<legis-type>AN ACT</legis-type> 
<official-title display="yes">To require the Secretary of the Interior to conduct a special resource study of the sites associated with the life and legacy of the noted American philanthropist and business executive Julius Rosenwald, with a special focus on the Rosenwald Schools, and for other purposes.</official-title>

<section id="HEDFB3CC483E14411BF4E8645926323C3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Julius Rosenwald and the Rosenwald Schools Act of 2020</short-title></quote>.</text></section> <section id="HC138190C304446A2BBBA24E6E9C7B54B"><enum>2.</enum><header>Resource study of Julius Rosenwald and Rosenwald schools</header> <subsection id="HACC37537664C40809601486837CD3366"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H8C8AB3DDC9C64A308A4711D6B01F754A"><enum>(1)</enum><header>Rosenwald school</header><text>The term <quote>Rosenwald School</quote> means any of the 5,357 schools and related buildings constructed in 15 southern States during the period of 1912 through 1932 by the philanthropy of Julius Rosenwald.</text></paragraph> <paragraph id="H01358A0EBA774D4E8D3A8A423CFBDB17"><enum>(2)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of the Interior.</text></paragraph> 
<paragraph id="HDF2800509D4445588A82C519D0370B3C"><enum>(3)</enum><header>Study area</header><text>The term <quote>study area</quote> means the sites associated with the life and legacy of Julius Rosenwald.</text></paragraph></subsection> <subsection id="HE50BC930A970484DA9EF20DF347EBF29"><enum>(b)</enum><header>Special resource study</header> <paragraph id="H6DBBE658E41049DDBFF11CA73E131C91"><enum>(1)</enum><header>Study</header><text display-inline="yes-display-inline">The Secretary shall conduct a special resource study of the study area, with a special emphasis on the following Rosenwald Schools and other sites associated with the life and legacy of Julius Rosenwald:</text> 
<subparagraph id="H9733BACE61094C24ADF9D44A1C610829"><enum>(A)</enum><text>Sears Administration Building at Homan Square in Chicago, Illinois.</text></subparagraph> <subparagraph id="HC50EE602FA47404C8DA4610CEA1B1ECE"><enum>(B)</enum><text>Rosenwald Court Apartments in Chicago, Illinois.</text></subparagraph> 
<subparagraph id="HA67F4A60CD5548038B362FD793EC1D99"><enum>(C)</enum><text>Museum of Science &amp; Industry in Chicago, Illinois.</text></subparagraph> <subparagraph id="H3056088676EA4C5782296D946C9D858D"><enum>(D)</enum><text>Rosenwald House (formerly the Lyon Home) at the Lincoln Home National Historic Site in Springfield, Illinois.</text></subparagraph> 
<subparagraph id="HA7160EE8CD50484687F1C3317FB5204B"><enum>(E)</enum><text>Cairo Rosenwald School, a one-teacher school in Sumner County, Tennessee.</text></subparagraph> <subparagraph id="HFACB7F4C3F0848059EF7801F83D06F1D"><enum>(F)</enum><text>Shady Grove School, a one-teacher school in Louisa County, Virginia.</text></subparagraph> 
<subparagraph id="H0D3B51672C2940ADBA46D2C4FEF4F914"><enum>(G)</enum><text display-inline="yes-display-inline">Noble Hill School, a two-teacher school in Bartow County, Georgia.</text></subparagraph> <subparagraph id="H82D41CA2CAA24550A4D24C685A1337BA"><enum>(H)</enum><text display-inline="yes-display-inline">Ridgeley School, a two-teacher school in Prince Georges County, Maryland.</text></subparagraph> 
<subparagraph id="H2A1C6CB363214551B76676878A9C6389"><enum>(I)</enum><text display-inline="yes-display-inline">Bay Springs School, a two-teacher school in Forest County, Mississippi.</text></subparagraph> <subparagraph id="H0B7A42D4138B432C9DA7DF481F7AB69A"><enum>(J)</enum><text>Russell School, a two-teacher school in Durham County, North Carolina.</text></subparagraph> 
<subparagraph id="H6B1185B594C9417AB79215DA1409FFB6"><enum>(K)</enum><text>Shiloh Rosenwald School, a three-teacher school in Macon County, Alabama.</text></subparagraph> <subparagraph id="HDE7E8285FEA44B3EAA9986AADDF065CA"><enum>(L)</enum><text>San Domingo School, a four-teacher school in Wicomico County, Maryland.</text></subparagraph> 
<subparagraph id="HE9FC1E8AC242439EBE05CA50A7CE1AEF"><enum>(M)</enum><text>Elmore County Training School, a seven-teacher school in Elmore County, Alabama.</text></subparagraph> <subparagraph id="HAD4D56C92E8644CD9A1976A2E1440BFB"><enum>(N)</enum><text>Dunbar Junior High, Senior High and Junior College in Little Rock, Arkansas.</text></subparagraph></paragraph> 
<paragraph id="HD1816407A40F452E9E2FCF7F4925E21A"><enum>(2)</enum><header>Contents</header><text>In conducting the study under paragraph (1), the Secretary shall—</text> <subparagraph id="HC560EAB36E9F42469A05052DC928FA87"><enum>(A)</enum><text>evaluate the national significance of the study area;</text></subparagraph> 
<subparagraph id="H9A549CBF497D43A7A6093A639920469C"><enum>(B)</enum><text display-inline="yes-display-inline">determine the suitability and feasibility of designating the study area as a unit of the National Park System, including an interpretive center in or near Chicago, Illinois;</text></subparagraph> <subparagraph id="H16E4E23E339F4815B96DCAA5810A09DA"><enum>(C)</enum><text>consider other alternatives for preservation, protection, and interpretation of the study area by the Federal Government, State or local government entities, or private and nonprofit organizations;</text></subparagraph> 
<subparagraph id="H5323DF3BFB3B4589A512AD627400CC80"><enum>(D)</enum><text>consult with interested Federal agencies, State or local governmental entities, private and nonprofit organizations, or any other interested individuals; and</text></subparagraph> <subparagraph id="H542F97E89D4E4D158C89A269C08AE4B3"><enum>(E)</enum><text>identify cost estimates for any Federal acquisition, development, interpretation, operation, and maintenance associated with the alternatives.</text></subparagraph></paragraph></subsection> 
<subsection id="HC0C43818D6E4417BB888A13BDC2FEF02"><enum>(c)</enum><header>Applicable law</header><text>The study under paragraph (1) shall be conducted in accordance with section 100507 of title 54, United States Code.</text></subsection> <subsection id="HFD6F58B52236446F99AD7767BF33E693"><enum>(d)</enum><header>Results</header><text>Not later than 3 years after the date on which funds are first made available for the study under paragraph (1), the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report describing—</text> 
<paragraph id="HB068A64A5CB64A6AB94446F2429B1F42"><enum>(1)</enum><text>the results of the study; and</text></paragraph> <paragraph id="H4B3A10B3B758448E9B02D8700FAFAD74"><enum>(2)</enum><text>any conclusions and recommendations of the Secretary relating to the study.</text></paragraph></subsection></section>
