R. 6829</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20200512">May 12, 2020</action-date><action-desc><sponsor name-id="P000614">Mr. Pappas</sponsor> (for himself, <cosponsor name-id="G000589">Mr. Gooden</cosponsor>, <cosponsor name-id="S001201">Mr. Suozzi</cosponsor>, and <cosponsor name-id="K000392">Mr. Kustoff of Tennessee</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize funding for a bilateral cooperative program with Israel for the development of health technologies with a focus on combating COVID-19.</official-title></form><legis-body id="HB410E1C6FCD0467F83BF557D5EAF0390" style="OLC"><section id="HC3D16D1C3A4E4586B96B0DFE5795215E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expanding Medical Partnerships with Israel to Lessen Dependence on China Act</short-title></quote> or the <quote><short-title>EMPIL–DOC Act</short-title></quote>.</text></section><section id="H0517629BE0914F07BD1579249A5633BD"><enum>2.</enum><header>Bilateral cooperative agreement</header><subsection id="HA88DEA13F40D435F9949A80F402977BC"><enum>(a)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary of Health and Human Services $4,000,000 for each of fiscal years 2021 through 2023 for a bilateral cooperative program with the Government of Israel for awarding grants for the development of health technologies, including such technologies described in subsection (b), subject to subsection (c), with an emphasis on collaboratively advancing the use of technology, personalized medicine, and data in relation to COVID-19.</text></subsection><subsection id="H4663A25EA8484264BD56EC86091A03F8"><enum>(b)</enum><header>Types of health technologies</header><text>The health technologies described in this subsection shall include technologies such as artificial intelligence, drugs and vaccinations, respiratory assist devices, diagnostic tests, and telemedicine.</text></subsection><subsection id="H9A71E93585CD4772BF96997AC1D61D81"><enum>(c)</enum><header>Restrictions on funding</header><text>The funding under subsection (a) is subject to a matching contribution from the Government of Israel.</text></subsection><subsection id="HB68862BCD8C6426EB0E61432E6925319"><enum>(d)</enum><header>Option for establishing new program</header><text>The amounts appropriated under subsection (a) may be—</text><paragraph id="H59FEC846329C4535B55E5CE082FC59E4"><enum>(1)</enum><text>for a bilateral program with the Government of Israel that is in existence on the day before the date of enactment of this Act for the purposes described in such subsection; or</text></paragraph><paragraph id="H98D2B521B01E43CCA96B7AA326E59C8B"><enum>(2)</enum><text>for a bilateral program with the Government of Israel that is established after the date of enactment of this Act by the Secretary of Health and Human Services, in consultation with the Secretary of State, in accordance with the Agreement between the Government of the United States of America and the Government of the State of Israel on Cooperation in Science and Technology for Homeland Security Matters, done at Jerusalem May 29, 2008 (or a successor agreement), for the purposes described in subsection (a).</text></paragraph></subsection></section></legis-body></bill>
