<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d30907e62" identifier="/us/bill/115/s/772/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">Ashlynne Mike AMBER Alert in Indian Country Act</shortTitle>”.</content></section>
<section id="d30907e72" identifier="/us/bill/115/s/772/s2" role="instruction" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>AMBER ALERT GRANTS FOR INDIAN TRIBES.</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  Section 304 of the PROTECT Act (<ref href="/us/usc/t34/s20504">34 U.S.C. 20504</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e84" identifier="/us/bill/115/s/772/s2/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="amend">amending</amendingAction> subsection (a) to read as follows:<quotedContent><subsection class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">“(a) </num><heading><inline class="smallCaps">Program Required</inline>.—</heading><chapeau>The Attorney General shall carry out a program to provide grants to States and Indian tribes for—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">“(1) </num><content>the development or enhancement of programs and activities for the support of AMBER Alert communications plans; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">“(2) </num><content>the integration of tribal AMBER Alert systems into State AMBER Alert systems.”</content></paragraph></subsection></quotedContent>;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e110" identifier="/us/bill/115/s/772/s2/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>in subsection (b)—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d30907e114" identifier="/us/bill/115/s/772/s2/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>in paragraph (3), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d30907e122" identifier="/us/bill/115/s/772/s2/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> paragraph (4) as paragraph (5); and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d30907e130" identifier="/us/bill/115/s/772/s2/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>by <amendingAction type="insert">inserting</amendingAction> after paragraph (3) the following:<quotedContent><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">“(4) </num><content>the integration of State or regional AMBER Alert communication plans with an Indian tribe; and”</content></paragraph></quotedContent>;</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e144" identifier="/us/bill/115/s/772/s2/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>in subsection (c)—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d30907e148" identifier="/us/bill/115/s/772/s2/3/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>The Federal</quotedText>” and <amendingAction type="insert">inserting</amendingAction> the following:<quotedContent><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">“(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in paragraph (2), the Federal”</content></paragraph></quotedContent>; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d30907e169" identifier="/us/bill/115/s/772/s2/3/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">“(2) </num><heading><inline class="smallCaps">Waiver of federal share</inline>.—</heading><content>If the Attorney General determines that an Indian tribe does not have sufficient funds available to comply with the Federal share requirement under paragraph (1) for the cost of activities funded by a grant for the purpose described in subsection (b)(4), the Attorney General may increase the Federal share of the costs for such activities to the extent the Attorney General determines necessary.”</content></paragraph></quotedContent>;</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e187" identifier="/us/bill/115/s/772/s2/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>in subsection (e), by <amendingAction type="delete">striking</amendingAction> “<quotedText>for grants under</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>and standards to improve accountability and transparency for grants awarded under</quotedText>”;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e198" identifier="/us/bill/115/s/772/s2/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> subsection (f) as subsection (g);</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e206" identifier="/us/bill/115/s/772/s2/6" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><content>by <amendingAction type="insert">inserting</amendingAction> after subsection (e) the following:<quotedContent><subsection class="indentUp0 firstIndent1 fontsize10" role="definitions" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="f">“(f) </num><heading><inline class="smallCaps">Definition of Indian Tribe</inline>.—</heading><content>In this section, the term ‘<term>Indian tribe</term>’ means a federally recognized Indian tribe or a Native village, Regional Corporation, or Village Corporation (as those terms are defined in section 3 of the Alaska Native Claims Settlement Act (<ref href="/us/usc/t43/s1602">43 U.S.C. 1602</ref>)).”</content></subsection></quotedContent>; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e228" identifier="/us/bill/115/s/772/s2/7" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="7">(7) </num><chapeau>in subsection (g)(1), as so redesignated—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d30907e232" identifier="/us/bill/115/s/772/s2/7/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>2004</quotedText>” each place it appears and <amendingAction type="insert">inserting</amendingAction> “<quotedText>2019</quotedText>”; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d30907e243" identifier="/us/bill/115/s/772/s2/7/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>subsection (b)(3)</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>paragraphs (3) and (4) of subsection (b)</quotedText>”.</content></subparagraph></paragraph></section>
<section id="d30907e255" identifier="/us/bill/115/s/772/s3" style="-uslm-lc:I650141"><num value="3">SEC. 3. </num><heading>REPORT TO CONGRESS.</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  Not later than 1 year after the date of enactment of this Act, the Attorney General shall submit a report evaluating the readiness, education, and training needs, technological challenges, and specific obstacles encountered by Indian tribes in the integration of State or regional AMBER Alert communication plans to—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e261" identifier="/us/bill/115/s/772/s3/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>the Committee on Indian Affairs of the Senate;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e265" identifier="/us/bill/115/s/772/s3/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>the Committee on the Judiciary of the Senate;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e269" identifier="/us/bill/115/s/772/s3/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>the Committee on Natural Resources of the House of Representatives; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d30907e273" identifier="/us/bill/115/s/772/s3/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>the Committee on the Judiciary of the House of Representatives.</content></paragraph></section>
