			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To improve understanding and forecasting of space weather, and for other purposes.</official-title></form>
	<legis-body id="HEA6183D571B046BDBF89000900965812" style="OLC">
 <section id="HCF5A31F553304E3E9CA92E7ADBD58C49" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Promoting Research and Observations of Space Weather to Improve the Forecasting of Tomorrow Act</short-title></quote> or the <quote><short-title>PROSWIFT Act</short-title></quote>.</text> </section><section id="H82898921853F44A093337CF0B8520A01"><enum>2.</enum><header>Space weather</header> <subsection id="H63813A487764422C89059DF1AD99E86E"><enum>(a)</enum><header>Policy</header><text>It shall be the policy of the United States to prepare and protect against the social and economic impacts of space weather phenomena by supporting actions to improve space weather forecasts and predictions including: sustaining and enhancing critical observations, identifying research needs and promoting opportunities for research to operations and operations to research collaborations both within and outside of the Federal Government, advancing space weather models, engaging with all sectors of the space weather community including academia and the commercial sector, and understanding the needs of space weather end users.</text>
 </subsection><subsection id="HF0446B8DA739408EA3784A85D3172CCD"><enum>(b)</enum><header>Amendment to title<enum-in-header> 51</enum-in-header>, United States Code</header><text display-inline="yes-display-inline">Subtitle VI of title 51, United States Code, is amended by adding after chapter 605 the following:</text> <quoted-block display-inline="no-display-inline" id="HE965F6AC3B93477CB90F9F9341D70380" style="USC"> <chapter id="HEF04FD7BAAD441E58C033AFBD0BF93B7"><enum>606</enum><header>Space Weather</header> <toc container-level="chapter-container" idref="HEF04FD7BAAD441E58C033AFBD0BF93B7" lowest-bolded-level="division-lowest-bolded" lowest-level="section" quoted-block="no-quoted-block" regeneration="yes-regeneration"> <toc-entry idref="HC1AA149AE7A14BF5BCFACFB8149F78D8" level="section">60601. Space weather.</toc-entry> <toc-entry idref="HC3A0233F90A74913ACDA1C58694FEFD6" level="section">60602. Integrated strategy.</toc-entry> <toc-entry idref="H203D2CFB0C8A448C887BDAD02395F51A" level="section">60603. Space weather benchmarks.</toc-entry> </toc> <section id="HC1AA149AE7A14BF5BCFACFB8149F78D8"><enum>60601.</enum><header>Space weather</header> <subsection id="HF49F8A8293404052AA55D9CCFBF07279"><enum>(a)</enum><header>Findings</header> <paragraph id="H6C790B71E76B419FA1B424C0511E02E9"><enum>(1)</enum><header>Space weather</header><text>Congress makes the following findings with respect to space weather:</text>
 <subparagraph id="H7BF86355AEB14DAC861BC522D5186248"><enum>(A)</enum><text display-inline="yes-display-inline">Space weather phenomena pose a significant threat to ground-based and space-based critical infrastructure, modern technological systems, and humans working in space.</text>
 </subparagraph><subparagraph id="H8DB9096B770A4E3BA576A2823910F2A7"><enum>(B)</enum><text>The effects of severe space weather on the electric power grid, satellites and satellite communications and information, aviation operations, astronauts living and working in space, and space-based position, navigation, and timing systems could have significant societal, economic, national security, and health impacts.</text>
 </subparagraph><subparagraph id="H1B273519695C4FC9AAC691BC9153DA28"><enum>(C)</enum><text>Space-based and ground-based observations provide crucial data necessary to understand, forecast, and prepare for space weather events.</text>
 </subparagraph><subparagraph id="H3741A8EC39B24CEFB8E7A8E98CCED909"><enum>(D)</enum><text>Clear roles and accountability of Federal departments and agencies are critical for efficient and effective response to threats posed by space weather.</text>
 </subparagraph><subparagraph id="H86CD001141CD43CBA3944240B5222994"><enum>(E)</enum><text display-inline="yes-display-inline">Space weather observation and forecasting are essential for the success of human and robotic space exploration.</text>
 </subparagraph><subparagraph id="HFCCED39256A341788C41E58A2BCCE890"><enum>(F)</enum><text>In October 2015, the National Science and Technology Council published a National Space Weather Strategy and a National Space Weather Action Plan seeking to integrate national space weather efforts and add new capabilities to meet increasing demand for space weather information.</text>
