 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Department of State Authorities Act, Fiscal Year 2017, Improvements Act</short-title></quote>.</text>
		</section><section id="idC2BD436BFAE743DF82D2B4E54A56F26C"><enum>2.</enum><header>Oversight by Committees on Appropriations</header>
 <subsection id="idEE5D9063E4D74BCF9D22BD7A454191A7"><enum>(a)</enum><header>Omnibus Diplomatic Security and Antiterrorism Act of 1986</header><text>Section 104(a) of the Omnibus Diplomatic Security and Antiterrorism Act of 1986, as added by section 101 of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>), is amended by inserting <quote>and the Committees on Appropriations of the Senate and the House of Representatives</quote> after <quote>appropriate congressional committees</quote>.</text>
 </subsection><subsection id="id80742A6631E24EE6AD38A36139AA1976"><enum>(b)</enum><header>Annual report on embassy construction costs</header><text>Section 118(a) of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended by inserting <quote>and the Committees on Appropriations of the Senate and the House of Representatives</quote> after <quote>appropriate congressional committees</quote>.</text>
 </subsection><subsection id="idF2E70C20740640F6A07196C3787FC760"><enum>(c)</enum><header>Oversight of and accountability for peacekeeper abuses</header><text>Section 301(a) of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended by inserting <quote>and the Committees on Appropriations of the Senate and the House of Representatives</quote> after <quote>appropriate congressional committees</quote>.</text>
 </subsection><subsection id="id0F05DA5E56F34039B8EEF179B4116244"><enum>(d)</enum><header>Workforce rightsizing report</header><text>Section 405(c) of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended by inserting <quote>and the Committees on Appropriations of the Senate and the House of Representatives</quote> after <quote>appropriate congressional committees</quote>.</text>
 </subsection><subsection id="id18D11B9FAB4E4226A562C0B7FD83F14A"><enum>(e)</enum><header>Consular immunity</header><text>Subsection (b)(2) of section 4 of the Diplomatic Relations Act (<external-xref legal-doc="usc" parsable-cite="usc/22/254c">22 U.S.C. 254c</external-xref>), as added by section 501 of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>), is amended by striking <quote>of the House of Representatives and the Committee on Foreign Relations</quote> and inserting <quote>and the Committee on Appropriations of the House of Representatives and the Committee on Foreign Relations and the Committee on Appropriations</quote>.</text>
 </subsection><subsection id="id3CD36B2F199740E8A26D7BEA66ED1249"><enum>(f)</enum><header>Western Hemisphere Drug Policy Commission report</header><text>Section 602(c) of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended—</text>
 <paragraph id="idC6C154950E2848FF8F1C7FA043366E9C"><enum>(1)</enum><text>by inserting <quote>and the Committee on Appropriations</quote> after <quote>Committee on Foreign Affairs</quote>; and</text> </paragraph><paragraph id="id8C0399C2FFCA4C00BBF0995CC379CDD4"><enum>(2)</enum><text>by inserting <quote>and the Committee on Appropriations</quote> after <quote>Committee on Foreign Relations</quote>;</text>
 </paragraph></subsection></section><section id="id54836868A7D04557B34FD4F9996D9776"><enum>3.</enum><header>Peacekeeping training</header><text display-inline="no-display-inline">Section 301 of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended—</text>
 <paragraph id="id99EA0B2D78C441DB9DEDDE0B792A1E28"><enum>(1)</enum><text>in subsection (e)—</text> <subparagraph id="idE962D18FBBC64B31A03850B9A6FB689A"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>enhance the discovery</quote> and inserting <quote>investigate allegations</quote>;</text>
 </subparagraph><subparagraph id="id7D50DB89590840F3B254BB5960B325FB"><enum>(B)</enum><text>in paragraph (2), by striking <quote>adequately respond to complaints about such offenses by carrying out swift and effective disciplinary action against the personnel</quote> and inserting <quote>appropriately hold accountable personnel</quote>; and</text>
