 <section changed="deleted" committee-id="SSEG00" id="S1" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title></quote>.</text> </section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="idC56FAAA4ADDF4D36A87E2A5B6AC0BE93" reported-display-style="strikethrough"><enum>2.</enum><header display-inline="yes-display-inline">Establishment of coal and natural gas technology program</header> <subsection commented="no" display-inline="no-display-inline" id="idE903C88A2ED04D06B9F98BB8EEF7CEBF"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Energy Policy Act of 2005 is amended by striking section 962 (<external-xref legal-doc="usc" parsable-cite="usc/42/16292">42 U.S.C. 16292</external-xref>) and inserting the following:</text>

					<section id="id8A12B902566244E8B7CE5B27AAE2AE98"><enum>962.</enum><header>Coal and natural gas technology program</header>
 <subsection id="idE16479E5957947EF8CC6FB9C6CEA655E"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="idA8D5DFFCB3BD4AAAAD618BD3C7C3CC5D"><enum>(1)</enum><header>Large-scale pilot project</header><text>The term <term>large-scale pilot project</term> means a pilot project that—</text>
 <subparagraph id="id8d1b4733f5ec46baa6c2ae92f2405d27"><enum>(A)</enum><text>represents the scale of technology development beyond laboratory development and bench scale testing, but not yet advanced to the point of being tested under real operational conditions at commercial scale;</text>
 </subparagraph><subparagraph id="idEC76848A7E704EE49777BE0A5A6CE96A"><enum>(B)</enum><text>represents the scale of technology necessary to gain the operational data needed to understand the technical and performance risks of the technology before the application of that technology at commercial scale or in commercial-scale demonstration; and</text>
 </subparagraph><subparagraph id="id6187E61010F34E878FCE08090F6804E8"><enum>(C)</enum><text>is large enough—</text> <clause id="id2776463E98A341CB9B1D7EAD7A6D4DB4"><enum>(i)</enum><text>to validate scaling factors; and</text>
 </clause><clause id="id97F53ABE1BD54CC9A84464F5B3D4920E"><enum>(ii)</enum><text>to demonstrate the interaction between major components so that control philosophies for a new process can be developed and enable the technology to advance from large-scale pilot plant application to commercial-scale demonstration or application.</text>
 </clause></subparagraph></paragraph><paragraph id="id7c6a9fc8c130496384b0ad1d157c294f"><enum>(2)</enum><header>Net-negative carbon dioxide emissions technology</header><text>The term <term>net-negative carbon dioxide emissions technology</term> means technology—</text> <subparagraph id="id3e597ec70fdc4878a971f110f6c5af7f"><enum>(A)</enum><text>for thermochemical co-conversion of coal and biomass fuels that—</text>
 <clause id="idfcbb45ce248a4c01b01aa818d4ed98cb"><enum>(i)</enum><text>uses a carbon capture system; and</text> </clause><clause id="id2d0fddd17354458da9c2f95d7e36e29c"><enum>(ii)</enum><text>with carbon dioxide removal, the Secretary determines can provide electricity, fuels, or chemicals with net-negative carbon dioxide emissions from production and consumption of the end products, while removing atmospheric carbon dioxide; and</text>
 </clause></subparagraph><subparagraph id="idf1016f690baf4a81918898997dcbb0b7"><enum>(B)</enum><text>through which each use of coal will be combined with the use of a regionally indigenous form of biomass energy, provided on a renewable basis, that is sufficient in quantity to allow for net-negative emissions of carbon dioxide (in combination with a carbon capture system), while avoiding impacts on food production activities.</text>
 </subparagraph></paragraph><paragraph id="idAD24FD9E7B10464DBF191FDE4CEE9237"><enum>(3)</enum><header>Program</header><text>The term <term>program</term> means the program established under subsection (b)(1).</text> </paragraph><paragraph id="idAA7C669125BD4718BB6D3A774E2CF6F4"><enum>(4)</enum><header>Transformational technology</header> <subparagraph id="idE1C3564F1FFC45B6B1E4C23A8A5E1D99"><enum>(A)</enum><header>In general</header><text>The term <term>transformational technology</term> means a power generation technology that represents a significant change in the methods used to convert energy that will enable a step change in performance, efficiency, and cost of electricity as compared to the technology in existence on the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>.</text>
 </subparagraph><subparagraph id="id1725232828C34FA483A0DCE52A1930D4"><enum>(B)</enum><header>Inclusions</header><text>The term <term>transformational technology</term> includes a broad range of technology improvements, including—</text> <clause id="idD364E74877AB4B8284021325AED9FA06"><enum>(i)</enum><text>thermodynamic improvements in energy conversion and heat transfer, including—</text>
 <subclause id="id27e2710b4f61417ea36fe6d461a262e6"><enum>(I)</enum><text>advanced combustion systems, including oxygen combustion systems and chemical looping; and</text> </subclause><subclause id="id495e791e52ea494e9430c645b90e6cbf"><enum>(II)</enum><text>the replacement of steam cycles with supercritical carbon dioxide cycles;</text>
 </subclause></clause><clause id="idf7c330f53b8d4c75b8ee41cf167ee001"><enum>(ii)</enum><text>improvements in steam or carbon dioxide turbine technology;</text> </clause><clause id="id84fbfb5c5ff14e54890828b8bcd75afe"><enum>(iii)</enum><text>improvements in carbon capture, utilization, and storage systems technology;</text>
 </clause><clause id="id1f008db401cd4aaf9f9a736d015f9e82"><enum>(iv)</enum><text>improvements in small-scale and modular coal-fired technologies with reduced carbon output or carbon capture that can support incremental power generation capacity additions;</text>
 </clause><clause id="id09b9f3a38af2424eac0414e35f0a3674"><enum>(v)</enum><text>fuel cell technologies for low-cost, high-efficiency, fuel-flexible modular power systems;</text> </clause><clause id="id937fa4c4166a4143a37a0633d7ed5392"><enum>(vi)</enum><text>advanced gasification systems;</text>
 </clause><clause id="id6522882829fe4373b19552ce9e74cad0"><enum>(vii)</enum><text>thermal cycling technologies; and</text> </clause><clause id="idcfb8907a8f404cddaff5cfb363f5ce22"><enum>(viii)</enum><text>any other technology the Secretary recognizes as transformational technology.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="id904BEC7873984AA3998D6CE4D743B5C7"><enum>(b)</enum><header>Coal and natural gas technology program</header>
 <paragraph id="id7D4D36FF1C574F33ACCEBD6BCE767D7A"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a coal and natural gas technology program to ensure the continued use of the abundant domestic coal and natural gas resources of the United States through the development of technologies that will significantly improve the efficiency, effectiveness, costs, and environmental performance of coal and natural gas use.</text>
 </paragraph><paragraph id="id0E827A2DDB9043538A1429A4A4E8B105"><enum>(2)</enum><header>Requirements</header><text>The program shall include—</text> <subparagraph id="idd7b720b46c1f4b4bba8b0dff793f7365"><enum>(A)</enum><text>a research and development program;</text>
 </subparagraph><subparagraph id="id5d25f0d02f9b471caa7827c311972e1e"><enum>(B)</enum><text>large-scale pilot projects;</text> </subparagraph><subparagraph id="ideefa06021c374391b948fec734f45c67"><enum>(C)</enum><text>demonstration projects; and</text>
 </subparagraph><subparagraph id="idDED0334D9E94448C95027F0345B51CE8"><enum>(D)</enum><text>a front-end engineering and design program.</text> </subparagraph></paragraph><paragraph id="id8311922643604A668130439A59DEF290"><enum>(3)</enum><header>Program goals and objectives</header><text>In consultation with the interested entities described in paragraph (5)(C), the Secretary shall develop goals and objectives for the program to be applied to the technologies developed within the program, taking into consideration the following:</text>
 <subparagraph id="id6b5db4e8d9df41c0a2a0ebfec4331d69"><enum>(A)</enum><text>Increasing the performance of coal and natural gas plants, including by—</text> <clause id="idb63964d55d164462b10834717d638888"><enum>(i)</enum><text>ensuring reliable, low-cost power from new and existing coal and natural gas plants;</text>
 </clause><clause id="ida39ca396a57f405e8374f2bffd03ffc8"><enum>(ii)</enum><text>achieving high conversion efficiencies;</text> </clause><clause id="id1623fe8f5c8148ca8f3606dcccef0b89"><enum>(iii)</enum><text>addressing emissions of carbon dioxide through high-efficiency platforms;</text>
 </clause><clause id="id237f6589106343b580e789e82171991c"><enum>(iv)</enum><text>developing small-scale and modular technologies to support incremental capacity additions and load following generation, in addition to large-scale generation technologies;</text>
 </clause><clause id="idd4999f7980354ae9ba82590e28618c04"><enum>(v)</enum><text>supporting dispatchable operations for new and existing applications of coal and natural gas generation; and</text>
 </clause><clause id="id6093875db29248aba4ead961bd2c3aa3"><enum>(vi)</enum><text>accelerating the development of technologies that have transformational energy conversion characteristics.</text>
 </clause></subparagraph><subparagraph id="id419a4eb9e78c45eeaf3c7ad5e026b015"><enum>(B)</enum><text>Using carbon capture, utilization, and sequestration technologies to decrease the carbon dioxide emissions, and the environmental impact from carbon dioxide emissions, from new and existing coal and natural gas plants, including by—</text>
 <clause id="id921da4dcc5fa4775a70fffd7d3d279e3"><enum>(i)</enum><text>accelerating the development of technologies to capture carbon dioxide emissions from new and existing coal and natural gas plants;</text>
 </clause><clause id="idf5e3ea73fe584ecab43f318f363efc40"><enum>(ii)</enum><text>accelerating the development of technologies to capture carbon dioxide emissions from industrial facilities, including—</text>
 <subclause id="id4b5e81b4a7cd46dd8222d3008739664d"><enum>(I)</enum><text>nontraditional fuel manufacturing facilities, including ethanol or other biofuel production plants; and</text>
 </subclause><subclause id="id0990f33a57cf47e7818da72df40b8ee4"><enum>(II)</enum><text>energy-intensive manufacturing facilities that produce carbon dioxide as a byproduct of operations;</text> </subclause></clause><clause id="idd86d4160ae5f4aab867221d115d1ac70"><enum>(iii)</enum><text>supporting sites for safe geological storage of large volumes of anthropogenic sources of carbon dioxide and the development of the infrastructure needed to support a carbon dioxide utilization and storage industry;</text>
 </clause><clause id="idb7053182cf464929acd9cfb0cf7f4ad8"><enum>(iv)</enum><text>improving the conversion, utilization, and storage of carbon dioxide produced from fossil fuels and other anthropogenic sources of carbon dioxide;</text>
 </clause><clause id="id14df241830c4412a9ad909d5690013c3"><enum>(v)</enum><text>lowering greenhouse gas emissions for all fossil fuel production, generation, delivery, and use, to the maximum extent practicable;</text>
 </clause><clause id="id84ecdbe1a03c45d98031408cea564e8b"><enum>(vi)</enum><text>developing carbon utilization technologies, products, and methods, including carbon use and reuse for commercial application; and</text>
 </clause><clause id="id378e38b06ee146fa91b02080f8742b13"><enum>(vii)</enum><text>developing net-negative carbon dioxide emissions technologies.</text> </clause></subparagraph><subparagraph id="idccc2922e89af472ab0ee8808d5e5fd94"><enum>(C)</enum><text>Decreasing the non-carbon dioxide relevant environmental impacts of coal and natural gas production, including by—</text>
 <clause id="id5c4010256f9c4279bdbd922883cd43e1"><enum>(i)</enum><text>further reducing non-carbon dioxide air emissions; and</text> </clause><clause id="idd7b608bc047d492487881be13a94499f"><enum>(ii)</enum><text>reducing the use, and managing the discharge, of water in power plant operations.</text>
 </clause></subparagraph><subparagraph id="id168c6248936948bb940214558ba5f7b2"><enum>(D)</enum><text>Examining methods of converting coal and natural gas to other valuable products and commodities in addition to electricity.</text>
 </subparagraph></paragraph><paragraph id="idd52256063463426cb3d03b7572bead77"><enum>(4)</enum><header>Cross-cutting direction for carbon capture, utilization, and sequestration activities</header><text>The carbon capture, utilization, and sequestration activities described in paragraph (3)(B) shall be—</text>
