			 certain grants to assist nursing homes for veterans located on tribal
			 lands.</official-title></form>
	<legis-body id="H48C63BC3001E4878B0BF05B002DE8128" style="OLC">
 <section id="H551A2D97F738434797170B87304D822A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Nursing Home Care for Native American Veterans Act</short-title></quote>.</text> </section><section id="H4F1356E999004489B541164BC280220D"><enum>2.</enum><header>Grants for State homes located on tribal lands</header> <subsection id="HA8C9F40A6F97499CAD3B50A492AC1D1E"><enum>(a)</enum><header>State home defined</header><text display-inline="yes-display-inline">Section 101(19) of title 38, United States Code, is amended by inserting <quote>or Indian tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>))</quote> after <quote>(other than a possession)</quote>.</text>
 </subsection><subsection id="HD31292DEB13742CD90E5F1303FF723CB"><enum>(b)</enum><header>Payments to State homes</header><text>Section 1741 of title 38, United States Code, is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H64FA1AB68AB94F6F98E2C2470AB798D0" style="USC">
 <subsection id="H3430E90C68FE4440B50E562B4A75EB6B"><enum>(h)</enum><text display-inline="yes-display-inline">In this subchapter, the term <term>State</term> means each of the several States and each Indian tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H710FE118B6694EACAF7B681B8E0DF2AE"><enum>(c)</enum><header>State home construction</header>
 <paragraph id="HD7F1E9F5F7374AD0A64243677E2C6074"><enum>(1)</enum><header>In general</header><text>Section 8131(2) of title 38, United States Code, is amended by inserting <quote>includes each Indian tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)) but</quote> before <quote>does not</quote>.</text>
 </paragraph><paragraph id="H742F4A35719747CDAAFC636CB955A019"><enum>(2)</enum><header>Conforming amendment</header><text>Section 8132 of such title is amended by striking <quote>several</quote>.</text> </paragraph></subsection><subsection id="H127B75C738464586A62D5FB7782F26FA"><enum>(d)</enum><header>Additional legislative or administrative action</header> <paragraph id="H7626136D00724CED98D5E7624DB2472D"><enum>(1)</enum><header>Consultation with Indian tribes</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall consult with Indian tribes to determine if any legislative or administrative action is necessary to modify the State home program to function efficiently in support of State homes operated by Indian tribes pursuant to the amendments made by this section.</text>
 </paragraph><paragraph id="H2730DA5CFAF74C08AFEB3D1C78A3A771"><enum>(2)</enum><header>Report to Congress</header><text>Not later than 90 days after completing consultations under paragraph (1), the Secretary shall submit to the appropriate committees of Congress a report recommending legislative action that the Secretary considers appropriate to modify the State home program described in such paragraph in light of those consultations.</text>
 </paragraph><paragraph id="H613660EBD684495B84AC6F5D258447C0"><enum>(3)</enum><header>Modifications</header><text>Not later than 180 days after completing consultations under paragraph (1), the Secretary shall make any modifications to regulations implementing the State home program, for which legislative action is not necessary, as the Secretary considers appropriate in light of those consultations.</text>
 </paragraph></subsection><subsection id="H690DE83A705A4344B0C9D3EEB298E11C"><enum>(e)</enum><header>Technical support and assistance</header><text>The Secretary of Veterans Affairs shall provide technical support and assistance to Indian tribes in carrying out the State home program at State homes operated by Indian tribes pursuant to the amendments made by this section.</text>
 </subsection><subsection id="H230EF85904E6438185E493E7235EEA7B"><enum>(f)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H5E8602F29FA346909559A770E70E93CC"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text>
 <subparagraph id="HCBBA3949BE6D4829A44AD42866A794D4"><enum>(A)</enum><text>the Committee on Veterans' Affairs and the Committee on Indian Affairs of the Senate; and</text> </subparagraph><subparagraph id="H6AD766F24EBA464BBD1F8473E12BD941"><enum>(B)</enum><text>the Committee on Veterans' Affairs and the Subcommittee for Indigenous Peoples of the United States of the Committee on Natural Resources of the House of Representatives.</text>
 </subparagraph></paragraph><paragraph id="H99953B16367A4260960326CCB981EE0C"><enum>(2)</enum><header>Indian tribe</header><text>The term <term>Indian tribe</term> has the meaning given that term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text>
 </paragraph><paragraph id="HDB9D734228124F679A5251048077EAB4"><enum>(3)</enum><header>State home</header><text>The term <term>State home</term> has the meaning given that term in section 101(19) of title 38, United States Code.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H80D91ECE91C44AA9B56EAE00B8227969"><enum>(4)</enum><header>State home program</header><text>The term <term>State home program</term> means the program of the Department of Veterans Affairs for which payments are made under subchapter V of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">chapter 17</external-xref> of title 38, United States Code, and assistance is provided under subchapter III of chapter 81 of such title.</text>