 </subparagraph><subparagraph id="id05D31FD4C2754806AE85116BC175D8F5"><enum>(C)</enum><text>in paragraph (3), by inserting <quote>, including compensation to victims, as appropriate</quote> after <quote>responses to such offenses</quote>;</text> </subparagraph></paragraph><paragraph id="idD91A086B0ECC462E862634FF83286D64"><enum>(2)</enum><text>in subsection (f)(2), by striking <quote>any individual who commits an act</quote> and inserting <quote>personnel who are found to have committed acts</quote>; and</text>
 </paragraph><paragraph id="id6B5C28B6F1074A15B3DFB30AD5BEE9C8"><enum>(3)</enum><text>in subsection (g)(1), by striking <quote>noteworthy</quote>.</text> </paragraph></section><section id="id4039306C27504B8E9D18ACFA0F454C43"><enum>4.</enum><header>Qualifications of the United Nations Secretary General</header><text display-inline="no-display-inline">Section 310 of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended—</text>
 <paragraph id="idA8AB91D8AEDA473A867F21F05B8F489D"><enum>(1)</enum><text>in subsection (b), by striking <quote>The descriptions referred to in subsection (a) shall include the following elements</quote> and inserting <quote>In addition to the descriptions referred to in subsection (a), each such candidate shall be urged to describe the following</quote>; and</text>
 </paragraph><paragraph id="id8323A3CF73D142BFB92075E5B3BE3847"><enum>(2)</enum><text>in subsection (c), by striking <quote>such l</quote> and inserting <quote>such agenda</quote>.</text> </paragraph></section><section id="id03548698863743C0A048564D5BDF0C61"><enum>5.</enum><header>Policy regarding the United Nations Human Rights Council</header><text display-inline="no-display-inline">Section 311(a)(2) of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended—</text>
 <paragraph id="idFBD2128AB13B403FBC89DC30BDCB297F"><enum>(1)</enum><text>in subparagraph (C), by striking <quote>; or</quote> and inserting a semicolon; and</text> </paragraph><paragraph id="idDEDF8F60228849FDA511378492327491"><enum>(2)</enum><text>by adding at the end the following new subparagraphs:</text>
				<quoted-block act-name="" id="id74A7F799648E4898AC20244ADEA698E0" style="OLC">
 <subparagraph id="idF22F46A3059740A59CA8E32FBEF05BD8"><enum>(E)</enum><text>which has been designated as a Tier 3 country in the annual Department of State Trafficking in Persons Report under the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107</external-xref>); or</text>
 </subparagraph><subparagraph id="id1E3F64D6E3FA4C0391BEE5BB28C873B9"><enum>(F)</enum><text>which is identified as having failed to prevent or address gross violations of human rights in the annual Department of State Human Rights Report under the Foreign Assistance Act of 1961 and the Trade Act of 1974.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="id6AE36A7D5AD047A9A7F0D2AD0B915D30"><enum>6.</enum><header>Comparative report on peacekeeping operations</header><text display-inline="no-display-inline">Section 313 of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended—</text>
 <paragraph id="id8832B896047E4A41A275AC9504DEDAAC"><enum>(1)</enum><text>by inserting <quote>and the Committees on Appropriations of the Senate and the House of Representatives</quote> after <quote>appropriate congressional committees</quote>; and</text> </paragraph><paragraph id="idB00EA7AA34944E1282CCB8FBA3C02195"><enum>(2)</enum><text>by amending paragraph (1) to read as follows:</text>
				<quoted-block act-name="" id="id94450A290BE545B4AA83A0684F926CCA" style="OLC">
 <paragraph id="ide9eba6ed89cd454b8aa89fffde97374f"><enum>(1)</enum><text>a comparison of the costs of current United Nations peacekeeping operations, including the costs incurred by the United States for such operations, and the estimated cost of such operations if implemented unilaterally by the United States; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="idC5556A17CBA44544A0196BD51D419751"><enum>7.</enum><header>Lateral entry into the Foreign Service</header><text display-inline="no-display-inline">Section 404(a) of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended by striking <quote>outstanding</quote>.</text>
