			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To award Congressional Gold Medals to Katherine Johnson and Dr. Christine Darden, to posthumously
			 award Congressional Gold Medals to Dorothy Vaughan and Mary Jackson, and
			 to award a Congressional Gold Medal to honor all of the women who
			 contributed to the success of the National Aeronautics and Space
			 Administration during the Space Race.</official-title></form>

 <section commented="no" display-inline="no-display-inline" id="HA05A4AEE527F408D811A76C8898C7CE4" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Hidden Figures Congressional Gold Medal Act</short-title></quote>.</text> </section><section commented="no" display-inline="no-display-inline" id="HFC58160A8ECA4926970F881FC0BA0662" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
 <paragraph commented="no" display-inline="no-display-inline" id="H29C771D1311549C0A67CC695E8C14A14"><enum>(1)</enum><text display-inline="yes-display-inline">In 1935, the National Advisory Committee for Aeronautics (referred to in this section as <quote>NACA</quote>) hired 5 women to serve as the first <quote>computer pool</quote> at the Langley Memorial Aeronautical Laboratory where those women took on work making calculations that male engineers had made previously.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3176A35EADE8441AA05429F9B8D7AB1C"><enum>(2)</enum><text display-inline="yes-display-inline">During the 1940s, NACA began recruiting African-American women to work as computers and initially separated those women from their White counterparts in a group known as the <quote>West Area Computers</quote> where the women were restricted to segregated dining and bathroom facilities.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFB5BDBCF41AC459DBD749571BF477696"><enum>(3)</enum><text display-inline="yes-display-inline">Katherine Johnson was born on August 26, 1918, in White Sulphur Springs, West Virginia.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD2E074C142054E5EA7CC8EB0E22A443A"><enum>(4)</enum><text display-inline="yes-display-inline">In 1953, Katherine Johnson began her career in aeronautics as a computer in the segregated West Area Computing unit described in paragraph (2).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1BB4940F07484DABA845D0B00978C1BE"><enum>(5)</enum><text display-inline="yes-display-inline">As a member of the Flight Research Division, Katherine Johnson analyzed data from flight tests. After NACA was reformulated into the National Aeronautics and Space Administration (referred to in this section as <quote>NASA</quote>), Katherine Johnson—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="HDE42A2FAA15C40FC9AEAAE0B3363D0F7"><enum>(A)</enum><text display-inline="yes-display-inline">calculated the trajectory for Alan Shepard’s Freedom 7 mission in 1961, which was the first human spaceflight by an individual from the United States;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8BA21EA17BEB4698828E5B570923F06D"><enum>(B)</enum><text display-inline="yes-display-inline">coauthored a report that provided the equations for describing orbital spaceflight with a specified landing point, which made her the first woman to be recognized as an author of a report from the Flight Research Division;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6CF7A5A8515F464FAEB62D93D95FD980"><enum>(C)</enum><text display-inline="yes-display-inline">was asked to verify the calculations when electronic computers at NASA were used to calculate the orbit for John Glenn’s Friendship 7 mission; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HFF469B462F684C719326A61837C66DAB"><enum>(D)</enum><text display-inline="yes-display-inline">provided calculations for NASA throughout her career, including for the Apollo missions.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H856AE3DAE40C45F5A2BFB8DB4B6259EE"><enum>(6)</enum><text display-inline="yes-display-inline">Katherine Johnson retired from NASA in 1986.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB5F682D6C5994763884541252BCDAD9A"><enum>(7)</enum><text display-inline="yes-display-inline">Dr. Christine Darden was born on September 10, 1942, in Monroe, North Carolina.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9D249601531F4BACB9BF2100378ED950"><enum>(8)</enum><text display-inline="yes-display-inline">In 1962, Dr. Christine Darden graduated from Hampton Institute with a B.S. in Mathematics and a teaching credential.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H00DBE380AB2940B2B21CB684F0D32491"><enum>(9)</enum><text display-inline="yes-display-inline">Dr. Christine Darden attended Virginia State University where she studied aerosol physics and earned an M.S. in Applied Mathematics.