which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a program to facilitate the adoption of modern technology by executive agencies, and for other purposes.</official-title></form><legis-body id="HECD07480EDE644E2BE66482DB6E28970" style="OLC"><section id="H3408EC6467EF489CA47263E8F40D6B27" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Modernization Centers of Excellence Program Act</short-title></quote>.</text></section><section id="HA3C30B52BB4C49BDB7039CD59448BCA8"><enum>2.</enum><header> GSA Modernization Centers of Excellence Program</header><subsection id="H49DE6559926142849325609CD13B212E"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Administrator of General Services, acting through the Director of the Technology Transformation Services, shall establish a program (to be known as the <quote>Modernization Centers of Excellence Program</quote>) to facilitate the adoption of modern technology by executive agencies.</text></subsection><subsection id="H70C6AA651349440F8665A3090108D10A" commented="no"><enum>(b)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">The Modernization Centers of Excellence Program shall have the following responsibilities upon request by an executive agency:</text><paragraph id="H0324346889964B1F94E6A07966CAC574" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">To modernize information technology and how a customer interacts with an executive agency.</text></paragraph><paragraph id="HA12C097822F04F67A60DDBE947E86712" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">To improve cooperation between commercial and executive agency information technology sectors.</text></paragraph><paragraph id="H2C748ECF5BE341868C11DE20EB48572E" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">To assist an executive agency with planning and adoption of—</text><subparagraph id="HC0644BE754174A5BBC05B7DF41FCF5FD" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">a commercial cloud computing system that includes—</text><clause id="H9BA23FD9AC434B2788653BD8FBDFA04C" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">end-to-end migration planning and an assessment of progress towards modernization; and</text></clause><clause id="H145392D0274F4D96B8A65458842F03AF" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">a security and governance framework based on industry and government best practices;</text></clause></subparagraph><subparagraph id="H627BF17989D64C8C9D0FD97885CB627B" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">tools to help a customer receive support from and communicate with an executive agency;</text></subparagraph><subparagraph id="HBBDF40A60AB64CA4B22CDC2961A38262" commented="no"><enum>(C)</enum><text>contact centers and other related costumer supports;</text></subparagraph><subparagraph id="H37CB2DC02FA04334B06ABB922A05279A" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">efficient use of data management, analysis, and reporting; and</text></subparagraph><subparagraph id="HFB4A85B5602C45479449F4C2635C0C98" commented="no"><enum>(E)</enum><text display-inline="yes-display-inline">optimized infrastructure, including for data centers, and to reduce operating costs.</text></subparagraph></paragraph><paragraph id="H1E4E23B5927B4B198A5A5D0A206FF20A" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">To share best practices and expertise an executive agency.</text></paragraph><paragraph id="H8EB8E65BEF01487FB0B8917D4FC752CE" commented="no"><enum>(5)</enum><text>Other responsibilities the Director of Technology Transformation Services may identify.</text></paragraph></subsection><subsection id="H5C9EDF0AFFDC461CB28137B66F0C98FE"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="HFC2D68386C354AECBC92949C6171417E"><enum>(1)</enum><header>Cloud computing</header><text display-inline="yes-display-inline">The term “cloud computing” has the meaning given that term in section 1076 of the National Defense Authorization Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/40/11301">40 U.S.C. 11301</external-xref> note).</text></paragraph><paragraph id="H7C981248222A46A4877B6D9AED6D5BF9"><enum>(2)</enum><header>Executive Agency</header><text>The term <quote>executive agency</quote> has the meaning given the term <quote>Executive agency</quote> in section 105 of title 5, United States Code.</text></paragraph></subsection></section></legis-body></bill>
