		<official-title>To allow qualified volunteer first responders to qualify for public service loan forgiveness.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Volunteer First Responder Loan Forgiveness Act</short-title></quote>.</text>
 </section><section id="id7D4D13AC19E24CCE80AF766F1784935C"><enum>2.</enum><header>Loan forgiveness for volunteer first responders</header><text display-inline="no-display-inline">Section 455(m)(3) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e(m)(3)</external-xref>) is amended—</text> <paragraph id="idBD6975B6C89A4203A1FE47EEC2FA3B37"><enum>(1)</enum><text>in subparagraph (B)—</text>
 <subparagraph id="idCFED980CADC341CE9A3A84C9A0A16E7E"><enum>(A)</enum><text>in clause (i), by striking <quote>or</quote> after the semicolon;</text> </subparagraph><subparagraph id="id197ACDDE2AB0498BBCAD624109887CA4"><enum>(B)</enum><text>in clause (ii), by striking the period at the end and inserting <quote>; or</quote>; and</text>
 </subparagraph><subparagraph id="id16E17DAB5E0B40B882F2B3EFA4BF11DD"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id061C47CB794D416B98CD844986858F4F" style="OLC"> <clause id="idEF7CC53C21E9468FAE7A516D4E94FB65"><enum>(iii)</enum><text>volunteer work as a qualified volunteer first responder in accordance with subparagraph (C).</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="id05B7DAE197D943ABA321E574980CF428"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id74AD7CE799904194914708CA40BED649" style="OLC"> <subparagraph id="id319409E8B226469690FDD5511AAC2877"><enum>(C)</enum><header>Qualified volunteer first responder</header> <clause id="id602CB1956BC449A09786B69999B4A937"><enum>(i)</enum><header>In General</header><text>The term <term>qualified volunteer first responder</term> means an individual who—</text>
 <subclause id="id92C599BF17FA449A9CA7FED39148CBC1"><enum>(I)</enum><text>does volunteer work for a public safety organization (which may include firefighters, law enforcement officers, emergency medical personnel, or other first responders to emergencies); and</text>
 </subclause><subclause id="idE021CD6BFD104BBABD47C1AB1DC7E222"><enum>(II)</enum><text>is certified as a firefighter, law enforcement officer, emergency medical services provider, or other responder in the State, unit of general local government, or Indian tribe in which the individual serves as a volunteer.</text>
 </subclause></clause><clause id="id46FBEABA2E4F404090788083FE4853F2"><enum>(ii)</enum><header>Public safety organization</header><text>The term <term>public safety organization</term> means any State, local, or tribal governmental agency or nonprofit organization that has the principal purpose of protecting the safety of life, health, or property.</text>
 </clause><clause id="idCFD20DD3A3844080BD05598DB886C411"><enum>(iii)</enum><header>Full-time employment</header><text>The Secretary shall—</text> <subclause id="idD838B7C2E0D8463997CF6C71F5720669"><enum>(I)</enum><text>determine the minimum volunteer time required for a qualified volunteer first responder to be treated as an individual employed in a full-time job for purposes of this subsection; and</text>
 </subclause><subclause id="id6F9612708DA44492B31F5D93EC2BEB5A"><enum>(II)</enum><text>ensure that such minimum volunteer time—</text> <item id="id3B30788681A04126BD154DE832CB1A85"><enum>(aa)</enum><text>is not less than the amount of volunteer time that is required for the qualified volunteer first responder to be considered an active member of the relevant public safety organization; and</text>
 </item><item id="idB1E78D4076864BEBBC40676FE0A49D46"><enum>(bb)</enum><text>does not exceed the equivalent of 200 hours per year.</text></item></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section id="id44044466ABD845E4BF02E9FD64551EF6"><enum>3.</enum><header>Regulations</header><text display-inline="no-display-inline">The Secretary of Education shall promulgate, after consultation with public safety organizations (which shall include firefighter, law enforcement officer, and emergency responder organizations), regulations to carry out the amendments made by section 2, including regulations relating to—</text>
 <paragraph id="idA2AA0D957E714E449A8F43D31B76CA35"><enum>(1)</enum><text display-inline="yes-display-inline">the minimum volunteer time required for a qualified volunteer first responder to be treated as an individual employed in a full-time job for purposes of section 455(m) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e(m)</external-xref>); and</text>
 </paragraph><paragraph id="id9FEFF79989544F77862F9DE5A6BCF80C"><enum>(2)</enum><text>the process of tracking and verifying that volunteer time.</text> </paragraph></section><section id="id1A7EE8C24AD84380BA693A6F1972387B"><enum>4.</enum><header>Engagement of public safety organizations</header><text display-inline="no-display-inline">The Secretary of Education shall develop a plan regarding how the Department of Education will—</text>
 <paragraph id="idD6CBD7A705E6463097C8480A6B1DA198"><enum>(1)</enum><text display-inline="yes-display-inline">disseminate information and raise awareness about eligibility for qualified volunteer first responders for public service loan forgiveness under section 455(m) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e(m)</external-xref>) (as amended by this Act); and</text>
 </paragraph><paragraph id="id282D13DBB40140B793FA5C897F288913"><enum>(2)</enum><text display-inline="yes-display-inline">engage qualified volunteer first responders and public safety organizations in the process of tracking and verifying volunteer hours for purposes of public service loan forgiveness under such section.</text>
