STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To establish the Route 66 Centennial Commission, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="H8A878186B171427D950356D4D424950C" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Route 66 Centennial Commission Act</short-title></quote>.</text></section><section id="H4206023BE5EA4201A362CAFB918C6F3A" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress finds that—</text><paragraph id="HDC6DCFBC54734EEA93DEF61F652DA72D" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">Route 66 was the first all-weather highway in the United States connecting the Midwest to California, and has played a major role in the history of the United States;</text></paragraph><paragraph id="id1AEE68F714B24D7C9E4DEEEFB6F00888" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">Route 66 has become a symbol of the heritage of travel and the legacy of seeking a better life shared by the people of the United States, and has been enshrined in the popular culture of the United States; and</text></paragraph><paragraph id="HD4B2A0E37F57490491ED2228BA1C1F02" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">the year 2026 will be the centennial anniversary of Route 66, and a commission should be established to study and recommend in a report to Congress activities that are fitting and proper to celebrate that anniversary in a manner that appropriately honors the Mother Road of the United States.</text></paragraph></section><section id="H78F7424FD04948EE89345C7305ABCD0C" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="no-display-inline">There is established a commission to be known as the <quote>Route 66 Centennial Commission</quote> (referred to in this Act as the <quote>Commission</quote>).</text></section><section id="H0969AC90D25E4FB88B1B2ED46CD5F343" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="no-display-inline">The Commission shall—</text><paragraph id="idc3504242b53143169ebb84af383b6463" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">study activities that may be carried out by the Federal Government to determine whether the activities are fitting and proper to honor Route 66 on the occasion of the centennial anniversary of Route 66, including activities such as—</text><subparagraph id="idf81b6c8f567841f79a5ae57477d44447" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">the issuance of commemorative coins, medals, certificates of recognition, and postage stamps;</text></subparagraph><subparagraph id="id29389f8f856d49cfbe09a9dccbbb2e63" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">ceremonies and celebrations commemorating specific events; and</text></subparagraph><subparagraph id="id794c9adb56624522afe0de4253c10fd1" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">the production, publication, and distribution of books, pamphlets, films, electronic publications, and other educational materials; and</text></subparagraph></paragraph><paragraph id="idec9662a146814796b2cf089051f7f299" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">recommend to Congress—</text><subparagraph id="id774D21AE7BB04E00A5118158E65E4697" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">the activities that the Commission considers most fitting and proper to honor Route 66 on the occasion described in paragraph (1); and </text></subparagraph><subparagraph id="idD20D90CFCCE14CE0B00E9C1458A60CE8" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">1 or more entities in the Federal Government that the Commission considers most appropriate to carry out those activities. </text></subparagraph></paragraph></section><section id="HC38527410C8543BAA79B18E4A602D524" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Membership</header><subsection id="HFD86AB8A48534514913275056C6BA418" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Number and appointment</header><text display-inline="yes-display-inline">The Commission shall be composed of 15 members appointed as follows:</text><paragraph id="HC92BB2EF92844072A217C4A5EBCE9386" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">3 members, each of whom shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Secretary of Transportation.</text></paragraph><paragraph id="HEFBDFC85EDC9411F878B4E1CED839145" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Illinois.</text></paragraph><paragraph id="H44F0580AC7274F8CA124A36730E2A83F" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Missouri.</text></paragraph><paragraph id="H72EE84CABADE424BAE2B00F83769C2EB" commented="no" display-inline="no-display-inline"><enum>(4)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Kansas.</text></paragraph><paragraph id="H8B37767475B64DAAB8EEA970423A012B" commented="no" display-inline="no-display-inline"><enum>(5)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Oklahoma.</text></paragraph><paragraph id="H050C5A97602043C89146D556F2C119A4" commented="no" display-inline="no-display-inline"><enum>(6)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Texas.