			 Consumer Financial Protection to issue a quarterly report on debt
			 collection complaints and enforcement actions, and to prohibit rules that
			 would allow a debt collector to send unlimited email and text messages to
			 a consumer.</official-title></form>

 <section id="H6631FE58227A4ECFB37B88F8ADC85071" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Monitoring and Curbing Abusive Debt Collection Practices Act </short-title></quote>.</text> </section><section id="H44597A9FAB7B44F6A200470F73BACE4D"><enum>2.</enum><header>Debt collection</header> <subsection id="H75A02FE46296472E942C0F59B4060C38"><enum>(a)</enum><header>Report on debt collection complaints and enforcement actions</header><text display-inline="yes-display-inline">Section 1016 of the Consumer Financial Protection Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/12/5496">12 U.S.C. 5496</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HB4388B6E9452417B96167831C7D3F7F0" style="OLC">
 <subsection id="H4FA08C949E974968AF0CCD7D28F780DC"><enum>(d)</enum><header>Report on debt collection complaints and enforcement actions</header><text display-inline="yes-display-inline">The Director shall issue a quarterly report to Congress containing—</text> <paragraph id="H8F0271BAC0E34CE6A018A447ED97906B"><enum>(1)</enum><text display-inline="yes-display-inline">an analysis of the consumer complaints received by the Bureau with respect to debt collection, including a State-by-State breakdown of such complaints; and</text>
 </paragraph><paragraph id="H33197B01D75545B0A3D43C11037AD394"><enum>(2)</enum><text>a list of enforcement actions taken against debt collectors during the previous 12 months.</text> </paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="H2F527BA91E4D4727A9E1767EA6DFE601"><enum>(b)</enum><header>Limitation on debt collection rules</header><text display-inline="yes-display-inline">Section 1022 of the Consumer Financial Protection Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/12/5512">12 U.S.C. 5512</external-xref>) is amended by adding at the end the following:</text>

 <subsection id="H9B735053FC1F4BBBBE86CE2C3A12CC08"><enum>(e)</enum><header>Limitation on debt collection rules</header><text display-inline="yes-display-inline">The Director may not issue any rule with respect to debt collection that allows a debt collector to send unlimited email and text messages to a consumer.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