 <subparagraph id="id9568268015F94AD6B6065E20672C5382"><enum>(A)</enum><text>cross-cutting in nature; and</text> </subparagraph><subparagraph id="id4E960F29ADC24C7496853D15B3BEA993"><enum>(B)</enum><text>carried out by the Assistant Secretary for Fossil Energy, in coordination with the heads of other relevant offices of the Department, including the Director of the Office of Science and the Assistant Secretary for Energy Efficiency and Renewable Energy.</text>
 </subparagraph></paragraph><paragraph id="idc1a0377ffc0a47ac8483494a38943fe0"><enum>(5)</enum><header>Consultations required</header><text>In carrying out the program, the Secretary shall—</text> <subparagraph id="id01812e8979354afaac079c61d0e8f1d1"><enum>(A)</enum><text>undertake international collaborations, taking into consideration the recommendations of the National Coal Council;</text>
 </subparagraph><subparagraph id="id111B05D9039C4F6FAF99D3C11AB56FE0"><enum>(B)</enum><text>use existing authorities to encourage international cooperation; and</text> </subparagraph><subparagraph id="idf1e32727e9fe4b02a96569d04adb18a3"><enum>(C)</enum><text>consult with interested entities, including—</text>
 <clause id="id75e67e899c124b6badbf625a8bfe8882"><enum>(i)</enum><text>coal and natural gas producers;</text> </clause><clause id="id2a7fbfe5aa2a40b884b8332f61928d23"><enum>(ii)</enum><text>industries that use coal and natural gas;</text>
 </clause><clause id="id4e8609affc1a4e1d9bb7128e59f5813c"><enum>(iii)</enum><text>organizations that promote coal, advanced coal, and natural gas technologies;</text> </clause><clause id="id9e5850d024e34cda94fa6fc70bd2df46"><enum>(iv)</enum><text>environmental organizations;</text>
 </clause><clause id="idd1d54e43e2d0449cae5fd15cbba5310b"><enum>(v)</enum><text>organizations representing workers; and</text> </clause><clause id="idcfe3faa7fff24a268b6e95a6706b3d30"><enum>(vi)</enum><text>organizations representing consumers.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="idEE91EF4B752742E4869F44693B6D0AD6"><enum>(c)</enum><header>Report</header>
 <paragraph id="idA47F809D0B5E485B993AFD18D2F353E3"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>, the Secretary shall submit to Congress a report describing the program goals and objectives adopted under subsection (b)(3).</text>
 </paragraph><paragraph id="idF5BC74A5823F44FF90CEE8E656725362"><enum>(2)</enum><header>Update</header><text>Not less frequently than once every 2 years after the initial report is submitted under paragraph (1), the Secretary shall submit to Congress a report describing the progress made towards achieving the program goals and objectives adopted under subsection (b)(3).</text>
							</paragraph></subsection><subsection id="idac960e0ed4ff42d6adc093041268aac2"><enum>(d)</enum><header>Funding</header>
 <paragraph id="id1932404673604A7E98F6FC0ED692869F"><enum>(1)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Secretary to carry out this section, to remain available until expended—</text>
 <subparagraph id="id88bc85df253741738e020374d15f54b3"><enum>(A)</enum><text>for activities under the research and development program component described in subsection (b)(2)(A)—</text>
 <clause id="idf4aac67c2f0545ed972b13d746b67c81"><enum>(i)</enum><text>$230,000,000 for each of fiscal years 2020 and 2021; and</text> </clause><clause id="ida3ee5f0e0846443f99c09e092b9982e7"><enum>(ii)</enum><text>$150,000,000 for each of fiscal years 2022 through 2024;</text>
 </clause></subparagraph><subparagraph id="id7a1d53c118344d44bab365a09192541b"><enum>(B)</enum><text>subject to paragraph (2), for activities under the large-scale pilot projects program component described in subsection (b)(2)(B)—</text>
 <clause id="id1ad669a680b144feb07edce46fed5025"><enum>(i)</enum><text>$347,000,000 for each of fiscal years 2020 and 2021;</text> </clause><clause id="idc7c214a669814ef1bf8fb4cd8cb17183"><enum>(ii)</enum><text>$272,000,000 for each of fiscal years 2022 and 2023; and</text>
 </clause><clause id="id430b5ce65f354527a19b9a951425d80d"><enum>(iii)</enum><text>$250,000,000 for fiscal year 2024;</text> </clause></subparagraph><subparagraph id="id8ebb19f0a91c4794b8a178ee0e95415b"><enum>(C)</enum><text>for activities under the demonstration projects program component described in subsection (b)(2)(C)—</text>
 <clause id="id414f1e18d3dc4ffc9831edf0dceb1f76"><enum>(i)</enum><text>$100,000,000 for each of fiscal years 2020 and 2021; and</text> </clause><clause id="idC37A5E5249B04A83873AB8E2650E3F9F"><enum>(ii)</enum><text>$500,000,000 for each of fiscal years 2022 through 2024; and</text>
 </clause></subparagraph><subparagraph id="id71A11D9655C24AD792EC2BAAEA585CFA"><enum>(D)</enum><text>for activities under the front-end engineering and design program described in subsection (b)(2)(D), $50,000,000 for each of fiscal years 2020 through 2023.</text>
 </subparagraph></paragraph><paragraph id="id8EB268D4977C4B499C6FBA523550BB0F"><enum>(2)</enum><header>Cost sharing for large-scale pilot projects</header><text>Activities under subsection (b)(2)(B) shall be subject to the cost-sharing requirements of section 988(b).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id1B09A1A868AF48439AA22D50F7E5EAD5"><enum>(b)</enum><header>Technical amendment</header><text>The table of contents for the Energy Policy Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat. 600) is amended by striking the item relating to section 962 and inserting the following:</text>

 <subsection id="idD9339642C23A4FE480A6D03905158F0A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Energy Policy Act of 2005 is amended by striking section 963 (42 U.S. C. 16293) and inserting the following:</text>

					<section id="idccbbfb7e13d74d738c93517dde29450d"><enum>963.</enum><header>Carbon storage validation and testing</header>
 <subsection id="idC9175228AEBF45CAAAE5EB3961104020"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="id918acc24f2f34f2881f19d3b545e64cd"><enum>(1)</enum><header>Electric generation unit</header><text>The term <term>electric generation unit</term> means an electric generation unit that—</text>
 <subparagraph id="id1e67e5d7f9024496b9ec2f41f416f0ac"><enum>(A)</enum><text>uses coal- or natural gas-based generation technology; and</text> </subparagraph><subparagraph id="idda8d01e1f5114c8bb3ea5cbc263770aa"><enum>(B)</enum><text>is capable of capturing carbon dioxide emissions from the unit.</text>
 </subparagraph></paragraph><paragraph id="id81fbbf76f9324bf4baf5264aeb62a4bd"><enum>(2)</enum><header>Large-scale carbon sequestration</header><text>The term <term>large-scale carbon sequestration</term> means a scale that demonstrates the ability to inject into geologic formations and sequester several million metric tons of carbon dioxide for not less than a 10-year period.</text>
 </paragraph><paragraph id="idD20AA1D94FAF4516851FFB5F4F483181"><enum>(3)</enum><header>Program</header><text>The term <term>program</term> means the program established under subsection (b)(1).</text> </paragraph></subsection><subsection id="idd7efe4d551e94be7924515b4c2ec16a0"><enum>(b)</enum><header>Carbon storage program</header> <paragraph id="id806E854DE71C4FE9BA72B9310528D5B6"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a program of research, development, and demonstration for carbon storage.</text>
 </paragraph><paragraph id="idB08785D740BE404AAB40FCE6B2131395"><enum>(2)</enum><header>Program activities</header><text>Activities under the program shall include—</text> <subparagraph id="id190254865a6a4226b39df39cb2f7237d"><enum>(A)</enum><text>in coordination with relevant Federal agencies, developing and maintaining mapping tools and resources that assess the capacity of geologic storage formation in the United States;</text>
 </subparagraph><subparagraph id="id0fbfc35d2a5540beb2c226e0bf391c1d"><enum>(B)</enum><text>developing monitoring tools, modeling of geologic formations, and analyses—</text> <clause id="id470C9E907AD34F87B1120D1B981CFF8E"><enum>(i)</enum><text>to predict and verify carbon dioxide containment; and</text>
 </clause><clause id="idDD48BA89AB144CC0877483F883E87E3B"><enum>(ii)</enum><text>to account for sequestered carbon dioxide in geologic storage sites;</text>
 </clause></subparagraph><subparagraph id="idc86312b1cb364677b49f8993a736e5ed"><enum>(C)</enum><text>researching—</text> <clause id="idBDE02520D73D42D8A9BDF0AA3A2AA0B4"><enum>(i)</enum><text>potential environmental, safety, and health impacts in the event of a leak into the atmosphere or to an aquifer; and</text>
 </clause><clause id="id696CEA4469774CDB866876BD8FE38EC9"><enum>(ii)</enum><text>any corresponding mitigation actions or responses to limit harmful consequences of such a leak;</text>
 </clause></subparagraph><subparagraph id="idc949e42772e2486790fe37540a1b7f13"><enum>(D)</enum><text>evaluating the interactions of carbon dioxide with formation solids and fluids, including the propensity of injections to induce seismic activity;</text>
 </subparagraph><subparagraph id="idcd51b07d0fd24d22987d9412be6e784f"><enum>(E)</enum><text>assessing and ensuring the safety of operations relating to geologic sequestration of carbon dioxide;</text>
 </subparagraph><subparagraph id="id6d9d136696474275a48a62123aa90d42"><enum>(F)</enum><text>determining the fate of carbon dioxide concurrent with and following injection into geologic formations; and</text>
 </subparagraph><subparagraph id="id1c8d86bd39af45edbc3d14a29aede761"><enum>(G)</enum><text>supporting cost and business model assessments to examine the economic viability of technologies and systems developed under the program.</text>
 </subparagraph></paragraph><paragraph id="iddf44d452585e460b8b47a003415a9a93"><enum>(3)</enum><header>Geologic settings</header><text>In carrying out research activities under this subsection, the Secretary shall consider a variety of candidate geologic settings, including—</text>
 <subparagraph id="idb31f6e96f4d44bae971307b7996c4aa0"><enum>(A)</enum><text>operating oil and gas fields;</text> </subparagraph><subparagraph id="idc201fff7206a485a8f4f761879e60e0b"><enum>(B)</enum><text>depleted oil and gas fields;</text>
 </subparagraph><subparagraph id="idbd08f2c0723c427b992c34dba5b54278"><enum>(C)</enum><text>residual oil zones;</text> </subparagraph><subparagraph id="id95a5cd74ec684d7d82d691e3ad9850b6"><enum>(D)</enum><text>unconventional reservoirs and rock types;</text>
 </subparagraph><subparagraph id="idd11bb6db2af245e88d04d986aadb67fb"><enum>(E)</enum><text>unmineable coal seams;</text> </subparagraph><subparagraph id="id37a3fa910406458790c5ba651dc6ed8d"><enum>(F)</enum><text>saline formations in both sedimentary and basaltic geologies;</text>
 </subparagraph><subparagraph id="idbf7a50cbcd694a3c9f6fd2c78bca1a9c"><enum>(G)</enum><text>geologic systems that may be used as engineered reservoirs to extract economical quantities of brine from geothermal resources of low permeability or porosity; and</text>
 </subparagraph><subparagraph id="id3ace19d1bbd04c42bee6b5f881ae9a65"><enum>(H)</enum><text>geologic systems containing in situ carbon dioxide mineralization formations.</text> </subparagraph></paragraph></subsection><subsection id="id2e9cad13d9d045de835fa57d630c9650"><enum>(c)</enum><header>Large-Scale carbon sequestration demonstration program</header> <paragraph id="iddb9f93e90d8c424f9cb564152ecf02cc"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a demonstration program under which the Secretary shall provide funding for demonstration projects to collect and validate information on the cost and feasibility of commercial deployment of large-scale carbon sequestration technologies.</text>
 </paragraph><paragraph id="id9DDBED58CC1A46C7A915FB262BB9DCC4"><enum>(2)</enum><header>Existing regional carbon sequestration partnerships</header><text>In carrying out paragraph (1), the Secretary may provide additional funding to regional carbon sequestration partnerships that are carrying out or have completed a large-scale carbon sequestration demonstration project under this section (as in effect on the day before the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>) for additional work on that project.</text>
 </paragraph><paragraph id="id5b4512151d16475e9d624a294aca73ab"><enum>(3)</enum><header>Demonstration components</header><text>Each demonstration project carried out under this subsection shall include longitudinal tests involving carbon dioxide injection and monitoring, mitigation, and verification operations.</text>