</text></paragraph><paragraph id="H03FB1C7290D54B3293FBA8AF7F930E43" commented="no" display-inline="no-display-inline"><enum>(7)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of New Mexico.</text></paragraph><paragraph id="H7EFF29C46E3846B987D65DFDAA5DA77D" commented="no" display-inline="no-display-inline"><enum>(8)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of Arizona.</text></paragraph><paragraph id="H2F32FB83BBDD4BBE8A60F2C57CC94215" commented="no" display-inline="no-display-inline"><enum>(9)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Governor of California.</text></paragraph><paragraph id="H0EC6A0BC496944FE9432C729F40F627B" commented="no" display-inline="no-display-inline"><enum>(10)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Speaker of the House of Representatives.</text></paragraph><paragraph id="HDECE0F1B781F462F842A03775014E7CD" commented="no" display-inline="no-display-inline"><enum>(11)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Minority Leader of the House of Representatives.</text></paragraph><paragraph id="id56FED940FF904CCD874ED2FD51F3BD92" commented="no" display-inline="no-display-inline"><enum>(12)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Majority Leader of the Senate.</text></paragraph><paragraph id="id8BD19B46C07E43FB818D364DC97B4690" commented="no" display-inline="no-display-inline"><enum>(13)</enum><text display-inline="yes-display-inline">1 member, who shall be an eligible individual described in subsection (b), appointed by the President based on the recommendation of the Minority Leader of the Senate.</text></paragraph></subsection><subsection id="HE67A6725CB93433BBA86EE11B94937D3" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Eligible individual</header><text display-inline="yes-display-inline">An eligible individual referred to in subsection (a) is an individual with—</text><paragraph id="HF7967F904C374B0E9A1BE65FEEA171F9" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">a demonstrated dedication to educating others about the importance of historical figures and events; and</text></paragraph><paragraph id="H41408AA35B564BED98392788CEA17021" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">substantial knowledge and appreciation of Route 66.</text></paragraph></subsection><subsection id="HCD7CE73398404738A51AFFCE2A7A1428" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">Time of appointment</header><text display-inline="yes-display-inline">Each initial appointment of a member of the Commission shall be made before the expiration of the 120-day period beginning on the date of enactment of this Act.</text></subsection><subsection id="H6CD4F18B7875425A92889C3DD2118C18" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header display-inline="yes-display-inline">Terms</header><text display-inline="yes-display-inline">Each member shall be appointed for the life of the Commission.</text></subsection><subsection id="HF12F94CD86D94995BD21A323CD796A0D" commented="no" display-inline="no-display-inline"><enum>(e)</enum><header display-inline="yes-display-inline">Vacancies</header><text display-inline="yes-display-inline">A vacancy in the Commission shall not affect the powers of the Commission but shall be filled in the manner in which the original appointment was made.</text></subsection><subsection id="HC1A4EA6F717448A78FA600B7FFD06CB4" commented="no" display-inline="no-display-inline"><enum>(f)</enum><header display-inline="yes-display-inline">Basic pay</header><text display-inline="yes-display-inline">Members shall serve on the Commission without pay.</text></subsection><subsection id="HEB3054830E5B46B5B9B61A4950F0A06F" commented="no" display-inline="no-display-inline"><enum>(g)</enum><header display-inline="yes-display-inline">Travel expenses</header><text display-inline="yes-display-inline">Each member shall receive travel expenses, including per diem in lieu of subsistence, in accordance with sections 5702 and 5703 of title 5, United States Code.</text></subsection><subsection id="HBEDC60233C4548ABACA71E5E30E43324" commented="no" display-inline="no-display-inline"><enum>(h)</enum><header display-inline="yes-display-inline">Quorum</header><text display-inline="yes-display-inline">7 members of the Commission shall constitute a quorum, but a lesser number may hold hearings.</text></subsection><subsection id="HC6FD780CE4A64138B71E836AB96E8D05" commented="no" display-inline="no-display-inline"><enum>(i)</enum><header display-inline="yes-display-inline">Chair and Vice Chair</header><text display-inline="yes-display-inline">The Commission shall select a Chair and Vice Chair from among the members of the Commission.</text></subsection><subsection id="H8B59054F95FF49D09F7B463999549E19" commented="no" display-inline="no-display-inline"><enum>(j)</enum><header display-inline="yes-display-inline">Meetings</header><text display-inline="yes-display-inline">The Commission shall meet at the call of the Chair.