 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Earthquake Hazards Reduction Program Reauthorization Act of 2017</short-title></quote>.</text>
		</section><section id="id0A258FC47D584A11B01DF6E9001F5313"><enum>2.</enum><header>Modification of findings and purpose</header>
 <subsection id="idECE578E9C115405EAD44E7E2ABAE1B4C"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Section 2 of the Earthquake Hazards Reduction Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/42/7701">42 U.S.C. 7701</external-xref>) is amended—</text> <paragraph id="id172F14A8E6E04586A47BAB22F99F58EE"><enum>(1)</enum><text>in paragraph (1)—</text>
 <subparagraph id="idCCBB522606914A75A86196B5C2F4093B"><enum>(A)</enum><text>by inserting <quote>Oregon,</quote> after <quote>New York,</quote>; and</text> </subparagraph><subparagraph id="id87B1A124462744AD9773733844478413"><enum>(B)</enum><text>by inserting <quote>Tennessee,</quote> after <quote>South Carolina</quote>;</text>
 </subparagraph></paragraph><paragraph id="idC9D28616530446A6A354803A800DEEA9"><enum>(2)</enum><text>in paragraph (2), by striking <quote>prediction techniques and</quote>;</text> </paragraph><paragraph id="idB3209CBCD2CC44CC888E4CFC56993DE7"><enum>(3)</enum><text>by striking paragraph (4) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idF41907E603364289A51A57D53D4DA2EF" style="OLC">
 <paragraph id="ide6f9f7e0e86e4410bfdfca1cc0cd876a"><enum>(4)</enum><text>A well-funded seismological research program could provide the scientific understanding needed to fully implement an effective earthquake early warning system.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph id="idEE8A70D0DE4B4D23977B372E74798E93"><enum>(4)</enum><text>in paragraphs (6) and (7), by striking <quote>lifelines</quote> each place it appears and inserting <quote>lifeline infrastructure</quote>; and</text> </paragraph><paragraph id="idC5E2BEB65FBD4B64800AD38C8C0B0F0B"><enum>(5)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idF288451495B040128CD0896D41937097" style="OLC">
 <paragraph id="ided796db550d14e7eb1e4967d4b000736"><enum>(12)</enum><text>The built environment has generally been constructed and maintained to meet the needs of the users under normal conditions. When earthquakes occur, the built environment is generally designed to prevent severe injuries or loss of human life and is not expected to remain operational or able to recover under any specified schedule.</text>
 </paragraph><paragraph id="idf30ba0b1fbb04bc6a58a44fd69ee2fc3"><enum>(13)</enum><text>The National Research Council published a study on reducing hazards and risks associated with earthquakes based on the goals and objectives for achieving national earthquake resilience described in the strategic plan entitled <quote>Strategic Plan for the National Earthquake Hazards Reduction Program</quote>. The study and an accompanying report called for work in 18 tasks focused on research, preparedness, and mitigation and annual funding of approximately $300,000,000 per year for 20 years.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="idAE5F14085D5D4359913D1FABBAD1350F"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">Section 3 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7702">42 U.S.C. 7702</external-xref>) is amended—</text> <paragraph id="idC137D04D9B10497088F0D5C98FC3C4A1"><enum>(1)</enum><text>in the matter preceding paragraph (1), in the first sentence, by inserting <quote>and increase the resilience of communities</quote> after <quote>future earthquakes</quote>;</text>
 </paragraph><paragraph id="idED4DB853E4304239AB124F40301AE6CE"><enum>(2)</enum><text>in paragraph (1), by inserting <quote>to individuals and the communities</quote> after <quote>an earthquake</quote>;</text> </paragraph><paragraph id="id10292CB163D64A669978DC5E5A84FE32"><enum>(3)</enum><text>in paragraph (2), by striking <quote>in time of disaster</quote> and inserting <quote>to facilitate community-wide post-earthquake recovery and in times of disaster</quote>;</text>
 </paragraph><paragraph id="idDCCCC6D6894B48DAA3BE160B58E7586F"><enum>(4)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking <quote>for predicting damaging earthquakes and</quote>;</text> </paragraph><paragraph id="id50A4E759D3F8494CB960727BA1417C61"><enum>(5)</enum><text>in paragraph (4), by inserting <quote>and planning</quote> after <quote>model building</quote>; and</text>
 </paragraph><paragraph id="idFB2BCEEFEA44419288E666476DAEF77B"><enum>(6)</enum><text>in paragraph (5), by striking <quote>reconstruction</quote> and inserting <quote>re-occupancy, recovery, reconstruction,</quote>.</text> </paragraph></subsection><subsection id="id37E0E81CCCE848A695C24F811E6E2B91"><enum>(c)</enum><header>Definitions</header> <paragraph id="id70F1684130154934961C1908A8F54968"><enum>(1)</enum><header>Lifeline infrastructure</header> <subparagraph id="idBAA79643E32B4653859CC59767B8AF06"><enum>(A)</enum><header>In general</header><text>Section 4(6) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7703">42 U.S.C. 7703(6)</external-xref>) is amended by striking <quote>lifelines</quote> and inserting <quote>lifeline infrastructure</quote>.</text>