 </paragraph><paragraph id="id8b9c153991554000b0abd40454acfa5c"><enum>(4)</enum><header>Clearinghouse</header><text>The National Energy Technology Laboratory shall act as a clearinghouse of shared information and resources for—</text>
 <subparagraph id="idC977DB4E94094293B975DE227743AFE8"><enum>(A)</enum><text>existing or completed demonstration projects receiving additional funding under paragraph (2); and</text> </subparagraph><subparagraph id="id50C7F2446E174947AF52211E83DCAED1"><enum>(B)</enum><text>any new demonstration projects funded under this subsection.</text>
 </subparagraph></paragraph><paragraph id="id19bf4cfbc8574d989c3fe08c85f8b2c3"><enum>(5)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>, the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Science, Space, and Technology of the House of Representatives a report that—</text>
 <subparagraph id="ide0171ebabbc04950b77ca6efe479bf8b"><enum>(A)</enum><text>assesses the progress of all regional carbon sequestration partnerships carrying out a demonstration project under this subsection;</text>
 </subparagraph><subparagraph id="idf65dc2e85ccc4fcc9f2fb1fd4ee56efa"><enum>(B)</enum><text>identifies the remaining challenges in achieving large-scale carbon sequestration that is reliable and safe for the environment and public health; and</text>
 </subparagraph><subparagraph id="id60b523cb02e242e2babf4f68f0cbf6c5"><enum>(C)</enum><text>creates a roadmap for carbon storage research and development activities of the Department through 2025, with the goal of reducing economic and policy barriers to commercial carbon sequestration.</text>
								</subparagraph></paragraph></subsection><subsection id="idb5b7cfaffaed4a348510ad1bf9d537eb"><enum>(d)</enum><header>Integrated storage program</header>
 <paragraph id="idD47CDD093AB643B9827FC6EE23D5B625"><enum>(1)</enum><header>In general</header><text>The Secretary may establish a program to transition large-scale carbon sequestration demonstration projects under subsection (c) into integrated commercial storage complexes.</text>
 </paragraph><paragraph id="id9C9AAC87ED404CAB923E9C4DBAE9E070"><enum>(2)</enum><header>Goals and objectives</header><text>The goals and objectives of the program described in paragraph (1) shall be—</text> <subparagraph id="ida8fc612314f8460891e83e150f08bbbf"><enum>(A)</enum><text>to identify geologic storage sites that are able to accept large volumes of carbon dioxide acceptable for commercial contracts;</text>
 </subparagraph><subparagraph id="id2719998741ca4842bac1dbb8e46ef8e8"><enum>(B)</enum><text>to understand the technical and commercial viability of carbon dioxide geologic storage sites; and</text> </subparagraph><subparagraph id="id90f291a8f0314bb4bf19ebc6f2e6c664"><enum>(C)</enum><text>to carry out any other activities necessary to transition the large-scale carbon sequestration demonstration projects under subsection (c) into integrated commercial storage complexes.</text>
 </subparagraph></paragraph></subsection><subsection id="id74a8483d37d34b76af39f1a035dd7453"><enum>(e)</enum><header>Cost sharing</header><text>Activities carried out under this section shall be subject to the cost-sharing requirements of section 988.</text>
						</subsection><subsection id="id633e694a0edf4e889622f3715a4d3680"><enum>(f)</enum><header>Report on carbon dioxide capture contracting authority</header>
 <paragraph id="id639cb92bb02b4c99bc3ac9f4d61453b7"><enum>(1)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>, the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Science, Space, and Technology of the House of Representatives a report that—</text>
 <subparagraph id="id0bcd31e66c6b44b198063004c360a0aa"><enum>(A)</enum><text>describes the costs and benefits of entering into long-term binding contracts on behalf of the Federal Government with qualified parties to provide support for capturing carbon dioxide from electricity generated at an electric generation unit or carbon dioxide captured from an electric generation unit and sold to a purchaser for—</text>
 <clause id="id3b24d94f58914619bb1a17f929e3795d"><enum>(i)</enum><text>the recovery of crude oil; or</text> </clause><clause id="id49a3ce7aa4d2422dbf9e3bdda7ec015a"><enum>(ii)</enum><text>other purposes for which a commercial market exists;</text>
 </clause></subparagraph><subparagraph id="id6da52001f0744299bca4754441005585"><enum>(B)</enum><text>contains an analysis of how the Department would establish, implement, and maintain a contracting program described in subparagraph (A); and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2d207cc52f1e4208b32f95c7ba05da4d"><enum>(C)</enum><text>outlines options for how contracts may be structured, and regulations that would be necessary, to implement a contracting program described in subparagraph (A).</text>
 </subparagraph></paragraph></subsection><subsection id="id94373f21a47a44f69b23b0ab73037cb2"><enum>(g)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary to carry out this section—</text> <paragraph id="id4596019a8bf94a5fae16dac9956ce82b"><enum>(1)</enum><text>$105,000,000 for fiscal year 2020;</text>
 </paragraph><paragraph id="id47b87b36631244d9865134f839ad30c2"><enum>(2)</enum><text>$110,250,000 for fiscal year 2021;</text> </paragraph><paragraph id="id1d0b6bf9277f477994cbfa9bcb977f8e"><enum>(3)</enum><text>$115,763,000 for fiscal year 2022;</text>

 </subparagraph></paragraph><paragraph id="id6d61062b631640b0811eae4348f525d6"><enum>(2)</enum><text>to identify and assess novel uses for carbon, including the conversion of carbon dioxide for commercial and industrial products, such as—</text>

 </paragraph><paragraph id="id5D4A0CD90472428ABF5F12ECEB6C0757"><enum>(2)</enum><header>Requirements</header><text>The study under paragraph (1) shall—</text> <subparagraph id="idd97e339ccff7426d8964fbf9cf08e6d2"><enum>(A)</enum><text>analyze challenges to commercializing carbon dioxide, including—</text>
 <clause id="idd89d4605ff544aac8d9a60657418b2aa"><enum>(i)</enum><text>expanding carbon dioxide pipeline capacity;</text> </clause><clause id="id038e47eb7a6047d494ed46e8326fbf04"><enum>(ii)</enum><text>mitigating environmental impacts;</text>
 </clause><clause id="id53ddc0881a704e27a6e908ce4ace25a3"><enum>(iii)</enum><text>access to capital;</text> </clause><clause id="id3d8acdea5d60421db8135e8a0d631fa9"><enum>(iv)</enum><text>geographic barriers; and</text>
 </clause><clause id="id023b0e4c422a404aa654884b7256d61d"><enum>(v)</enum><text>regional economic challenges and opportunities;</text> </clause></subparagraph><subparagraph id="ida6fa2d7ff6e3413ca70422a4ad4fea62"><enum>(B)</enum><text>identify potential markets, industries, or sectors that may benefit from greater access to commercial carbon dioxide;</text>
 </subparagraph><subparagraph id="id8a603068f11e484d803b8d18dba4b796"><enum>(C)</enum><text>assess—</text> <clause id="id39CDCECEE1F848D29CE1A61D61371D5D"><enum>(i)</enum><text>the state of infrastructure as of the date of the study; and</text>
 </clause><clause id="idD0121983AD2143A3BD2CAD85DEAE17C4"><enum>(ii)</enum><text>any necessary updates to infrastructure to allow for the integration of safe and reliable carbon dioxide transportation, use, and storage;</text>
 </clause></subparagraph><subparagraph id="id7f7f2daf2b064ea8ad75df1465aa995d"><enum>(D)</enum><text>describe the economic, climate, and environmental impacts of any well-integrated national carbon dioxide pipeline system, including suggestions for policies that could—</text>
 <clause id="id7858D2998E364B7AB2641A7BCAD600C9"><enum>(i)</enum><text>improve the economic impact of the system; and</text> </clause><clause id="id74CF7E6E7A9E40E3A89A1D7C7492A369"><enum>(ii)</enum><text>mitigate impacts of the system;</text>
 </clause></subparagraph><subparagraph id="idb1843620e5494319b635e7fce41e0081"><enum>(E)</enum><text>assess the global status and progress of chemical and biological carbon utilization technologies in practice as of the date of the study that utilize anthropogenic carbon, including carbon dioxide, carbon monoxide, methane, and biogas, from power generation, biofuels production, and other industrial processes;</text>
 </subparagraph><subparagraph id="id24a07ede6418420babc00ad6a9434195"><enum>(F)</enum><text>identify emerging technologies and approaches for carbon utilization that show promise for scale-up, demonstration, deployment, and commercialization;</text>
 </subparagraph><subparagraph id="ida06ca056c777443e87ddbff81a5e2464"><enum>(G)</enum><text>analyze the factors associated with making carbon utilization technologies viable at a commercial scale, including carbon waste stream availability, economics, market capacity, energy, and lifecycle requirements;</text>
 </subparagraph><subparagraph id="idb39edcab3db34e47a1dd9c21d4766f41"><enum>(H)</enum><clause commented="no" display-inline="yes-display-inline" id="id38434366B416425C88BA6244ADCD5DC0"><enum>(i)</enum><text>assess the major technical challenges associated with increasing the commercial viability of carbon reuse technologies; and</text>
 </clause><clause changed="deleted" committee-id="SSEG00" id="id7E2E28CEDE2D4324B0ADD1F073B10D50" indent="up1" reported-display-style="strikethrough"><enum>(ii)</enum><text>identify the research and development questions that will address the challenges described in clause (i);</text>
 </clause></subparagraph><subparagraph id="id5ffaceeea0ca4e82903288063753cfad"><enum>(I)</enum><clause commented="no" display-inline="yes-display-inline" id="id23386CF7933346C09270C453D49F8D93"><enum>(i)</enum><text>assess research efforts being carried out as of the date of the study, including basic, applied, engineering, and computational research efforts, that are addressing the challenges described in subparagraph (H)(i); and</text>
 </clause><clause changed="deleted" committee-id="SSEG00" id="id18F59F2B6CA94DA8BFE463AC5AF643EB" indent="up1" reported-display-style="strikethrough"><enum>(ii)</enum><text>identify gaps in the research efforts under clause (i); and</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfb137b39830f4c1e8922d07e7618d811"><enum>(J)</enum><text>develop a comprehensive research agenda that addresses long- and short-term research needs and opportunities.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5CE86A7F42294313AE910200F2215592"><enum>(3)</enum><header>Deadline</header><text>Not later than 180 days after the date of enactment of this Act, the National Academies of Sciences, Engineering, and Medicine shall submit to the Secretary of Energy a report describing the results of the study under paragraph (1).</text>
				</paragraph></subsection></section><section changed="deleted" committee-id="SSEG00" id="ideace31a8863e4fd2bf2b9c5724bae42c" reported-display-style="strikethrough"><enum>5.</enum><header>Carbon removal</header>
 <subsection id="id15ADD8ED7D36424A95873BEC12FE03EE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subtitle F of title IX of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16291">42 U.S.C. 16291</external-xref> et seq.) (as amended by section 4(a)(1)) is amended by adding at the end the following:</text>

					<section id="id669a44b69a3d4153be75a094d4425a9b"><enum>969A.</enum><header>Carbon removal</header>
 <subsection id="id1a780c4500b3476ea427895400e11a15"><enum>(a)</enum><header>Establishment</header><text>The Secretary, in coordination with the heads of appropriate Federal agencies, including the Secretary of Agriculture, shall establish a research, development, and demonstration program (referred to in this section as the <quote>program</quote>) to test, validate, or improve technologies and strategies to remove carbon dioxide from the atmosphere on a large scale.</text>
 </subsection><subsection id="id36d5b345923144178c487b222fc55b92"><enum>(b)</enum><header>Cross-Cutting direction</header><text>The Secretary shall ensure that the program—</text> <paragraph id="id6E468CAD09454DB6A9CEF22F8D2789B0"><enum>(1)</enum><text>is cross-cutting in nature; and</text>
 </paragraph><paragraph id="id5D6256A739724535B0EB375C622A10F6"><enum>(2)</enum><text>includes the coordinated participation of the Office of Fossil Energy, the Office of Science, and the Office of Energy Efficiency and Renewable Energy.</text>
 </paragraph></subsection><subsection id="idE5EECF22D93849F0A39C32AF5DF4E0BB"><enum>(c)</enum><header>Program activities</header><text display-inline="yes-display-inline">The program may include research, development, and demonstration activities relating to—</text> <paragraph id="ide14d53509c6e48d09e0d7625302f9cec"><enum>(1)</enum><text>direct air capture and storage technologies;</text>
