			 for other purposes.</official-title>

 <section id="idBA474E7FFD7B42F88044EBA9367D3D57" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Quantum Computing Research Act of 2018</short-title></quote>.</text> </section><section id="idc2a7a4a1e90544bf947098a43b0e70a0"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
 <paragraph id="id9e6ea6c047184449bb234c1a81d7c4aa"><enum>(1)</enum><text>focused and continued investment in the development of viable quantum information science technology is vital to national security;</text>
 </paragraph><paragraph id="id2ca821a12d314afc92bc118a0b99582b"><enum>(2)</enum><text>quantum information science should address two critical development problems, namely quantum communication and quantum computing;</text>
 </paragraph><paragraph id="idb05840ec3cda47b381f4e870e67736cd"><enum>(3)</enum><text>alignment of effort within the United States government, academic, and private sectors are vital to ensuring the best technology is made available for the defense of the United States; and</text>
 </paragraph><paragraph id="id83f2667259c84667804c8d7e10d918af"><enum>(4)</enum><text>to the extent possible to protect national security, work performed under section 3 should be maintained at the lowest possible classification level to promote coordination between consortium partners and growth within the field of quantum information science.</text>
			</paragraph></section><section id="idD8A596D0E514479AB18D769329F09C69" section-type="subsequent-section"><enum>3.</enum><header>Defense Quantum Information Consortium</header>
			<subsection id="idD1059E9DB7B74685812734062CCBB75F"><enum>(a)</enum><header>Consortium</header>
				<paragraph id="id7FE6B3D03B84454780235B754AD5C93E"><enum>(1)</enum><header>Establishment</header>
 <subparagraph id="idAF366389866C4EB39BAAC90748F2C191"><enum>(A)</enum><header>In general</header><text>The Secretary of Defense shall, in coordination with the Director of the Office of Science and Technology Policy, establish a consortium on matters relating to quantum information sciences.</text>
 </subparagraph><subparagraph id="idF0FA3DB1EA764676937F5D23D6C3FE1D"><enum>(B)</enum><header>Designation</header><text>The consortium established under paragraph (1) shall be known as the <quote>Defense Quantum Information Consortium</quote> (in this section the <quote>Consortium</quote>).</text> </subparagraph></paragraph><paragraph id="idE98CD539F58746149FCCBCAEE3E5167B"><enum>(2)</enum><header>Membership</header><text>The Consortium shall consist of—</text>
 <subparagraph id="idD362F42445EC47F4B7BC98EC36D66DCF"><enum>(A)</enum><text>one component composed of members selected by the Chief of Naval Research from among institutions of higher learning and industry partners located in the eastern half of the United States which are recognized for achievement in quantum information science; and</text>
 </subparagraph><subparagraph id="id8C2A95D93A024ED5B60BA301556F5E1D"><enum>(B)</enum><text>one component composed of members selected by the Director of the Army Research Laboratory from among institutions of higher learning and industry partners located in the western half of the United States which are recognized for achievement in quantum information science.</text>
					</subparagraph></paragraph><paragraph id="idABB8DF8EA3E049FA9DF2559598FB054A"><enum>(3)</enum><header>Duties</header>
 <subparagraph id="idFE0A0C2AA7954FF2911197BB8A4CDEC7"><enum>(A)</enum><header>Chief of Naval Research</header><text>The Chief of Naval Research shall—</text> <clause id="id160539EB9C4B4188854264EDDBA53DF9"><enum>(i)</enum><text>coordinate and administer the grants awarded under subsection (b) to members selected under paragraph (2)(A); and</text>
 </clause><clause id="id92A4CCCFE1E743CAA0FBF0703BDE157D"><enum>(ii)</enum><text>coordinate partnerships between such members.</text> </clause></subparagraph><subparagraph id="idC436CEDF3607448C80207BFDAC6819DC"><enum>(B)</enum><header>Director of the Army Research Laboratory</header><text>The Director of the Army Research Laboratory shall—</text>
 <clause id="id03836D75D95B4356A1DE9AB1FC5F0478"><enum>(i)</enum><text>coordinate and administer the grants awarded under subsection (b) to members selected under paragraph (2)(B); and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idB930BD0764774ADBBD9799CB61FB1F0F"><enum>(ii)</enum><text>coordinate partnerships between such members.</text> </clause></subparagraph></paragraph></subsection><subsection id="id91833E8E0454426099008EF2899CF846"><enum>(b)</enum><header>Board</header> <paragraph id="id5A867A83CD894A92857A16D732F7473E"><enum>(1)</enum><header>Establishment</header><text>The Secretary shall, in coordination with the Director, establish a board to support the Consortium.</text>