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7334C472FF024E21BCF6F379D9956A64"><enum>(10)</enum><text display-inline="yes-display-inline">Dr. Christine Darden began her career in aeronautics in 1967 as a data analyst at NASA’s Langley Research Center (referred to in this section as <quote>Langley</quote>) before being promoted to aerospace engineer in 1973. Her work in this position resulted in the production of low-boom sonic effects, which revolutionized aerodynamics design.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8EBC1169E3BB4BB6ABBE4D8C5ACFD73E"><enum>(11)</enum><text display-inline="yes-display-inline">Dr. Christine Darden completed her education by earning a Ph.D. in Mechanical Engineering from George Washington University in 1983.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H625A37F6BD38402F81AD4894F9B84B41"><enum>(12)</enum><text display-inline="yes-display-inline">While working at NASA, Dr. Christine Darden—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H8B61019B68F045EC929CA68ED4E69467"><enum>(A)</enum><text display-inline="yes-display-inline">was appointed to be the leader of the Sonic Boom Team, which worked on designs to minimize the effects of sonic booms by testing wing and nose designs for supersonic aircraft;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8AB6A8894713468E8110EAD277F02313"><enum>(B)</enum><text display-inline="yes-display-inline">wrote more than 50 articles on aeronautics design; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H360CDE4245C04331A67D867B52DE7E77"><enum>(C)</enum><text display-inline="yes-display-inline">became the first African American to be promoted to a position in the Senior Executive Service at Langley.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H16ABC842BEBD41E0BEEED973688E790E"><enum>(13)</enum><text display-inline="yes-display-inline">Dorothy Vaughan was born on September 20, 1910, in Kansas City, Missouri.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2C0118521B9645F695B3E1EC715EE00A"><enum>(14)</enum><text display-inline="yes-display-inline">Dorothy Vaughan began working for NACA in 1943. Dorothy Vaughan—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="HD68426C6A73C40659CD61AE61AC14804"><enum>(A)</enum><text display-inline="yes-display-inline">started at NACA as a member of the West Area Computing unit;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE26D7804D3274A958C8303CD0911383F"><enum>(B)</enum><text display-inline="yes-display-inline">was promoted to be the head of the West Area Computing unit, becoming NACA’s first African-American supervisor, a position that she held for 9 years; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBB500D5217D44B75B39D97AB772478DA"><enum>(C)</enum><text display-inline="yes-display-inline">became an expert programmer in FORTRAN as a member of NASA’s Analysis and Computation Division.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H43F8C236F6C8410FA50712E3C90585AF"><enum>(15)</enum><text display-inline="yes-display-inline">Dorothy Vaughan retired from NASA in 1971 and died on November 10, 2008.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HCA06B4686B504174BD48A0301ED72AB2"><enum>(16)</enum><text display-inline="yes-display-inline">Mary Jackson was born on April 9, 1921, in Hampton, Virginia.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H429BC2CFC02744D3ACFE19EC65DA6069"><enum>(17)</enum><text display-inline="yes-display-inline">Mary Jackson started her career at NACA in 1951, working as a computer as a member of the West Area Computing unit.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF098C7E2D4D74C28A33286D698CAADAA"><enum>(18)</enum><text display-inline="yes-display-inline">After petitioning the City of Hampton to allow her to take graduate-level courses in math and physics at night at the all-White Hampton High School, Mary Jackson was able to complete the required training to become an engineer, making her NASA’s first female African-American engineer.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H04C9E0D9C5EA45DBAABCAB3BBA8CD831"><enum>(19)</enum><text display-inline="yes-display-inline">Mary Jackson—</text> <subparagraph commented="no" display-inline="no-display-inline" id="HECB184738C2A45848FC0D8DF8CBB77FE"><enum>(A)</enum><text display-inline="yes-display-inline">while at NACA and NASA—</text>