 </subparagraph><subparagraph id="HD6142E6E3D6443BB84CCFCB1E84E5257"><enum>(G)</enum><text display-inline="yes-display-inline">In March 2019, the National Science and Technology Council published an updated National Space Weather Strategy and Action Plan to enhance the preparedness and resilience of the United States to space weather.</text>
 </subparagraph></paragraph><paragraph id="H5A24895825DD489483377F221ED49AC6"><enum>(2)</enum><header>Role of Federal agencies</header><text>Congress makes the following findings with respect to the role of Federal agencies on space weather:</text>
 <subparagraph id="H6F23BE31E073431CA09D97133401DDCD"><enum>(A)</enum><text>The National Oceanic and Atmospheric Administration provides operational space weather monitoring and forecasting for civil applications, maintains ground-based and space-based assets to provide observations needed for space weather forecasting, prediction, and warnings, provides research to support operational responsibilities, and develops requirements for space weather forecasting technologies and science.</text>
 </subparagraph><subparagraph id="H8EDDDF97DF7648E58D128DD00566C2C7"><enum>(B)</enum><text>The Department of Defense provides operational space weather research, monitoring, and forecasting for the department’s unique missions and applications.</text>
 </subparagraph><subparagraph id="H6BBC34A6EF2C427F9C93FBFBA0923E2D"><enum>(C)</enum><text>The National Aeronautics and Space Administration provides increased understanding of the fundamental physics of the Sun-Earth system through basic research, space-based observations and modeling, developing new space-based technologies and missions, and monitoring of space weather for the National Aeronautics and Space Administration’s space missions.</text>
 </subparagraph><subparagraph id="H281CF9DA4F5440FDBC04CF22B0CB9086"><enum>(D)</enum><text>The National Science Foundation provides increased understanding of the Sun-Earth system through ground-based measurements, technologies, and modeling.</text>
 </subparagraph><subparagraph id="H32549853C7E94FF6ACEF8F16007318BB"><enum>(E)</enum><text>The Department of the Interior collects, distributes, and archives operational ground-based magnetometer data in the United States and its territories, works with the international community to improve global geophysical monitoring, and develops crustal conductivity models to assess and mitigate risks from space weather induced electric ground currents.</text>
 </subparagraph><subparagraph id="H7876D1A45AF84B59B23A736D1D6D30F2"><enum>(F)</enum><text>The Federal Aviation Administration provides operational requirements for space weather services in support of aviation and for coordination of these requirements with the International Civil Aviation Organization, and integrates space weather data and products into the Next Generation Air Transportation System.</text>
 </subparagraph></paragraph></subsection><subsection id="H7EFA2A0EC21E4EE5B9B28021D8E9F034"><enum>(b)</enum><header>Space weather disturbance defined</header><text>In this chapter, the term <term>space weather disturbance</term> includes geo-electric fields, ionizing radiation, ionospheric disturbances, solar radio bursts, and upper atmosphere expansion.</text>
 </subsection><subsection id="H7289AB9DCEB84A15B49AB242494002EE"><enum>(c)</enum><header>Coordination by Office of Science and Technology Policy</header><text>The Director of the Office of Science and Technology Policy shall—</text> <paragraph id="H72C7E0986F12446D97E1D394C5AD8E4D"><enum>(1)</enum><text>coordinate the development and implementation of Federal Government activities conducted with respect to space weather to improve the ability of the United States to prepare for, avoid, mitigate, respond to, and recover from potentially devastating impacts of space weather; and</text>
 </paragraph><paragraph id="H7E503DA1196140D5B5B45D5DDC014EDC"><enum>(2)</enum><text>coordinate the activities of the interagency working group on space weather established under subsection (d).</text>
 </paragraph></subsection><subsection id="H7FCEBF50C2EF4968850256AA82F61C02"><enum>(d)</enum><header>Space weather interagency working group</header><text display-inline="yes-display-inline">The National Science and Technology Council shall establish an interagency working group on space weather (referred to in this section as the <quote>interagency working group</quote>) to lead executive branch actions that improve the understanding of and preparation for space weather phenomena, and coordination of Federal space weather activities.</text>
 <paragraph id="H5A2C09E5E30F4A2890DDCCABB7350B9D"><enum>(1)</enum><header>Membership</header><text>The following entities shall be members of the interagency working group:</text> <subparagraph id="H5E2EB7D9AFC1473C83D32359E005E9A8"><enum>(A)</enum><text>The National Oceanic and Atmospheric Administration.</text>
