		<section id="HC926FFF62EFF4274BA6AEA4E82A11A26" section-type="section-one"><enum>1.</enum><header>Priority for accommodation in places with certain policies relating to severe forms of human
			 trafficking</header>
 <subsection id="H67EC4019B9F9411F80728B5B711C64FB"><enum>(a)</enum><header>In general</header><text>Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, is amended by adding at the end the following:</text>

					<section id="HDD6B5E7737204A4C933C3957FFA2DEE2"><enum>5712.</enum><header>Priority for accommodation in places with certain policies relating to severe forms of human
			 trafficking</header>
 <subsection id="H3C79DB04E41B43B9BCA5DB821E22A76F"><enum>(a)</enum><header>In general</header><text>For the purpose of making payments under this chapter for lodging expenses each agency shall ensure that, to the extent practicable, commercial-lodging room nights in the United States for employees of that agency are booked in a preferred place of accommodation.</text>
 </subsection><subsection id="HCF3C12031819485DA52468121EB762F3"><enum>(b)</enum><header>Eligibility as a preferred place of accommodation</header><text>To be considered a preferred place of accommodation, a hotel, motel, or other place of public accommodation shall—</text>
 <paragraph id="H829F90B2F20F4DF7875CD288094BDCB3"><enum>(1)</enum><text display-inline="yes-display-inline">enforce a zero-tolerance policy regarding severe forms of trafficking in persons (as defined in section 103(11) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(11)</external-xref>)) developed by the Administer of the General Services Administration under subsection (c)(1), or a similar zero-tolerance policy developed by the place of accommodation, demonstrated by—</text>
 <subparagraph id="HBB4E67748F9F48DF988C578336DA2899"><enum>(A)</enum><text>attesting through the website of the General Services Administration to the use of a zero-tolerance policy;</text>
 </subparagraph><subparagraph id="H65C3CC762C5443C09760D2E8D0A07C2D"><enum>(B)</enum><text>posting such policy in a non-public space within the place of accommodation that is accessible by all employees; or</text>
 </subparagraph><subparagraph id="HACA7B6AF19554F1C8E8B091E0E465308"><enum>(C)</enum><text>including such policy in the employee handbook;</text> </subparagraph></paragraph><paragraph id="H50827A2A0B4B40968A12BC256948A857"><enum>(2)</enum><text>have procedures in place for employees to identify and report any such exploitation to the appropriate law enforcement authorities and to hotel management;</text>
 </paragraph><paragraph id="H60C8C4A1FDF7455C98169FA9BE11BF94"><enum>(3)</enum><text>post the informational materials developed under subsection (c)(3) in an appropriate non-public space within the place of accommodation that is accessible by all employees;</text>
 </paragraph><paragraph id="HB33B94AE470241758627D98EE285E596"><enum>(4)</enum><text>require each employee who is physically located at the place of accommodation and who is likely to interact with guests including security, front desk, housekeeping, room service and bell staff to complete the training developed under subsection (c)(2), or a training developed pursuant to subsection (d), that shall—</text>
 <subparagraph id="H00C2D7D3DDD4494EA40A1215F0A36D40"><enum>(A)</enum><text>take place not later than 180 days after the starting date of the employee, or in the case of an employee starting employment before the effective date of this section, not later than 180 days after the date of enactment of this section; and</text>
 </subparagraph><subparagraph id="H4F6A6DAF754F4DBD9766BC0B4F0886D0"><enum>(B)</enum><text>include training on the identification of possible cases of sexual exploitation of children and procedures to report suspected abuse to the appropriate authorities;</text>
 </subparagraph></paragraph><paragraph id="H98EAD08F4B844BDBAF6036F1ACA2CE83"><enum>(5)</enum><text>include a notice to all independent contractors in any agreement negotiated or renewed on or after the date of enactment of this section that states the following: <quote>Federal law prohibits the trafficking of humans under the Trafficking Victims Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7101">22 U.S.C. 7101</external-xref> et seq.).</quote>;</text>
 </paragraph><paragraph id="H87ED3F4202654167B835B0D42F086447"><enum>(6)</enum><text>ensure that the place of accommodation does not retaliate against employees for reporting suspected cases of such exploitation if reported according to protocol identified in the employee training; and</text>
 </paragraph><paragraph id="H46CCD2A0EC354035BFD7AB03F94D03A1"><enum>(7)</enum><text>keep records, to the extent permissible by law and on an individual hotel property basis, of each suspected case of such exploitation that is reported to accommodation management or law enforcement, including the date, approximate time, and the name of the accommodation manager or law enforcement agency to which the report was made.</text>
 </paragraph></subsection><subsection id="H7C30D66C7A8A4B52A3869D1FB2249FA9"><enum>(c)</enum><header>GSA requirements</header><text>The Administrator of General Services shall—</text> <paragraph id="HA2436870FADD4975B893B57783F2BCE9"><enum>(1)</enum><text display-inline="yes-display-inline">develop, and make available on the Internet website of the General Services Administration, a zero-tolerance policy for places of accommodation regarding severe forms of trafficking in persons (as defined in section 103(11) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(11)</external-xref>)), including informational materials regarding such policy to be posted in places of accommodation in non-public spaces;</text>
