			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Transportation to make grants for the operation of a clearinghouse to
			 collect, conduct, and fund research on the influences of highly automated
			 vehicles on land use, urban design, transportation, real estate, and
			 municipal budgets, and for other purposes.</official-title></form>
	<legis-body id="H298FE3B4251E49F996AF905581CD71B4" style="OLC">
 <section id="H5A76749F0C5544B4A7CBB6F06A858C91" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preparing Localities for an Autonomous and Connected Environment Act</short-title></quote> or the <quote><short-title>PLACE Act</short-title></quote>.</text> </section><section id="HE3E61806FFA94BE8A2E088BA0668F959" section-type="subsequent-section"><enum>2.</enum><header>Grants for the operation of a National Highly Automated Vehicle Clearinghouse</header> <subsection id="HF3C61637A6FC486E99E35CF1636EAAD9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Part A of subtitle VI of title 49, United States Code, is amended by adding at the end the following new chapter:</text>

					<chapter id="HF4C93B17EE244819B63A058698EBCCDD"><enum>307</enum><header>National highly automated vehicle clearinghouse</header>
						<section id="H34608BEA83AE4A44B8DF4A9E5C01DD70"><enum>30701.</enum><header>National highly automated vehicle clearinghouse</header>
 <subsection id="H35CFC28540804A2799DC1E970FD6BC9C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Transportation shall make a grant to an institution of higher education engaged in research on the secondary influences of highly automated vehicles to—</text>
 <paragraph id="H8FA1AE3AF43F438EAD4B550A89E119EC"><enum>(1)</enum><text>operate a national highly automated vehicle clearinghouse;</text> </paragraph><paragraph id="HCC45D046935645208AA990A5ABB829C5"><enum>(2)</enum><text>collect, conduct, and fund research on the secondary influences of highly automated vehicles; and</text>
 </paragraph><paragraph id="H850849CF5D804651BEBB5796BFEE36CD"><enum>(3)</enum><text display-inline="yes-display-inline">make such research available on a public website.</text> </paragraph></subsection><subsection id="H3684862C83394289AD2EEA2A2BD37A77"><enum>(b)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated out of the Highway Trust Fund $2,000,000 for each fiscal year, beginning with fiscal year 2019, to carry out this Act.</text>
 </subsection><subsection id="HD6F32B16B09B4B3DBFDF64269A81C4D3"><enum>(c)</enum><header>Applicability of title 23</header><text display-inline="yes-display-inline">Funds authorized by subsection (b) shall be available for obligation in the same manner as if such funds were apportioned under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/1">chapter 1</external-xref> of title 23 except that the funds shall remain available until expended.</text>
 </subsection><subsection id="H7650AF2F903E41B8A3C30A30A0B2AB9F"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="HD766DA13855C473E876D1CC86B3D26C4"><enum>(1)</enum><header>Highly automated vehicle</header><text display-inline="yes-display-inline">The term <term>highly automated vehicle</term> means a motor vehicle that is capable of performing the entire task of driving (including steering, accelerating and decelerating, and reacting to external stimulus) without human intervention.</text>
 </paragraph><paragraph id="HF44647AD1DD349E9B741430AD8336CA1"><enum>(2)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text>
 </paragraph><paragraph id="HDF4CB9490A0A432F92471B99AEB0351E"><enum>(3)</enum><header>Secondary influence</header><text display-inline="yes-display-inline">The term <term>secondary influence</term> means the influence on land use, urban design, transportation, real estate, municipal budgets, social equity, and the environment.</text></paragraph></subsection></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection commented="no" id="H9E4D9960D743466DA3E435BEE703E59D"><enum>(b)</enum><header>Deadline for clearinghouse</header><text display-inline="yes-display-inline">The Secretary of Transportation shall ensure that the institution of higher education who receives the grant described in section 30701(a)(1) of title 49, United States Code, as added by subsection (a), shall establish the national highly automated vehicle clearinghouse described in such section not later than 180 days after the date of the enactment of this Act.</text>
 </subsection><subsection id="H880839D992C140A88C9C608CDC49F6C4"><enum>(c)</enum><header>Technical and Conforming Amendment</header><text display-inline="yes-display-inline">The table of sections for part A of subtitle VI, of title 49, United States Code, is amended by inserting after the item relating to chapter 305 the following new item:</text>