 </subparagraph><subparagraph id="H2B1097B300B840359BEB37EFCB90F84E"><enum>(B)</enum><text>The National Aeronautics and Space Administration.</text> </subparagraph><subparagraph id="HA0D224980BC144229E6CE9EBC2DAEA9F"><enum>(C)</enum><text>The National Science Foundation.</text>
 </subparagraph><subparagraph id="H522A504EEDA14C8286968D35CE7BE053"><enum>(D)</enum><text>The Department of Defense.</text> </subparagraph><subparagraph id="HF7FC4F09A2674F9DB213F3110ADBF994"><enum>(E)</enum><text>The Department of the Interior.</text>
 </subparagraph><subparagraph id="H561C837FB33B40BDBBA016CAC2039181"><enum>(F)</enum><text>Such other Federal Agencies as the Director of the Office of Science and Technology Policy deems appropriate.</text>
 </subparagraph></paragraph><paragraph id="HAE22BF560D75473C85134E7E365DBE3A"><enum>(2)</enum><header>Interagency agreements</header><text>The members of the interagency working group may enter into one or more interagency agreements providing for cooperation and collaboration in the development of space weather spacecraft, instruments, technologies, and research to operations and operations to research in accordance with this chapter.</text>
 </paragraph><paragraph id="H0EBFA014EF12464187D08B0A16B679F0"><enum>(3)</enum><header>International, academic community, and commercial sector collaboration</header><text display-inline="yes-display-inline">Each Federal agency participating in the space weather interagency working group established under this subsection shall, to the extent practicable, increase engagement and cooperation with the international community, academic community, and commercial space weather sector on the observational infrastructure, data, and scientific research necessary to advance the monitoring, forecasting and prediction of and preparation and protection from space weather phenomena.</text>
								</paragraph></subsection><subsection id="H3829409211FF4FE2B32BA69D292E5228"><enum>(e)</enum><header>Space Weather Advisory Group</header>
 <paragraph id="H363CF6A4B9724EE0B4305E03F882F878"><enum>(1)</enum><header>Establishment</header><text>Not later than 6 months after the date of the enactment of this Act, the Administrator of the National Oceanic and Atmospheric Administration, in consultation with other relevant Federal agencies, shall establish a space weather advisory group (in this chapter referred to as the <quote>advisory group</quote>) for the purposes of receiving advice from the academic community, the commercial space weather sector, and space weather end users that informs the interests and work of the interagency working group.</text>
 <subparagraph id="H26F6C7C713634A07B1B1A4D5C5F2033C"><enum>(A)</enum><header>Composition</header><text>The advisory group shall be composed of not more than 15 members appointed by the interagency working group, of whom—</text>
 <clause id="HD3754964199E4DC194AD1E2E398968E3"><enum>(i)</enum><text>5 members shall be representatives of the academic community;</text> </clause><clause id="H072FB32B9C994ABBA1C6D0F238AE2502"><enum>(ii)</enum><text>5 members shall be representatives of the commercial space weather sector; and</text>
 </clause><clause id="H7F14176D290948439D92E8727865DD99"><enum>(iii)</enum><text>5 members shall be nongovernmental representatives of the space weather end user community.</text> </clause></subparagraph><subparagraph id="H9CC40633C76043ACB3FC176D339EAB23"><enum>(B)</enum><header>Chair</header><text>Not later than 30 days after the date on which the last member of the advisory group is appointed under paragraph (2), the Administrator of the National Oceanic and Atmospheric Administration shall appoint 1 member as the Chair of the advisory group.</text>
 </subparagraph><subparagraph id="H3330E0FAFCFC4701B07AF44D0ED5A0FE"><enum>(C)</enum><header>Terms</header><text>The length of the term of each member of the advisory group shall be 3 years beginning on the date on which the member is appointed.</text>
									</subparagraph><subparagraph id="H525D6D8095494196B84F6C25C6EFE733"><enum>(D)</enum><header>Term limits</header>
 <clause id="HB81E1E3B15F847CF9F342E248CF689C8"><enum>(i)</enum><header>In general</header><text>A member of the advisory group may not serve on the advisory group for more than 2 consecutive terms.</text>
 </clause><clause id="H353D75B6FB4A44198243225F39AEEA0D"><enum>(ii)</enum><header>Chair</header><text>A member of the advisory group may not serve as the Chair of the advisory group for more than 2 terms, regardless of whether the terms are consecutive.</text>
