		<official-title display="yes">To direct the Secretary of State to submit to Congress a report on the designation of the
			 Reynosa/Los Metros faction of the Gulf Cartel, the Jalisco New Generation
			 Cartel, and the Cartel Del Noreste faction of Los Zetas as foreign
			 terrorist organizations, and for other purposes.</official-title>

 <section id="H553453E7FBBA408A8AD50C2DDEFF2DAC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Drug Cartel Terrorist Designation Act</short-title></quote>.</text> </section><section id="HFB1EB203F45E4DFFA4D89FBFE9DCAE59"><enum>2.</enum><header>Report on designation of certain drug cartels as foreign terrorist organizations</header> <subsection id="H463F0E200C364959891BA54ED05C0E06"><enum>(a)</enum><header>Sense of Congress</header><text display-inline="yes-display-inline">It is the sense of Congress that—</text>
 <paragraph id="H30285BF456EF430FA11B77FFE24FAFF4"><enum>(1)</enum><text>each of the drug cartels set forth in section 2(a)(2) meet the criteria for designation as a foreign terrorist organization as set forth in section 219 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>); and</text>
 </paragraph><paragraph id="H62E4B1E5BA274F8C823C35D2FC65F04C"><enum>(2)</enum><text>the Secretary of State should designate each of the following Mexican drug cartels as a foreign terrorist organization under such section 219:</text>
 <subparagraph id="H62819AAF0A15455195732BE65E6B0CE7"><enum>(A)</enum><text>The Reynosa/Los Metros faction of the Gulf Cartel.</text> </subparagraph><subparagraph id="HE5E29CA8FCB34FC190039FD8327464D4"><enum>(B)</enum><text>The Jalisco New Generation Cartel.</text>
 </subparagraph><subparagraph id="H99E97758A87C461BA3939FD80794C2F4"><enum>(C)</enum><text>The Cartel Del Noreste faction of Los Zetas.</text> </subparagraph></paragraph></subsection><subsection id="H0CB96F4ECD434174915503A3D97490C2"><enum>(b)</enum><header>Report</header> <paragraph id="HA4C15F2380AB4BD98D0597C06B0AF17C"><enum>(1)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of State, in consultation with the Director of National Intelligence, shall submit to the appropriate committees of Congress—</text>
 <subparagraph id="H90E29D66B3F84B32B1846641BA9BEE2E"><enum>(A)</enum><text>a detailed report on whether each of the drug cartels listed in section (2)(a)(2) meet the criteria for designation as a foreign terrorist organization as set forth in section 219 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>); and</text>
 </subparagraph><subparagraph id="H6AE05114F1814BB1A3ACE5FF52B8C371"><enum>(B)</enum><text>if the Secretary determines that any of the drug cartels do not meet the criteria set forth under such section 219, a detailed justification as to which criteria have not been met.</text>
 </subparagraph></paragraph><paragraph id="HD729398F53084E8A90CDFB07174271D6"><enum>(2)</enum><header>Form</header><text>The report required by paragraph (1) shall—</text> <subparagraph id="H8ACB6A2C6A5144BE9805EB69D29E4E94"><enum>(A)</enum><text>be submitted in unclassified form, but may include a classified annex; and</text>
 </subparagraph><subparagraph id="H28A71C7F53CE4BC297BAC87C54ADBFA7"><enum>(B)</enum><text>be made available only in electronic form and shall not be printed, except if a printed copy is requested by an office of the legislative branch.</text>
 </subparagraph></paragraph><paragraph id="HA4DF0502EB89497DB12EDC9C4662D8E8"><enum>(3)</enum><header>Appropriate committees of Congress defined</header><text>In this subsection, the term <term>appropriate committees of Congress</term> means—</text> <subparagraph id="H539AF925F3814B3687955ADBBFFB4D17"><enum>(A)</enum><text>the Committee on Armed Services, the Committee on Financial Services, the Committee on Foreign Affairs, the Committee on the Judiciary, the Committee on Homeland Security, and the Permanent Select Committee on Intelligence of the House of Representatives; and</text>
 </subparagraph><subparagraph id="HC9DD57928A7E4E00B0B1D2A8D95AEF81"><enum>(B)</enum><text>the Committee on Armed Services, the Committee on Banking, Housing, and Urban Affairs, the Committee on Foreign Relations, the Committee on the Judiciary, the Committee on Homeland Security and Governmental Affairs, and the Select Committee on Intelligence of the Senate.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
