 <section id="HF98761EBC4F84028BCC3FB1EB17D6F31" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Troops Educating And Managing Schools Act</short-title></quote> or the <quote><short-title>TEAMS Act</short-title></quote>.</text> </section><section id="HAB7A8975E5E14ACE97B577B282E57E92"><enum>2.</enum><header>Veterans-to-Classrooms Program</header> <subsection id="H774644D3A18B4D3A822FDA8E477EE223"><enum>(a)</enum><header>Modification and redesignation of program</header><text>Section 1154 of title 10, United States Code, is amended—</text>
 <paragraph id="H0AA0B71C48B147A58F10E33719184808"><enum>(1)</enum><text display-inline="yes-display-inline">in the section heading, by striking: <quote><header-in-text level="section" style="USC">employment as teachers: Troops-to-Teachers Program</header-in-text></quote> and inserting <quote><header-in-text level="section" style="USC">employment in schools: Veterans-to-Classrooms Program</header-in-text></quote>;</text> </paragraph><paragraph id="H59DA34853C0F405DAE27289FB4CC9533"><enum>(2)</enum><text>in subsection (a)—</text>
 <subparagraph id="HFF13F90C6EE245188587FADBB72C13E2"><enum>(A)</enum><text>by redesignating paragraphs (2) through (8) as paragraphs (4) through (10), respectively;</text> </subparagraph><subparagraph id="HA3E9319FDEA2484DA84BB72AB1419657"><enum>(B)</enum><text>by inserting after paragraph (1) the following new paragraphs:</text>
						<quoted-block display-inline="no-display-inline" id="H759E7E27F6A44368ADC7C1DD5BF60A7D" style="USC">
 <paragraph id="H281056FEEF954062A4BC8A1189F49576"><enum>(2)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Defense.</text> </paragraph><paragraph id="HA612DEA2CDB248619F666126EF2AE0AD"><enum>(3)</enum><header>Covered position</header> <subparagraph id="H8A07DC81D3A04DB5AA48ED512DEEB8CC"><enum>(A)</enum><text>The term <term>covered position</term> means a full-time position in an eligible school as—</text>
 <clause id="H7AFD2489B0C94A4DBC7E2D1D52416039"><enum>(i)</enum><text>a teacher, including an elementary school teacher, a secondary school teacher, and a career and technical education teacher;</text>
 </clause><clause id="H6EAF96B95CD9403CA69DB995155AE77F"><enum>(ii)</enum><text>a school leader;</text> </clause><clause id="H6983175A25FE489D9017A5615DC6F9D4"><enum>(iii)</enum><text>a school administrator;</text>
 </clause><clause id="H5A39CF94BA574904ABE3CCE06B519C98"><enum>(iv)</enum><text display-inline="yes-display-inline">a nurse;</text> </clause><clause id="HE4916466FBCB40118AA33650AC04944F"><enum>(v)</enum><text>a principal;</text>
 </clause><clause id="HD39E04935E8141DEA35D2FBF366A446F"><enum>(vi)</enum><text>a counselor;</text> </clause><clause id="H5931BE3DB1D64CDEB64CA5CEF277037A"><enum>(vii)</enum><text>a teaching aide;</text>
 </clause><clause id="H59324D7C7AE240209AE5132E2E6B59DA"><enum>(viii)</enum><text>specialized instructional support personnel;</text> </clause><clause id="H57185BA9064F43F699D8B598E80FD160"><enum>(ix)</enum><text>a school resource officer; or</text>
 </clause><clause id="HECF5656CE00C4FDF92429EACD6636812"><enum>(x)</enum><text>a contractor who performs the functions of a position described in any of clauses (i) through (viii).</text>
									</clause></subparagraph></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="H7BE810354BE34F6C90C6CF35992605A7"><enum>(C)</enum><text>by amending paragraph (4), as so redesignated, to read as follows:</text> <quoted-block display-inline="no-display-inline" id="H022FFACB0F2240719C12E24E30D86134" style="USC"> <paragraph id="H257638639A244F73AFEB4A57CD5F07E9"><enum>(4)</enum><header>Eligible school</header><text display-inline="yes-display-inline">The term <term>eligible school</term> means—</text>
 <subparagraph id="HA12398BD224E4FDBA311EEAB056A2856"><enum>(A)</enum><text>a public elementary school, including a public elementary charter school;</text> </subparagraph><subparagraph id="H31754E305C594D65AF8D639707F35F4E"><enum>(B)</enum><text>a public secondary school, including a public secondary charter school; or</text>