 </clause></subparagraph></paragraph><paragraph id="H02B8BE49058F49A39E2976B88AC9BF41"><enum>(2)</enum><header>Duties</header><text>The advisory group shall advise the interagency working group on the following:</text> <subparagraph id="H149A1C0D12B8400FA1E352C669A08B66"><enum>(A)</enum><text>Facilitating advances in the space weather enterprise of the United States.</text>
 </subparagraph><subparagraph id="HE6B47A341EC84520B15CB32F73215C6A"><enum>(B)</enum><text>Improving the ability of the United States to prepare for, mitigate, respond to, and recover from space weather events.</text>
 </subparagraph><subparagraph id="H3268F5AF9C974913B48C95D4C50401C7"><enum>(C)</enum><text>Enabling the coordination and facilitation of research-to-operations and operations-to-research, as described in section 60604(d).</text>
 </subparagraph><subparagraph id="HA561C25E567C4430A1496B8F8A7510A3"><enum>(D)</enum><text>Developing and implementing the integrated strategy under section 60602 including subsequent updates and reevaluations.</text>
									</subparagraph></paragraph><paragraph id="H8AA4E341AB2E46D7BAA1D44DDE3DB811"><enum>(3)</enum><header>User survey</header>
 <subparagraph id="H0D17DBA9953F461A8B762E193C55B267"><enum>(A)</enum><header>In general</header><text>Not later than 6 months after the establishment of the advisory group, the advisory group shall conduct a comprehensive survey of the needs of users of space weather products to identify the space weather research, observations, forecasting, prediction, and modeling advances required to improve space weather products.</text>
 </subparagraph><subparagraph id="H4B321FCF6C2C4B78AB295302E4EF8EDA"><enum>(B)</enum><header>Survey considerations</header><text>The survey conducted under subparagraph (A) shall—</text> <clause id="HFDF03C55106D41BB88E86522F898FE37"><enum>(i)</enum><text>assess the adequacy of current Federal Government goals for lead time, accuracy, coverage, timeliness, data rate, and data quality for space weather observations and forecasting;</text>
 </clause><clause id="H56F0897FF2A0436285F7D8DB374FFCE9"><enum>(ii)</enum><text>identify options and methods to, in consultation with the academic community and the commercial space weather sector, improve upon the advancement of the goals described in clause (i);</text>
 </clause><clause id="H007C71E247C6466DADFDAA808A6BBAF9"><enum>(iii)</enum><text>identify opportunities for collection of new data to address the needs of the space weather user community;</text>
 </clause><clause id="H04579768A6DD485593F7694010761271"><enum>(iv)</enum><text>identify methods to increase coordination of space weather research-to-operations and operations-to-research;</text>
 </clause><clause id="HB94F3F6AF6FF43B6A61A864ACA29CA48"><enum>(v)</enum><text>identify opportunities for new technologies, research, and instrumentation to aid in research, understanding, monitoring, modeling, prediction, forecasting, and warning of space weather; and</text>
 </clause><clause id="HD9040E13D4CE4CBA885E7BA9772D522B"><enum>(vi)</enum><text display-inline="yes-display-inline">identify methods and technologies to improve preparedness for potential space weather phenomena.</text> </clause></subparagraph><subparagraph id="H32E25FCE37FE43F29D117D735CF3D607"><enum>(C)</enum><header>Coordination with agencies</header><text>In carrying out the requirements of this subsection, the advisory group shall communicate and coordinate with the interagency working group to ensure the needs of the governmental space weather user community are adequately and appropriately identified by the survey under subparagraph (A).</text>
 </subparagraph><subparagraph id="H2D5EC8AC7BC64D78B09E61880733B14C"><enum>(D)</enum><header>Briefing to Congress</header><text>Not later than 1 year after the date of enactment of this Act, the advisory group shall provide to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a briefing on the survey results.</text>
 </subparagraph><subparagraph id="H9FD9F137DD964D7CA2E5FF8406E5BD9D"><enum>(E)</enum><header>Publication</header><text>Within 30 days of the briefing to Congress, the advisory group shall make the results of the comprehensive survey conducted under subparagraph (A) publicly available.</text>
 </subparagraph><subparagraph id="H0C08C1B47C9F4D33BBDC44D2D7B0E4B5"><enum>(F)</enum><header>Reevaluation</header><text>The advisory group shall review and assess the comprehensive survey not less than every 3 years and update, resubmit, and republish the survey in accordance with the requirements of subparagraph (D) and (E).</text>
 </subparagraph></paragraph><paragraph id="H436A88BC646E4D549AF7A00A52F607DF"><enum>(4)</enum><header>Federal Advisory Committee Act</header><text>Section 14 of the Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the advisory group.</text>
