<section id="H12F81F5B365B4F7799ADD86775C06731" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Funding Instruction for Safety, Health, and Security Avoids Fishing Emergencies Act</short-title></quote> or the <quote><short-title>FISH SAFE Act</short-title></quote>.</text></section> <section id="H63774D5286F64A7FA6DB6A206D7E112E"><enum>2.</enum><header>Amendment of Federal share of the fishing safety standards grants</header> <subsection id="HB18FCF0CE9894CA6AAC6614D94FC38A9"><enum>(a)</enum><header>Amendment</header><text>Section 4502 of title 46, United States Code, is amended—</text> 
<paragraph id="H8035AEB19F704E3E8309992AF707BD43"><enum>(1)</enum><text>in subsection (i)(3), by striking <quote>50</quote> and inserting <quote>75</quote>; and</text></paragraph> <paragraph id="HD298385032DE4A76918A34D03A166A8A"><enum>(2)</enum><text>in subsection (j)(3), by striking <quote>50</quote> and inserting <quote>75</quote>.</text></paragraph></subsection> 
<subsection id="H216A52D986114692A52814556BB1944A"><enum>(b)</enum><header>Retroactive effective date</header><text>The amendment made by subsection (a) takes effect on the day after the date of enactment of the Frank LoBiondo Coast Guard Authorization Act of 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/282">Public Law 115–282</external-xref>).</text></subsection></section> <section id="HF877F74018834A609D6D5E5855761D7D"><enum>3.</enum><header>Reimbursement</header><text display-inline="no-display-inline">Amounts appropriated to carry out section 4502 of title 46, United States Code, under the Consolidated Appropriations Act, 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref>), shall be available until not later than September 30, 2020, in order for the Secretary of Health and Human Services to provide a reimbursement or supplement to a recipient of a grant under the Fishing Safety Training Grants Program under section 4502(i) of title 46, United States Code, or the Fishing Safety Research Grant Program under section 4502(j) of title 46, United States Code, in an amount that is equal to, for any non-Federal share provided by such grant recipient under such Program that is more than 25 percent, the amount of such excess non-Federal share expended or included in the approved budget by such grant recipient.</text></section> 
<section id="HF553515EFD6E40FE82830F915802883A"><enum>4.</enum><header>Authorization of appropriations amendments</header><text display-inline="no-display-inline">Section 4502 of title 46, United States Code, is amended—</text> <paragraph id="H7D0865551FEC413C8436A755B2D241CD"><enum>(1)</enum><text>in subsection (i)(4), by striking <quote>2019</quote> and inserting <quote>2021</quote>; and</text></paragraph>