 </subparagraph><subparagraph id="HC8E4F1233BB94F8186DDFD724AB74A9F"><enum>(C)</enum><text display-inline="yes-display-inline">a Bureau-funded school as defined in section 1141(3) of the Education Amendments of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/25/2021">25 U.S.C. 2021(3)</external-xref>).</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="H5EA89879CD3C4EF98817668F0573784E"><enum>(D)</enum><text display-inline="yes-display-inline">in paragraph (8), as so redesignated, by striking <quote>Troops-to-Teachers</quote> and inserting <quote>Veterans-to-Classrooms</quote>;</text> </subparagraph><subparagraph id="H84935539AECE46369827ED195F15EFCF"><enum>(E)</enum><text display-inline="yes-display-inline">by striking paragraph (9), as so redesignated, and inserting the following new paragraph (9):</text>

 <paragraph display-inline="no-display-inline" id="H140CFA9FDAC94FF6ABF0ED8CEAF49831"><enum>(9)</enum><header>School resource officer</header><text display-inline="yes-display-inline">The term <term>school resource officer</term> has the meaning given that term in section 1709(4) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10389">34 U.S.C. 10389(4)</external-xref>).</text>
							</paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="H864C3328684A4CC098998167AFCAF684"><enum>(F)</enum><text>in paragraph (10), as so redesignated, by striking <quote>and <quote>State</quote></quote> and inserting <quote><quote>specialized instructional support personnel</quote>, and <quote>State</quote></quote>;</text> </subparagraph></paragraph><paragraph commented="no" id="HD0F65903FD9C4602B5CF8CA18A4F296C"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (b)—</text>
 <subparagraph commented="no" id="H29CA56B79C494E0BA56BDC3D6D6160AF"><enum>(A)</enum><text>in the matter preceding paragraph (1), by striking <quote>Secretary of Defense may carry out a Troops-to-Teachers Program</quote> and inserting <quote>The Secretary of Defense, in consultation with the Secretary of Education, may carry out a Veterans-to-Classrooms Program</quote>;</text>
 </subparagraph><subparagraph commented="no" id="H7A47EF53A7EF48B197DC5F9241F433C5"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>become a teacher</quote> and inserting <quote>obtain a covered position</quote>; and</text> </subparagraph><subparagraph commented="no" id="HE69675C589DC4DE8BCA24FE683158821"><enum>(C)</enum><text>by amending subparagraph (A) of paragraph (2) to read as follows:</text>

 <subparagraph commented="no" id="H6C53774E1A9348F2BD55A2722424FE5D"><enum>(A)</enum><text display-inline="yes-display-inline">by local educational agencies or charter schools in States with a shortage of individuals to fill covered positions, as determined by the Secretary of Education.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="H64768FF01E2D4A698DAD3C229B66A4CC"><enum>(4)</enum><text>in subsection (d)(4)(A)—</text> <subparagraph id="HE4AA3C3B7E434F67BDA9B7FF82854DCF"><enum>(A)</enum><text>in clause (i), by striking <quote>or career or technical subjects</quote> and inserting <quote>career and technical education, or subjects relating to a covered position</quote>; and</text>
 </subparagraph><subparagraph id="HFB9846F5F11D4EC5992CDBB972ADD37B"><enum>(B)</enum><text>in clause (ii), by inserting <quote>in a covered position or</quote> after <quote>seek employment</quote>;</text> </subparagraph></paragraph><paragraph id="H8F4F2420C46D4B57B9E5A245C15F6499"><enum>(5)</enum><text display-inline="yes-display-inline">in subsection (e)—</text>
 <subparagraph id="HD5939CF6F582460C9324CA837DA247D4"><enum>(A)</enum><text>in paragraph (1)(A)—</text> <clause id="H7A2A6E6344D24EBBBA533F2E41685B32"><enum>(i)</enum><text>in clause (i), by striking <quote>become a teacher</quote> and inserting <quote>obtain a covered position</quote>; and</text>