								</paragraph></subsection></section><section id="HC3A0233F90A74913ACDA1C58694FEFD6"><enum>60602.</enum><header>Integrated strategy</header>
 <subsection id="H29EF22DFD1184A6186809AF93B02DFB7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the Office of Science and Technology Policy, in collaboration with the interagency working group and upon the advice of the advisory group, shall develop a strategy for coordinated observation of space weather among members of the interagency working group (in this chapter, referred to as the <quote>integrated strategy</quote>). The integrated strategy shall identify—</text>
 <paragraph id="HAAD549ABD44745D3B01657E0DBDEDCB7"><enum>(1)</enum><text>observations and measurements that must be sustained beyond the lifetime of current ground-based and space-based assets, as described in section 60603 of this Act that are essential for space weather research, models, forecasting, and prediction;</text>
 </paragraph><paragraph id="HB5943D996C874AACAC0C563ADBD290B0"><enum>(2)</enum><text>new observations and measurements that may significantly improve space weather forecasting and prediction; and</text>
 </paragraph><paragraph id="HF0FD4A677BCC49A995CDDD8B4F756E8F"><enum>(3)</enum><text>plans for follow-on space-based observations under section 60603(g).</text> </paragraph></subsection><subsection id="HCA9CFDFDEB8943B8969EE04EE5583C5A"><enum>(b)</enum><header>Considerations</header><text display-inline="yes-display-inline">In developing the integrated strategy in subsection (a), the Director of the Office of Science and Technology Policy shall consider, as appropriate the following:</text>
 <paragraph id="H0EF2BAC7B79A4802B8F735FAC6957D04"><enum>(1)</enum><text>Potential contributions of commercial solutions, prize authority, academic and international partnerships, microsatellites, small satellite options, ground-based instruments, and hosted payloads for observations identified in section 60602(a)(2).</text>
 </paragraph><paragraph id="H58C6F17B2267464D9C6D3A799C8B3269"><enum>(2)</enum><text>Work conducted before the date of the enactment of this Act by the National Science and Technology Council with respect to space weather.</text>
 </paragraph><paragraph id="H49C38E9FA2A74CFF8C6EC1EB0287D1BD"><enum>(3)</enum><text>The user survey from section 60601(e).</text> </paragraph><paragraph id="H6382360EBD6F4368B7BFFE181B93AF8A"><enum>(4)</enum><text>Any relevant recommendations from the most recent National Research Council’s Decadal Strategy for Solar and Space Physics (Heliophysics).</text>
								</paragraph></subsection><subsection id="HB8236DDF0FDF45CE9108093460AD3F69"><enum>(c)</enum><header>Review of Integrated Strategy</header>
 <paragraph id="H1B4991109D5844439CDEEC9C6CEBE951"><enum>(1)</enum><header>Review</header><text>The Administrator of the National Aeronautics and Space Administration and the Administrator of the National Oceanic and Atmospheric Administration, in consultation with Federal agencies participating in the interagency working group, shall enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to review the integrated strategy developed in this section.</text>
 </paragraph><paragraph id="H5BBE113905A04D62AD280EDB7C370214"><enum>(2)</enum><header>Considerations</header><text>The review from paragraph (1) shall also consider the current state, capability, and feasibility of the commercial space weather sector to provide new and supplemental observations and measurements that may significantly improve space weather forecasting and prediction.</text>
 </paragraph><paragraph id="H54DA9C6113E54E449D44D99CC726C05C"><enum>(3)</enum><header>Transmittal</header><text display-inline="yes-display-inline">The Director of the Office of Science and Technology Policy and the Administrator of the National Aeronautics and Space Administration and the Administrator of the National Oceanic and Atmospheric Administration shall transmit the Integrated Strategy and the results of the review required under paragraph (1) to the Committee on Science, Space, and Technology in the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate not later than 18 months from the enactment of this Act. The Integrated Strategy and its review shall be made publicly available within 30 days of submittal to Congress.</text>
 </paragraph></subsection><subsection id="HF58F57A7B46F491E88489598A5C56C6D"><enum>(d)</enum><header>Implementation plan</header><text>Not later than 6 months after delivery of the review of the Integrated Strategy in subsection (c), the interagency working group shall develop a plan to implement the Integrated Strategy, including an estimate of the cost and schedule required for implementation.</text>
