<section id="HF6232A61056A4DFDA4FFA91992F2360D" section-type="section-one"><enum>1.</enum><header>Sentencing juvenile offenders</header> 
<subsection id="HF07FF94415304BF2AF74DC613FD6F529"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3553 of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/227">chapter 227</external-xref> of title 18, United States Code, is amended—</text> <paragraph id="HAE14848DD6CD426F8F7F474ECDA815A2"><enum>(1)</enum><text>in subsection (a)—</text> 
<subparagraph id="H61C2168BB98E48F4A8CBFA3F0BB239E5"><enum>(A)</enum><text>in paragraph (6), by striking <quote>and</quote> at the end;</text></subparagraph> <subparagraph id="H2171A15D88DA45C89C06F92C1AC25C6A"><enum>(B)</enum><text>in paragraph (7), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph> 
<subparagraph id="HC25AA5EB595E41E09BECA1604BFA5771"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="H4788403C0A8E4A55B810CB259D1A96DF" display-inline="no-display-inline"> <paragraph id="HB83AC9486E4F48C98A0E1AEB4E5BB963"><enum>(8)</enum><text display-inline="yes-display-inline">in the case of a juvenile (as such term is defined in section 5031), the diminished culpability of juveniles compared to that of adults.</text> </paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="HAE296323B3FB4A5492A4610B1171B17F"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block style="USC" id="H7136766CFF5744CF8C00E5EB7B798E61" display-inline="no-display-inline"> <subsection id="HA5F468B1381645B2AB2734A140676125"><enum>(h)</enum><header>Limitation on statutory minimum for juvenile offenders</header><text display-inline="yes-display-inline">In the case of a juvenile (as such term is defined in section 5031), the court shall have the authority to impose a sentence that is 35 percent below a level established by statute as a minimum sentence so as to reflect the juvenile’s age and prospect for rehabilitation. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H56C0DC9B09A44AC594AEAAD1BD750058"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">The amendments made by this section shall apply only to a conviction entered on or after the date of the enactment of this Act.</text> </subsection></section> <section id="HE2088AEB029B4AFB8002B02786DF602B"><enum>2.</enum><header>Directive to the Sentencing Commission</header><text display-inline="no-display-inline">Pursuant to its authority under section 994(p) of title 28, United States Code, and in accordance with this section, the United States Sentencing Commission shall review and amend, if appropriate, its guidelines and its policy statements with respect to juveniles to ensure that the guidelines and policy statements are consistent with the amendments made by section 2.</text></section>
