			 support recovery networks, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Opioid Peer Support Networks Act of 2018</short-title></quote>.</text>
 </section><section id="id629D57CED25E43EBA8F8B69C5AA8758C"><enum>2.</enum><header>Opioid peer support networks</header><text display-inline="no-display-inline">Part D of title V of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290dd">42 U.S.C. 290dd</external-xref> et seq.) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id936d6f98ab3344fc92e35cbc8eb3dae6" style="OLC">
				<section id="id41d781801e984a789d3882a036798758"><enum>550.</enum><header>Opioid peer support networks</header>
 <subsection id="idc518cfa621c44882a06119164c1cae1a"><enum>(a)</enum><header>Definition</header><text>In this section, the term <term>peer support network</term> means a group of two or more independent nonprofit organizations—</text> <paragraph id="id514e7aee23c3407581176d3ff81b48a5"><enum>(1)</enum><text>that mobilizes resources within and outside of the network to increase the prevalence and quality of long-term recovery from substance use disorders; and</text>
 </paragraph><paragraph id="idef35e69cfc5b4c68a6ad432d296ba23b"><enum>(2)</enum><text>for which at least one organization is wholly or principally governed by <quote>peers</quote> (individuals in recovery for substance use disorders who reflect the community served).</text> </paragraph></subsection><subsection id="ide76db8e02cf84e9aadfc52f930e26ff9"><enum>(b)</enum><header>Grants authorized</header><text>The Secretary shall award grants for up to 3 years to eligible recovery community organizations to enable such organizations to develop, expand, and enhance recovery services.</text>
 </subsection><subsection id="idc7fd9f636f5045c58fb647939f2e921c"><enum>(c)</enum><header>Application</header><text>To be eligible to receive a grant under this section an entity shall—</text> <paragraph id="idB53F7E91078A4A2AB06DB8D9AE7CE246"><enum>(1)</enum><text>be a recovery community organization; and</text>
 </paragraph><paragraph id="idFF9BD5BC22C9475CAC4604E3A46C4880"><enum>(2)</enum><text>submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text>
 </paragraph></subsection><subsection id="id5960fcb81b7543ec8af428ee6903c372"><enum>(d)</enum><header>Use of funds</header><text>Amounts awarded under grants under subsection (b)—</text> <paragraph id="idff23164d0ed24a25af89c9c0c5cf4f62"><enum>(1)</enum><text>shall be used to develop, expand, and enhance non-clinical community and statewide recovery support services; and</text>
 </paragraph><paragraph id="id6cf3354f9b674a4b92a8b2ad1bd10e67"><enum>(2)</enum><text>may be used to—</text> <subparagraph id="ide92d9fe9a74d48e296871a54173cf952"><enum>(A)</enum><text>build connections between peer support networks, between recovery community organizations, and with other recovery support services, including—</text>
 <clause id="ida0aa123dc4974620bf5b8379441437f3"><enum>(i)</enum><text>behavioral health providers;</text> </clause><clause id="id6abf8224dad047dca471979d8dfc3e58"><enum>(ii)</enum><text>primary care providers and physicians;</text>
 </clause><clause id="idb0dfbfe01b3c4e6ba5de498c79883e39"><enum>(iii)</enum><text>educational and vocational schools;</text> </clause><clause id="idb80cbd2ad512462e9ff0356fc6cc6bb8"><enum>(iv)</enum><text>employers;</text>
 </clause><clause id="id42300b41cbfd4741b60b155102559353"><enum>(v)</enum><text>housing services;</text> </clause><clause id="id9308121c33c44b709781a191eff6810b"><enum>(vi)</enum><text>child welfare agencies;</text>
 </clause><clause id="id664e9ccf34ec41588ce2d4d885c441d8"><enum>(vii)</enum><text>the criminal justice system; and</text> </clause><clause id="idc1c0cec5508c434b8e5d746549655a83"><enum>(viii)</enum><text>other recovery support services that facilitate recovery from substance use disorders; and</text>
 </clause></subparagraph><subparagraph id="id8c0fa7a32b764b8986c83b83d0af771f"><enum>(B)</enum><text>conduct outreach on issues relating to substance use disorders and recovery, including—</text> <clause id="id8e3134ee80b34a4b8da8ad860cfc79f4"><enum>(i)</enum><text>identifying the signs of addiction;</text>
 </clause><clause id="idee111c1ee3da4ce59a9eaca67d6873ad"><enum>(ii)</enum><text>identifying the resources available to individuals struggling with addiction and to families with a family member struggling with, or being treated for, addiction, including programs that mentor and provide support services to children;</text>
 </clause><clause id="ida7f98155028642068b0eb51ff0f1b067"><enum>(iii)</enum><text>identifying the resources available to help support individuals in recovery;</text> </clause><clause id="id624d23dc93094537a46fa34912f3dfc1"><enum>(iv)</enum><text>identifying related medical outcomes of substance use disorders, the potential of acquiring an infectious disease from intravenous drug use, and neonatal abstinence syndrome among infants exposed to opioids during pregnancy;</text>