 </subsection><subsection id="H632DA62B17FA469FA303EC2D0D248706"><enum>(e)</enum><header>Reevaluation</header><text>The Director, in collaboration with the interagency working group, shall update the integrated strategy not later than six months after the reevaluation of the user survey from section 60601(e)(2)(E) in accordance with the requirements of subsections (a) through (d).</text>
							</subsection></section><section id="H203D2CFB0C8A448C887BDAD02395F51A"><enum>60603.</enum><header>Sustaining and advancing critical space weather observations</header>
 <subsection id="HD60B6F4E70E04F8EB312421670FF303D"><enum>(a)</enum><header>Policy</header><text>It is the policy of the United States to—</text> <paragraph id="H1C93B6618A52431780056F45C8C9EEE5"><enum>(1)</enum><text>establish and sustain a baseline capability for space weather observations and to make such observations and data publicly available; and</text>
 </paragraph><paragraph id="H6267A8DC32FB4D7E829E8FE7897C43BA"><enum>(2)</enum><text>obtain enhanced space weather observations, as practicable, to advance forecasting and prediction capability, as informed by the Integrated Strategy in section 60602.</text>
								</paragraph></subsection><subsection id="HEE9FE869A8AB489BA06971831A5014F9"><enum>(b)</enum><header>Sustaining baseline space-Based observational capabilities</header>
 <paragraph id="H3267EB5BD09A45AEBD5AF30CD8E3B28C"><enum>(1)</enum><text>The Administrator of the National Aeronautics and Space Administration shall, in cooperation with the European Space Agency and other international and interagency partners, maintain operations of the Solar and Heliospheric Observatory/Large Angle and Spectrometric Coronagraph (referred to in this section as <quote>SOHO/LASCO</quote>) for as long as the satellite continues to deliver quality observations.</text>
 </paragraph><paragraph id="HDFAA35C3600A44A9BA89FB5BC65843E5"><enum>(2)</enum><text>The Administrator of the National Aeronautics and Space Administration shall prioritize the reception of SOHO/LASCO data.</text>
 </paragraph><paragraph id="HCF4BB03F5BC547A0AFFB1F1319BC287B"><enum>(3)</enum><text>The Administrator of the National Oceanic and Atmospheric Administration shall maintain current space-based observational assets including but not limited to the Geostationary Operational Environmental Satellites (referred to in this section as <quote>GOES</quote>) system, and the Deep Space Climate Observatory (referred to in this section as <quote>DSCOVR</quote>).</text>
 </paragraph></subsection><subsection id="HBD246216E47C43B9A7DD51BA0227712B"><enum>(c)</enum><header>Back-Up space-Based observational capability</header><text>The Administrators of the National Oceanic and Atmospheric Administration and the National Aeronautics and Space Administration, in coordination with the Secretary of Defense, shall work with Federal and international partners in order to secure reliable backup capability for near real-time coronal mass ejection imagery, solar wind, solar imaging, coronal imagery, and other relevant observations required to provide space weather forecasts.</text>
 </subsection><subsection id="H51AEE15F49D94487BDD16249FEC7E4F4"><enum>(d)</enum><header>Sustaining ground-Based observational capability</header><text>The Director of the National Science Foundation, the Director of the United States Geological Survey, the Secretary of the Air Force, and, where practicable in support of the Air Force, the Secretary of the Navy shall each—</text>
 <paragraph id="H92318E40856247C59381BB16FF04DACC"><enum>(1)</enum><text>maintain and improve ground-based observations of the Sun to help meet the needs identified in the User Survey from section 60601(e)(3); and</text>
 </paragraph><paragraph id="HC9F518F6977947978CF6D13E15DB9EB9"><enum>(2)</enum><text>continue to provide space weather data through ground-based facilities, including radars, lidars, magnetometers, radio receivers, aurora and airglow imagers, spectrometers, interferometers, and solar observatories.</text>
 </paragraph></subsection><subsection id="H8A76EBBCEF2C4325B80932F0570A6582"><enum>(e)</enum><header>Considerations</header><text display-inline="yes-display-inline">In implementing subsections (b), (c), and (d), the Administrators of the National Aeronautics and Space Administration and the National Oceanic and Atmospheric Administration, the Directors of the National Science Foundation and United States Geological Survey, and the Secretaries of the Air Force and the Navy shall prioritize cost-effective and reliable solutions.</text>
 </subsection><subsection id="H739739D9A2B0498BB29636AAFF80CBE5"><enum>(f)</enum><header>Ground-Based observational data</header><text>The Director of the National Science Foundation shall—</text> <paragraph id="H200838C499CF423DBFD817971D2EA57B"><enum>(1)</enum><text>make available to the public key data streams from the platforms facilities described in subsection (e) for research and to the support of space weather model development;</text>