 </clause><clause id="HD05C0F314B9D404DBE7E4059F7FE8759"><enum>(ii)</enum><text>in clause (ii), by striking <quote>as an elementary school teacher</quote> and all that follows through the period at the end and inserting <quote>in a covered position for not less than three school years in an eligible school to begin the school year after the member obtains the professional credentials required for the position involved</quote>;</text>
 </clause></subparagraph><subparagraph id="HDB83945EF7094147B6541DA0A62C94AA"><enum>(B)</enum><text>in paragraph (2)(E), by striking <quote>as a teacher in an eligible elementary school or secondary school or as a career or technical teacher</quote> and inserting <quote>in a covered position</quote>; and</text>
 </subparagraph><subparagraph id="H63B89BD78C47473BA4F1E3B8CBACF904"><enum>(C)</enum><text>in paragraph (3)—</text> <clause id="HF45DA657773B47BA8FD482FFC0B83248"><enum>(i)</enum><text>in subparagraph (A)—</text>
 <subclause id="H5128657DB977480EBB11AFB4DA15961B"><enum>(I)</enum><text>in the first sentence, by striking <quote>educational level, certification, or licensing</quote> and inserting <quote>educational level, certification, licensing, or other professional credentials</quote>; and</text> </subclause><subclause id="H8D3DA7AB4EC84F24A472407367AC1B3B"><enum>(II)</enum><text>in the second sentence, by striking <quote>$5,000</quote> and inserting <quote>$9,000 (except as adjusted by the Secretary in accordance with subparagraph (D))</quote>;</text>
 </subclause></clause><clause id="H55CEB1B797414238A8968B595C40228F"><enum>(ii)</enum><text display-inline="yes-display-inline">in subparagraph (B)—</text> <subclause id="HA582D29BFDE64C38907C16F8DCE9FD7F"><enum>(I)</enum><text>in clause (i), by striking <quote>as an elementary school teacher, secondary school teacher, or career or technical teacher</quote> and inserting <quote>in a covered position</quote>; and</text>
 </subclause><subclause id="H1D52F86D5EE64A1CA6398D782DBAFF1B"><enum>(II)</enum><text>in clause (ii), by striking <quote>may not exceed $5,000, unless the eligible school is a high-need school, in which case the amount of the bonus may not exceed $10,000</quote> and inserting <quote>may not exceed $9,000 (except as adjusted by the Secretary in accordance with subparagraph (D)), unless the eligible school is a high-need school, in which case the amount of the bonus may not exceed $18,000 (except as so adjusted)</quote>;</text>
 </subclause></clause><clause id="H4AD94DE9EC5C4230B5A8A3F5855C0E42"><enum>(iii)</enum><text>in subparagraph (C)—</text> <subclause id="HF8BB8F88D08640A58BE90944221D00B5"><enum>(I)</enum><text>in clause (i), by striking <quote>5,000</quote> and inserting <quote>20,000</quote>;</text>
 </subclause><subclause id="H1EF8A4CFD6F34D33B5C5006D22083629"><enum>(II)</enum><text display-inline="yes-display-inline">in clause (ii), by striking <quote>3,000</quote> and inserting <quote>5,000</quote>; and<italic></italic></text> </subclause><subclause id="HA57FF633C48F4FDAA15E07E29E292A90"><enum>(III)</enum><text>in clause (iv), by striking <quote>$10,000</quote> and inserting <quote>$18,000 (except as adjusted by the Secretary in accordance with subparagraph (D))</quote>; and</text>
 </subclause></clause><clause id="H886E4B32B0FB48A7875064510514AB6B"><enum>(iv)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H7FFFA564BC164008A571DAAB31D062BF" style="USC"> <subparagraph commented="no" id="HF0A219F005C6423AA37D8B5D2446A4B2" indent="up1"><enum>(D)</enum> <clause commented="no" display-inline="yes-display-inline" id="H0C9A87D90B7A4254A88FC5D15AAB28A8"><enum>(i)</enum><text>The Secretary may adjust the dollar amounts set forth in subparagraphs (A), (B)(ii), and (C)(iv) to reflect changes in the Consumer Price Index over the applicable period.</text>
