum><text display-inline="yes-display-inline">the National Institute of Standards and Technology;</text></clause><clause id="id26AC9257EE5A4DEDA15495CCD2BA695B"><enum>(v)</enum><text display-inline="yes-display-inline">the United States Geological Survey; and</text></clause><clause id="id71B9E444971148D9942EAB0DFA56EBB7"><enum>(vi)</enum><text display-inline="yes-display-inline">any other Federal agency that contributes to research in water quality, environmental exposures, and public health, as determined by the Director.</text></clause></subparagraph><subparagraph id="id396C25F5B3E14BCD925D0D1A36A1405C"><enum>(D)</enum><header>Participation from additional entities</header><text>In carrying out subparagraph (A), the Director shall consult with nongovernmental organizations, State and local governments, and science and research institutions determined by the Director to have scientific or material interest in the National Emerging Contaminant Research Initiative.</text></subparagraph></paragraph><paragraph id="id3C44F38354F74275A7300E6BC45007EF"><enum>(2)</enum><header>Implementation of research recommendations</header><subparagraph id="idFA13D88227E04FE58972BCC47616602F"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date on which the Director and heads of the agencies described in paragraph (1)(C) establish the National Emerging Contaminant Research Initiative under paragraph (1)(A), the head of each agency described in paragraph (1)(C) shall—</text><clause id="idB3BBA965481F443ABB24B24BE04837B8"><enum>(i)</enum><text display-inline="yes-display-inline">issue a solicitation for research proposals consistent with the Federal research strategy; and</text></clause><clause id="idADD442BC038C4083B2711E6982685909"><enum>(ii)</enum><text display-inline="yes-display-inline">make grants to applicants that submit research proposals selected by the National Emerging Contaminant Research Initiative in accordance with subparagraph (B).</text></clause></subparagraph><subparagraph id="id2044FD16431E455E917683BA70F8B803"><enum>(B)</enum><header>Selection of research proposals</header><text display-inline="yes-display-inline">The National Emerging Contaminant Research Initiative shall select research proposals to receive grants under this paragraph on the basis of merit, using criteria identified by the Director, including the likelihood that the proposed research will result in significant progress toward achieving the objectives identified in the Federal research strategy.</text></subparagraph><subparagraph id="id480355EA411648CDAAAA0723913DCCB3"><enum>(C)</enum><header>Eligible entities</header><text>Any entity or group of two or more entities may submit to the head of each agency described in paragraph (1)(C) a research proposal in response to the solicitation for research proposals described in subparagraph (A)(i), including—</text><clause id="idA0194E3ABDD54312BE08F50BE2005741"><enum>(i)</enum><text>State and local agencies;</text></clause><clause id="id37A7029B46C54341984B27EF52FE8CD3"><enum>(ii)</enum><text>public institutions, including public institutions of higher education;</text></clause><clause id="idB7CF7987E3B5484C9340EEB3FB8ACE99"><enum>(iii)</enum><text>private corporations; and</text></clause><clause id="id34FE34627F094536A4109376F9FF1016"><enum>(iv)</enum><text>nonprofit organizations.</text></clause></subparagraph></paragraph></subsection><subsection id="id8f6db77a58c14e65b40dbcdb4b8a0589"><enum>(d)</enum><header>Federal technical assistance and support for States</header><paragraph id="id01B35A4C05B54E9E93056C11C0B364AC"><enum>(1)</enum><header>Study</header><subparagraph id="id08FDE14A8A8446EF91C3143756FF953C"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Administrator shall conduct a study on actions the Administrator can take to increase technical assistance and support for States with respect to emerging contaminants in drinking water samples.