 <clause commented="no" display-inline="no-display-inline" id="HEFA2A5A67D76484FB63788D7492485E8"><enum>(i)</enum><text display-inline="yes-display-inline">worked in the Theoretical Aerodynamics Branch of the Subsonic-Transonic Aerodynamics Division at Langley where she analyzed wind tunnel and aircraft flight data; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="H18C6AE516C6B494492D7504E2E749BCE"><enum>(ii)</enum><text display-inline="yes-display-inline">published a dozen technical papers that focused on the boundary layer of air around airplanes; and</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA243B8615EC34A2CB3DF2396CD4A6FCF"><enum>(B)</enum><text display-inline="yes-display-inline">after 21 years working as an engineer at NASA, transitioned to a new job as Langley’s Federal Women’s Program Manager where she worked to improve the prospects of NASA’s female mathematicians, engineers, and scientists.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H863107BC0F9C48FF89186CEF9E484360"><enum>(20)</enum><text display-inline="yes-display-inline">Mary Jackson retired from NASA in 1985 and died in 2005.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8F15B255424B4EC784A23261CDA71BB1"><enum>(21)</enum><text display-inline="yes-display-inline">These 4 women, along with the other African-American women in NASA’s West Area Computing unit, were integral to the success of the early space program. The stories of these 4 women exemplify the experiences of hundreds of women who worked as computers, mathematicians, and engineers at NACA beginning in the 1930s and their handmade calculations played an integral role in—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="H9754533C1E96412ABC782CA265C5C9B2"><enum>(A)</enum><text display-inline="yes-display-inline">aircraft testing during World War II;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC6B907A88B024056B2DE305E74129331"><enum>(B)</enum><text display-inline="yes-display-inline">supersonic flight research;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBCAA2F9E0F534EE7B6D8F52CC94BA2F9"><enum>(C)</enum><text display-inline="yes-display-inline">sending the Voyager probes to explore the solar system; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H37A670C4B155460A83974E0D34DD5743"><enum>(D)</enum><text display-inline="yes-display-inline">the United States landing the first man on the lunar surface.</text>
				</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="HBE857381424345598BBB4F9C69687D86" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Congressional Gold Medals</header>
 <subsection commented="no" display-inline="no-display-inline" id="H7E6F3D99FC9940BB9D5B3244CE5B7EE8"><enum>(a)</enum><header display-inline="yes-display-inline">Presentation authorized</header><text display-inline="yes-display-inline">The Speaker of the House of Representatives and the President pro tempore of the Senate shall make appropriate arrangements for the presentation, on behalf of Congress, of 5 gold medals of appropriate design as follows:</text>
 <paragraph commented="no" display-inline="no-display-inline" id="HEF20B2545B90411E815ADF96E1CE8823"><enum>(1)</enum><text display-inline="yes-display-inline">One gold medal to Katherine Johnson in recognition of her service to the United States as a mathematician.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H73FE7F539FC140C2929C4CA1FC000AF3"><enum>(2)</enum><text display-inline="yes-display-inline">One gold medal to Dr. Christine Darden for her service to the United States as an aeronautical engineer.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H24F9D215E9D5432C8248B162BEBB57E6"><enum>(3)</enum><text display-inline="yes-display-inline">In recognition of their service to the United States during the Space Race—</text> <subparagraph commented="no" display-inline="no-display-inline" id="HF15709D73D3946F2BC07269EC1819B61"><enum>(A)</enum><text display-inline="yes-display-inline">1 gold medal commemorating the life of Dorothy Vaughan; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H67FA792A628D4D7896358F58C9C51D1B"><enum>(B)</enum><text display-inline="yes-display-inline">1 gold medal commemorating the life of Mary Jackson.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H700E19DF1CE9493D829970F08F06B678"><enum>(4)</enum><text display-inline="yes-display-inline">One gold medal in recognition of all women who served as computers, mathematicians, and engineers at the National Advisory Committee for Aeronautics and the National Aeronautics and Space Administration between the 1930s and the 1970s (referred to in this section as <quote>recognized women</quote>).</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HB12447A2380C4F428F8E17760117AB77"><enum>(b)</enum><header display-inline="yes-display-inline">Design and striking</header><text display-inline="yes-display-inline">For the purpose of the awards under subsection (a), the Secretary of the Treasury (referred to in this Act as the <quote>Secretary</quote>) shall strike each gold medal described in that subsection with suitable emblems, devices, and inscriptions, to be determined by the Secretary.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H82F7C442CA1D4CC789F9940FD8A4DFEB"><enum>(c)</enum><header display-inline="yes-display-inline">Transfer of certain medals after presentation</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H715BBF37B0FD40AEAE7D12B0222C57CA"><enum>(1)</enum><header display-inline="yes-display-inline">Smithsonian Institution</header>