 </clause><clause id="H88E2FFB18E154ED7BC1033BD9CDA0545" indent="up1"><enum>(ii)</enum><text>In this subparagraph, the term <term>applicable period</term> means—</text> <subclause id="H4D0CCCB2CC314D2CAB821459047D0826"><enum>(I)</enum><text display-inline="yes-display-inline">with respect to an initial adjustment under clause (i), the period that has elapsed since the date of the enactment of the TEAMS Act; or</text>
 </subclause><subclause id="HBDAEB25291BD467F83D38470C01A08E5"><enum>(II)</enum><text>with respect to any adjustment after the initial adjustment, the period that has elapsed since the date of the most recent adjustment under clause (i).</text>
										</subclause></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </clause></subparagraph></paragraph><paragraph id="H731524560BCF4A589E55BE3AE0558FC3"><enum>(6)</enum><text>in subsection (f)(1)—</text> <subparagraph id="H3CAF783163414EEF9E0936D13E65434C"><enum>(A)</enum><text>in subparagraph (A)—</text>
 <clause id="HD1FE24508B2944BDA9FF3E383749891D"><enum>(i)</enum><text>by striking <quote>become a teacher</quote> and inserting <quote>obtain a covered position</quote>; and</text> </clause><clause id="HB075A7EF1F094CBC83B18F61EC79AE37"><enum>(ii)</enum><text>by striking <quote>as an elementary school teacher, secondary school teacher, or career or technical teacher</quote> and insert <quote>in a covered position</quote>; and</text>
 </clause></subparagraph><subparagraph id="H9BCDAE3117A942118DD0396A22D96D0B"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>, employment as an elementary school teacher, secondary school teacher, or career or technical teacher</quote> and inserting <quote>employment in a covered position</quote>;</text>
 </subparagraph></paragraph><paragraph id="HBBC4C38E6C0D430F922370E0F5BB0667"><enum>(7)</enum><text display-inline="yes-display-inline">in subsection (h)(2)(A), by striking <quote>as elementary school teachers, secondary school teachers, and career or technical teachers</quote> and inserting <quote>in covered positions</quote>; and</text> </paragraph><paragraph id="H7F7F29A9560944ABBFF970E5021D740B"><enum>(8)</enum><text>by adding at the end the following new subsections:</text>
					<quoted-block display-inline="no-display-inline" id="H4DD60B4815B24DC9B72F83D52B40B526" style="USC">
						<subsection id="H7D31E1AD3B9847AAB182E509519A9856"><enum>(j)</enum><header>Partnerships</header>
 <paragraph id="H074FFF29B71A4F59BEABD9543EFDCD64"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may enter into one or more partnerships with States, local educational agencies, or covered entities—</text>
 <subparagraph id="HEC7EC19E750F452FAFD09615F1B4FE42"><enum>(A)</enum><text display-inline="yes-display-inline">to help sustain and expand the reach of the Veterans-to-Classrooms Program to promote careers in education among current and future veterans under this section;</text>
 </subparagraph><subparagraph id="H98A62BE419244661AC12EFAC9D690A33"><enum>(B)</enum><text>to provide information on the Program in accordance with subsection (k)(2) in widely available, user-friendly formats;</text>
 </subparagraph><subparagraph id="HACD571FE825B4A20B11D46D24D3037AE"><enum>(C)</enum><text>to help recruit more veterans, including veterans who are retired law enforcement officers, and service members who are within 6 months of transitioning out of the military into new careers in education;</text>
 </subparagraph><subparagraph id="H44F41931C46E498E9920B95771DC4E9B"><enum>(D)</enum><text>to promote careers in education among current and future veterans by providing veterans with information on other employment transition programs, including—</text>
 <clause id="H8EDD615BFEFC4E88A5866F359A0197A2"><enum>(i)</enum><text display-inline="yes-display-inline">the Veterans’ Employment &amp; Training Service and the National Veterans’ Training Institute of the Department of Labor;</text> </clause><clause id="H1524CAE30ACE4D04BB5A1887C64DCD79"><enum>(ii)</enum><text>the transition assistance programs established under section 1144 of this title;</text>