 </paragraph><paragraph id="id355a354894a04034b77ca2264f0448e4"><enum>(2)</enum><text>bioenergy with carbon capture and sequestration;</text> </paragraph><paragraph id="idea33a0e270a349e1990ea2cf729e2a41"><enum>(3)</enum><text>enhanced geological weathering;</text>
 </paragraph><paragraph id="id693db0bff9cc4328a084db4bc073371c"><enum>(4)</enum><text>agricultural and grazing practices;</text> </paragraph><paragraph id="idc05fe208553a488f99808e2d3782184f"><enum>(5)</enum><text>forest management and afforestation; and</text>
 </paragraph><paragraph id="ida9f0905365e34f06b1138bbb0cd2a165"><enum>(6)</enum><text>planned or managed carbon sinks, including natural and artificial.</text> </paragraph></subsection><subsection id="id968d87a0bf664a328beb94fea467caee"><enum>(d)</enum><header>Requirements</header><text display-inline="yes-display-inline">In developing and identifying carbon removal technologies and strategies under the program, the Secretary shall consider—</text>
 <paragraph id="idb143baf780c44ea481e8dafc246a322e"><enum>(1)</enum><text>land use changes, including impacts on natural and managed ecosystems;</text> </paragraph><paragraph id="id3da73ae538dc445eb1f54df6e359920a"><enum>(2)</enum><text>ocean acidification;</text>
 </paragraph><paragraph id="id71c7dff9f14842c797e5890afb327b19"><enum>(3)</enum><text>net greenhouse gas emissions;</text> </paragraph><paragraph id="ide9df1b5a7cec47bbaf38347e058cdd37"><enum>(4)</enum><text>commercial viability;</text>
 </paragraph><paragraph id="id76d69e359a5143a997e4e40e7c732e48"><enum>(5)</enum><text>potential for near-term impact;</text> </paragraph><paragraph id="id9fc0d1343b974c32adecdf706f3657aa"><enum>(6)</enum><text>potential for carbon reductions on a gigaton scale; and</text>
 </paragraph><paragraph id="id07a113490dd343c2afce7dda9d434cf0"><enum>(7)</enum><text>economic cobenefits.</text> </paragraph></subsection><subsection id="id86f20131c7af4e599accc88aae3afb90"><enum>(e)</enum><header>Air capture technology prize competition</header> <paragraph id="idF025F71D419F40639E412AF729BA5C65"><enum>(1)</enum><header>Definitions</header><text>In this subsection:</text>
 <subparagraph id="id1D07F09E96174B51BE07A8B881BA2615"><enum>(A)</enum><header>Dilute media</header><text>The term <term>dilute media</term> means media in which the concentration of carbon dioxide is less than 1 percent by volume.</text> </subparagraph><subparagraph id="id2F67314585A245C7B47FAE57B694EB97"><enum>(B)</enum><header>Prize competition</header><text>The term <term>prize competition</term> means the competitive technology prize competition established under paragraph (2).</text>
 </subparagraph></paragraph><paragraph id="idb6a561a632694405a2f3f222acc796bd"><enum>(2)</enum><header>Establishment</header><text>Not later than 1 year after the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>, the Secretary, in consultation with the Administrator of the Environmental Protection Agency, shall establish as part of the program a competitive technology prize competition to award prizes for carbon dioxide capture from dilute media.</text>
 </paragraph><paragraph id="idC94E4DCE591540E4B9F46AE756B04638"><enum>(3)</enum><header>Requirements</header><text>In carrying out this subsection, the Secretary, in accordance with section 24 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3719">15 U.S.C. 3719</external-xref>), shall develop requirements for—</text>
 <subparagraph id="ida1df3b96749d48f08a4220eca67908d5"><enum>(A)</enum><text>the prize competition process; and</text> </subparagraph><subparagraph id="idc91a956d31524cbe85a999e853bb48dd"><enum>(B)</enum><text>monitoring and verification procedures for projects selected to receive a prize under the prize competition.</text>
 </subparagraph></paragraph><paragraph id="id95e811db37264b61b586228438190bb5"><enum>(4)</enum><header>Eligible projects</header><text>To be eligible to be awarded a prize under the prize competition, a project shall—</text> <subparagraph id="idB0D31A7CD98E463596AFC17A6CA7C3A6"><enum>(A)</enum><text>meet minimum performance standards set by the Secretary;</text>
 </subparagraph><subparagraph id="idE4E77502DD974E708A485D6ECD7FF53E"><enum>(B)</enum><text>meet minimum levels set by the Secretary for the capture of carbon dioxide from dilute media; and</text> </subparagraph><subparagraph id="idfe6e13825c5b4e33838d294971961076"><enum>(C)</enum><text>demonstrate in the application of the project for a prize—</text>
 <clause id="id9BDB11FD7092459BAC825785033283F2"><enum>(i)</enum><text>a design for a promising carbon capture technology that will—</text> <subclause id="idaa7cc4d917114ada8233e68eb82ac99e"><enum>(I)</enum><text>be operated on a demonstration scale; and</text>
 </subclause><subclause id="id81abf355d1e44dab923329fbab29c367"><enum>(II)</enum><text>have the potential to achieve significant reduction in the level of carbon dioxide in the atmosphere;</text>
 </subclause></clause><clause id="id6b547d07271c47689b807e677f0c5d7c"><enum>(ii)</enum><text>a successful bench-scale demonstration of a carbon capture technology; or</text> </clause><clause id="id805e34498186497b96c31b402c7651d6"><enum>(iii)</enum><text>an operational carbon capture technology on a commercial scale.</text>
 </clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida8d3966f6b4c4d0c8061273fc75e76a6"><enum>(f)</enum><header display-inline="yes-display-inline">Intraagency coordination</header><text display-inline="yes-display-inline">The direct air capture activities carried out under subsections (c)(1) and (e) shall be carried out in coordination with, and leveraging lessons learned from, the coal and natural gas technology program established under section 962(b)(1).</text>
 </subsection><subsection id="idc5c55603129e4bbb9531c96dd475eeb2"><enum>(g)</enum><header>Accounting</header><text>The Secretary shall collaborate with the Administrator of the Environmental Protection Agency and the heads of other relevant Federal agencies to develop and improve accounting frameworks and tools to accurately measure carbon removal and sequestration methods and technologies across the Federal Government.</text>
 </subsection><subsection id="id1915475742874d428ca73d981e581652"><enum>(h)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary to carry out this section—</text> <paragraph id="id3d06c435d5504417bf5d7169b0188d56"><enum>(1)</enum><text>$45,000,000 for fiscal year 2020, of which $15,000,000 shall be used to carry out subsection (e);</text>
 </paragraph><paragraph id="ida7a51325061c43b39b002f0a29aee16d"><enum>(2)</enum><text>$31,500,000 for fiscal year 2021;</text> </paragraph><paragraph id="id70ca1ecbafa94bacae4749297b93de64"><enum>(3)</enum><text>$33,075,000 for fiscal year 2022;</text>
 </paragraph><paragraph id="id112e357639fc4dde87d01d3b9a084b6f"><enum>(4)</enum><text>$34,729,000 for fiscal year 2023; and</text> </paragraph><paragraph id="id88b0f4e6be814a58badc3f0a92ff0369"><enum>(5)</enum><text>$36,465,000 for fiscal year 2024.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id168E416722104E38BD9D99DAC72C5688"><enum>(b)</enum><header>Technical amendment</header><text>The table of contents for the Energy Policy Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat. 600) (as amended by section 4(a)(2)) is amended by adding at the end of the items relating to subtitle F of title IX the following:</text>

 <subsection commented="no" display-inline="no-display-inline" id="idfbe6ae07-7ff5-42b7-b4b1-2f385fb37004"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Energy Policy Act of 2005 is amended by striking section 962 (<external-xref legal-doc="usc" parsable-cite="usc/42/16292">42 U.S.C. 16292</external-xref>) and inserting the following:</text>

 <subsection id="id9a049e39-d5c2-4435-94ce-1d61748891db"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="idf7460b1b-2708-4100-96a9-88070ae50f7b"><enum>(1)</enum><header>Large-scale pilot project</header><text>The term <term>large-scale pilot project</term> means a pilot project that—</text>
 <subparagraph id="ide68d48fa-c31a-4223-97a0-e7e32421107b"><enum>(A)</enum><text>represents the scale of technology development beyond laboratory development and bench scale testing, but not yet advanced to the point of being tested under real operational conditions at commercial scale;</text>
 </subparagraph><subparagraph id="id82831a40-d2f4-4097-be1e-38f5a8d3ef76"><enum>(B)</enum><text>represents the scale of technology necessary to gain the operational data needed to understand the technical and performance risks of the technology before the application of that technology at commercial scale or in commercial-scale demonstration; and</text>
 </subparagraph><subparagraph id="id7061a904-2dd7-4eba-9db3-bcfa7cc0ea16"><enum>(C)</enum><text>is large enough—</text> <clause id="id11510aff-6d5b-4228-94f6-509d77912595"><enum>(i)</enum><text>to validate scaling factors; and</text>
 </clause><clause id="id241e5613-3f9d-476d-8024-b8317327fee5"><enum>(ii)</enum><text>to demonstrate the interaction between major components so that control philosophies for a new process can be developed and enable the technology to advance from large-scale pilot plant application to commercial-scale demonstration or application.</text>
 </clause></subparagraph></paragraph><paragraph id="id9d54a351-e461-4f66-8e1b-1795ea4f4c86"><enum>(2)</enum><header>Net-negative carbon dioxide emissions technology</header><text>The term <term>net-negative carbon dioxide emissions technology</term> means technology—</text> <subparagraph id="id5a02ceca-0d23-4047-8b1b-a2e88687492c"><enum>(A)</enum><text>for thermochemical co-conversion of coal and biomass fuels that—</text>
 <clause id="idf2a349af-ade7-4937-9fa1-1c1cf8b0c361"><enum>(i)</enum><text>uses a carbon capture system; and</text> </clause><clause id="idbd266768-f35d-4c0c-9e7c-248214164a8b"><enum>(ii)</enum><text>with carbon dioxide removal, the Secretary determines can provide electricity, fuels, or chemicals with net-negative carbon dioxide emissions from production and consumption of the end products, while removing atmospheric carbon dioxide; and</text>
 </clause></subparagraph><subparagraph id="id17fbccd7-67da-4168-8cc9-69aab4c766dc"><enum>(B)</enum><text>through which each use of coal will be combined with the use of biomass energy, provided on a renewable basis, that is sufficient in quantity to allow for net-negative emissions of carbon dioxide (in combination with a carbon capture system), while avoiding impacts on food production activities.</text>
 </subparagraph></paragraph><paragraph id="id6160984b-f70f-42ed-bd69-8c832a918c5c"><enum>(3)</enum><header>Program</header><text>The term <term>program</term> means the program established under subsection (b)(1).</text> </paragraph><paragraph id="ide54663dc-78e2-4e57-9e9e-3074044ece7f"><enum>(4)</enum><header>Transformational technology</header> <subparagraph id="ide2b0e677-98ba-4268-a1cd-c9ec04de6f9d"><enum>(A)</enum><header>In general</header><text>The term <term>transformational technology</term> means a power generation technology that represents a significant change in the methods used to convert energy that will enable a step change in performance, efficiency, and cost of electricity as compared to the technology in existence on the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>.</text>
 </subparagraph><subparagraph id="idf9a08274-19f4-4273-9b59-5b1928cdfe26"><enum>(B)</enum><header>Inclusions</header><text>The term <term>transformational technology</term> includes a broad range of technology improvements, including—</text> <clause id="idef6acef1-2347-4ea8-960e-a5204113dc4e"><enum>(i)</enum><text>thermodynamic improvements in energy conversion and heat transfer, including—</text>
 <subclause id="idc973bc54-a2b8-4c14-a8b5-6aa48aa1c3eb"><enum>(I)</enum><text>advanced combustion systems, including oxygen combustion systems and chemical looping; and</text> </subclause><subclause id="id8eb230b2-0623-4d5e-9355-7e95e85781aa"><enum>(II)</enum><text>the replacement of steam cycles with supercritical carbon dioxide cycles;</text>
 </subclause></clause><clause id="id4dd246ab-b283-4ebb-bf79-78a5d1bc8b51"><enum>(ii)</enum><text>improvements in steam or carbon dioxide turbine technology;</text> </clause><clause id="idab5d192e-50bc-4810-bcf0-2375c3f95e6c"><enum>(iii)</enum><text>improvements in carbon capture, utilization, and storage systems technology;</text>
 </clause><clause id="idfe757de0-b362-40be-ac27-321be804652c"><enum>(iv)</enum><text>improvements in small-scale and modular coal-fired technologies with reduced carbon output or carbon capture that can support incremental power generation capacity additions;</text>
