		<official-title>To amend the Atomic Energy Act of 1954 to require the Secretary of Energy to report to Congress
			 regarding applications for authorizations to engage or participate in the
			 development or production of special nuclear material outside the United
			 States, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Reporting requirements relating to applications for authorization to develop or produce special
			 nuclear material
 outside the United States</header><text display-inline="no-display-inline">Section 57 of the Atomic Energy Act of 1954 (<external-xref legal-doc="usc" parsable-cite="usc/42/2077">42 U.S.C. 2077</external-xref>) is amended by adding at the end the following:</text>

				<subsection id="id380117A715E34C43B5ACB42C1F8D0366"><enum>f.</enum><header>Reporting requirements</header>
					<paragraph id="id15D96E5A50FC4AA6A940957FEECB15CD"><enum>(1)</enum><header>Quarterly reports</header>
 <subparagraph id="idF28C5BE98381422D9F887D42B63B1B47"><enum>(A)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this subsection, and every 90 days thereafter, the Secretary of Energy shall submit to the chairman and ranking member of each of the appropriate congressional committees a report that describes each authorization issued by the Secretary under subsection b.(2) during the 90-day period preceding submission of the report.</text>
 </subparagraph><subparagraph id="id62FD99BD9DF54D68976918F81A7F4018"><enum>(B)</enum><header>Elements</header><text>Each report required by subparagraph (A) shall include—</text> <clause id="id756172E5C45044C496796BBD3B46D0DC"><enum>(i)</enum><text>a summary of each application for an authorization under subsection b.(2) during the 90-day period preceding submission of the report, including a description of—</text>
 <subclause id="idE66964415D144AC8923C5B91C2F16E20"><enum>(I)</enum><text>whether the application was accepted or rejected;</text> </subclause><subclause id="idB901D11270224AE4B7C5D96A50D40432"><enum>(II)</enum><text>the applicant; and</text>
 </subclause><subclause id="id84BAFEE7CEC042EABF30B629B6BA459B"><enum>(III)</enum><text>the intended purpose for which the applicant sought the authorization; and</text> </subclause></clause><clause id="id428533510E0C46C9B974B9BB5DC9CDB6"><enum>(ii)</enum><text>an annex containing—</text>
 <subclause id="id32630390B3B94C30967294476DD5128F"><enum>(I)</enum><text>each application submitted to the Secretary during that period; and</text> </subclause><subclause id="idA20A4DD7508D4480BCEACE7E401D1F9A"><enum>(II)</enum><text>each report submitted to the Secretary under section 810.12 of title 10, Code of Federal Regulations (or any corresponding similar regulation or ruling) during that period.</text>
 </subclause></clause></subparagraph><subparagraph id="idBFDD9D46B64D4798BBE0746C31F0B9BC"><enum>(C)</enum><header>Additional material in initial report</header><text>The first report required to be submitted by subparagraph (A) shall include the matters required by subparagraph (B) for the period beginning on March 25, 2015, and ending on the date of the enactment of this subsection.</text>
 </subparagraph><subparagraph id="id34544E8BDBDC456E85BDB56219CE1F8B"><enum>(D)</enum><header>Review by Secretary of State</header><text>The Secretary shall submit each report required by this paragraph to the Secretary of State for approval before submitting the report to the chairmen and ranking members of the appropriate congressional committees.</text>
 </subparagraph><subparagraph id="idCA24C551E4074795A915CD83D80F1AC1"><enum>(E)</enum><header>Form</header><text>Each report required by this paragraph shall be submitted in unclassified form but may include a classified annex.</text>
 </subparagraph></paragraph><paragraph id="id1732DCD90643446C843120B4ED8E95F5"><enum>(2)</enum><header>Submission to Congress of applications and certain reports</header><text>The Secretary of Energy shall provide to the chairman and ranking member of each of the appropriate congressional committees an application for an authorization under subsection b.(2) that is pending before or has been approved by the Secretary, or a report submitted under section 810.12 of title 10, Code of Federal Regulations (or any corresponding similar regulation or ruling), not later than 10 days after receiving a request for the application or report, as the case may be, from the chairman or ranking member of either such committee.</text>
 </paragraph><paragraph id="id6B877F111C9A4E599283C1A3B71F70A5"><enum>(3)</enum><header>Appropriate congressional committees defined</header><text>In this subsection, the term <term>appropriate congressional committees</term> means—</text> <subparagraph id="id7FFAEFEDBD8D4C59B05BEBE148C1A708"><enum>(A)</enum><text>the Committee on Appropriations, the Committee on Armed Services, the Committee on Energy and Natural Resources, and the Committee on Foreign Relations of the Senate; and</text>
 </subparagraph><subparagraph id="idF0FF7D73416344BAB14824EBF6F3E115"><enum>(B)</enum><text>the Committee on Appropriations, the Committee on Armed Services, the Committee on Energy and Commerce, and the Committee on Foreign Affairs of the House of Representatives.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