 </clause><clause id="H8D67460DFBC646899308B3AD00BAD673"><enum>(iii)</enum><text>the SkillBridge and Career Skills Programs of the Department of Defense;</text> </clause><clause id="H2E91CA23265649F9B494862CE00EDBD4"><enum>(iv)</enum><text display-inline="yes-display-inline">the AmeriCorps program carried out under subtitle C of title I of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12571">42 U.S.C. 12571</external-xref> et seq.); and</text>
 </clause><clause id="H0FD3983AB4984D558B8C059E459CF068"><enum>(v)</enum><text>other transitional or educational programs; and</text> </clause></subparagraph><subparagraph id="H910F270187F4406AAE80C4C010410B13"><enum>(E)</enum><text display-inline="yes-display-inline">to promote careers in education by helping veterans learn about educational benefits available to them, including Post-9/11 Educational Assistance, certification programs, and applicable on-the-job training and apprenticeship programs, to help veterans get into an educational career field.</text>
 </subparagraph></paragraph><paragraph id="HDD82FC69787B47B0AF749BCF7F9EF75A"><enum>(2)</enum><header>Covered entity defined</header><text display-inline="yes-display-inline">In this subsection, the term <term>covered entity</term> means—</text> <subparagraph id="H70BD1013695049CEA9FE13E12ED9B861"><enum>(A)</enum><text>an entity qualifying as an exempt organization under <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986; or</text>
 </subparagraph><subparagraph id="HF7F5D663EF314E5DB89659237624AF75"><enum>(B)</enum><text display-inline="yes-display-inline">a veterans service organization recognized by the Secretary of Veterans Affairs for the representation of veterans under section 5902 of title 38.</text>
								</subparagraph></paragraph></subsection><subsection id="HAD99852983264046B303440BFA1162A2"><enum>(k)</enum><header>Program information</header>
 <paragraph id="HC7665E0873BA4ECA964DD874E72CF871"><enum>(1)</enum><header>Information from the Secretary</header><text display-inline="yes-display-inline">The Secretary shall make available, on a publicly accessible website of the Department of Defense, the information described in paragraph (3).</text>
 </paragraph><paragraph id="HD28088C397EA4DC6BF1A62201F0474B8"><enum>(2)</enum><header>Information from covered entities</header><text>Each State, local educational agency, and covered entity that enters into a partnership with the Secretary under paragraph (1) shall make available, on a publicly accessible website, the information described in paragraph (3).</text>
 </paragraph><paragraph id="H953E58DEF6D9412E88E55029B2CDCD7B"><enum>(3)</enum><header>Information described</header><text display-inline="yes-display-inline">The information described in this subparagraph is information on the Veterans-to-Classrooms program authorized under this section, including a description of the application process for the program and the potential benefits of participating in the program.</text>
 </paragraph></subsection><subsection id="HB99CB1BEA38744439CCAFD8999C15AF7"><enum>(l)</enum><header>Biennial review</header><text display-inline="yes-display-inline">Not less frequently than once every two years, the Secretary shall submit to Congress a report on the Veterans-to-Classrooms Program. At minimum, the report shall include a comparison of the number of participants in the Program during the period covered by the report relative to the number of stipends authorized under the Program during such period.</text>
 </subsection><subsection id="HBC0796267FD3478FA68E31E19D9A2F55"><enum>(m)</enum><header>Process To streamline applications</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of the TEAMS Act, the Secretary shall implement a process to simplify the submission of applications under subsection (d)(2).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="HD3A2E346F13D49B2984C009399121CA1"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 58 of such title is amended by striking the item relating to section 1154 and inserting the following new item:</text>

