		</section><section changed="deleted" committee-id="SSHR00" id="id59E3F1C1FB2D45C6843C81A6CAC63DC9" reported-display-style="strikethrough"><enum>2.</enum><header>Research relating to preterm labor and delivery and the care, treatment, and outcomes of preterm
 and low birthweight infants</header><text display-inline="no-display-inline">Section 2 of the Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-4f">42 U.S.C. 247b–4f</external-xref>) is amended—</text>
 <paragraph id="id9A5C05ED7E51440EA36E3728C1EC99AC"><enum>(1)</enum><text>in subsection (b)—</text> <subparagraph id="id4AF098D28A8B498AA03D9CB27E62C5FE"><enum>(A)</enum><text>in paragraph (1)(A), by striking <quote>clinical, biological, social, environmental, genetic, and behavioral factors relating</quote> and inserting <quote>biological, social, and other determinants that contribute to health disparities and are related</quote>; and</text>
 </subparagraph><subparagraph id="id7BE504D3625241DAA0E0245F2D0DAB7F"><enum>(B)</enum><text>in paragraph (2), by striking <quote>concerning the progress and any results of studies conducted under paragraph (1)</quote> and inserting <quote>regarding activities and studies conducted under paragraph (1), including any applicable analyses of preterm birth. Such report shall be posted on the Internet website of the Department of Health and Human Services.</quote>;</text>
 </subparagraph></paragraph><paragraph id="idC474335431C04EB9B19A5F830ADA117D"><enum>(2)</enum><text>by striking subsection (c) and inserting the following:</text> <quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="id95DA782AC046436B9799C1DC42480161" reported-display-style="strikethrough" style="OLC"> <subsection id="idF39084113AD94403BF5A3FDA6A44BDE3"><enum>(c)</enum><header>Pregnancy risk assessment monitoring survey</header><text>The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, shall—</text>
 <paragraph id="id07DE03252D4F404BA1D09C7FABD92F40"><enum>(1)</enum><text>continue systems for the collection of maternal-infant clinical and biomedical information, including electronic health records, electronic databases, and biobanks, to link with the Pregnancy Risk Assessment Monitoring System (PRAMS) and other epidemiological studies of prematurity in order to track, to the extent practicable, all pregnancy outcomes and prevent preterm birth; and</text>
 </paragraph><paragraph id="idBB3A5CE381894338867CC1483E3908AA"><enum>(2)</enum><text>provide technical assistance, as appropriate, to support States in improving the collection of information pursuant to this subsection.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id62C02958276F4ED389ADB732C071D85A"><enum>(3)</enum><text>in subsection (e), by striking <quote>except for subsection (c), $1,880,000,000 for each of fiscal years 2014 through 2018</quote> and inserting <quote>$2,000,000 for each of fiscal years 2019 through 2023</quote>.</text> </paragraph></section><section changed="deleted" committee-id="SSHR00" id="id9C8D3AEC0BA44CA1A5EC33429CE7A577" reported-display-style="strikethrough"><enum>3.</enum><header>Public and health care provider education and support services</header><text display-inline="no-display-inline">Section 399Q of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g-5">42 U.S.C. 280g–5</external-xref>) is amended—</text>
 <paragraph id="idDC6B36741D0049189324CDF5A5A86095"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text> <subparagraph id="id6BD7CD4B142B4820BAA857981CF7C3A3"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>conduct demonstration projects for the purpose of improving</quote> and inserting <quote>continue efforts to improve</quote>; and</text>
 </subparagraph><subparagraph id="id26E11FC2ABA44E01A885322F9C75804B"><enum>(B)</enum><text>by striking <quote>for babies born preterm</quote> and inserting <quote>mothers of infants born preterm, and infants born preterm, including through demonstration projects, as appropriate</quote>; and</text>
 </subparagraph></paragraph><paragraph id="id478D2D259515471AA9D754B070140D02"><enum>(2)</enum><text>in subsection (b)—</text> <subparagraph id="id915A57B509824627A10DC67253C53124"><enum>(A)</enum><text>in the matter preceding paragraph (1), by striking <quote>under the demonstration project</quote>;</text>
 </subparagraph><subparagraph id="id22380D557894470E8495BADD9D25866C"><enum>(B)</enum><text>in paragraph (1)—</text> <clause id="idC9181A70BDCF435385408970CC94B728"><enum>(i)</enum><text>in the matter preceding subparagraph (A), by striking <quote>programs to test and evaluate various</quote> and inserting <quote>programs which, in collaboration with States, localities, and community organizations, support</quote>;</text>
 </clause><clause id="id14090CECEEFC4B7EB6F1DE92CE044732"><enum>(ii)</enum><text>by redesignating subparagraphs (B) through (F) as subparagraphs (C) through (G), respectively;</text> </clause><clause id="id08CF7D58E64143CF9233B75C16874BB7"><enum>(iii)</enum><text>by inserting after subparagraph (A), the following:</text>

