R. 7153</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20200611">June 11, 2020</action-date><action-desc><sponsor name-id="B001292">Mr. Beyer</sponsor> (for himself, <cosponsor name-id="B001251">Mr. Butterfield</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="R000606">Mr. Raskin</cosponsor>, <cosponsor name-id="C001078">Mr. Connolly</cosponsor>, <cosponsor name-id="L000582">Mr. Ted Lieu of California</cosponsor>, <cosponsor name-id="B001304">Mr. Brown of Maryland</cosponsor>, and <cosponsor name-id="W000825">Ms. Wexton</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name>, and in addition to the Committee on <committee-name committee-id="HAS00">Armed Services</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require Federal law enforcement officers, including contract employees, and members of the armed forces engaged in crowd control, riot control, or arrest or detainment of individuals engaged in civil disobedience, demonstrations, protests, or riots to visibly display identifying information.</official-title></form><legis-body id="H84E575D133134CFAAC141F21B0761F63" style="OLC"><section id="H8B8DADDD279A43DEBD16147B6594BAD6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Law Enforcement Identification Act</short-title></quote>.</text></section><section id="HF06AC54CE59F48F5BC2507011FFC8CCA" section-type="subsequent-section"><enum>2.</enum><header>Identifying information for Federal law enforcement officers, including contract employees, and members of the armed forces engaged in crowd control, riot control, or arrest or detainment</header><subsection id="H8315F2E907E543A5801DD0C27C56E8E9"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section—</text><paragraph id="HD99CF6CBDEF14C8BBBD789BC026BF060"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>Federal law enforcement officer</term> means— </text><subparagraph id="H59248677CE3B4230ACAA7B3E15BF2AD6"><enum>(A)</enum><text display-inline="yes-display-inline">an employee or officer in a position in the executive, legislative, or judicial branch of the Federal Government who is authorized by law to engage in or supervise a law enforcement function; or</text></subparagraph><subparagraph id="H7022A1A9312D47B2AC6D0D9C6C3F50FB"><enum>(B)</enum><text display-inline="yes-display-inline">an employee or officer of a contractor or subcontractor (at any tier) of an agency in the executive, legislative, or judicial branch of the Federal Government who is authorized by law or under the contract with the agency to engage in or supervise a law enforcement function; </text></subparagraph></paragraph><paragraph id="H11FCC144B3694D93BAEEC0448B7719AC"><enum>(2)</enum><text>the term <term>law enforcement function</term> means the prevention, detection, or investigation of, or the prosecution or incarceration of any person for, any violation of law; and </text></paragraph><paragraph id="H89296418C0F742DFBFE6859FE5B5260C"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>member of an armed force</term> means a member of any of the armed forces, as defined in section 101(a)(4) of title 10, United States Code, or a member of the National Guard, as defined in section 101(3) of title 32, United States Code. </text></paragraph></subsection><subsection id="H14A2AD2DBBBC48298BA8825E83490DE0"><enum>(b)</enum><header>Requirement</header><text>Each Federal law enforcement officer or member of an armed force who is engaged in any form of crowd control, riot control, or arrest or detainment of individuals engaged in an act of civil disobedience, demonstration, protest, or riot in the United States shall at all times display identifying information in a clearly visible fashion, which shall include the Federal agency, last name, and badge number of the Federal law enforcement officer or the armed force, last name, and rank of the member of an armed force, respectively. </text></subsection></section></legis-body></bill>