</text></subparagraph><subparagraph id="id02D377DA8854443B9A253FCA024ADA60"><enum>(B)</enum><header>Contents of study</header><text>In carrying out the study described in subparagraph (A), the Administrator shall identify—</text><clause id="idEEA8BC144FFD49338E31FE64EABB54D3"><enum>(i)</enum><text>methods and effective treatment options to increase technical assistance and support with respect to emerging contaminants to States, including identifying opportunities for States to improve communication with various audiences about the risks associated with emerging contaminants;</text></clause><clause id="idCB1EBB523F904991AAD73EC5E2770793"><enum>(ii)</enum><text>means to facilitate access to qualified contract testing laboratory facilities that conduct analyses for emerging contaminants; and</text></clause><clause id="id60ACC2CF0089442FBF83DA23804EED5F"><enum>(iii)</enum><text>actions to be carried out at existing Federal laboratory facilities, including the research facilities of the Administrator, to provide technical assistance and support for States that require testing facilities for emerging contaminants.</text></clause></subparagraph><subparagraph id="id3D73625EA66A401BBD922A661C024D9A"><enum>(C)</enum><header>Availability of analytical resources</header><text>In carrying out the study described in subparagraph (A), the Administrator shall consider—</text><clause id="idE68D4618C4F645EF97F41346437B4DC6"><enum>(i)</enum><text>the availability of—</text><subclause id="id3943C8CD54604CFA871A5A1BCF0A99FB"><enum>(I)</enum><text>Federal and non-Federal laboratory capacity; and</text></subclause><subclause id="id59596B1E75FE41888587E5BBCA8879D5"><enum>(II)</enum><text>validated methods to detect and analyze contaminants; and</text></subclause></clause><clause id="id3C8333FEDAFD480AB5E0692D557D6627"><enum>(ii)</enum><text>other factors determined to be appropriate by the Administrator.</text></clause></subparagraph></paragraph><paragraph id="id496E68DC88D7469D9FE9A2AB5EA495AB"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator shall submit to Congress a report describing the results of the study described in paragraph (1).</text></paragraph><paragraph id="id0DF64D67179144639A97D6D461B5FABB"><enum>(3)</enum><header>Program to provide Federal assistance to States</header><subparagraph id="id68EDA308B0294EA59830721ECE7889C4"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 3 years after the date of enactment of this Act, based on the findings in the report described in paragraph (2), the Administrator shall develop a program to provide technical assistance and support to eligible States for the testing and analysis of emerging contaminants.</text></subparagraph><subparagraph id="id6000838288094544B9EDFEE2F22E6268"><enum>(B)</enum><header>Application</header><clause id="id7522777FD68B49B0BB5776F604FCC8CC"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">To be eligible for technical assistance and support under this paragraph, a State shall submit to the Administrator an application at such time, in such manner, and containing such information as the Administrator may require.</text></clause><clause id="id5B90F7C52A274DA5B2098BE217105D4B"><enum>(ii)</enum><header>Criteria</header><text display-inline="yes-display-inline">The Administrator shall evaluate an application for technical assistance and support under this paragraph on the basis of merit using criteria identified by the Administrator, including—</text><subclause id="idB4922772B65844E99C3F843D0DACE629"><enum>(I)</enum><text display-inline="yes-display-inline">the laboratory facilities available to the State;</text></subclause><subclause id="id662C661A1DB1441F8FB9F5ACBD1FEE2F"><enum>(II)</enum><text>the availability and applicability of existing analytical methodologies;</text></subclause><subclause id="idAD6270D57D684EF385ED0D28FFB27AD0"><enum>(III)</enum><text display-inline="yes-display-inline">the potency and severity of the emerging contaminant, if known; and</text></subclause><subclause id="idD64FFD7C6A45427F8A9F131E7C37D7FC"><enum>(IV)</enum><text display-inline="yes-display-inline">the prevalence and magnitude of the emerging contaminant.