 </clause><clause id="id9137E5B26F714B78BA4135AC2EC7F90F"><enum>(v)</enum><text>in subparagraph (D), as so redesignated—</text> <subclause id="id893603EB5DC8430093583C5AB4606D3C"><enum>(I)</enum><text>in clause (ii), by inserting <quote>intake</quote> before the semicolon;</text>

 </subclause></clause><clause id="idA753141D39A04A5DAC46E5A60B0FAD4C"><enum>(vi)</enum><text>in subparagraph (E), as so redesignated, by adding <quote>and</quote> after the semicolon;</text> </clause><clause id="id468D3F0C66924C84A6F3A00638BC1B29"><enum>(vii)</enum><text>in subparagraph (F), as so redesignated, by striking <quote>; and</quote> and inserting a period; and</text>

 </subparagraph></paragraph></section><section changed="deleted" committee-id="SSHR00" id="id935E46401DAB4973A223645C70DE8861" reported-display-style="strikethrough"><enum>4.</enum><header>Advisory Committee on Infant Mortality</header><text display-inline="no-display-inline">Section 104(b) of the PREEMIE Reauthorization Act (42 U.S.C. 247b–4f note) is amended—</text> <paragraph id="id75F6874E222240219EB5DD1657F7B704"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text>
 <subparagraph id="id33B81050A7494F8BB525F4354B7DF603"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by striking <quote>and recommendations to the Secretary concerning the following activities</quote> and inserting <quote>, recommendations, or information to the Secretary as may be necessary to improve activities and programs to reduce severe maternal morbidity and infant mortality and preterm birth, which may include recommendations, advice, or information related to the following</quote>;</text>
 </subparagraph><subparagraph id="id28DFD553CB99477A8DC968C168D94CC7"><enum>(B)</enum><text>in subparagraph (A), by striking <quote>and improving the health status of pregnant women and infants</quote> and inserting <quote>, preterm birth, and improving the health status of pregnant women and infants, and information on cost-effectiveness and outcomes of such programs</quote>;</text>
 </subparagraph><subparagraph id="id4F54D5DB868549B2B58A31F99CB4E959"><enum>(C)</enum><text>in subparagraph (C), by striking <quote>Implementation of the</quote> and inserting <quote>The</quote>; and</text> </subparagraph><subparagraph id="id8008ED41CB164C1EB6B0F92A2783D3CE"><enum>(D)</enum><text>by striking subparagraph (D) and inserting the following:</text>

