			 program of the Department of Veterans Affairs, and for other purposes.</official-title></form>

 <section id="HB17233BE663547928430513CEAE088BC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ryan Kules Specially Adaptive Housing Improvement Act of 2019</short-title></quote>.</text> </section><section id="HA224870F149542E2AE29ED39EAD31135"><enum>2.</enum><header>Priority in award of specially adapted housing grants to seriously ill veterans</header> <subsection id="H41E8D952434849608A41FB615DFD19F2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 2101 of title 38, United States Code, is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HB2AA1D571DE64503B3873E2E3C633A0D" style="USC">
					<subsection id="H2E240FD4A1C14094853B971FC5084C85"><enum>(d)</enum><header>Priority for seriously ill veterans</header>
 <paragraph commented="no" display-inline="yes-display-inline" id="H51C3BCD3765F4BDEBFCA6D9E1A906115"><enum>(1)</enum><text display-inline="yes-display-inline">In providing assistance under this section, the Secretary shall give priority to seriously ill veterans.</text>
 </paragraph><paragraph id="H08ABFD1D181E4B97A8889F77F5676A7E" indent="up1"><enum>(2)</enum><text>In this section, the term <quote>seriously ill veteran</quote> shall have the meaning given such term by the Secretary.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="H2673ACE265024BF88A0A2E4DA4173AA2"><enum>(b)</enum><header>Definition of seriously ill veteran</header> <paragraph id="HBE306D45BC924EC68BCD6D9DA08CE6C1"><enum>(1)</enum><header>In general</header><text>By not later than 90 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall—</text>
 <subparagraph id="H9D49705E92ED440BA2EDC721F0500E3F"><enum>(A)</enum><text>determine the meaning of the term <quote>seriously ill veteran</quote> for purposes of subsection (d) of section 2101 of title 38, United States Code, as added by subsection (a); and</text>
 </subparagraph><subparagraph id="HDF09F451E0CC4D4EA6425DA8409F3AC1"><enum>(B)</enum><text>submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives the meaning of such term as so determined.</text>
 </subparagraph></paragraph><paragraph id="HBDD49510130A4AED81C8D825F3FE8AB1"><enum>(2)</enum><header>Applicability</header><text>The definition of <quote>seriously ill veteran</quote> as determined under paragraph (1) shall apply for purposes of such subsection (d) beginning on the date that is 30 days after the date on which the Secretary submits to the Committees on Veterans’ Affairs of the Senate and House of Representatives the definition of such term as so determined.</text>
 </paragraph></subsection><subsection id="H350EBC5D7B704D53A413171E03A6E89B"><enum>(c)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall take effect on October 1, 2020, and apply with respect to assistance provided on or after that date.</text>
			</subsection></section><section id="HF0DD69CFA31F44228554D3357A424B23"><enum>3.</enum><header>Increase in amounts of assistance provided</header>
 <subsection id="H46091434C8BD4E0F93CD957042A63982"><enum>(a)</enum><header>Increase of number of grants per veteran</header><text display-inline="yes-display-inline">Section 2102(d)(3) of such title is amended by striking <quote>three</quote> and inserting <quote>six</quote>.</text> </subsection><subsection id="H3D8B51A97CBB4A9DB9FC62627C22244F"><enum>(b)</enum><header>Increase in number of applications authorized To be approved</header><text>Section 2101(a)(4) of such title is amended by striking <quote>30 applications</quote> and inserting <quote>120 applications</quote>.</text>
 </subsection><subsection id="H901054D4FD124556A3AD4C93CEB2F616"><enum>(c)</enum><header>Increase in maximum amount of assistance for adaptation to veteran’s residence</header><text>Section 2102(b)(2) of such title is amended by striking <quote>$12,000</quote> and inserting <quote>$19,733</quote>.</text> </subsection><subsection id="H7162474A4A114EA5BF54E43EBF623E52"><enum>(d)</enum><header>Increase in aggregate amount of assistance for acquisition of housing with special features</header><text>Section 2102(d)(1) of such title is amended by striking <quote>$63,780</quote> and inserting <quote>$98,492</quote>.</text>
 </subsection><subsection id="H9E27099977BA49D0A6559F48704495A5"><enum>(e)</enum><header>Increase in aggregate amount of assistance for adaptations to veterans’ residences</header><text>Section 2102(d)(2) of such title is amended by striking <quote>$12,756</quote> and inserting <quote>$19,733</quote>.</text> </subsection><subsection id="HA5DA23C02C4344DA82BE582651EC1C2B"><enum>(f)</enum><header>Effective date and application</header><text>The amendments made by this section shall take effect on October 1, 2020. The amendments made by subsections (c) and (d) shall apply with respect to individuals who have not received the maximum amount of assistance under section 2101 of title 38, United States Code, before such date.</text>
 </subsection></section><section id="HC6C52A9CC5AE46F3BA925B1B7D011290"><enum>4.</enum><header>Provision of additional amounts of specially adapted housing assistance for certain veterans</header><text display-inline="no-display-inline">Section 2102 of such title is amended by adding at the end the following new subsection:</text> <quoted-block display-inline="no-display-inline" id="H9B2670D4B60F4159A944E3C13385467C" style="USC"> <subsection id="HFB3C398EEC034C0EB7EF7CF0B0DD734D"><enum>(f)</enum> <paragraph commented="no" display-inline="yes-display-inline" id="HC9C310316DF44CBAB39F2FBA6BF5E520"><enum>(1)</enum><text>Notwithstanding the aggregate amounts specified in subsection (d), a covered veteran may apply for and receive an additional amount of assistance under subsection (a) or (b) of section 2101 of this title in an amount that does not exceed half of the amount specified in subsection (d).</text>
 </paragraph><paragraph id="HBB198F59ABB7439A9308B3AB647E58E5" indent="up1"><enum>(2)</enum><text>In this subsection, a covered veteran is a veteran who—</text> <subparagraph id="H42E99E78657145ADAFA3AABF83B618E5"><enum>(A)</enum><text>is described in section 2101(a)(2) of this title;</text>
 </subparagraph><subparagraph id="H465D0457258C4C8F85CF4A1C3B5032CD"><enum>(B)</enum><text>first receives assistance under this chapter on or after October 1, 2020;</text> </subparagraph><subparagraph id="HF9EC9815A991487B8E26CB635CFE7EE8"><enum>(C)</enum><text display-inline="yes-display-inline">as of the date of the veteran’s application for assistance under paragraph (1), most recently received assistance under this chapter more than ten years before such date; and</text>
 </subparagraph><subparagraph id="HFCF96A962C004DC2968CF69D84C338B8"><enum>(D)</enum><text display-inline="yes-display-inline">lives in a home that the Secretary determines does not have adaptations that are reasonably necessary because of the veteran’s disability.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