 </paragraph><paragraph id="HEF6DD4011E7C4118A29220C344FF0C5A"><enum>(2)</enum><text>develop experimental models for scientific purposes; and</text> </paragraph><paragraph id="H20140B2501194F308C8016968C4E3440"><enum>(3)</enum><text>support the transition of the experimental models to operations where appropriate.</text>
 </paragraph></subsection><subsection id="HC31D511C743E4FE0A315A81ADE5A88F9"><enum>(g)</enum><header>Enhanced space-Based observations</header><text>The Administrator of the National Oceanic and Atmospheric Administration, in coordination with the Secretary of Defense, should develop options to build and deploy space-based observational capabilities that may improve space weather measurements and observations. These supplemental observational capabilities could include commercial solutions, prize authority, academic partnerships, microsatellites, ground-based instruments, and opportunities to deploy the instrument or instruments as a secondary payload on an upcoming planned launch.</text>
							</subsection></section><section id="H869AC6966D0041B7BB58B7C2B5A91539"><enum>60604.</enum><header>Research activities</header>
 <subsection id="H7BF02E6F55444E35B0636829BEB63E03"><enum>(a)</enum><header>Basic research</header><text>The Director of the National Science Foundation, the Administrator of the National Aeronautics and Space Administration, and the Secretary of Defense, shall—</text>
 <paragraph id="HA19BDEF815FA4F33A50E5B76F4F6F31C"><enum>(1)</enum><text>continue to carry out basic research on heliophysics, geospace science, and space weather; and</text> </paragraph><paragraph id="HB399CDCB22044E07BE6B76968CEF1480"><enum>(2)</enum><text>support competitive, peer-reviewed proposals for conducting research, advancing modeling, and monitoring of space weather and its impacts, including the science goals outlined in decadal surveys in solar and space physics conducted by the National Academies of Sciences, Engineering, and Medicine.</text>
								</paragraph></subsection><subsection id="H80DBB00A3C9D4C3482F180E0EBDDF3E7"><enum>(b)</enum><header>Multidisciplinary research</header>
 <paragraph id="HA5C66E15F0174E94B1B9CCAE2DE64858"><enum>(1)</enum><header>Findings</header><text>Congress finds that the multidisciplinary nature of solar and space physics creates funding challenges that require coordination across scientific disciplines and Federal agencies.</text>
 </paragraph><paragraph id="H7D6395542D384952855D0157623F9733"><enum>(2)</enum><header>Sense of Congress</header><text>It is the sense of Congress that science centers could coordinate multidisciplinary solar and space physics research. The Administrator of the National Aeronautics and Space Administration and Director of the National Science Foundation should support competitively awarded grants for multidisciplinary science centers that advance solar and space physics research including research to operations and operations to research processes.</text>
 </paragraph><paragraph id="HCFA413700E1F4B3A8A17642CFF973340"><enum>(3)</enum><header>Multidisciplinary research</header><text>The Director of the National Science Foundation, the Administrator of the National Oceanic and Atmospheric Administration, and the Administrator of the National Aeronautics and Space Administration, shall each pursue multidisciplinary research in subjects that further the understanding of solar physics, space physics, and space weather.</text>
 </paragraph></subsection><subsection id="HE6289574A71D49CE9F3889D035BCA65F"><enum>(c)</enum><header>Science missions</header><text>The Administrator of the National Aeronautics and Space Administration should implement missions that meet the science objectives identified in solar and space physics decadal surveys conducted by the National Academies of Sciences, Engineering, and Medicine.</text>
							</subsection><subsection id="H18BF55C352CE47BCBF73215793114025"><enum>(d)</enum><header>Research to-Operations; operations to-Research</header>
 <paragraph id="H20A791D1CA1A46AE995234A590B344B8"><enum>(1)</enum><header>In general</header><text>The interagency working group shall, upon consideration of the advice of the advisory group, develop formal mechanisms to—</text>
 <subparagraph id="H77FDF8BC351A40DEB46BF75080D60445"><enum>(A)</enum><text>transition National Aeronautics and Space Administration, National Science Foundation, United States Geological Survey, and other relevant Federal agencies space weather research findings, models, and capabilities, as appropriate, to the National Oceanic and Atmospheric Administration and the Department of Defense;</text>
