			 invested in securities that are listed on certain foreign exchanges, and
			 for other purposes.</official-title></form>
	<legis-body id="H9D35EA4786174FE49D0C8C5042D9370E" style="OLC">
 <section id="H2C2ACE6A40A5407881064A52DF4B8271" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Taxpayers and Savers Protection Act</short-title></quote> or the <quote><short-title>TSP Act</short-title></quote>.</text> </section><section id="H39069A8DEC7149A1AD80EDDF2B1E668C"><enum>2.</enum><header>Investment of Thrift Savings Fund</header> <text display-inline="no-display-inline">Section 8438 of title 5, United States Code, is amended by adding at the end the following:</text>
			<quoted-block act-name="" id="H6E8084F449D845318BC7DEC7A0FF556D" style="OLC">
				<subsection id="H9DED968A14464960B39B3CCCEF7735AD"><enum>(i)</enum>
 <paragraph commented="no" display-inline="yes-display-inline" id="H332110B4F48941F0B13EFCCB3EA48623"><enum>(1)</enum><text>In this subsection—</text> <subparagraph id="H37B56BAF474A414097BC3B3090895C08" indent="up1"><enum>(A)</enum><text>the term <term>PCAOB</term> means the Public Company Accounting Oversight Board; and</text>
 </subparagraph><subparagraph id="HB9AB1A6F9EC2414A96F6AB6A7DF7ED83" indent="up1"><enum>(B)</enum><text>the term <term>registered public accounting firm</term> has the meaning given the term in section 2(a) of the Sarbanes-Oxley Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/7201">15 U.S.C. 7201(a)</external-xref>).</text>
 </subparagraph></paragraph><paragraph id="H814D5515018948A2B587AC018E537B7D" indent="up1"><enum>(2)</enum><text>Notwithstanding any other provision of this section, no sums in the Thrift Savings Fund may be invested in any security that is listed on an exchange in a jurisdiction in which the PCAOB—</text>
 <subparagraph id="HDC5B56FA8D76457D98CC757AAB7097AC"><enum>(A)</enum><text>has never conducted an inspection or investigation of a registered public accounting firm under section 104 of the Sarbanes-Oxley Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/15/7214">15 U.S.C. 7214</external-xref>); and</text>
 </subparagraph><subparagraph id="H35253A0F5623413EA91D9BEBC7F8BA73"><enum>(B)</enum><text>is prevented from conducting a complete inspection or investigation described in subparagraph (A) because of a position taken by an authority in that jurisdiction, as determined by the PCAOB.</text>
 </subparagraph></paragraph><paragraph id="HCA17EF331928450FBEC9571C31018607" indent="up1"><enum>(3)</enum><text>The Board shall consult with the Securities and Exchange Commission on a biennial basis in order to ensure compliance with paragraph (2).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
