<section commented="no" display-inline="no-display-inline" id="HD070C58E3D3B415C9F50F60B5D8C49A2" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ashlynne Mike AMBER Alert in Indian Country Act</short-title></quote>.</text></section> <section id="H5823CACDF03940CD8A0C85A4A99A7042"><enum>2.</enum><header>AMBER Alert grants for Indian tribes</header><text display-inline="no-display-inline">Section 304 of the PROTECT Act (<external-xref legal-doc="usc" parsable-cite="usc/34/20504">34 U.S.C. 20504</external-xref>) is amended—</text>
<paragraph id="H89BA365650F94F928B64AD2ED6247F2D" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">by amending subsection (a) to read as follows: </text> <quoted-block style="OLC" display-inline="no-display-inline" id="H3765DB5D92D145E0AB122D237EF9A4D9"> <subsection id="HDCC36D7CF5BE462B929A50AE40C99920"><enum>(a)</enum><header>Program required</header><text display-inline="yes-display-inline">The Attorney General shall carry out a program to provide grants to States and Indian tribes for—</text>
<paragraph id="HB31E22D1C87C49288EA41587B242E328"><enum>(1)</enum><text>the development or enhancement of programs and activities for the support of AMBER Alert communications plans; and</text></paragraph> <paragraph id="H88948291C3F545B59D64CFC3C364039B"><enum>(2)</enum><text>the integration of tribal AMBER Alert systems into State AMBER Alert systems. </text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph>
<paragraph id="H3E01B089F6484577AE1AF851D2701037"><enum>(2)</enum><text>in subsection (b)—</text> <subparagraph id="H362CB95EBCE54E468293D7AF82ED75FD"><enum>(A)</enum><text>in paragraph (3), by striking <quote>and</quote> at the end;</text></subparagraph>
<subparagraph id="H004A37FC52EF483EB20877987CC33BB5"><enum>(B)</enum><text>by redesignating paragraph (4) as paragraph (5); and</text></subparagraph> <subparagraph id="HC06977180675453C9CE1D2388322C9CF"><enum>(C)</enum><text>by inserting after paragraph (3) the following:</text>

<paragraph id="HAC97EB0D2F1144ACAF112857B0DB118F"><enum>(4)</enum><text>the integration of State or regional AMBER Alert communication plans with an Indian tribe; and</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="HCFDA990925C64AA9B9DB4C6B26A81793"><enum>(3)</enum><text>in subsection (c)—</text>
<subparagraph id="HC29E2CDDAFBC4505919D35147B9028C1"><enum>(A)</enum><text>by striking <quote>The Federal</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="HB9A7480D970D4674ACD7D83A575DA178" style="OLC"> <paragraph id="H1BB3D5C5AD4B46F187892E68A247B3CF"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), the Federal</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph>
<subparagraph id="H482A142B50144101B033941A616EA036"><enum>(B)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H2870D684318B4FE49BCEDFC1E1C90676" style="OLC"> <paragraph id="HC2C67708DFBA44D4B317209DA8E7B280"><enum>(2)</enum><header>Waiver of Federal share</header><text>If the Attorney General determines that an Indian tribe does not have sufficient funds available to comply with the Federal share requirement under paragraph (1) for the cost of activities funded by a grant for the purpose described in subsection (b)(4), the Attorney General may increase the Federal share of the costs for such activities to the extent the Attorney General determines necessary.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph>
<paragraph id="H03946921CA4C4E6A8EE2E48D93289069"><enum>(4)</enum><text>in subsection (e), by striking <quote>for grants under</quote> and inserting <quote>and standards to improve accountability and transparency for grants awarded under</quote>;</text></paragraph> <paragraph id="H19ABD0143C274BC6955C9B4328D9DADD"><enum>(5)</enum><text>by redesignating subsection (f) as subsection (g);</text></paragraph>
<paragraph id="H17358799BA59424F8CFB58CBA7310E5C"><enum>(6)</enum><text>by inserting after subsection (e) the following:</text> <quoted-block display-inline="no-display-inline" id="H953A62A386B94C0EB98FC6AF462EDA57" style="OLC"> <subsection id="HADE108B18C29449EA679195583C502E4"><enum>(f)</enum><header>Definition of Indian tribe</header><text>In this section, the term <term>Indian tribe</term> means a federally recognized Indian tribe or a Native village, Regional Corporation, or Village Corporation (as those terms are defined in section 3 of the Alaska Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1602">43 U.S.C. 1602</external-xref>)).</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph>
<paragraph id="H94525B4D50E24643A65F8EC564F1D81C"><enum>(7)</enum><text>in subsection (g)(1), as so redesignated—</text> <subparagraph id="H9764383A37384675B340330796681394"><enum>(A)</enum><text>by striking <quote>2004</quote> each place it appears and inserting <quote>2019</quote>; and</text></subparagraph>
<subparagraph id="H3701496A6FC44A1EA178DFF38ABD57ED"><enum>(B)</enum><text>by striking <quote>subsection (b)(3)</quote> and inserting <quote>paragraphs (3) and (4) of subsection (b)</quote>.</text></subparagraph></paragraph></section> <section id="H4088595DD76A409D99AB8FF04B75F561"><enum>3.</enum><header>Report to Congress</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Attorney General shall submit a report evaluating the readiness, education, and training needs, technological challenges, and specific obstacles encountered by Indian tribes in the integration of State or regional AMBER Alert communication plans to—</text>
<paragraph id="H41DD57F9DDBD451F94BEE1DAFB076098"><enum>(1)</enum><text display-inline="yes-display-inline">the Committee on Indian Affairs of the Senate;</text></paragraph> <paragraph id="HCA0E8244D7CA496CB2ABFDDFA785110F"><enum>(2)</enum><text>the Committee on the Judiciary of the Senate;</text></paragraph>
<paragraph id="H70E9FDCD35AA4A5493BC5203032CB45E"><enum>(3)</enum><text>the Committee on Natural Resources of the House of Representatives; and</text></paragraph> <paragraph id="HA63A729DF9284FDDA940C0CDA31C50A0"><enum>(4)</enum><text>the Committee on the Judiciary of the House of Representatives.</text></paragraph></section>
