<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d108022e62" identifier="/us/bill/116/hr/4183/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">Identifying Barriers and Best Practices Study Act</shortTitle>”.</content></section>
<section id="d108022e72" identifier="/us/bill/116/hr/4183/s2" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>COMPTROLLER GENERAL STUDY ON DISABILITY AND PENSION BENEFITS PROVIDED TO MEMBERS OF THE NATIONAL GUARD AND MEMBERS OF RESERVE COMPONENTS OF THE ARMED FORCES BY THE DEPARTMENT OF VETERANS AFFAIRS.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d108022e76" identifier="/us/bill/116/hr/4183/s2/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><chapeau>Not later than 36 months after the date of the enactment of this Act, the Comptroller General of the United States shall complete a study on disability and pension benefits provided to members of the National Guard and members of reserve components of the Armed Forces by the Department of Veterans Affairs. In conducting such study, the Comptroller General shall review, for the period beginning on January 1, 2008, and ending on December 31, 2018, each of the following:</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d108022e84" identifier="/us/bill/116/hr/4183/s2/a/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>The number of members of the National Guard and the number of members of reserve components of the Armed Forces who received disability compensation or pension provided by the Department of Veterans Affairs.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d108022e88" identifier="/us/bill/116/hr/4183/s2/a/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>A comparison of each of the following between veterans who served only in the National Guard or reserve components and veterans who served in the regular components of the Armed Forces:</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d108022e92" identifier="/us/bill/116/hr/4183/s2/a/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>The percentage of each group of such veterans with service-connected disabilities.</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d108022e96" identifier="/us/bill/116/hr/4183/s2/a/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>The number of veterans in each group with each disability rating.</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d108022e100" identifier="/us/bill/116/hr/4183/s2/a/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><chapeau>The number of veterans in each group with a service-connected disability, including the number of each of the following types of such veterans in each group:</chapeau><clause class="indentUp1 firstIndent1 fontsize10" id="d108022e104" identifier="/us/bill/116/hr/4183/s2/a/2/C/i" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">(i) </num><content>Pilots.</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d108022e108" identifier="/us/bill/116/hr/4183/s2/a/2/C/ii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">(ii) </num><content>Veterans who served in the special forces.</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d108022e112" identifier="/us/bill/116/hr/4183/s2/a/2/C/iii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iii">(iii) </num><content>Veterans who participated in the Personnel Reliability Program.</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d108022e116" identifier="/us/bill/116/hr/4183/s2/a/2/C/iv" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iv">(iv) </num><content>Veterans who underwent diving or flight physicals as a regular component of their service in the Armed Forces and who have a muscular-skeletal or mental health condition.</content></clause></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d108022e120" identifier="/us/bill/116/hr/4183/s2/a/2/D" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">(D) </num><content>The number of total claims for disability compensation and pension submitted, approved, and disapproved for each group of veterans.</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d108022e124" identifier="/us/bill/116/hr/4183/s2/a/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>An identification of common barriers for members of the National Guard and members of reserve components in obtaining disability benefits under the laws administered by the Secretary of Veterans Affairs, including barriers relating to documentation of injuries incurred while serving, such as line of duty letters.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d108022e128" identifier="/us/bill/116/hr/4183/s2/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Reports</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d108022e135" identifier="/us/bill/116/hr/4183/s2/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">Preliminary report</inline>.—</heading><content>Not later than 18 months after the date of the enactment of this Act, the Comptroller General shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a preliminary report on the findings of the study required by subsection (a).</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d108022e143" identifier="/us/bill/116/hr/4183/s2/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Final report</inline>.—</heading><content>Upon completion of the study, the Comptroller General shall submit to such Committees a final report on such study.</content></paragraph></subsection></section>