 </paragraph><paragraph id="H0A3D851F30D54E33B65A99D43DCE4AE4"><enum>(2)</enum><text display-inline="yes-display-inline">make available on its Internet website a list of Federal Government and privately produced training programs that address the identification of severe forms of human trafficking and reporting to law enforcement authorities;</text>
 </paragraph><paragraph id="HC352410CEED0454A8E2BB5E356D50327"><enum>(3)</enum><text display-inline="yes-display-inline">in coordination with the Secretary of Homeland Security’s Blue Campaign, develop training materials on preventing severe forms of human trafficking and informational materials to be posted in non-public spaces in places of accommodation on spotting the signs of severe forms of human trafficking and reporting possible incidences of such exploitation; and</text>
 </paragraph><paragraph id="HE53A46C1DF3849FEBEB0944C1D802271"><enum>(4)</enum><text>maintain a list of each preferred place of accommodation that meets the requirements of subsection (b), beginning by examining places of accommodation that are—</text>
 <subparagraph id="H6201C472436E4EC1BE5ACB301E1CD2F1"><enum>(A)</enum><text>enrolled in government travel programs such as FedRooms;</text> </subparagraph><subparagraph id="H67F51943DB2A40D9B6EF8DF23412555B"><enum>(B)</enum><text>included on the FEMA Fire Safe List; or</text>
 </subparagraph><subparagraph id="H9D26205C8626468C9FB3EAEE154F8260"><enum>(C)</enum><text>otherwise known to have received government travel business in the 2 years prior to enactment of this section.</text>
 </subparagraph></paragraph></subsection><subsection id="HEC338E3E201B4418A71CE25351FCFB63"><enum>(d)</enum><header>Training programs</header><text>A place of accommodation or lodging company may use a training program developed or acquired by such place of accommodation or company to satisfy the requirements of subsection (b)(4) if such training program—</text>
 <paragraph id="H74619E10E69A418AB4729DE67BF3D8FE"><enum>(1)</enum><text display-inline="yes-display-inline">focuses on identifying and reporting suspected cases of severe forms of human trafficking; and</text> </paragraph><paragraph id="HD609FC013D004A65B9F5A4CF0F9CECAA"><enum>(2)</enum><text>was developed in consultation with a globally or nationally recognized organization with expertise in anti-trafficking initiatives.</text>
							</paragraph></subsection><subsection id="HB898B5CB84A74C37A3E712584912B25D"><enum>(e)</enum><header>Previously trained employees</header>
 <paragraph id="HD5E101AD53754B998A9CB48E217B9FF9"><enum>(1)</enum><header>Training prior to effective date</header><text display-inline="yes-display-inline">Any employee of a place of accommodation who has been trained to identify and report potential cases of severe forms of human trafficking prior to the effective date of this section shall be considered to have met the training requirement in subsection (b)(4) with respect to any employment at that place of accommodation or at any another place of accommodation managed by the same entity.</text>
 </paragraph><paragraph id="HFDC1F58D694842848AAB49651C48D666"><enum>(2)</enum><header>Training prior to a transfer of employment</header><text display-inline="yes-display-inline">Any employee of a place of accommodation who has met the training requirements under subsection (b)(4) shall be considered to have met such requirements with respect to any employment at a place of accommodation managed by the same entity.</text>
 </paragraph></subsection><subsection id="HF31A8DA6E72A41A9B8921FE849960F2A"><enum>(f)</enum><header>Property-by-Property Implementation</header><text>Compliance with the requirements of this section shall be assessed and enforced separately for each individual place of accommodation. Lack of compliance by one place of accommodation shall not impact the eligibility of affiliated places of accommodation to receive funds from Federal employee travel. Lack of compliance by a franchisee shall not impact the eligibility of the respective franchisor for other places of accommodation affiliated with that franchisor.</text>
 </subsection><subsection id="HD1A78AEF5AFF49098FCAEEE2FE5C272F"><enum>(g)</enum><header>Statutory construction</header><text display-inline="yes-display-inline">No provision in this Act that applies to an employee of a place of accommodation shall be construed to apply to an individual who is an independent contractor or otherwise not directly employed by a place of accommodation, unless the contract is for housekeeping services.</text>
 </subsection><subsection id="H82C17F1E87B343AFB03C38A752179920"><enum>(h)</enum><header>Regulations required</header><text>The Administrator of General Services shall issue such regulations as are necessary to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H47C9C6FA6479484DA2BFC5B3E173921D"><enum>(b)</enum><header>Effective Date</header><text display-inline="yes-display-inline">Section 5712(a) of title 5, United States Code (as added by subsection (a)), shall take effect on the later of—</text>
 <paragraph id="HFA5029E229C442D18CA761A78921006D"><enum>(1)</enum><text>the date that is 1 year after the date of enactment of this Act; and</text> </paragraph><paragraph id="H1740907C48FD4A03809A50AD2421396C"><enum>(2)</enum><text>60 days after the completion of the requirements under subsections (c) and (d) of such section.</text>
 </paragraph></subsection><subsection commented="no" id="HB0A19621365847689363D39CE8002B37"><enum>(c)</enum><header>Conforming amendment</header><text>The table of sections for subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, is amended by adding at the end the following new item:</text>