 </section><section id="id7543442023D04130B7DA10F5FFB58491"><enum>8.</enum><header>Combating intolerance</header><text display-inline="no-display-inline">The section heading of section 419 of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended by striking <quote><header-in-text level="section" style="OLC">anti-semitism</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">intolerance</header-in-text></quote>.</text>
 </section><section id="idAD3C420ECA9A4914AABCD852CF1AF9F3"><enum>9.</enum><header>Technical correction regarding completion of Western Hemisphere Drug Policy Commission report</header><text display-inline="no-display-inline">Section 603(f)(1) of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended by striking <quote>section 362</quote> and inserting <quote>section 602(c)</quote>.</text>
 </section><section id="id1E0D13759B3F4942991039D2D7E0EDED"><enum>10.</enum><header>Broadcasting Board of Governors</header><text display-inline="no-display-inline">Section 703(b)(2) of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended by striking <quote>any significant restructuring,</quote>.</text>
 </section><section id="idCA66FFEA507E4B46AF3CB79BEE06DDC4"><enum>11.</enum><header>Ransoms to foreign terrorist organizations</header><text display-inline="no-display-inline">Section 709(a) of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>) is amended by inserting <quote>, to the extent practicable,</quote> before <quote>transmit</quote>.</text>
 </section><section id="id574D4136073F4759A014EC0B3187B127"><enum>12.</enum><header>Restoration of Tibet report</header><text display-inline="no-display-inline">Section 613 of the Foreign Relations Authorization Act, Fiscal Year 2003 (<external-xref legal-doc="public-law" parsable-cite="pl/107/228">Public Law 107–228</external-xref>, <external-xref legal-doc="usc" parsable-cite="usc/22/6901">22 U.S.C. 6901</external-xref> note), as amended by section 715(b)(1) of the Department of State Authorities Act, Fiscal Year 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/114/323">Public Law 114–323</external-xref>), is further amended—</text>
 <paragraph id="id2ABD11EFE88A42F8AD264DFA127A515F"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote><header-in-text level="subsection" style="OLC">In general</header-in-text></quote> and inserting the following: “<header-in-text level="subsection" style="OLC">Policy</header-in-text>.—</text> <quoted-block act-name="" id="idE336606C32B64EECA9ECDE24F3DECC49" style="OLC"> <paragraph id="id9ECB53987FFF41B8AC4A20FC0101CA44"><enum>(1)</enum><header>In general</header></paragraph><after-quoted-block>;</after-quoted-block></quoted-block> </paragraph><paragraph id="idA2A880663D78455F81036DF22D458D92"><enum>(2)</enum><text>by redesignating subsection (b) as paragraph (2) and moving such paragraph, as so redesignated, two ems to the right; and</text>
 </paragraph><paragraph id="idC7B05A272FAD4D488310703CF426351C"><enum>(3)</enum><text>by adding at the end the following new subsection:</text> <quoted-block act-name="" id="idD90835EF72174A7487125434CF6FC0F7" style="OLC"> <subsection id="id09043ECC89B14306A9CA7F7B8FE669BF"><enum>(b)</enum><header>Periodic reports</header><text>Not later than 180 days after the date of the enactment of the <short-title>Department of State Authorities Act, Fiscal Year 2017, Improvements Act</short-title>, and annually thereafter until December 31, 2021, the President shall transmit to the appropriate congressional committees a report on—</text>
 <paragraph id="idD117E97685AA4D0A97E431CDBBC09438"><enum>(1)</enum><text>the steps taken by the President and the Secretary in accordance with subsection (a)(1); and</text> </paragraph><paragraph id="ida57c69a145634b09b4aab36a73187c96"><enum>(2)</enum><text>the status of any discussions between the People's Republic of China and the Dalai Lama or his representatives.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body>