 <subparagraph id="idCF268FB2DC6E4854BC1270DC084BC366"><enum>(D)</enum><text>Implementation of Healthy People objectives related to maternal and infant health.</text> </subparagraph><subparagraph id="id5AA96D4001DA4A96B8493081B71C9DD9"><enum>(E)</enum><text>Strategies to reduce racial, ethnic, geographic, and other health disparities in birth outcomes.</text>
 </subparagraph><subparagraph id="id7747AFC2D9BA4B49826DB4342A78C784"><enum>(F)</enum><text>Strategies, including the implementation of such strategies, to address gaps in Federal research, programs, and education efforts related to the prevention of severe maternal morbidity and infant mortality, and other adverse birth outcomes.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idD2864329E82A4CB28877F085ED001B26"><enum>(2)</enum><text>by striking paragraph (3) and redesignating paragraph (4) as paragraph (3); and</text> </paragraph><paragraph id="idEFFECF3AFC674E3DA7D85C181A48DD7F"><enum>(3)</enum><text>by adding at the end the following:</text>
				<quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="idF1C136DCA751407C83B4BE750B07E9E7" reported-display-style="strikethrough" style="OLC">
 <paragraph id="idBEABCAB498D5456A9394ACC9C5144965"><enum>(4)</enum><header>Biennial report</header><text>Not later than 1 year after the date of enactment of the <short-title>PREEMIE Reauthorization Act of 2018</short-title>, and every 2 years thereafter, the Advisory Committee shall—</text>
 <subparagraph id="idBBD0B337CC5D4F76AC081E91DC6CF6DC"><enum>(A)</enum><text>publish a report summarizing activities and recommendations of the Advisory Committee since the publication of the previous report;</text>
 </subparagraph><subparagraph id="id98AB4D6040D24C9E9B6D9328D6C7CBF6"><enum>(B)</enum><text>submit such report to the Secretary and the appropriate Committees of Congress; and</text> </subparagraph><subparagraph id="idBCF65F6DAE474D12BDCE921C89C0A190"><enum>(C)</enum><text>post such report on the Internet website of the Department of Health and Human Services.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section changed="deleted" committee-id="SSHR00" id="idA204AEAEE442438D87089CC8719A0A11" reported-display-style="strikethrough"><enum>5.</enum><header>Interagency working group</header>
 <subsection id="id7f4301042a6f4f4ab68202abc5f941c8"><enum>(a)</enum><header>In general</header><text>The Secretary of Health and Human Services may establish an interagency working group in order to improve coordination of programs and activities within the Department of Health and Human Services to prevent preterm birth, infant mortality, and related adverse birth outcomes.</text>
 </subsection><subsection id="id7b906f8a55674abd9c1103939df23e04"><enum>(b)</enum><header>Duties</header><text>The working group established under subsection (a) shall—</text> <paragraph id="id4b7a083f690b4341b0a9c0228861166b"><enum>(1)</enum><text>identify gaps, duplication, or overlap in Federal programs and activities related to preterm birth and infant mortality;</text>
 </paragraph><paragraph id="id9b7231de64874d34945f595e7761b2b7"><enum>(2)</enum><text>assess the extent to which the goals and metrics of relevant programs and activities within the Department of Health and Human Services are aligned; and</text>
 </paragraph><paragraph id="ide475a08fd77a47798877a7c90d25944f"><enum>(3)</enum><text>assess the extent to which such programs are coordinated across agencies within such Department; and</text>
 </paragraph><paragraph id="idd4fc10c695fd41b79b6bc7eb44266522"><enum>(4)</enum><text>make specific recommendations, as applicable, to reduce or minimize unnecessary duplication and overlap and improve coordination of goals, programs, and activities across agencies within such Department.</text>
 </paragraph></subsection><subsection id="id7ce46295e66945ab9279bd7a457eee73"><enum>(c)</enum><header>Report</header><text>Not later than 1 year after the date on which the working group is established under subsection (a), the Secretary of Health and Human Services shall submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report summarizing the findings of the working group under subsection (b) and the specific recommendations to improve Federal programs at the Department of Health and Human Services under subsection (b)(4).</text></subsection></section></legis-body>

Such report shall be posted on the Internet website of the Department of Health and Human Services.</quote>;</text>

 </subparagraph><subparagraph id="id16ad2e40-6b0e-4eb3-bef0-51ff1002bc49"><enum>(B)</enum><text>by striking <quote>for babies born preterm</quote> and inserting <quote>mothers of infants born preterm, and infants born preterm, as appropriate</quote>; and</text> </subparagraph></paragraph><paragraph id="id4e3df33e-e251-4609-9cf9-d665dfecea6e"><enum>(2)</enum><text>in subsection (b)—</text>
 <subparagraph id="id8a6b0c36-0cda-4c0e-80bd-8df326cf157d"><enum>(A)</enum><text>in the matter preceding paragraph (1), by striking <quote>under the demonstration project</quote>;</text> </subparagraph><subparagraph id="id9cf7db35-9025-42a7-9387-4063a1125c28"><enum>(B)</enum><text>in paragraph (1)—</text>

 <subparagraph id="id078bff94-f1dc-48b8-aafb-369f9405427c"><enum>(B)</enum><text>evidence-based strategies to prevent preterm birth and associated outcomes;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block> </clause><clause id="ida1e676de-d050-4b35-ae60-7e48db5f05f3"><enum>(iv)</enum><text>in subparagraph (C), as so redesignated, by inserting <quote>, and the risks of non-medically indicated deliveries before full term</quote> before the semicolon;</text>