</text></subsection></section><section id="H6798C1037CE644F791A3777E641D9D85" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Director and staff</header><subsection id="H991AB7CD6D474D9C943B2FD72023F571" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Director</header><text display-inline="yes-display-inline">The Commission may appoint and fix the pay of a Director and such additional personnel as the Commission considers to be appropriate.</text></subsection><subsection id="HB1E7B30CB86E4312A44BE33ABFB51465" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Applicability of certain civil service laws</header><paragraph id="H504B176EF98440E69334ECC479BDCE6B" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">Director</header><text display-inline="yes-display-inline">The Director of the Commission shall—</text><subparagraph commented="no" id="id63E80A7469E44B9A83B7213374FE4A04" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">be appointed without regard to the provisions of title 5, United States Code, governing appointments in the competitive service; and</text></subparagraph><subparagraph id="id8C292880BC18475799C989D183AFA2B7" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">be paid without regard to the provisions of chapter 51 and subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5, United States Code, relating to classification and General Schedule pay rates, except that the rate of pay for the Director may not exceed the rate payable for level IV of the Executive Schedule under section 5315 of that title.</text></subparagraph></paragraph><paragraph id="HBA0E666D21774E5BACC5C4174B0887BB" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Staff</header><text display-inline="yes-display-inline">The staff of the Commission shall—</text><subparagraph id="idA1408B03545A49DBAD363B14726B3E3B" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">be appointed without regard to the provisions of title 5, United States Code, governing appointments in the competitive service; and</text></subparagraph><subparagraph id="id70C1CCEC557F42978F653DC609F92984" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">be paid without regard to the provisions of chapter 51 and subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5, United States Code, relating to classification and General Schedule pay rates.</text></subparagraph></paragraph></subsection><subsection id="idF2B010664557431DA068F8B840C8A694" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">Source of compensation</header><text display-inline="yes-display-inline">In accordance with section 10—</text><paragraph id="idDA1E459806A148ABABC3BC50B436E385" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">no Federal funds may be expended to compensate a Director or staff member of the Commission under this section; and</text></paragraph><paragraph id="id40AD3BC3C2FB44D6A0B9B7A9FD9E9B8A" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">any compensation paid to a Director or any staff of the Commission appointed under this section shall be derived solely from donated funds. </text></paragraph></subsection></section><section id="HE1B13772699D41F5B90EE1A851402D00" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Powers</header><subsection id="H53F49E9CAC3249EF9DEFA95D3D302A7A" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Hearings and sessions</header><text display-inline="yes-display-inline">The Commission may hold such hearings, sit and act at such times and places, take such testimony, and receive such evidence as the Commission considers to be appropriate to carry out this Act.</text></subsection><subsection id="H42F51B3F0C3045108DED9F75700953DD" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Powers of members and agents</header><text display-inline="yes-display-inline">Any member or agent of the Commission may, if authorized by the Commission, take any action that the Commission is authorized to take under this Act.</text></subsection><subsection id="H5E8833F2DA5D43F9B7B9EB5C7EF69529" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">Mails</header><text display-inline="yes-display-inline">The Commission may use the United States mails in the same manner and under the same conditions as other Federal departments and agencies.</text></subsection><subsection id="H74A1A807C4A3433EA0720CD3BC36D95A" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header display-inline="yes-display-inline">Administrative support services</header><paragraph id="idA054F434E40F455AA00A689F53B4E2E3" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">On the request of the Commission, the Administrator of General Services shall provide to the Commission, on a reimbursable basis, the administrative support services necessary for the Commission to carry out this Act.</text></paragraph><paragraph id="id94166AC6BA074D0A82672FFDA36CFAF9" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Detailees</header><subparagraph id="idA22005C5AECE4C068E8B49239DD83D31" commented="no" display-inline="no-display-inline"><enum>(A)</enum><header display-inline="yes-display-inline">Federal employees</header><clause id="id707DEEEDA7264535A99E12F52815A241" commented="no" display-inline="no-display-inline"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">At the request of the Commission, the head of any Federal agency or department may detail to the Commission, on a reimbursable or nonreimbursable basis, any employee of the agency or department.