<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d118836e62" identifier="/us/bill/116/hr/221/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">Special Envoy to Monitor and Combat Anti-Semitism Act</shortTitle>”.</content></section>
<section id="d118836e72" identifier="/us/bill/116/hr/221/s2" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>FINDING.</heading><content style="-uslm-lc:I650120">  Congress finds that, since the Global Anti-Semitism Review Act of 2004 (<ref href="/us/pl/108/332">Public Law 108–332</ref>) was enacted, in many foreign countries acts of anti-Semitism have been frequent and wide in scope, the perpetrators and variety of threats to Jewish communities and their institutions have proliferated, and in some countries anti-Semitic attacks have increased in frequency, scope, violence, and deadliness.</content></section>
<section id="d118836e82" identifier="/us/bill/116/hr/221/s3" role="instruction" style="-uslm-lc:I650141"><num value="3">SEC. 3. </num><heading>MONITORING AND COMBATING ANTI-SEMITISM.</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  Section 59(a) of the State Department Basic Authorities Act of 1956 (<ref href="/us/usc/t22/s2731/a">22 U.S.C. 2731(a)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d118836e94" identifier="/us/bill/116/hr/221/s3/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>in paragraph (2)—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d118836e98" identifier="/us/bill/116/hr/221/s3/1/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>in subparagraph (A)—</chapeau><clause class="indentUp1 firstIndent1 fontsize10" id="d118836e102" identifier="/us/bill/116/hr/221/s3/1/A/i" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">(i) </num><content>by <amendingAction type="insert">inserting</amendingAction> before the period at the end the following: “<quotedText>, who shall be appointed by the President, by and with the advice and consent of the Senate</quotedText>”; and</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d118836e110" identifier="/us/bill/116/hr/221/s3/1/A/ii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">(ii) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following new sentence: “<quotedText>The Special Envoy shall report directly to the Secretary.</quotedText>”; and</content></clause></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d118836e118" identifier="/us/bill/116/hr/221/s3/1/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>in subparagraph (B)—</chapeau><clause class="indentUp1 firstIndent1 fontsize10" id="d118836e122" identifier="/us/bill/116/hr/221/s3/1/B/i" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">(i) </num><content>in the heading, by <amendingAction type="delete">striking</amendingAction> “<quotedText><headingText class="smallCaps">Appointment</headingText></quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText><headingText class="smallCaps">Nomination</headingText></quotedText>”;</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d118836e139" identifier="/us/bill/116/hr/221/s3/1/B/ii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">(ii) </num><content>by <amendingAction type="delete">striking</amendingAction> the first sentence;</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d118836e147" identifier="/us/bill/116/hr/221/s3/1/B/iii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iii">(iii) </num><content>in the second sentence, by <amendingAction type="delete">striking</amendingAction> “<quotedText>If the Secretary determines that such is appropriate, the Secretary may appoint</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>If the President determines that such is appropriate, the President may nominate</quotedText>”; and</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d118836e158" identifier="/us/bill/116/hr/221/s3/1/B/iv" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iv">(iv) </num><content>in the third sentence, by <amendingAction type="delete">striking</amendingAction> “<quotedText>The Secretary may allow such officer or employee to retain the position (and the responsibilities associated with such position) held by such officer or employee prior to the appointment</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>Such officer or employee may not retain the position (or the responsibilities associated with such position) held by such officer or employee prior to the nomination</quotedText>”; and</content></clause></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d118836e169" identifier="/us/bill/116/hr/221/s3/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following new paragraphs:<quotedContent><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">“(3) </num><heading><inline class="smallCaps">Duties</inline>.—</heading><content>The Special Envoy shall serve as the primary advisor to, and coordinate efforts across, the United States Government relating to monitoring and combating anti-Semitism and anti-Semitic incitement that occur in foreign countries.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">“(4) </num><heading><inline class="smallCaps">Rank and status of ambassador</inline>.—</heading><content>The Special Envoy shall have the rank of ambassador.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">“(5) </num><heading><inline class="smallCaps">Qualifications</inline>.—</heading><content>The Special Envoy should be a person of recognized distinction in the field of combating anti-Semitism.”</content></paragraph></quotedContent>.</content></paragraph></section>