					<toc regeneration="no-regeneration">
						<toc-entry level="section">1154. Assistance to eligible members and former members to obtain employment in schools:
			 Veterans-to-Classrooms Program.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H8878C89D73AF4D44B92B80955CF86CC2"><enum>(c)</enum><header>Effective date</header><text>The amendments made by subsections (a) and (b) shall take effect on July 1, 2020.</text> </subsection><subsection id="HD6548C456A574DAA846881C1EB33B678"><enum>(d)</enum><header>References</header><text display-inline="yes-display-inline">Beginning on July 1, 2020, any reference in Federal law (other than this Act), regulations, guidance, instructions, or other documents of the Federal Government to the Troops-to-Teachers Program shall be deemed to be a reference to the Veterans-to-Classrooms Program.</text>
 </subsection></section><section id="H9E233DE9339F469C948EBAE047AF0FF8"><enum>3.</enum><header>Veterans employable as school resource officers</header><text display-inline="no-display-inline">Section 1709(4) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10389">34 U.S.C. 10389(4)</external-xref>) is amended by inserting after <quote>a career law enforcement officer, with sworn authority,</quote> the following: <quote>or a veteran (as such term is defined in section 101(2) of title 38, United States Code) who is hired by a State or local public agency as a law enforcement officer for purposes of serving as a school resource officer, who is</quote>.</text>
		</section><section id="H9A13E23A78CA4968AD27BD0B6E445AF2"><enum>4.</enum><header>Task force on education careers for veterans</header>
 <subsection id="H08393DC01ACD4044B48B8AE9FEE52266"><enum>(a)</enum><header>Task force</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this Act, the President shall convene a task force to identify strategies that may be used to assist veterans in obtaining employment in the field of education.</text>
 </subsection><subsection commented="no" id="HC6E751C01F9948FC8F94A9540AA31EBC"><enum>(b)</enum><header>Responsibilities</header><text>The task force convened under subsection (a) shall—</text> <paragraph commented="no" id="H003637571E7040C891DD6A75666DB4CC"><enum>(1)</enum><text display-inline="yes-display-inline">consult regularly with veterans service organizations in performing the duties of the task force; and</text>
 </paragraph><paragraph commented="no" id="H3B1A3E499C7A4F27925394FAC1C62F2C"><enum>(2)</enum><text display-inline="yes-display-inline">coordinate administrative and regulatory activities and develop proposals to—</text> <subparagraph commented="no" id="H39C11C12398B4F3EA4B4B0B616A03447"><enum>(A)</enum><text>identify State licensing and certification requirements that are excessive and unnecessarily burdensome for veterans seeking to transition into careers in education;</text>
 </subparagraph><subparagraph commented="no" id="H757690AF1DBE45BAB9A2BECB33B8ABFD"><enum>(B)</enum><text>identify potential compensation structures for educational employment that include salary credit for prior military and law enforcement experience;</text>
 </subparagraph><subparagraph commented="no" id="H21E02623F6BA477CA174A07E6E58F427"><enum>(C)</enum><text>recommend incentives to encourage educational employers to hire veterans;</text> </subparagraph><subparagraph commented="no" id="HF12940FB01A5456C9CC9510D9B84AB87"><enum>(D)</enum><text>assess the feasibility of establishing dedicated military veteran liaison positions in school districts;</text>
 </subparagraph><subparagraph commented="no" id="H5F9750120DD446C19D6D360C18492D46"><enum>(E)</enum><text display-inline="yes-display-inline">examine how funds made available for the Veterans-to-Classrooms Program under section 1154 of title 10, United States Code, may be used to conduct outreach, provide certification support, and help States establish outreach centers for veterans; and</text>