 </clause><clause id="ide421da2f-c154-41a5-b956-2c2440178cc0"><enum>(v)</enum><text>fuel cell technologies for low-cost, high-efficiency modular power systems;</text> </clause><clause id="id071ed6b6-b66c-4aaa-98e0-f159dc314850"><enum>(vi)</enum><text>advanced gasification systems;</text>
 </clause><clause id="id97d80647-1636-44d3-b8b6-e92b16576e66"><enum>(vii)</enum><text>thermal cycling technologies; and</text> </clause><clause id="id3086ec5d-04e6-429e-af49-25760469c7c9"><enum>(viii)</enum><text>any other technology the Secretary recognizes as transformational technology.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="id88c3c3af-fef7-4dae-8874-733ecc147f87"><enum>(b)</enum><header>Coal and natural gas technology program</header>
 <paragraph id="id00668f46-bd9e-4f83-aa42-5eda7bf4332c"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a coal and natural gas technology program to ensure the continued use of the abundant domestic coal and natural gas resources of the United States through the development of transformational technologies that will significantly improve the efficiency, effectiveness, costs, and environmental performance of coal and natural gas use.</text>
 </paragraph><paragraph id="id067fa983-a8d1-42bc-944b-bb44883014fe"><enum>(2)</enum><header>Requirements</header><text>The program shall include—</text> <subparagraph id="ide548c1d4-4e84-45de-be55-9df9eeaacf2d"><enum>(A)</enum><text>a research and development program;</text>
 </subparagraph><subparagraph id="idedfd1e44-8105-448b-8bb4-a3dfb09f3138"><enum>(B)</enum><text>large-scale pilot projects;</text> </subparagraph><subparagraph id="id19355c2f-8d5f-4883-a83e-c1b87f227a06"><enum>(C)</enum><text>demonstration projects; and</text>
 </subparagraph><subparagraph id="idf3d9a884-5aa5-425e-8ed6-4df700c5fdc4"><enum>(D)</enum><text>a front-end engineering and design program.</text> </subparagraph></paragraph><paragraph id="id24a411bc-ab2f-4884-baac-1aeaeaa42fd6"><enum>(3)</enum><header>Program goals and objectives</header><text>In consultation with the interested entities described in paragraph (5)(C), the Secretary shall develop goals and objectives for the program to be applied to the transformational technologies developed within the program, taking into consideration the following:</text>
 <subparagraph id="idd58c710c-9c94-419d-b053-8da0f8b060be"><enum>(A)</enum><text>Increasing the performance of coal and natural gas plants, including by—</text> <clause id="idc7dc1814-f7f2-4b59-9472-f1d1b4386f91"><enum>(i)</enum><text>ensuring reliable, low-cost power from new and existing coal and natural gas plants;</text>
 </clause><clause id="id9f7c03aa-bd38-4447-a4d8-ebeb734d13d4"><enum>(ii)</enum><text>achieving high conversion efficiencies;</text> </clause><clause id="idb9b5103f-f34a-4909-aabf-26454ac47248"><enum>(iii)</enum><text>addressing emissions of carbon dioxide through high-efficiency platforms;</text>
 </clause><clause id="id2e5d885d-1901-47b9-836b-00cf661eced4"><enum>(iv)</enum><text>developing small-scale and modular technologies to support incremental capacity additions and load following generation, in addition to large-scale generation technologies;</text>
 </clause><clause id="idf99299e1-7d3b-47c2-ae5b-34f822b57eba"><enum>(v)</enum><text>supporting dispatchable operations for new and existing applications of coal and natural gas generation; and</text>
 </clause><clause id="idd15512bd-918c-4431-aa48-26c351455ab4"><enum>(vi)</enum><text>accelerating the development of technologies that have transformational energy conversion characteristics.</text>
 </clause></subparagraph><subparagraph id="id1364c7fd-2488-4b63-a559-e2c08811bf1d"><enum>(B)</enum><text>Using carbon capture, utilization, and sequestration technologies to decrease the carbon dioxide emissions, and the environmental impact from carbon dioxide emissions, from new and existing coal and natural gas plants, including by—</text>
 <clause id="id7c546adc-a535-4ddf-bd2b-c5ebf9eed608"><enum>(i)</enum><text>accelerating the development, deployment, and commercialization of technologies to capture and sequester carbon dioxide emissions from new and existing coal and natural gas plants;</text>
 </clause><clause id="id8f0928c7-4a70-4e1c-83d6-9d8f8e82055a"><enum>(ii)</enum><text>supporting sites for safe geological storage of large volumes of anthropogenic sources of carbon dioxide and the development of the infrastructure needed to support a carbon dioxide utilization and storage industry;</text>
 </clause><clause id="idd6af5ede-a801-441c-b70b-4904e3109dc0"><enum>(iii)</enum><text>improving the conversion, utilization, and storage of carbon dioxide produced from fossil fuels and other anthropogenic sources of carbon dioxide;</text>
 </clause><clause id="id41823d6f-d5a7-4317-bdd6-acc37935a831"><enum>(iv)</enum><text>lowering greenhouse gas emissions for all fossil fuel production, generation, delivery, and use, to the maximum extent practicable;</text>
 </clause><clause id="id7de1f464-3915-48dd-bcd8-01a46a219485"><enum>(v)</enum><text>developing carbon utilization technologies, products, and methods, including carbon use and reuse for commercial application; and</text>
 </clause><clause id="id374469c2-bbb9-4deb-81ec-b6c503ad025e"><enum>(vi)</enum><text>developing net-negative carbon dioxide emissions technologies.</text> </clause></subparagraph><subparagraph id="idc7f7c4df-b739-4630-bc69-f88762ec279d"><enum>(C)</enum><text>Decreasing the non-carbon dioxide relevant environmental impacts of coal and natural gas production, including by—</text>
 <clause id="id65ac3cb9-505a-4b3a-bb79-55922c2cfb11"><enum>(i)</enum><text>further reducing non-carbon dioxide air emissions; and</text> </clause><clause id="idd8f9fa6b-3beb-45b7-b670-66141b79ee1c"><enum>(ii)</enum><text>reducing the use, and managing the discharge, of water in power plant operations.</text>
 </clause></subparagraph><subparagraph id="ida51045f421564af294fe5a850a0fe038"><enum>(D)</enum><text>Accelerating the development of technologies to capture carbon dioxide emissions from industrial facilities, including—</text>
 <clause id="ide5cc64aa6ee340738681fcf5bb76dda8"><enum>(i)</enum><text>nontraditional fuel manufacturing facilities, including ethanol or other biofuel production plants or hydrogen production plants; and</text>
 </clause><clause id="id270c8b9fec4045a5bcb4feeeaa6d7a4a"><enum>(ii)</enum><text>energy-intensive manufacturing facilities that produce carbon dioxide as a byproduct of operations.</text> </clause></subparagraph><subparagraph id="id991f2f73-fe1b-4a4a-a1f9-03d4af853942"><enum>(E)</enum><text>Examining methods of converting coal and natural gas to other valuable products and commodities in addition to electricity, including hydrogen.</text>
 </subparagraph></paragraph><paragraph id="id09296446-594f-4b41-b853-25b64176aaca"><enum>(4)</enum><header>Cross-cutting direction for carbon capture, utilization, and sequestration activities</header><text>The carbon capture, utilization, and sequestration activities described in paragraph (3)(B) shall be—</text>
 <subparagraph id="id21f660cb-dd3a-4d34-8764-20d081cf943b"><enum>(A)</enum><text>cross-cutting in nature; and</text> </subparagraph><subparagraph id="id89bb814b-ceb1-44ef-a58a-247e9fa3df39"><enum>(B)</enum><text>carried out by the Assistant Secretary for Fossil Energy, in coordination with the heads of other relevant offices of the Department, including the Director of the Office of Science and the Assistant Secretary for Energy Efficiency and Renewable Energy.</text>
 </subparagraph></paragraph><paragraph id="id431db8c6-a020-4e0f-834c-de8eda52529e"><enum>(5)</enum><header>Consultations required</header><text>In carrying out the program, the Secretary shall—</text> <subparagraph id="id37cefb14-9c96-4847-ac14-5c64e80c6edf"><enum>(A)</enum><text>undertake international collaborations, taking into consideration the recommendations of the National Coal Council;</text>
 </subparagraph><subparagraph id="idd9d2f941-0943-4577-b63d-912b6a21fdc0"><enum>(B)</enum><text>use existing authorities to encourage international cooperation; and</text> </subparagraph><subparagraph id="id9bdc0210-e50b-4b1c-9155-a0f615bafac1"><enum>(C)</enum><text>consult with interested entities, including—</text>
 <clause id="idbbbd95ab-c8e9-4250-a088-be79cb55a2d0"><enum>(i)</enum><text>coal and natural gas producers;</text> </clause><clause id="id6535c30e-230f-458f-9a17-1135e8346d58"><enum>(ii)</enum><text>industries that use coal and natural gas;</text>
 </clause><clause id="id747d591d-0e3f-4db7-8407-9676ae068cd5"><enum>(iii)</enum><text>organizations that promote coal, advanced coal, and natural gas technologies;</text> </clause><clause id="ide865941a-b2c8-4b54-849f-30f30ad4fb4d"><enum>(iv)</enum><text>environmental organizations;</text>
 </clause><clause id="id082177d9-d096-41a1-8ab2-d744b8e1de59"><enum>(v)</enum><text>organizations representing workers; and</text> </clause><clause id="id366b0786-5360-4df6-97de-a3daaadf1e34"><enum>(vi)</enum><text>organizations representing consumers.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="id70b6bb4b-e13b-44cd-830d-0e5c1b2a2340"><enum>(c)</enum><header>Report</header>
 <paragraph id="id410e9039-0dc2-4050-8c93-df0c70af5ce9"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>, the Secretary shall submit to Congress a report describing the program goals and objectives adopted under subsection (b)(3).</text>
 </paragraph><paragraph id="iddc702bee-578e-494a-8944-cff54721ad5d"><enum>(2)</enum><header>Update</header><text>Not less frequently than once every 2 years after the initial report is submitted under paragraph (1), the Secretary shall submit to Congress a report describing the progress made towards achieving the program goals and objectives adopted under subsection (b)(3).</text>
							</paragraph></subsection><subsection id="id2475e892-323b-4e38-969f-ef46ec384907"><enum>(d)</enum><header>Funding</header>
 <paragraph id="idcc26ca7a-1c0b-4d5f-adb4-f602cad79447"><enum>(1)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Secretary to carry out this section, to remain available until expended—</text>
 <subparagraph id="idfdbef939-a537-4c9b-bb29-695c6f64443c"><enum>(A)</enum><text>for activities under the research and development program component described in subsection (b)(2)(A)—</text>
 <clause id="idf058c056-60b5-4f90-828c-68df7ea8a052"><enum>(i)</enum><text>$230,000,000 for each of fiscal years 2020 and 2021; and</text> </clause><clause id="iddd743eed-2c92-4023-9e4e-c0ead3cdfc2a"><enum>(ii)</enum><text>$150,000,000 for each of fiscal years 2022 through 2024;</text>

 <subsection id="id443c153c-ced7-41d1-aca4-ea93c3d4fba0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Energy Policy Act of 2005 is amended by striking section 963 (42 U.S. C. 16293) and inserting the following:</text>

					<section id="id2f4c44c6-c629-4e6f-a618-d9ab154b3773"><enum>963.</enum><header>Carbon storage validation and testing</header>
 <subsection id="id4835a1da-8e67-4b15-9032-2f0f6b9f2c1e"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="id3a56476c-b02c-4304-b01d-abf0d65ce6d6"><enum>(1)</enum><header>Electric generation unit</header><text>The term <term>electric generation unit</term> means an electric generation unit that—</text>
 <subparagraph id="id61719f16-d48d-48a3-8810-c7a8ee88db0b"><enum>(A)</enum><text>uses coal- or natural gas-based generation technology; and</text> </subparagraph><subparagraph id="id8ed1e0ef-f645-4d7d-8f96-7f9696664da6"><enum>(B)</enum><text>is capable of capturing carbon dioxide emissions from the unit.</text>
 </subparagraph></paragraph><paragraph id="id9de4a40f-53f3-4cc8-9f73-6c70a889751e"><enum>(2)</enum><header>Large-scale carbon sequestration</header><text>The term <term>large-scale carbon sequestration</term> means a scale that demonstrates the ability to inject into geologic formations and sequester several million metric tons of carbon dioxide for not less than a 10-year period.</text>
 </paragraph><paragraph id="id5e0597a8-c622-448f-be0c-0db8f62807e9"><enum>(3)</enum><header>Program</header><text>The term <term>program</term> means the program established under subsection (b)(1).</text> </paragraph></subsection><subsection id="id0620886d-52c0-4f5e-b088-21b2076aef0d"><enum>(b)</enum><header>Carbon storage program</header> <paragraph id="id32fff658-d463-4cbc-9208-8d85c2915095"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a program of research, development, and demonstration for carbon storage.</text>