</text></subclause></clause><clause id="idA1D788449C144ED392BCC9EF4144418A"><enum>(iii)</enum><header>Prioritization</header><text display-inline="yes-display-inline">In selecting States to receive technical assistance and support under this paragraph, the Administrator—</text><subclause id="idC91B7114A3C94AE1A7B71BA07C91605F"><enum>(I)</enum><text display-inline="yes-display-inline">shall give priority to States with affected areas primarily in financially distressed communities;</text></subclause><subclause id="id266F2979249F4D2EBF605BDBA6A962BD"><enum>(II)</enum><text>may—</text><item id="id14A4AE02407B4DF1B27088C1AA213650"><enum>(aa)</enum><text>waive the application process in an emergency situation; and</text></item><item id="idDE73877AE10B415F8CF80F379FB1B6CC"><enum>(bb)</enum><text>require an abbreviated application process for the continuation of work specified in a previously approved application that continues to meet the criteria described in clause (ii); and</text></item></subclause><subclause id="idC277BC81EFD1471EAE03B3F747CB92E5"><enum>(III)</enum><text>shall consider the relative expertise and availability of—</text><item id="idEBA0FF15CDFB4721B68E4F26C71C112E"><enum>(aa)</enum><text>Federal and non-Federal laboratory capacity available to the State;</text></item><item id="idF38AA6987F284343B1FEB3CAAE789BA6"><enum>(bb)</enum><text>analytical resources available to the State; and</text></item><item id="id9C7590519FB14B32A519A2DF328E7418"><enum>(cc)</enum><text>other types of technical assistance available to the State.</text></item></subclause></clause></subparagraph><subparagraph id="id2DDE1B532D3B4FC280CC27B0EE990C57"><enum>(C)</enum><header>Database of available resources</header><text>The Administrator shall establish and maintain a database of resources available through the program developed under subparagraph (A) to assist States with testing for emerging contaminants that—</text><clause id="id4152A967B0B74AE0BF867554D29AB393"><enum>(i)</enum><text>is—</text><subclause id="id44B3172675174ECA83ECD08571A5030A"><enum>(I)</enum><text>available to States and stakeholder groups determined by the Administrator to have scientific or material interest in emerging contaminants, including—</text><item id="idD3C0DB01472D457A86539769C656C7EB"><enum>(aa)</enum><text>drinking water and wastewater utilities;</text></item><item id="id1EF953391F1D43CB8CF9B9437B6B0767"><enum>(bb)</enum><text>laboratories;</text></item><item id="id2DFAD73739344BD3A4B7344DD972D406"><enum>(cc)</enum><text>Federal and State emergency responders;</text></item><item id="id7DCBA7D36F5B4C7DA908B94DD3B3370E"><enum>(dd)</enum><text>State primacy agencies;</text></item><item id="id5EB6D7A83DED417589F60A0A19E6CE32"><enum>(ee)</enum><text>public health agencies; and</text></item><item id="id570A2BD5A8294A1CB48DF7BBACFEF749"><enum>(ff)</enum><text>water associations;</text></item></subclause><subclause id="id9828179ED54041A99E94145D3684BCF6"><enum>(II)</enum><text>searchable; and</text></subclause><subclause id="idA84AE203664342F38A2A67D835B653D6"><enum>(III)</enum><text>accessible through the web­site of the Administrator; and</text></subclause></clause><clause id="id4E9CC0F610F942A79328E33AA410E0EB"><enum>(ii)</enum><text>includes a description of—</text><subclause id="id91F14B96FF374BB69D0678A2AC8401DA"><enum>(I)</enum><text>qualified contract testing laboratory facilities that conduct analyses for emerging contaminants; and</text></subclause><subclause id="id9357EABAC82D4E60ABB01F6442BAD9E6"><enum>(II)</enum><text>the resources available in Federal laboratory facilities to test for emerging contaminants.</text></subclause></clause></subparagraph><subparagraph commented="no" id="id542C8D6871D149E38CA28278A7711C13"><enum>(D)</enum><header>Water Contaminant Information Tool</header><text>The Administrator shall integrate the database established under subparagraph (C) into the Water Contaminant Information Tool of the Environmental Protection Agency.</text></subparagraph></paragraph><paragraph id="id54505FA3AE4D4BB29994131D6C51660A"><enum>(4)</enum><header>Funding</header><text>Of the amounts available to the Administrator, the Administrator may use not more than $15,000,000 in a fiscal year to carry out this subsection.</text></paragraph></subsection><subsection id="id1A879699536642789CE89537DDDABAA8"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">Not less frequently than once every 2 years until 2029, the Administrator shall submit to Congress a report that describes the progress made in carrying out this Act.</text></subsection><subsection id="idE2B42D474D454E84817EEFECF364416C"><enum>(f)</enum><header>Effect</header><text>Nothing in this section modifies any obligation of a State, local government, or Indian Tribe with respect to treatment methods for, or testing or monitoring of, drinking water.</text></subsection></section></legis-body></bill>