 </subparagraph><subparagraph commented="no" id="HFAAD1E4C81464209853AED8F172EDEBB"><enum>(F)</enum><text display-inline="yes-display-inline">explore how partnerships entered by the Secretary under subsection (j) of such section may be used to promote careers in education among veterans through collaboration with relevant employment transition programs, including the Transition Assistance Program, the SkillBridge and Career Skills Programs of the Department of Defense, and the AmeriCorps program.</text>
 </subparagraph></paragraph></subsection><subsection id="H2726883C58FF4465B713F2ED67534BDA"><enum>(c)</enum><header>Membership</header><text>The task force shall consist of—</text> <paragraph id="H1C62659E97F341D0B67EF0B30C3663DF"><enum>(1)</enum><text display-inline="yes-display-inline">the Secretary of Defense, or the designee of the Secretary, who shall be the head of the task force;</text>
 </paragraph><paragraph id="H6F63D1DEC1FC42A5B8852DCB8624A3D6"><enum>(2)</enum><text>the Secretary of Education, or the designee of the Secretary;</text> </paragraph><paragraph id="HAF0FE09587ED459BA2EAA58ACC20362D"><enum>(3)</enum><text>the Attorney General, or the designee of the Attorney General;</text>
 </paragraph><paragraph id="H7C53C83F6CD84A2397F6749CF941552D"><enum>(4)</enum><text display-inline="yes-display-inline">the Secretary of Veterans Affairs, or the designee of the Secretary;</text> </paragraph><paragraph id="HE1C354FDFAF24BF7B21EB9DDC83815F6"><enum>(5)</enum><text>the Secretary of Labor, or the designee of the Secretary;</text>
 </paragraph><paragraph id="H7E70476DA4C54B44A7F3C20B694915EA"><enum>(6)</enum><text display-inline="yes-display-inline">the Director of the Office of Management and Budget, or the designee of the Director;</text> </paragraph><paragraph commented="no" id="H2F8E8FFEAAD343D6A7627BA0FC34E4AA"><enum>(7)</enum><text display-inline="yes-display-inline">four representatives from a veterans service organization, selected by the President;</text>
 </paragraph><paragraph id="HF7CC36BDF88D4267A3D0B39FFA9DA946"><enum>(8)</enum><text>a representative of the Administrative Conference of the United States; and</text> </paragraph><paragraph id="H310A9C1670AB41CAA29C382682B5FA2A"><enum>(9)</enum><text>representatives of State and local governments selected by the President, which may include representatives of State boards of education and relevant State licensing agencies.</text>
				</paragraph></subsection><subsection id="H8FF38B7EA5284CD28DA463259048043B"><enum>(d)</enum><header>Report</header>
 <paragraph id="HB61A770947364631A7BE75EB0947E89F"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date on which the task force is convened under subsection (a), the task force shall submit to Congress a report that includes—</text>
 <subparagraph id="HE609BDA2160A4E7A8F612FD5991A6125"><enum>(A)</enum><text display-inline="yes-display-inline">a description of actions that may be carried out by State and local governments to reduce barriers that interfere with the ability of veterans to transition into careers in education; and</text>
 </subparagraph><subparagraph id="HD2471C9737F14F5886D4740DBF201391"><enum>(B)</enum><text display-inline="yes-display-inline">recommendations for specific legislative and regulatory actions that may be carried out to reduce such barriers.</text>
 </subparagraph></paragraph><paragraph id="H33133F32689141188D664AF9C5924632"><enum>(2)</enum><header>Public availability</header><text display-inline="yes-display-inline">The report under paragraph (1) shall be made available on a publicly accessible website of the Department of Defense.</text>
 </paragraph></subsection><subsection id="HFA1416BDA2C9430A9DAEACDBCB12D72D"><enum>(e)</enum><header>Definitions</header><text>In this section, the term <term>veterans service organization</term> means any organization recognized by the Secretary of Veterans Affairs for the representation of veterans under section 5902 of title 38, United States Code.</text>