 <subparagraph commented="no" display-inline="no-display-inline" id="H8181D3BE5F5748A5B9C350C63CBD29B5"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">After the award of the gold medal commemorating the life of Dorothy Vaughan under subsection (a)(3)(A) and the award of the gold medal in recognition of recognized women under subsection (a)(4), those medals shall be given to the Smithsonian Institution where the medals shall be—</text>
 <clause commented="no" display-inline="no-display-inline" id="HCFE96B9CDE9A4B23A0A66E595C700B04"><enum>(i)</enum><text display-inline="yes-display-inline">available for display, as appropriate; and</text> </clause><clause commented="no" display-inline="no-display-inline" id="H85B3EB36F3554288BC0AE793984CF8D9"><enum>(ii)</enum><text display-inline="yes-display-inline">made available for research.</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF1D29488CEF64229B4A227209890622D"><enum>(B)</enum><header display-inline="yes-display-inline">Sense of Congress</header><text display-inline="yes-display-inline">It is the sense of Congress that the Smithsonian Institution should make the gold medals received under subparagraph (A) available for—</text>
 <clause commented="no" display-inline="no-display-inline" id="H7A074BE3C22B411698D70403A3855E92"><enum>(i)</enum><text display-inline="yes-display-inline">display, particularly at the National Museum of African American History and Culture; or</text> </clause><clause commented="no" display-inline="no-display-inline" id="HFB77E970F3104561BB3A91A0E1420B14"><enum>(ii)</enum><text display-inline="yes-display-inline">loan, as appropriate, so that the medals may be displayed elsewhere.</text>
 </clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC615ACD2EFBE4BAAA7BA6A8BAB235591"><enum>(2)</enum><header display-inline="yes-display-inline">Transfer to family</header><text display-inline="yes-display-inline">After the award of the gold medal in honor of Mary Jackson under subsection (a)(3)(B), the medal shall be given to her granddaughter, Wanda Jackson.</text>
 </paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H3061C6B61DD5436582A0D6C52CF55260" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Duplicate medals</header><text display-inline="no-display-inline">Under regulations that the Secretary may promulgate, the Secretary may strike and sell duplicates in bronze of the gold medals struck under this Act, at a price sufficient to cover the cost of the medals, including labor, materials, dies, use of machinery, and overhead expenses.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HC6765B526FA249FFB2D9F159E36C0772" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Status of medals</header>
 <subsection commented="no" display-inline="no-display-inline" id="HA83CEEFBC7964AEA90373E16BDA83F92"><enum>(a)</enum><header display-inline="yes-display-inline">National medals</header><text display-inline="yes-display-inline">The medals struck under this Act are national medals for purposes of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/51">chapter 51</external-xref> of title 31, United States Code.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H35E4728DF56E439099FB61C8219D360E"><enum>(b)</enum><header display-inline="yes-display-inline">Numismatic items</header><text display-inline="yes-display-inline">For purposes of sections 5134 and 5136 of title 31, United States Code, all medals struck under this Act shall be considered to be numismatic items.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="H2998937C4018401CB151E32DEC764D15" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Authority to use fund amounts; proceeds of sale</header>
 <subsection commented="no" display-inline="no-display-inline" id="H6E3941CED4784A91B9786C0C42371F76"><enum>(a)</enum><header display-inline="yes-display-inline">Authority To use fund amounts</header><text display-inline="yes-display-inline">There is authorized to be charged against the United States Mint Public Enterprise Fund such amounts as may be necessary to pay for the costs of the medals struck under this Act.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H5F450EA64238432588F08A2D293D4FCE"><enum>(b)</enum><header display-inline="yes-display-inline">Proceeds of sale</header><text display-inline="yes-display-inline">Amounts received from the sale of duplicate bronze medals authorized under section 4 shall be deposited into the United States Mint Public Enterprise Fund.</text>