</text></clause><clause id="idADDCEC75C45040FEB19BC71D93F60B73" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><header display-inline="yes-display-inline">Civil service status</header><text display-inline="yes-display-inline">The detail of an employee under clause (i) shall be without interruption or loss of civil service status or privilege.</text></clause><clause id="id562BA2ADF4AF4A478C0F6DCEF7AA145A" commented="no" display-inline="no-display-inline"><enum>(iii)</enum><header display-inline="yes-display-inline">No additional compensation</header><text display-inline="yes-display-inline">A Federal employee who is detailed to the Commission under this subparagraph may not receive any additional pay, allowances, benefits, or other compensation by reason of the detail of the employee to the Commission or any services performed by the employee for the Commission. </text></clause></subparagraph><subparagraph id="id971112928191475BB66260218C2E7600" commented="no" display-inline="no-display-inline"><enum>(B)</enum><header display-inline="yes-display-inline">State employees</header><text display-inline="yes-display-inline">The Commission may—</text><clause id="id801843744BBA4B57BCEBF6FFCE17FF26" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">accept the services of personnel detailed from a State; and</text></clause><clause id="idAAB3F538B32D45AFA395855F69AE132B" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">reimburse the State for the services of the detailed personnel.</text></clause></subparagraph></paragraph></subsection><subsection id="id4C20444274CC40D7B4CF01796A7A9EA5" commented="no" display-inline="no-display-inline"><enum>(e)</enum><header display-inline="yes-display-inline">Volunteer and uncompensated services</header><text display-inline="yes-display-inline">Notwithstanding section 1342 of title 31, United States Code, the Commission may accept and use such voluntary and uncompensated services as the Commission determines to be necessary.</text></subsection><subsection id="id56FC1659A9C34AC1939805FD84E39968" commented="no" display-inline="no-display-inline"><enum>(f)</enum><header display-inline="yes-display-inline">Gifts</header><text display-inline="yes-display-inline">The Commission may accept, use, and dispose of gifts, grants, bequests, or devises of money, services, or property from any public or private source for the purpose of covering the costs incurred by the Commission in carrying out this Act.</text></subsection></section><section id="H4C56C0FED0684EDAB9B059698C1E78C5" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Reports</header><subsection id="H08FCCE351EEF489EA52C4EB55E0AF315" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Interim reports</header><text display-inline="yes-display-inline">The Commission may submit to Congress such interim reports as the Commission considers to be appropriate.</text></subsection><subsection id="H73D4ED85D123409981621E83BBCE58D3" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Final report</header><text display-inline="yes-display-inline">Not later than 2 years after the date on which all members of the Commission are appointed, the Commission shall submit to Congress a final report containing—</text><paragraph id="idF655691E889144FFA2DE170AFBCF079C" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">a detailed statement of the findings and conclusions of the Commission;</text></paragraph><paragraph id="idF88FEAF346774E29A7B403DC7DC4D626" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">the recommendations of the Commission; and</text></paragraph><paragraph id="idFCF1CDF21B7C42C3B95EBF2E00F83499" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">any other information that the Commission considers to be appropriate.</text></paragraph></subsection></section><section id="H55B2BAF35BBB4D4EB9F72E2889244B17" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Termination</header><text display-inline="no-display-inline">The Commission shall terminate on December 31, 2026.</text></section><section id="H47AF9BD97ACA4C0F8F2F3C7F949A65CF" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>10.</enum><header display-inline="yes-display-inline">Expenditures of Commission</header><subsection id="idEF52BCB2FDBD4533946C06CD2F057E8C" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">All expenditures of the Commission, including any reimbursement required under this Act, shall be made solely from donated funds.</text></subsection><subsection id="idFB159B628A08406BB38462C6F6E52E87" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">No additional funds authorized</header><text display-inline="yes-display-inline">No additional funds are authorized to be appropriated to carry out this Act.</text></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20200810" chamber="Senate">Passed the Senate August 10, 2020.</attestation-date><attestor