 </paragraph><paragraph id="id5e413cc0-8317-4cdb-b74f-86daddc69233"><enum>(2)</enum><header>Program activities</header><text>Activities under the program shall include—</text> <subparagraph id="idea5e7819-aed6-4304-8c5b-4e3c720f6fc1"><enum>(A)</enum><text>in coordination with relevant Federal agencies, developing and maintaining mapping tools and resources that assess the capacity of geologic storage formation in the United States;</text>
 </subparagraph><subparagraph id="id2c9dbced-b4d5-4125-a08c-f12d3bf9afd6"><enum>(B)</enum><text>developing monitoring tools, modeling of geologic formations, and analyses—</text> <clause id="idb6daed4d-9eb9-4c1b-ac99-1c724214638c"><enum>(i)</enum><text>to predict carbon dioxide containment; and</text>
 </clause><clause id="id7e08d037-4181-44b5-9dd9-b2637945b8a9"><enum>(ii)</enum><text>to account for sequestered carbon dioxide in geologic storage sites;</text>
 </clause></subparagraph><subparagraph id="id5060a376-e44e-463e-b810-6561763b2d46"><enum>(C)</enum><text>researching—</text> <clause id="idac95edde-a439-4412-bd75-194674259ac3"><enum>(i)</enum><text>potential environmental, safety, and health impacts in the event of a leak into the atmosphere or to an aquifer; and</text>
 </clause><clause id="id18490956-e0e5-4f37-9def-e10ebd8e5aa3"><enum>(ii)</enum><text>any corresponding mitigation actions or responses to limit harmful consequences of such a leak;</text>
 </clause></subparagraph><subparagraph id="id8bd0a7f0-0b62-4167-bacd-af726952b54c"><enum>(D)</enum><text>evaluating the interactions of carbon dioxide with formation solids and fluids, including the propensity of injections to induce seismic activity;</text>
 </subparagraph><subparagraph id="id52053ac6-e198-405a-9896-c47f26702cad"><enum>(E)</enum><text>assessing and ensuring the safety of operations relating to geologic sequestration of carbon dioxide;</text>
 </subparagraph><subparagraph id="id1b02bb85-f6cb-41d9-b351-c6062e1f70fc"><enum>(F)</enum><text>determining the fate of carbon dioxide concurrent with and following injection into geologic formations; and</text>
 </subparagraph><subparagraph id="id516c220e-6d17-4cbc-a4d7-83f17ec3920e"><enum>(G)</enum><text>supporting cost and business model assessments to examine the economic viability of technologies and systems developed under the program.</text>
 </subparagraph></paragraph><paragraph id="id133af32e-8f8e-4ded-a7f9-4e998ed2fa6f"><enum>(3)</enum><header>Geologic settings</header><text>In carrying out research activities under this subsection, the Secretary shall consider a variety of candidate onshore and offshore geologic settings, including—</text>
 <subparagraph id="iddfd1672f-405e-4360-a5b6-cee103ba3564"><enum>(A)</enum><text>operating oil and gas fields;</text> </subparagraph><subparagraph id="id6893e5a4-6951-49b3-b456-626a2f3369c9"><enum>(B)</enum><text>depleted oil and gas fields;</text>
 </subparagraph><subparagraph id="id9e01c6d3-d12d-4c7c-a04e-09ddf4b53fbb"><enum>(C)</enum><text>residual oil zones;</text> </subparagraph><subparagraph id="idcd28a8d5-85e7-4970-aace-7fde44962c4f"><enum>(D)</enum><text>unconventional reservoirs and rock types;</text>
 </subparagraph><subparagraph id="id4e798295-dcf7-4ea1-85bb-a039be63483d"><enum>(E)</enum><text>unmineable coal seams;</text> </subparagraph><subparagraph id="idebb302ae-cebe-4729-bcee-afe336720290"><enum>(F)</enum><text>saline formations in both sedimentary and basaltic geologies;</text>
 </subparagraph><subparagraph id="id0db175db-1394-44f5-81ec-11451ef8564c"><enum>(G)</enum><text>geologic systems that may be used as engineered reservoirs to extract economical quantities of brine from geothermal resources of low permeability or porosity; and</text>
 </subparagraph><subparagraph id="id29bbeac4-4d31-4c5a-bb1a-90ff8aa3d374"><enum>(H)</enum><text>geologic systems containing in situ carbon dioxide mineralization formations.</text> </subparagraph></paragraph></subsection><subsection id="idf86ad343-62da-4fe2-9a52-daf9527bb095"><enum>(c)</enum><header>Large-scale carbon sequestration demonstration program</header> <paragraph id="id8b12c3b5-c56b-4851-9406-0a1eb975259f"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a demonstration program under which the Secretary shall provide funding for demonstration projects to collect and validate information on the cost and feasibility of commercial deployment of large-scale carbon sequestration technologies.</text>
 </paragraph><paragraph id="id8c91ddfa-b328-48d3-b12b-682b874d3a6a"><enum>(2)</enum><header>Existing regional carbon sequestration partnerships</header><text>In carrying out paragraph (1), the Secretary may provide additional funding to regional carbon sequestration partnerships that are carrying out or have completed a large-scale carbon sequestration demonstration project under this section (as in effect on the day before the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>) for additional work on that project.</text>
 </paragraph><paragraph id="id5196b757-fab2-460c-a208-d3ecacca92c7"><enum>(3)</enum><header>Demonstration components</header><text>Each demonstration project carried out under this subsection shall include longitudinal tests involving carbon dioxide injection and monitoring, mitigation, and verification operations.</text>
 </paragraph><paragraph id="idbf3b8e21-e10a-42ec-b4f7-2272784f635c"><enum>(4)</enum><header>Clearinghouse</header><text>The National Energy Technology Laboratory shall act as a clearinghouse of shared information and resources for—</text>
 <subparagraph id="idc992ba50-a66d-44c4-96cc-5f2618ffbcf2"><enum>(A)</enum><text>existing or completed demonstration projects receiving additional funding under paragraph (2); and</text> </subparagraph><subparagraph id="id1562130b-33ad-4469-b0ee-2cabbab66d80"><enum>(B)</enum><text>any new demonstration projects funded under this subsection.</text>
 </subparagraph></paragraph><paragraph id="id135e81a2-d32f-4143-a9e2-2c69874160af"><enum>(5)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>, the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Science, Space, and Technology of the House of Representatives a report that—</text>
 <subparagraph id="idf59f6770-1330-4c91-84b8-af08dfa0baf3"><enum>(A)</enum><text>assesses the progress of all regional carbon sequestration partnerships carrying out a demonstration project under this subsection;</text>
 </subparagraph><subparagraph id="id1b33f547-9ef4-4d3b-8235-7acfb83bd146"><enum>(B)</enum><text>identifies the remaining challenges in achieving large-scale carbon sequestration that is reliable and safe for the environment and public health; and</text>
 </subparagraph><subparagraph id="id895e1b7e-4b86-41c2-a688-c4fb72a017d7"><enum>(C)</enum><text>creates a roadmap for carbon storage research and development activities of the Department through 2025, with the goal of reducing economic and policy barriers to commercial carbon sequestration.</text>
								</subparagraph></paragraph></subsection><subsection id="idc5266f5c-c947-4352-94d2-ba6d9c4c07c8"><enum>(d)</enum><header>Integrated storage program</header>
 <paragraph id="id273c9610-3e34-4c5f-8c15-31ac49e76faa"><enum>(1)</enum><header>In general</header><text>The Secretary may establish a program to transition large-scale carbon sequestration demonstration projects under subsection (c) into integrated commercial storage complexes.</text>
 </paragraph><paragraph id="ide390e95d-06e2-44bf-80bc-2882238ccbd5"><enum>(2)</enum><header>Goals and objectives</header><text>The goals and objectives of the program described in paragraph (1) shall be—</text> <subparagraph id="ida0324da1-8aab-42d7-8705-3aeafe286576"><enum>(A)</enum><text>to identify geologic storage sites that are able to accept large volumes of carbon dioxide acceptable for commercial contracts;</text>
 </subparagraph><subparagraph id="id7391a78d-76eb-4b50-b66a-c63ebc1850ef"><enum>(B)</enum><text>to understand the technical and commercial viability of carbon dioxide geologic storage sites; and</text> </subparagraph><subparagraph id="id2f3c1160-e659-4309-850d-79b7719fbd55"><enum>(C)</enum><text>to carry out any other activities necessary to transition the large-scale carbon sequestration demonstration projects under subsection (c) into integrated commercial storage complexes.</text>
 </subparagraph></paragraph></subsection><subsection id="idba6d2574-ac65-4c96-aef7-ca33f8febefe"><enum>(e)</enum><header>Cost sharing</header><text>Activities carried out under this section shall be subject to the cost-sharing requirements of section 988.</text>
						</subsection><subsection id="id3f7b51cc-9d71-4a74-a13f-0cece76b9263"><enum>(f)</enum><header>Report on carbon dioxide capture contracting authority</header>
 <paragraph id="id1d14231a-a20a-4ec9-8b72-f2669c422f35"><enum>(1)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>, the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Science, Space, and Technology of the House of Representatives a report that—</text>
 <subparagraph id="idf16e4b68-1e1e-4583-84e9-1449e886b52d"><enum>(A)</enum><text>describes the costs and benefits of entering into long-term binding contracts on behalf of the Federal Government with qualified parties to provide support for capturing carbon dioxide from electricity generated at an electric generation unit or carbon dioxide captured from an electric generation unit and sold to a purchaser for—</text>
 <clause id="id8df75776-7cd2-424c-8227-9e6fafb55a28"><enum>(i)</enum><text>the recovery of crude oil; or</text> </clause><clause id="id783b712e-3ac8-4459-9400-9c03f291f04b"><enum>(ii)</enum><text>other purposes for which a commercial market exists;</text>
 </clause></subparagraph><subparagraph id="ida7e796cf-7e27-4a5d-b0ea-db2d4751b361"><enum>(B)</enum><text>contains an analysis of how the Department would establish, implement, and maintain a contracting program described in subparagraph (A); and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4dc09deb-0923-4217-af79-bfdf9ac9fb82"><enum>(C)</enum><text>outlines options for how contracts may be structured, and regulations that would be necessary, to implement a contracting program described in subparagraph (A).</text>
 </subparagraph></paragraph></subsection><subsection id="id216d044d-2925-4817-92f0-a89cb73ca325"><enum>(g)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary to carry out this section—</text> <paragraph id="id586ff45e-c44a-4fa6-b820-cf92cf25cab7"><enum>(1)</enum><text>$105,000,000 for fiscal year 2020;</text>
 </paragraph><paragraph id="id16bdb93c-0b3e-4b48-820c-f3b0b45cb81c"><enum>(2)</enum><text>$110,250,000 for fiscal year 2021;</text> </paragraph><paragraph id="idc0a96b5e-fb16-45d1-937c-1dc212b156bc"><enum>(3)</enum><text>$115,763,000 for fiscal year 2022;</text>

 <paragraph id="id01802b1a-145f-4605-a33c-899010de2d13"><enum>(1)</enum><header>In general</header><text>Subtitle F of title IX of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16291">42 U.S.C. 16291</external-xref> et seq.) is amended by adding at the end the following:</text>

						<section id="idec2e1be0-6390-438e-a422-147bfb294f6d"><enum>969.</enum><header>Carbon utilization program</header>
 <subsection id="idc5fdd249-518d-4656-bab8-e3833efbb1e6"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish a program of research, development, and demonstration for carbon utilization—</text>
 <paragraph id="id8ded9a0d-15a4-4b69-8e91-69bb52ed69b1"><enum>(1)</enum><text>to assess and monitor—</text> <subparagraph id="id0819b719-f711-4847-b8f8-48a901d620ce"><enum>(A)</enum><text>potential changes in lifecycle carbon dioxide and other greenhouse gas emissions; and</text>
 </subparagraph><subparagraph id="id044f495c-8582-4ffd-88b3-d983e924f80d"><enum>(B)</enum><text>other environmental safety indicators of new technologies, practices, processes, or methods used in enhanced hydrocarbon recovery as part of the activities authorized under section 963;</text>
 </subparagraph></paragraph><paragraph id="id9902c719-a195-48b6-953b-b283b6c0864c"><enum>(2)</enum><text>to identify and assess novel uses for carbon, including the conversion of carbon oxides for commercial and industrial products, such as—</text>
 <subparagraph id="idd54adac3-a06b-44a0-b6c5-7342003f1bc6"><enum>(A)</enum><text>chemicals;</text> </subparagraph><subparagraph id="id5082f534-e20c-4628-999a-163d43eb5c48"><enum>(B)</enum><text>plastics;</text>
 </subparagraph><subparagraph id="id08482eb8-f44e-48f5-8f7e-15419d4dc0c3"><enum>(C)</enum><text>building materials;</text> </subparagraph><subparagraph id="id934e67d1-6bba-4052-aaa2-b1e583dff9ea"><enum>(D)</enum><text>fuels;</text>