 </subparagraph><subparagraph id="HA91F3D1C6F3746BDB5A13E5ACE743B9E"><enum>(B)</enum><text>enhance coordination between research modeling centers and forecasting centers; and</text> </subparagraph><subparagraph id="H95A9C76581A545E78880CE106456E1FB"><enum>(C)</enum><text>communicate National Oceanic and Atmospheric Administration and Department of Defense operational needs of space weather forecasters, as appropriate, to the National Aeronautics and Space Administration, the National Science Foundation and United States Geological Survey.</text>
									</subparagraph></paragraph></subsection></section><section id="H8D321667C15C461EAF8AF7F163E15EDC"><enum>60605.</enum><header>Space weather data</header>
 <subsection id="HCBE4F23D0E6447C5B2692A1F1AF64EB3"><enum>(a)</enum><header>In general</header><text>The Administrator of the National Aeronautics and Space Administration and the Director of the National Science Foundation shall continue to—</text>
 <paragraph id="H486319DB499A427A9F2A13DE7465397B"><enum>(1)</enum><text>make space weather related data obtained for scientific research purposes available to space weather forecasters and operations centers; and</text>
 </paragraph><paragraph id="H0553768F0ACC4608ABE13286A800A954"><enum>(2)</enum><text>support model development and model applications to space weather forecasting.</text> </paragraph></subsection><subsection id="HB1892092869A4BE2B247DC077D801924"><enum>(b)</enum><header>Research</header><text>The Administrator of the National Oceanic and Atmospheric Administration shall make space weather related data obtained from operational forecasting available for research.</text>
 </subsection></section><section id="H39B13C3AE5AE44838F59C9095EE186D4"><enum>60606.</enum><header>Space weather knowledge transfer and information exchange</header><text display-inline="no-display-inline">The Administrator of the National Oceanic and Atmospheric Administration, in collaboration with the Administrator of the National Aeronautics and Space Administration and the Director of the National Science Foundation, shall enter into an arrangement with the National Academies of Sciences, Engineering, and Medicine to establish a Space Weather Government-Academic-Commercial Roundtable to facilitate communication and knowledge transfer among Government participants in the space weather interagency working group established under section 60601(d), the academic community, and the commercial space weather sector to—</text>
 <paragraph id="H75FC792BC1934EAC8879E59EBB714DEC"><enum>(1)</enum><text>facilitate advances in space weather prediction and forecasting;</text> </paragraph><paragraph id="HC083E78B89F640E6AFB08336FCD20766"><enum>(2)</enum><text>increase coordination of space weather research-to-operations and operations-to-research; and</text>
 </paragraph><paragraph id="H6A07AD238C8941948D41B6B0BA3CE83C"><enum>(3)</enum><text>improve preparedness for potential space weather events.</text> </paragraph></section><section id="HB7FFE9A71D424D8E84D5324465471743"><enum>60607.</enum><header>Space weather benchmarks</header> <subsection id="H494B8D4FDB2945C8AC9838A83C88A09C"><enum>(a)</enum><header>In general</header><text>The space weather interagency working group established under section 60601(d) shall periodically review and update the benchmarks described in the report of the National Science and Technology Council entitled, <quote>Space Weather Phase 1 Benchmarks</quote> and dated June 2018, as necessary, based on—</text>
 <paragraph id="H3706C95D609148E0A12830A4D3AD4CC3"><enum>(1)</enum><text>any significant new data or advances in scientific understanding that become available; or</text> </paragraph><paragraph id="HA4E8C829EDE64BB0A078837905325AE0"><enum>(2)</enum><text>the evolving needs of entities impacted by space weather disturbances.</text>
 </paragraph></subsection><subsection id="H6F60E6F902F7440497773A5ABA40DE14"><enum>(b)</enum><header>Technical and conforming amendment</header><text display-inline="yes-display-inline">Section 809 of the National Aeronautics and Space Administration Authorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18388">42 U.S.C. 18388</external-xref>) and the item relating to that section in the table of contents under section 1(b) of that Act (124 Stat. 2806) are repealed.</text></subsection></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H1D3E6AF1CAD14C46BAA8233F5FE2B2B7"><enum>(c)</enum><header>Technical and conforming amendment</header><text>The table of chapters of title 51, United States Code, is amended by adding after the item relating to chapter 605 the following:</text>
