			 section 2008 of the Social Security Act to grantees in each State that is
			 not a territory, and for other purposes.</official-title></form>
	<legis-body id="HD1C60EECEF994F6398182048B92918B5" style="OLC">
 <section id="H9E609EE52EAC4E679B049E14FE40C032" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Health Opportunities to Promote Equity Act</short-title></quote> or the <quote><short-title>HOPE Act</short-title></quote>.</text> </section><section id="HED2D111D112C4224B0A6BFC16FD00F4E"><enum>2.</enum><header>Guarantee of grantees in each State and the district of columbia; reports to the Congress</header> <text display-inline="no-display-inline">Section 2008 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1397g">42 U.S.C. 1397g</external-xref>) is amended by redesignating subsections (c) and (d) as subsections (d) and (e), respectively, and by inserting after subsection (b) the following:</text>
			<quoted-block display-inline="no-display-inline" id="H25B6D4C9A85D4E88A3093BC37F0EFC25" style="OLC">
				<subsection id="H1D2772A6A87F44EEBCCE9FCC16DEDC2E"><enum>(c)</enum><header>Guarantee of grantees in each state and the district of columbia</header>
 <paragraph id="H71665AE44C924EFFBCC12B1831D2D8BB"><enum>(1)</enum><header>In general</header><text>For each fiscal year, the Secretary shall award a grant under this section to at least 2 eligible entities in each State that is not a territory, to the extent there are a sufficient number of applications submitted by the entities that meet the requirements applicable with the grant. If, for a fiscal year, there are fewer than 2 such eligible entities in such a State, the Secretary shall include that information in the report required by paragraph (2) that covers the fiscal year.</text>
 </paragraph><paragraph id="H9B9491A0A235471DA10D3D84C1F747BE"><enum>(2)</enum><header>Reports to the congress</header><text display-inline="yes-display-inline">During each Congress, the Secretary shall submit to the Committee on Ways and Means of the House of Representatives and the Committee on Finance of the Senate a report on, with respect to the period since the period covered in the most recent prior report submitted under this paragraph—</text>
 <subparagraph id="H5190B471369544E1A726428AA00AE045"><enum>(A)</enum><text>the number of applications submitted under each subsection of this section;</text> </subparagraph><subparagraph id="HCE234C0AB40C47DFAC71BFAD0BB73ED5"><enum>(B)</enum><text display-inline="yes-display-inline">the number of the applications that were approved; and</text>
 </subparagraph><subparagraph id="H16B35D1A4C0246D383F2B518D1D05A0A"><enum>(C)</enum><text>a description of how grants were made in any case described in the last sentence of paragraph (1).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="HCF642B19BAC54AA7AA4AAC51D5DE4DF5"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall take effect on October 1, 2019.</text>