 </subparagraph><subparagraph id="idbce1ff9a-4856-4086-83aa-59c04a1d5fe0"><enum>(E)</enum><text>cement;</text> </subparagraph><subparagraph id="id1138952a-b6e0-4f4d-942d-b73f23df1ea4"><enum>(F)</enum><text>products of coal use in power systems or other applications; or</text>
 </subparagraph><subparagraph id="ida95a651a-94f9-40f0-9282-a02ed6cd04d1"><enum>(G)</enum><text>other products with demonstrated market value;</text> </subparagraph></paragraph><paragraph id="idcc272020-df66-4733-b863-731116f45812"><enum>(3)</enum><text>to identify and assess carbon capture technologies for industrial systems; and</text>
 </paragraph><paragraph id="id062a0715-199c-40de-a093-4a760669a757"><enum>(4)</enum><text>to identify and assess alternative uses for coal, including products derived from carbon engineering, carbon fiber, and coal conversion methods.</text>
 </paragraph></subsection><subsection id="id966a2278-7923-43a7-ac77-3418ed820de2"><enum>(b)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary to carry out this section—</text> <paragraph id="id2ee7c2d9-9602-49b9-8d8a-dc91012d6ae2"><enum>(1)</enum><text>$25,000,000 for fiscal year 2020;</text>
 </paragraph><paragraph id="idaf2a62f9-e7c8-4eaa-98b4-3652e945db87"><enum>(2)</enum><text>$26,250,000 for fiscal year 2021;</text> </paragraph><paragraph id="ide75c5c95-160a-4a9a-8982-51a5a73223f5"><enum>(3)</enum><text>$27,562,500 for fiscal year 2022;</text>
 </paragraph><paragraph id="id8a2d3238-4bd1-4934-aa0b-01f8cd607f46"><enum>(4)</enum><text>$28,940,625 for fiscal year 2023; and</text> </paragraph><paragraph id="id363dba16-01cd-45a6-a0cf-95e8facab290"><enum>(5)</enum><text>$30,387,656 for fiscal year 2024.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id7fdf7b3e-f9f8-4801-bf21-f140e8698f96"><enum>(2)</enum><header>Technical amendment</header><text>The table of contents for the Energy Policy Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat. 600) is amended by adding at the end of the items relating to subtitle F of title IX the following:</text>

				</paragraph></subsection><subsection id="id14de0f91-c4ac-44be-b20a-828913ef196d"><enum>(b)</enum><header>Study</header>
 <paragraph id="ide683571a-b7e0-4882-b9a3-e7da945f2c20"><enum>(1)</enum><header>In general</header><text>The Secretary of Energy shall enter into an agreement with the National Academies of Sciences, Engineering, and Medicine under which the National Academies of Sciences, Engineering, and Medicine shall conduct a study to assess any barriers and opportunities relating to commercializing carbon dioxide in the United States.</text>
 </paragraph><paragraph id="id4f048ccc-373b-4198-87f8-b7f482f5ba5f"><enum>(2)</enum><header>Requirements</header><text>The study under paragraph (1) shall—</text> <subparagraph id="id54d2af85-ffe0-438c-aa14-8eb5aedb30c3"><enum>(A)</enum><text>analyze challenges to commercializing carbon dioxide, including—</text>
 <clause id="id99e441a3-f752-4c06-9b61-54637aa50458"><enum>(i)</enum><text>expanding carbon dioxide pipeline capacity;</text> </clause><clause id="id00825f47-5ba9-4cd3-a443-766e50984daa"><enum>(ii)</enum><text>mitigating environmental impacts;</text>
 </clause><clause id="id5908f994-1804-4a4f-8df7-6f230b7246bf"><enum>(iii)</enum><text>access to capital;</text> </clause><clause id="idf942bd51-0e4e-41ec-93dd-9918efe5ed15"><enum>(iv)</enum><text>geographic barriers; and</text>
 </clause><clause id="id5a34e55f-778b-4633-8152-df74033368fc"><enum>(v)</enum><text>regional economic challenges and opportunities;</text> </clause></subparagraph><subparagraph id="id44ebde88-5602-49b4-b6f3-01d406273997"><enum>(B)</enum><text>identify potential markets, industries, or sectors that may benefit from greater access to commercial carbon dioxide;</text>
 </subparagraph><subparagraph id="id7bd004ed-082e-4365-965d-b83af9281d4e"><enum>(C)</enum><text>assess—</text> <clause id="id62ff6e39-af7c-430a-b04e-b7bd16c18133"><enum>(i)</enum><text>the state of infrastructure as of the date of the study; and</text>
 </clause><clause id="id2912ec93-7b22-499f-8eac-eaeaaa9dcc25"><enum>(ii)</enum><text>any necessary updates to infrastructure to allow for the integration of safe and reliable carbon dioxide transportation, use, and storage;</text>
 </clause></subparagraph><subparagraph id="id53b5e69e-3066-46a1-846d-fae5c5fc7a61"><enum>(D)</enum><text>describe the economic, climate, and environmental impacts of any well-integrated national carbon dioxide pipeline system, including suggestions for policies that could—</text>
 <clause id="idb182fa51-a0e9-4588-95cb-e34c8eca5cad"><enum>(i)</enum><text>improve the economic impact of the system; and</text> </clause><clause id="id1f0cf454-5996-467c-b9cc-2d94a456590c"><enum>(ii)</enum><text>mitigate impacts of the system;</text>
 </clause></subparagraph><subparagraph id="id3fa734ad-28e4-444a-8ee8-210ce1aedfe7"><enum>(E)</enum><text>assess the global status and progress of chemical and biological carbon utilization technologies in practice as of the date of the study that utilize anthropogenic carbon, including carbon dioxide, carbon monoxide, methane, and biogas, from power generation, biofuels production, and other industrial processes;</text>
 </subparagraph><subparagraph id="ide38c91c4-a84d-4228-a9e5-44ac2eceae1a"><enum>(F)</enum><text>identify emerging technologies and approaches for carbon utilization that show promise for scale-up, demonstration, deployment, and commercialization;</text>
 </subparagraph><subparagraph id="ide533b13c-5e78-47ef-b292-7007cd6c0b03"><enum>(G)</enum><text>analyze the factors associated with making carbon utilization technologies viable at a commercial scale, including carbon waste stream availability, economics, market capacity, energy, and lifecycle requirements;</text>
 </subparagraph><subparagraph id="id74aae98d-669f-44c6-b8bd-060aa7effed2"><enum>(H)</enum><clause commented="no" display-inline="yes-display-inline" id="id9a0ecc97-8d67-4137-a1f7-7053b1062915"><enum>(i)</enum><text>assess the major technical challenges associated with increasing the commercial viability of carbon reuse technologies; and</text>
 </clause><clause changed="added" committee-id="SSEG00" id="id77edb563-9384-4048-afae-ba993415694d" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text>identify the research and development questions that will address the challenges described in clause (i);</text>
 </clause></subparagraph><subparagraph id="idff8b31cb-3ee9-4d1d-abd4-5f54542fbc8c"><enum>(I)</enum><clause commented="no" display-inline="yes-display-inline" id="idb852a576-b241-4cd7-8767-378d3f049df3"><enum>(i)</enum><text>assess research efforts being carried out as of the date of the study, including basic, applied, engineering, and computational research efforts, that are addressing the challenges described in subparagraph (H)(i); and</text>
 </clause><clause changed="added" committee-id="SSEG00" id="id9a3e0b1e-654a-4c9b-8b86-8b3cd0aba50e" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text>identify gaps in the research efforts under clause (i);</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id718e1761-e938-4e17-90f6-f0ba535c3f0e"><enum>(J)</enum><text>develop a comprehensive research agenda that addresses long- and short-term research needs and opportunities; and</text>
 </subparagraph><subparagraph id="idc0e9ed0795994d8a9a6ab98ccc1bbcc0"><enum>(K)</enum><clause commented="no" display-inline="yes-display-inline" id="idB38871C424D842B7B975035C3791D4F0"><enum>(i)</enum><text>identify appropriate Federal agencies with capabilities to support small business entities; and</text> </clause><clause changed="added" committee-id="SSEG00" id="idD00E0B03C2F348C992448DB2F903E659" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text>determine what assistance the Federal agencies identified under clause (i) could provide to small business entities to further the development and commercial deployment of carbon dioxide-based products.</text>
 </clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id836a8276-e403-4c8c-8b37-2109cf49e4db"><enum>(3)</enum><header>Deadline</header><text>Not later than 180 days after the date of enactment of this Act, the National Academies of Sciences, Engineering, and Medicine shall submit to the Secretary of Energy a report describing the results of the study under paragraph (1).</text>
				</paragraph></subsection></section><section changed="added" committee-id="SSEG00" id="idf1558153-78d8-4ae8-8cf1-d5f787281cb3" reported-display-style="italic"><enum>5.</enum><header>Carbon removal</header>
 <subsection id="id8c587c56-0588-4018-aada-8872bfdd09fa"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subtitle F of title IX of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16291">42 U.S.C. 16291</external-xref> et seq.) (as amended by section 4(a)(1)) is amended by adding at the end the following:</text>
				<quoted-block changed="added" committee-id="SSEG00" display-inline="no-display-inline" id="id3baa2ecc-ec52-4950-8251-73b51d771be0" reported-display-style="italic" style="OLC">
					<section id="idbb53adf5-5d7c-402f-af6e-c44032629c7f"><enum>969A.</enum><header>Carbon removal</header>
 <subsection id="idcb68a286-768e-483f-8932-ca46ef1a83cd"><enum>(a)</enum><header>Establishment</header><text>The Secretary, in coordination with the heads of appropriate Federal agencies, including the Secretary of Agriculture, shall establish a research, development, and demonstration program (referred to in this section as the <quote>program</quote>) to test, validate, or improve technologies and strategies to remove carbon dioxide from the atmosphere on a large scale.</text>
 </subsection><subsection id="id0e74a2ee-e93a-4bc0-95b1-7bb8eb893175"><enum>(b)</enum><header>Cross-cutting direction</header><text>The Secretary shall ensure that the program—</text> <paragraph id="id7fead2bc-858e-41df-8e39-ae5d27351c71"><enum>(1)</enum><text>is cross-cutting in nature; and</text>
 </paragraph><paragraph id="id1029b76d-3507-43bf-8daa-220c2560ee60"><enum>(2)</enum><text>includes the coordinated participation of the Office of Fossil Energy, the Office of Science, and the Office of Energy Efficiency and Renewable Energy.</text>
 </paragraph></subsection><subsection id="id5baae80a-20b8-4dfd-a1cd-fb963b7eb0f1"><enum>(c)</enum><header>Program activities</header><text display-inline="yes-display-inline">The program may include research, development, and demonstration activities relating to—</text> <paragraph id="id07133a6f-c0b2-4088-9cbf-9467debc7e6e"><enum>(1)</enum><text>direct air capture and storage technologies;</text>
 </paragraph><paragraph id="id84774082-1812-4e04-b291-acf6ef77b6ed"><enum>(2)</enum><text>bioenergy with carbon capture and sequestration;</text> </paragraph><paragraph id="id7b354b0f-1540-4f7a-8a43-cdc075d48024"><enum>(3)</enum><text>enhanced geological weathering;</text>
 </paragraph><paragraph id="idd4042ce8-fcd4-43a7-8b23-f6b20c9373ce"><enum>(4)</enum><text>agricultural and grazing practices;</text> </paragraph><paragraph id="idb7b56c7d-b75d-477e-8841-3231bfe2f96e"><enum>(5)</enum><text>forest management and afforestation; and</text>
 </paragraph><paragraph id="id61190756-a5c9-43fb-88ee-ec4e3e14433b"><enum>(6)</enum><text>planned or managed carbon sinks, including natural and artificial.</text> </paragraph></subsection><subsection id="id0fa9a5a3-af71-48f9-896f-4cf89ff2c6bd"><enum>(d)</enum><header>Requirements</header><text display-inline="yes-display-inline">In developing and identifying carbon removal technologies and strategies under the program, the Secretary shall consider—</text>
 <paragraph id="id550ca4ce-5e6d-4ea5-b688-2549d53e0c1d"><enum>(1)</enum><text>land use changes, including impacts on natural and managed ecosystems;</text> </paragraph><paragraph id="idfc92c217-738c-4ac5-a659-6981e863a9c4"><enum>(2)</enum><text>ocean acidification;</text>
 </paragraph><paragraph id="ideac8dd7d-f18a-4695-8245-81173aabdc5c"><enum>(3)</enum><text>net greenhouse gas emissions;</text> </paragraph><paragraph id="id1dad7de8-2656-49d0-85ac-8b54d6e2a7b9"><enum>(4)</enum><text>commercial viability;</text>
 </paragraph><paragraph id="idb1b5a042-4d23-4401-89e7-077796a8f81d"><enum>(5)</enum><text>potential for near-term impact;</text> </paragraph><paragraph id="id51c345bf-69aa-4171-b584-48f801282284"><enum>(6)</enum><text>potential for carbon reductions on a gigaton scale; and</text>
