<official-title display="yes">To amend title 38, United States Code, to extend and modify certain authorities and requirements relating to the Department of Veterans Affairs, and for other purposes.</official-title>

<section id="H18B55680EED04446859C26DA6376A3EC" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Department of Veterans Affairs Expiring Authorities Act of 2019</short-title></quote>.</text></section> <section id="H5B1540086BAE4A8493693162E1B80F0D"><enum>2.</enum><header>Extension of authority relating to vendee loans</header><text display-inline="no-display-inline">Section 3733(a)(7) of title 38, United States Code, is amended—</text> 
<paragraph id="HE9E022D2022E41A28E7D8F406AB4BD6B"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by striking <quote>September 30, 2019</quote> and inserting <quote>September 30, 2020</quote>; and</text></paragraph> <paragraph id="HE5691DB91C7C4DE5AE1FF680FE92FE89"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking <quote>September 30, 2019,</quote> and inserting <quote>September 30, 2020,</quote>.</text></paragraph></section> 
<section id="HE82729843E5A458BA3308FB3B99E9C15"><enum>3.</enum><header>Extension of authority for operation of Department of Veterans Affairs regional office in Manila, the Republic of the Philippines</header><text display-inline="no-display-inline">Section 315(b) of title 38, United States Code, is amended by striking <quote>September 30, 2019</quote> and inserting <quote>September 30, 2020</quote>.</text></section> <section id="HF120FCE15CF74852BDA1EEDB46ED0DFE"><enum>4.</enum><header>Extension of authority for financial assistance for supportive services for very low-income veteran families in permanent housing</header><text display-inline="no-display-inline">Section 2044(e)(1)(G) of title 38, United States Code, is amended by striking <quote>fiscal year 2019</quote> and inserting <quote>each of fiscal years 2019 through 2021</quote>.</text> </section> 
<section id="H14DFE3AFD7C64A43924E9CB153E808EE"><enum>5.</enum><header>Extension of temporary expansion of payments and allowances for beneficiary travel in connection with veterans receiving care from vet centers</header><text display-inline="no-display-inline">Section 104(a) of the Honoring America’s Veterans and Caring for Camp Lejeune Families Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/154">Public Law 112–154</external-xref>; 126 Stat. 1169), as most recently amended by section 109 of the Department of Veterans Affairs Expiring Authorities Act of 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/251">Public Law 115–251</external-xref>; 132 Stat. 3169), is amended by striking <quote>September 30, 2019</quote> and inserting <quote>September 30, 2020</quote>.</text></section> <section id="HD3BDCCCC64B3489DBB4E85492C44F5BF"><enum>6.</enum><header>Technical amendments</header><text display-inline="no-display-inline">Title 38, United States Code, is amended as follows:</text> 
<paragraph id="HF1D0DBF63C034690A0798C3CA112C693"><enum>(1)</enum><text>In section 714(e)(2)(B), by striking <quote>to the refer</quote> and inserting <quote>to refer</quote>.</text></paragraph> <paragraph id="H1AA1C6A880C24EB3BDB5A296FBB16927"><enum>(2)</enum><text>In section 1725A(c), by inserting a comma after <quote>a contract</quote>.</text></paragraph> 
<paragraph id="HCBF962582CEC4628877FF7345203220F"><enum>(3)</enum><text>In section 3313(g)(3)(B)(ii), by inserting a comma after <quote>for books</quote>.</text></paragraph> <paragraph id="HF504BB489ECF4658BD9FD4FB13523EC6"><enum>(4)</enum><text>In section 3321(a)(1), by striking <quote>January,</quote> and inserting <quote>January</quote>.</text></paragraph>

<paragraph id="HC6E06750AD594C1F9930E6483CB02AC8"><enum>(3)</enum><text>For purposes of this subsection:</text> <subparagraph id="HB7A80494FF094C34B42E6E3E59A8302B"><enum>(A)</enum><text>The term <term>major medical facility project</term> means a project for the construction, alteration, or acquisition of a medical facility involving a total expenditure of more than $20,000,000, but such term does not include an acquisition by exchange, nonrecurring maintenance projects of the Department, or the construction, alteration, or acquisition of a shared Federal medical facility for which the Department’s estimated share of the project costs does not exceed $20,000,000.</text></subparagraph> 
<subparagraph id="H1627C5A236AF4E3D8FC3C0934E58966A"><enum>(B)</enum><text>The term <term>major medical facility lease</term> means a lease for space for use as a new medical facility at an average annual rent of more than $1,000,000.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> </legis-body> <attestation><attestation-group><role>Speaker of the House of Representatives.</role></attestation-group><attestation-group><role>Vice President of the United States and President of the Senate.</role></attestation-group></attestation> </bill>