 </clause><clause id="id5EBB4DE17DD648368C91DD1A5A113810"><enum>(v)</enum><text>identifying resources available to reduce the stigma associated with substance use disorders; and</text> </clause><clause id="id0997CE1D055141A1AA4C76A7212C400F"><enum>(vi)</enum><text>educating and reinforcing the best practices in the delivery of recovery support services.</text>
 </clause></subparagraph></paragraph></subsection><subsection id="id2faaa7e38a104ad88e2153cd696a8698"><enum>(e)</enum><header>Geographic distribution</header><text>In awarding grants under this section, the Secretary shall ensure that not less than 50 percent of funds are awarded to eligible entities that are not located in metropolitan statistical areas (as defined by the Office of Management and Budget). The Secretary shall take into account the unique needs of rural communities, including communities with a per capita overdose mortality rate that is above the national average and communities with a shortage of prevention and treatment services.</text>
					</subsection><subsection id="idc79de514f0e64150968b26e371ec152a"><enum>(f)</enum><header>Technical Assistance Center</header>
 <paragraph id="idf60bfe5735ec41d38b603d23a740870e"><enum>(1)</enum><header>Establishment</header><text>The Secretary, jointly with the Assistant Secretary for Mental Health and Substance Abuse, through a grant shall establish a National Peer Run Training and Technical Assistance Center for Addiction Recovery Support (referred to in this subsection as the <quote>Center</quote>).</text>
 </paragraph><paragraph id="id9D7207E21471404A89D362F2CA648E0A"><enum>(2)</enum><header>Functions</header><text>The Center established under paragraph (1) shall provide support to the peer support networks established under this section including—</text>
 <subparagraph id="id2D9F543A70214064995D890834CFDD5D"><enum>(A)</enum><text>training;</text> </subparagraph><subparagraph id="idCB650B79A9154921963364502BF6A05D"><enum>(B)</enum><text>technical assistance;</text>
 </subparagraph><subparagraph id="id30D9F9D2C8F24080B00BFF3EB5A64206"><enum>(C)</enum><text>evaluations;</text> </subparagraph><subparagraph id="id7734B169C0864A5993369170118D4951"><enum>(D)</enum><text>research;</text>
 </subparagraph><subparagraph id="id59BA388AFCD8476FB2970BE34131F4AF"><enum>(E)</enum><text>translation services;</text> </subparagraph><subparagraph id="id486ED1995D3844848BC6EA7E8812C5AA"><enum>(F)</enum><text>capacity building products; and</text>
 </subparagraph><subparagraph id="id80546D91B23B47CA82526261BDDD5DF2"><enum>(G)</enum><text>assistance in navigating the grant application and renewal process under subsection (b).</text> </subparagraph></paragraph><paragraph id="idcd0c66dc011a4a45b9d052ae0de10a3f"><enum>(3)</enum><header>Best practices</header><text>The Center established under paragraph (1) shall annually issue best practices for use by peer support networks.</text>
 </paragraph></subsection><subsection id="id4f2505090e5a4b08a40d871beb50aa55"><enum>(g)</enum><header>Data reporting</header><text>Grant recipients under subsection (b) shall annually submit data to the Secretary including—</text> <paragraph id="idbcaefbc65c9a475db71860e7fe6d3eef"><enum>(1)</enum><text>a description of the programs and activities funded under the grant;</text>
 </paragraph><paragraph id="idfa54b2901eb44bd4ae24327a8ea869da"><enum>(2)</enum><text>a description of the outcomes of individuals who received services through the programs funded under the grant, including in housing, employment, health, and wellness; and</text>
 </paragraph><paragraph id="id38cf37a4bf994cbc9c66ecbe01412d87"><enum>(3)</enum><text>other information requested by the Secretary.</text> </paragraph></subsection><subsection id="idc87169da4fb044009ed69acc41a8ad99"><enum>(h)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $25,000,000 for each of fiscal years 2019 through 2022, of which $15,000,000 for each fiscal year shall be allocated for the Peer Support Networks under subsection (b) and $10,000,000 for each fiscal year shall be allocated for the National Peer Run Training and Technical Assistance Center for Addiction Recovery Support established under subsection (f).</text>
 </subsection><subsection id="id95c0046ebd8a4d5d8442fa825d8c2c7e"><enum>(i)</enum><header>Reports to Congress</header><text>Not later than 1 year after awarding the first grant under this section, and annually thereafter, the Secretary shall submit to Congress a report describing the activities carried out under this section and containing an evaluation of such programs, including outstanding challenges and barriers to substance use recovery, and gaps in peer recovery support services.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