 </paragraph><paragraph id="idf537e30e-adb6-412e-9de9-72b68d2ab2bc"><enum>(7)</enum><text>economic cobenefits.</text> </paragraph></subsection><subsection id="id80d30fd0-a7ba-4b8d-9f18-3de5d6275e8f"><enum>(e)</enum><header>Air capture technology prize competition</header> <paragraph id="idfecfab46-2c28-45bd-9c2b-608f571ed473"><enum>(1)</enum><header>Definitions</header><text>In this subsection:</text>
 <subparagraph id="id4ba937af-d505-4b10-bd13-543c8753d626"><enum>(A)</enum><header>Dilute media</header><text>The term <term>dilute media</term> means media in which the concentration of carbon dioxide is less than 1 percent by volume.</text> </subparagraph><subparagraph id="id14fa66f2-97aa-4c01-b359-45045ec4331d"><enum>(B)</enum><header>Prize competition</header><text>The term <term>prize competition</term> means the competitive technology prize competition established under paragraph (2).</text>
 </subparagraph></paragraph><paragraph id="id39d6aee8-74e8-4be6-86c4-4fdbcefc8859"><enum>(2)</enum><header>Establishment</header><text>Not later than 1 year after the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>, the Secretary, in consultation with the Administrator of the Environmental Protection Agency, shall establish as part of the program a competitive technology prize competition to award prizes for carbon dioxide capture from dilute media.</text>
 </paragraph><paragraph id="idc21b008a-4ebd-4560-8ee6-073940ce772f"><enum>(3)</enum><header>Requirements</header><text>In carrying out this subsection, the Secretary, in accordance with section 24 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3719">15 U.S.C. 3719</external-xref>), shall develop requirements for—</text>
 <subparagraph id="idc45b1ef3-1a43-40df-8b60-013e0dc6b4ab"><enum>(A)</enum><text>the prize competition process; and</text> </subparagraph><subparagraph id="idef5d7a98-9950-4108-9748-e263741e06b4"><enum>(B)</enum><text>monitoring and verification procedures for projects selected to receive a prize under the prize competition.</text>
 </subparagraph></paragraph><paragraph id="idb723b320-0028-4da6-baae-710a4a14255f"><enum>(4)</enum><header>Eligible projects</header><text>To be eligible to be awarded a prize under the prize competition, a project shall—</text> <subparagraph id="idc14f6007-e2ba-4672-a502-ee898da52a78"><enum>(A)</enum><text>meet minimum performance standards set by the Secretary;</text>
 </subparagraph><subparagraph id="id13e68771-676f-4de2-b1cb-161dc455c2b4"><enum>(B)</enum><text>meet minimum levels set by the Secretary for the capture of carbon dioxide from dilute media; and</text> </subparagraph><subparagraph id="id5543ca26-ca8e-4bef-9e0b-17e9a857bb99"><enum>(C)</enum><text>demonstrate in the application of the project for a prize—</text>
 <clause id="id12964b4e-f7eb-4f37-9734-8c75e73c3ae9"><enum>(i)</enum><text>a design for a promising carbon capture technology that will—</text> <subclause id="idcf180dc0-83c3-47aa-a169-7d16daa3e052"><enum>(I)</enum><text>be operated on a demonstration scale; and</text>
 </subclause><subclause id="id48c67163-a08d-48d4-828f-1d99ebb54e7f"><enum>(II)</enum><text>have the potential to achieve significant reduction in the level of carbon dioxide in the atmosphere;</text>
 </subclause></clause><clause id="idebfc4778-50db-4d31-998f-86fe35ff1e43"><enum>(ii)</enum><text>a successful bench-scale demonstration of a carbon capture technology; or</text> </clause><clause id="id68c91389-8e89-44d3-ae22-824c1b73d023"><enum>(iii)</enum><text>an operational carbon capture technology on a commercial scale.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="id22927f49c4b84a47a178ef3c36c995bf"><enum>(f)</enum><header>Direct Air Capture Test Center</header>
 <paragraph id="id6e0fd21b0cd54c6db04deccd9bb10cdd"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of the <short-title>Enhancing Fossil Fuel Energy Carbon Technology Act of 2019</short-title>, the Secretary shall award grants to 1 or more entities for the operation of 1 or more test centers (referred to in this subsection as a <quote>Center</quote>) to provide unique testing capabilities for innovative direct air capture and storage technologies.</text>
 </paragraph><paragraph id="id5a7903bfdca4487991730baab588a4ee"><enum>(2)</enum><header>Purpose</header><text>Each Center shall—</text> <subparagraph id="id5b121efd45214012a6b0b9037332a04b"><enum>(A)</enum><text>advance research, development, demonstration, and commercial application of direct air capture and storage technologies;</text>
 </subparagraph><subparagraph id="ide80480463aae4b11be7d138ca6ea0ccd"><enum>(B)</enum><text>support pilot plant and full-scale demonstration projects and test direct air capture and storage technologies that represent the scale of technology development beyond laboratory testing, but not yet advanced to test under operational conditions at commercial scale;</text>
 </subparagraph><subparagraph id="id5b8b59478891448abc7ed94bdf4c256b"><enum>(C)</enum><text>develop front-end engineering design and economic analysis; and</text> </subparagraph><subparagraph id="id79be1fb08ad84daa9072f7c950add372"><enum>(D)</enum><text>maintain a public record of pilot and full-scale plant performance.</text>
								</subparagraph></paragraph><paragraph id="idf071ce63b0f14b34b1dd0534ccc28228"><enum>(3)</enum><header>Selection</header>
 <subparagraph id="id0C2AE16DEF4D4B4A98ACFC2E35071126"><enum>(A)</enum><header>In general</header><text>The Secretary shall select entities to receive grants under this subsection according to such criteria as the Secretary may develop.</text>
 </subparagraph><subparagraph id="id3A34A94D6F7349BFAAF487F0421649EC"><enum>(B)</enum><header>Competitive basis</header><text>The Secretary shall select entities to receive grants under this subsection on a competitive basis.</text> </subparagraph><subparagraph id="idA382BA10D24D4839B22D900491586613"><enum>(C)</enum><header>Priority criteria</header><text>In selecting entities to receive grants under this subsection, the Secretary shall prioritize applicants that—</text>
 <clause id="id86e1389fe1174bb08d6e50cc79ac6c97"><enum>(i)</enum><text>have access to existing or planned research facilities for direct air capture and storage technologies;</text>
 </clause><clause id="idfc69a33cd6e4437aa53ea7d99cb7e35c"><enum>(ii)</enum><text>are institutions of higher education with established expertise in engineering for direct air capture and storage technologies, or partnerships with such institutions of higher education; or</text>
 </clause><clause id="idde587f1e6437470cad679d847acc2966"><enum>(iii)</enum><text>have access to existing research and test facilities for bulk materials design and testing, component design and testing, or professional engineering design.</text>
 </clause></subparagraph></paragraph><paragraph id="idE31DF8E5D1614DDF9C540272F7FF93FB"><enum>(4)</enum><header>Formula for awarding grants</header><text>The Secretary may develop a formula for awarding grants under this subsection.</text> </paragraph><paragraph id="idf8a83786a4174622b3b09762b8e5b718"><enum>(5)</enum><header>Schedule</header> <subparagraph id="idCCB62D9B0ADD42ABA582B522F562B4D0"><enum>(A)</enum><header>In general</header><text>Each grant awarded under this subsection shall be for a term of not more than 5 years, subject to the availability of appropriations.</text>
 </subparagraph><subparagraph id="idE296AB7C2C1648D2B6497617FF4D6A9F"><enum>(B)</enum><header>Renewal</header><text>The Secretary may renew a grant for 1 or more additional 5-year terms, subject to a competitive merit review and the availability of appropriations.</text>
 </subparagraph></paragraph><paragraph id="id632533b9d45c4e49bc5c54bc87487de7"><enum>(6)</enum><header>Termination</header><text>To the extent otherwise authorized by law, the Secretary may eliminate, and terminate grant funding under this subsection for, a Center during any 5-year term described in paragraph (5) if the Secretary determines that the Center is underperforming.</text>
 </paragraph></subsection><subsection id="idc4cdbf848cfa4d97b792eca76b114f95"><enum>(g)</enum><header>Large-scale pilots and demonstration</header><text>In supporting the technology development activities under this section, the Secretary is encouraged to support carbon removal pilot and demonstration projects, including—</text>
 <paragraph id="id3d08b8adb38042af8a967496ff7a4247"><enum>(1)</enum><text>pilot projects that test direct air capture systems capable of capturing 10 to 100 tonnes of carbon oxides per year to provide data for demonstration-scale projects; and</text>
 </paragraph><paragraph id="idc9c4f77d52894d548404bc66d22471b6"><enum>(2)</enum><text>direct air capture demonstration projects capable of capturing greater than 1,000 tonnes of carbon oxides per year.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc525a94f-f35c-474c-81f7-764195e873e3"><enum>(h)</enum><header display-inline="yes-display-inline">Intraagency coordination</header><text display-inline="yes-display-inline">The direct air capture activities carried out under subsections (c)(1) and (e) shall be carried out in coordination with, and leveraging lessons learned from, the coal and natural gas technology program established under section 962(b)(1).</text>
 </subsection><subsection id="idf8aa8b87-1d85-4212-a117-e82046a74275"><enum>(i)</enum><header>Accounting</header><text>The Secretary shall collaborate with the Administrator of the Environmental Protection Agency and the heads of other relevant Federal agencies to develop and improve accounting frameworks and tools to accurately measure carbon removal and sequestration methods and technologies across the Federal Government.</text>
 </subsection><subsection id="id1314b1a6-3992-4487-8d2f-4318e5928fa2"><enum>(j)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary to carry out this section—</text> <paragraph id="id12c02ce4-fda7-4582-a2ca-440ad7f6044d"><enum>(1)</enum><text>$75,000,000 for fiscal year 2020, of which $15,000,000 shall be used to carry out subsection (e);</text>
 </paragraph><paragraph id="id0b64baef-cdee-42c9-a1bb-56ce3c0e25e3"><enum>(2)</enum><text>$63,500,000 for fiscal year 2021;</text> </paragraph><paragraph id="id5d980555-aee3-444b-b1eb-a2e99dad28b1"><enum>(3)</enum><text>$66,150,000 for fiscal year 2022;</text>
 </paragraph><paragraph id="id314a9475-af4a-4b4a-b285-1d15e3487722"><enum>(4)</enum><text>$69,458,000 for fiscal year 2023; and</text> </paragraph><paragraph id="id830021f7-58ab-4122-8c48-2f573cd58670"><enum>(5)</enum><text>$72,930,000 for fiscal year 2024.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id45b42ed9-04df-46b9-ab96-a0e57e9131e0"><enum>(b)</enum><header>Technical amendment</header><text>The table of contents for the Energy Policy Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat. 600) (as amended by section 4(a)(2)) is amended by adding at the end of the items relating to subtitle F of title IX the following:</text>

 </subsection></section><section changed="added" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="id24f0b3cf-b634-4fee-8553-9260f746b9b2" reported-display-style="italic"><enum>6.</enum><header display-inline="yes-display-inline">Fossil energy</header><text display-inline="no-display-inline">Section 961(a) of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16291">42 U.S.C. 16291(a)</external-xref>) is amended—</text> <paragraph commented="no" display-inline="no-display-inline" id="idf738d6d7-9f27-41fb-9db0-18157850246d"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (6), by inserting <quote>, including technology development to reduce emissions of carbon dioxide and associated emissions of heavy metals within coal combustion residues and gas streams resulting from fossil fuel use and production</quote> before the period at the end; and</text>
 </paragraph><paragraph id="idaa75fdc6-06ed-4d4e-9b14-a898446dc4c8"><enum>(2)</enum><text>by striking paragraph (7) and inserting the following:</text> <quoted-block changed="added" committee-id="SSEG00" display-inline="no-display-inline" id="idce18284d-391c-49f6-b653-94366077cb5d" reported-display-style="italic" style="OLC"> <paragraph id="id1422f688-8e51-44bc-a907-d927fa1dd240"><enum>(7)</enum><text>Increasing the export of fossil energy-related equipment, technology, including emissions control technologies, and services from the United States.</text>
 </paragraph><paragraph id="id63982805-975b-4897-be3b-a2975113ca1a"><enum>(8)</enum><text>Developing carbon removal and utilization technologies, products, and methods that result in net reductions in greenhouse gas emissions, including direct air capture and storage, and carbon use and reuse for commercial application.</text>
