To provide compensation for Federal contractors impacted by a lapse in 
                            appropriations.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Federal Contract Worker Fairness 
Act''.

SEC. 2. COMPENSATION FOR FEDERAL CONTRACTORS.

    Each Federal contract worker impacted by a lapse in appropriations 
in the Federal Government shall receive compensation.