 </paragraph><paragraph id="id375AB1C5C58E421EA3DB592FD2A185AF"><enum>(2)</enum><header>Membership</header><text>The board established under paragraph (1) shall be composed of members as follows:</text> <subparagraph id="idDD1AF54529EC4D808F30F6452DD600B3"><enum>(A)</enum><text>The Chief of Naval Research and a designee of the Chief.</text>
 </subparagraph><subparagraph id="id6B5B6B6A25724D7EB07E9B59BD32C938"><enum>(B)</enum><text>The Director of the Army Research Laboratory and a designee of the Director.</text> </subparagraph><subparagraph id="id29A226880D464A15978AC6CDF12BEC1C"><enum>(C)</enum><text>The Assistant Director of Quantum Information Science at the Office of Science and Technology Policy.</text>
 </subparagraph><subparagraph id="id2B73BE4FA22A48869F4B9C7ED1ED57E0"><enum>(D)</enum><text>Members of the National Quantum Initiative (NQI).</text> </subparagraph></paragraph><paragraph id="id750DB7E88D664191A6D3D95F3BB9C692"><enum>(3)</enum><header>Duties</header><text>The duties of the board established under paragraph (1) are as follows:</text>
 <subparagraph id="id81853332BB364D4A90C95024004EF048"><enum>(A)</enum><text>To award grants under subsection (c).</text> </subparagraph><subparagraph id="id41327E87B33B45BB86CED67CD5A4D579"><enum>(B)</enum><text>To assist with ongoing research being conducted by members of the Consortium relating to quantum information sciences.</text>
 </subparagraph><subparagraph id="idB398C18F2D2F49FFBE0E696AE7961938"><enum>(C)</enum><text>To facilitate partnerships between members of the Consortium.</text> </subparagraph></paragraph></subsection><subsection id="id19F0DD1E404747D3AC5E948B92661E4F"><enum>(c)</enum><header>Grants</header> <paragraph id="id998B1F08435049DABFAEA58288EA5AEB"><enum>(1)</enum><header>In general</header><text>The board established under subsection (b)(1) shall award grants to members of the Consortium to conduct research on matters relating to quantum information science.</text>
 </paragraph><paragraph id="id48BBF7A9CBD44027BE3FF6CBFC89B3D5"><enum>(2)</enum><header>Application</header><text>A member of the Consortium seeking a grant under this subsection shall submit to the board established under subsection (b)(1) an application therefor at such time, in such manner, and containing such information as the board may prescribe.</text>
				</paragraph><paragraph id="idC5C8D948F8EF46D990789C8C893AAD1E"><enum>(3)</enum><header>Selection</header>
 <subparagraph id="id08A1B3A9B8BB419E963A03799EF8752E"><enum>(A)</enum><header>Establishment of selection committees</header><text>The board established under subsection (b)(1) shall establish a committee to select applicants for the award of grants under this subsection.</text>
 </subparagraph><subparagraph id="id09aa93053b324a51a4e9676d23a05ae4"><enum>(B)</enum><header>Selection process</header><text>In selecting applicants for awards of grants under this subsection, the committee established under subparagraph (A) shall—</text>
 <clause id="idf9716bcb3bdf49b6b196786e53ebed9a"><enum>(i)</enum><text>develop a competitive application and grant making process that furthers the goals of ensuring the competitiveness of the United States in quantum information science; and</text>
 </clause><clause id="id983a0e8fa2fb4fe68cb3268142f5ae45"><enum>(ii)</enum><text>exercise that process to solicit grant applications from Consortium members, select among applications, and grant high quality awards.</text>
 </clause></subparagraph></paragraph><paragraph id="id2B53704F5B4A43D5BE3F2244C8032FB0"><enum>(4)</enum><header>Conflicts of interest</header><text>In any case in which a member of the board established under subsection (b)(1) or the committee established under paragraph (3)(A) of this subsection has a conflict of interest with an applicant or an application for a grant under this subsection, such member shall recuse him or herself from all matters relating to consideration of such applicant or application.</text>
 </paragraph></subsection><subsection id="id9CCAB39EB45E4AADB863D26F66BCFEB1"><enum>(d)</enum><header>Termination</header><text>The requirements and authorities of this section shall terminate at the end of fiscal year 2024.</text> </subsection><subsection commented="no" display-inline="no-display-inline" id="id712FD169CF124A2F9BB5A3929CB3167C"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated such sums as may be necessary to carry out this section.</text>