 <subparagraph id="ided5d0313-e757-4458-9997-0246f19a46fe"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by striking <quote>and recommendations to the Secretary concerning the following activities</quote> and inserting <quote>, recommendations, or information to the Secretary as may be necessary to improve activities and programs to reduce severe maternal morbidity, maternal mortality, infant mortality, and preterm birth, which may include recommendations, advice, or information related to the following</quote>;</text>
 </subparagraph><subparagraph id="idcb778c56-935e-4654-b078-2fd9c39dd9c8"><enum>(B)</enum><text>in subparagraph (A), by striking <quote>and improving the health status of pregnant women and infants</quote> and inserting <quote>, preterm birth, and improving the health status of pregnant women and infants, and information on cost-effectiveness and outcomes of such programs</quote>;</text>

 </subparagraph><subparagraph id="idab5e3754-2323-41e3-a927-75ee7e873e80"><enum>(F)</enum><text>Strategies, including the implementation of such strategies, to address gaps in Federal research, programs, and education efforts related to the prevention of severe maternal morbidity, maternal mortality, infant mortality, and other adverse birth outcomes.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="id644e67a8-561a-43b2-8d94-7cd6e47c3cc2"><enum>(2)</enum><text>by striking paragraph (3) and redesignating paragraph (4) as paragraph (3); and</text> </paragraph><paragraph id="idf1062dfb-8919-4785-a200-e4ad17250c67"><enum>(3)</enum><text>by adding at the end the following:</text>

 <paragraph id="idda693c42-3ae1-46aa-b512-195118259750"><enum>(4)</enum><header>Biennial report</header><text>Not later than 1 year after the date of enactment of the <short-title>PREEMIE Reauthorization Act of 2018</short-title>, and every 2 years thereafter, the Advisory Committee shall—</text>
 <subparagraph id="id9b54a9b0-4d61-4285-8256-29cab408b3a1"><enum>(A)</enum><text>publish a report summarizing activities and recommendations of the Advisory Committee since the publication of the previous report;</text>
 </subparagraph><subparagraph id="ide2d841fb-1d71-4c8d-9b97-e6155fe53ebb"><enum>(B)</enum><text>submit such report to the Secretary and the appropriate Committees of Congress; and</text> </subparagraph><subparagraph id="id4dc9d53d-7ede-4bd9-b3af-d337ee543dbe"><enum>(C)</enum><text>post such report on the Internet website of the Department of Health and Human Services.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section changed="added" committee-id="SSHR00" id="idf8ed597a-3023-473c-adff-74e272c961e2" reported-display-style="italic"><enum>5.</enum><header>Interagency working group</header>
 <subsection id="id562f1a65-93f8-4653-8c3c-0ae893a6e4c2"><enum>(a)</enum><header>In general</header><text>The Secretary of Health and Human Services may establish an interagency working group in order to improve coordination of programs and activities within the Department of Health and Human Services to prevent preterm birth, infant mortality, and related adverse birth outcomes.</text>
 </subsection><subsection id="id1060ab86-72b2-455a-81cd-bd976f70b245"><enum>(b)</enum><header>Duties</header><text>The working group established under subsection (a) shall—</text> <paragraph id="idbde37af3-b05f-4ce6-8a47-0c88c66ae299"><enum>(1)</enum><text>identify gaps, unnecessary duplication, and opportunities for improved coordination in Federal programs and activities related to preterm birth and infant mortality;</text>
 </paragraph><paragraph id="ida0aa0e8d-9923-4b6f-bac2-b59d5e203cf8"><enum>(2)</enum><text>assess the extent to which the goals and metrics of relevant programs and activities within the Department of Health and Human Services are aligned; and</text>
 </paragraph><paragraph id="id6133c0af-2243-47ca-9137-1d7b4f85a22e"><enum>(3)</enum><text>assess the extent to which such programs are coordinated across agencies within such Department; and</text>
 </paragraph><paragraph id="idcedfe56d-9017-4933-8302-e698aa7fd62c"><enum>(4)</enum><text>make specific recommendations, as applicable, to reduce or minimize gaps and unnecessary duplication, and improve coordination of goals, programs, and activities across agencies within such Department.</text>
 </paragraph></subsection><subsection id="id29352809-8d8b-404c-97fd-e999f88ba8d3"><enum>(c)</enum><header>Report</header><text>Not later than 1 year after the date on which the working group is established under subsection (a), the Secretary of Health and Human Services shall submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report summarizing the findings of the working group under subsection (b) and the specific recommendations to improve Federal programs at the Department of Health and Human Services under subsection (b)(4).</text></subsection></section></legis-body><endorsement><action-date>July 9, 2018</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
