			 exports by small- and medium-sized enterprises, and for other purposes.</official-title></form>
	<legis-body id="HC7217AA82ACA4B018CDE6F28C068F9BD" style="OLC">
 <section id="H873C9DB6427F4572831337ADF9FED6C0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Boosting America’s Exports Act</short-title></quote>.</text> </section><section id="H44776D4145434882B454B5F4DC4E2C41"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="HB28CE430514D47C1A510E4947B6AB8DD"><enum>(1)</enum><header>Commercial service</header><text>The term <term>Commercial Service</term> means the United States and Foreign Commercial Service of the Department of Commerce.</text> </paragraph><paragraph id="H5493A2012EB444A2B0DDD930CAA5AFA9"><enum>(2)</enum><header>Director General</header><text display-inline="yes-display-inline">The term <term>Director General</term> means the Assistant Secretary for Global Markets and Director General of the United States and Foreign Commercial Service.</text>
 </paragraph><paragraph id="H33672C60938F4BEF9A7244C1256E1B38"><enum>(3)</enum><header>Small- and medium-sized enterprises</header><text display-inline="yes-display-inline">The term <term>small- and medium-sized enterprises</term> or <term>SMEs</term> means firms with less than 500 employees.</text> </paragraph><paragraph id="H32658641DFD5495F92AC685E97D7532F"><enum>(4)</enum><header>Under Secretary</header><text display-inline="yes-display-inline">The term <term>Under Secretary</term> means the Under Secretary of Commerce for International Trade.</text>
 </paragraph><paragraph id="H8FB6E5213CB74089962828A5270A0486"><enum>(5)</enum><header>United States Export Assistance Center</header><text>The term <term>United States Export Assistance Center</term> or <term>USEAC</term> means a United States Export Assistance Center established by the Commercial Service to provide assistance to United States firms in exporting their goods and services.</text>
			</paragraph></section><section id="H31926984039946F59138234382B54C83"><enum>3.</enum><header>Assessment of United States Export Assistance Centers</header>
 <subsection commented="no" id="H08BADE602F0A45BC98214ADE9E232DB7"><enum>(a)</enum><header>Assessment</header><text display-inline="yes-display-inline">The Under Secretary shall conduct an assessment of the location of and services provided by United States Export Assistance Centers in relation to the location of small- and medium-sized enterprises that are exporters or potential exporters of products or services.</text>
			</subsection><subsection id="H802F30E9FD2842C68DA8983802B788D4"><enum>(b)</enum><header>Report</header>
 <paragraph id="HF3F41A14E29C4EDAAFADD646EA612D58"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Under Secretary shall submit to Congress a report on the assessment conducted under subsection (a).</text>
 </paragraph><paragraph id="HB172AB27442C41BDAD2F829D2A9B1563"><enum>(2)</enum><header>Matters to be included</header><text>The report required under this subsection shall identify—</text> <subparagraph id="H21B89E9B0C524830B89664003A3A7D7F"><enum>(A)</enum><text>those locations of USEACs that are serving a comparatively high number of SMEs; and</text>
 </subparagraph><subparagraph id="HD0A1CE975B1E4EAFB9EC1AEA996FFC1D"><enum>(B)</enum><text>other locations where USEACs should be established.</text> </subparagraph></paragraph></subsection><subsection id="H32D7334620024A70949999D3C84F89BD"><enum>(c)</enum><header>Implementation</header><text>The Under Secretary shall implement the changes recommended in the report submitted to Congress under subsection (b) not later than 2 years after the date of the enactment of this Act. The Under Secretary may establish up to 30 new USEACs on the basis of the report.</text>
			</subsection></section><section id="H88E63AF610054A2EB0A904ABA8ED62AA"><enum>4.</enum><header>Activities of Commercial Service</header>
 <subsection id="HDCDD9277F1504505BCFE0C48F370C21E"><enum>(a)</enum><header>Increased activities</header><text display-inline="yes-display-inline">The Under Secretary shall take the necessary steps, through actions by the Commercial Service, to increase the exports, by volume and types of products and services, by small- and medium-sized enterprises. In order to achieve that goal, the Director General shall set goals and measure exports by SMEs in each fiscal year, in particular exports by SMEs that had not exported previously, including measuring—</text>
 <paragraph id="H8AF74AEE53244799A090753278622004"><enum>(1)</enum><text>the total volume of exports, by product and type of services, including as compared to the volume of such exports in the preceding fiscal year;</text>
 </paragraph><paragraph id="H1842578366F34BA0B8F5950B1144C75F"><enum>(2)</enum><text>the number of non-exporting SMEs contacted through recruitment efforts of the Commercial Service;</text> </paragraph><paragraph id="H64103F66F38F4EC88B4E72210D92420B"><enum>(3)</enum><text>the number of new SMEs exporting in the fiscal year; and</text>
 </paragraph><paragraph id="H9BEDEAA83952423EBA20760C8F15E489"><enum>(4)</enum><text display-inline="yes-display-inline">customer service, such as response times and customer satisfaction, to SMEs that contact United States Export Assistance Centers, in particular non-exporting SMEs.</text>
 </paragraph></subsection><subsection id="H2D6A11906C37431D9AC183022E62C98C"><enum>(b)</enum><header>Personnel for USEACs</header><text display-inline="yes-display-inline">The Under Secretary shall ensure that the following is carried out upon the implementation of the report submitted under section 3:</text>
 <paragraph display-inline="no-display-inline" id="H62158758953541B8ADC618F273604169"><enum>(1)</enum><header>Functions of personnel</header><text>Personnel at each USEAC shall identify and conduct outreach to potential exporters that are SMEs, attend relevant business conferences and trade shows to advertise the availability of the resources of the USEAC to SMEs, and perform other tasks designed to help non-exporting SMEs become exporters.</text>
 </paragraph><paragraph id="H59EA6222447C44B1BDAD46E1CDA5FDD2"><enum>(2)</enum><header>Additional personnel</header><text display-inline="yes-display-inline">The Under Secretary shall, in the case of USEACs that are existing USEACs and not new USEACs established on the basis of the report, increase the personnel at those USEACs (by an average of not more than 5 for each USEAC) to the extent necessary to enhance the ability of the USEACs, through outreach and provision of services to SMEs, to increase exports by SMEs, in particular non-exporting SMEs.</text>
 </paragraph><paragraph id="H2DDF2CF66769405CAC5BC3D994042CBC"><enum>(3)</enum><header>Trade specialists</header><text display-inline="yes-display-inline">The Director General shall ensure that specialists in an increased number of areas are on the staff of USEACs in order to serve an increased number of SMEs.</text>
 </paragraph><paragraph display-inline="no-display-inline" id="H8551BA9E890244F19E7A6BB4C903A33F"><enum>(4)</enum><header>Collaboration with other entities</header><text>The Director General shall ensure that staff at each USEAC is assigned to conduct outreach to and collaborate with entities of the States and other non-Federal entities with respect to export promotion activities designed to increase exports by SMEs.</text>
 </paragraph><paragraph display-inline="no-display-inline" id="HC348C34F1A7D4EBFA940CBB298203B4F"><enum>(5)</enum><header>Administrative personnel</header><text>The Director General shall ensure that USEACs have personnel dedicated to administrative duties as needed in order to enable other personnel to work more on client-oriented tasks.</text>
 </paragraph></subsection></section><section id="H43800B62A7634102A651BD0773AF64DB"><enum>5.</enum><header>Annual report to Congress</header><text display-inline="no-display-inline">The Under Secretary shall submit to Congress an annual report on the implementation of this Act, including the actions of the Director General under section 4.</text>
