R. 6854</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20200513">May 13, 2020</action-date><action-desc><sponsor name-id="P000618">Ms. Porter</sponsor> (for herself and <cosponsor name-id="C001120">Mr. Crenshaw</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Federal Election Campaign Act of 1971 to prohibit the misrepresentation of actions on behalf of candidates for purposes of soliciting contributions or donations.</official-title></form><legis-body id="HDC997486E0884F679F5957405CCEE22E" style="OLC"><section id="H093AFFAEF59F4351BF2101497F8B19DE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Scam PACs Act</short-title></quote>. </text></section><section id="H6B50BE55E26D46E78B644C09CBE6772B" section-type="subsequent-section"><enum>2.</enum><header>Prohibiting all misrepresentation of action on behalf of candidates for purposes of soliciting contributions or donations</header><subsection id="HD0F436A845C14A2083043734C3FE8CE9"><enum>(a)</enum><header>Coverage of all misrepresentation of action on behalf of political committees</header><text display-inline="yes-display-inline">Section 322(b)(1) of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/52/30124">52 U.S.C. 30124(b)(1)</external-xref>) is amended—</text><paragraph id="H1F2C253B469F4A438075CB31F2EC3C2E"><enum>(1)</enum><text>by striking <quote>fraudulently</quote>; and</text></paragraph><paragraph id="HABD3F314F5654F3A9B71E0ED28BE7EA5"><enum>(2)</enum><text>by striking <quote>or political party</quote> and inserting <quote>or political committee (including a political committee of a political party)</quote>.</text></paragraph></subsection><subsection id="H8A14D05F5D4C4B15A5ADE050F0441F37"><enum>(b)</enum><header>Effective date</header><text>The amendments made by subsection (a) shall take effect upon the expiration of the 90-day period which begins on the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