 </subparagraph><subparagraph id="id691D5E2AFED949A9AC5DC0C719E614FD"><enum>(B)</enum><header>Conforming amendment</header><text>Such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7701">42 U.S.C. 7701</external-xref> et seq.) is amended by striking <quote>lifelines</quote> each place it appears and inserting <quote>lifeline infrastructure</quote>.</text> </subparagraph></paragraph><paragraph id="id5AE5C39B979748929842C872788EF0C9"><enum>(2)</enum><header>Community resilience</header><text>Section 4 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7703">42 U.S.C. 7703</external-xref>) is amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idEFE73EFB9CE44AD8ACA7DE3175CBCA8C" style="OLC">
 <paragraph id="id13A11427EF984634B0ACE7C0EF04A3F4"><enum>(3)</enum><text>The term <term>community resilience</term> means the ability of a community to prepare and plan for, absorb, recover from, and more successfully adapt to adverse seismic events.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="idE758C4A236DB43418FD8B9B14DDB4CA8"><enum>3.</enum><header>Modification of National Earthquake Hazards Reduction program</header>
 <subsection id="idCE11BB93D74C4CAEA39B6252F3D5F37E"><enum>(a)</enum><header>Modification of program activities</header><text display-inline="yes-display-inline">Subsection (a)(2) of section 5 of the Earthquake Hazards Reduction Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/42/7704">42 U.S.C. 7704</external-xref>) is amended—</text>
 <paragraph id="id6940A6FFF3374D44A697F7E02B4FEBCA"><enum>(1)</enum><text>in subparagraph (B)—</text> <subparagraph id="id4A8D271285A54514ABD186B9DA80EA98"><enum>(A)</enum><text>in clause (iii), by inserting <quote>, community resilience,</quote> after <quote>seismic risk</quote>; and</text>
 </subparagraph><subparagraph id="id643B5BCC2B0A4FBB8CBDACEFB05B0EB4"><enum>(B)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id16B3E1C71E0A41718442307E36B7A6F1" style="OLC"> <clause id="id44444DCFA9694AF19A3578B2D1962A12"><enum>(iv)</enum><text>publishing a systematic set of maps of active faults and folds, liquefaction susceptibility, susceptibility for earthquake induced landslides, and other seismically induced hazards; and</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idCFFD48D659354821ABA32E66E5074EC9"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (D), by striking <quote>develop, operate</quote> and all that follows through <quote>7708),</quote> and inserting <quote>continue the development of the Advanced National Seismic System, including earthquake early warning capabilities</quote>.</text>
				</paragraph></subsection><subsection id="idA016E027AD004EAF80AE43F75EE55C46"><enum>(b)</enum><header>Amendments relating to Interagency Coordinating Committee on Earthquake Hazards Reduction</header>
 <paragraph id="id89F4CAA3150D4CD3B4DC2E4977E0AD42"><enum>(1)</enum><header>Clarification regarding membership</header><text>Subparagraph (B) of subsection (a)(3) of such section is amended, in the matter preceding clause (i), by striking <quote>The committee</quote> and inserting <quote>In addition to the Director, the committee</quote>.</text>
				</paragraph><paragraph id="idE29D3B47548C4E5C96494EFE7B613620"><enum>(2)</enum><header>Reduction in minimum frequency of meetings of Interagency Coordinating Committee on Earthquake
 Hazards Reduction</header><text>Subparagraph (C) of such subsection is amended by striking <quote>not less than 3 times a year</quote> and inserting <quote>not less frequently than once each year</quote>.</text> </paragraph><paragraph id="id92B32CD8B74244EB94F089F0495DC58A"><enum>(3)</enum><header>Expansion of duties</header><text>Subparagraph (D) of such subsection is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="idCF3B55C9DEEF48D7AFB38E24B2E207B5" style="OLC">
						<subparagraph commented="no" display-inline="no-display-inline" id="IDA799F77FFACC44E985D80B1EE7F31C9E"><enum>(D)</enum><header display-inline="yes-display-inline">Duties</header>
 <clause commented="no" display-inline="no-display-inline" id="id88244F7F987044A0A39C1609EBCADA2B"><enum>(i)</enum><header>General duty</header><text display-inline="yes-display-inline">The Interagency Coordinating Committee shall oversee the planning, management, and coordination of the Program.</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id4EC65471E55E456584B1F5C12EFC2CEB"><enum>(ii)</enum><header>Specific duties</header><text display-inline="yes-display-inline">The duties of the Interagency Coordinating Committee include the following:</text> <subclause commented="no" display-inline="no-display-inline" id="IDAB096DE898D44D6DB41D6BCFAF225046"><enum>(I)</enum><text>Developing, not later than 6 months after the date of the enactment of the National Earthquake Hazards Reduction Program Reauthorization Act of 2004 and updating periodically—</text>
 <item id="ID434C38588906420091897C8C0295ACFD"><enum>(aa)</enum><text>a strategic plan that establishes goals and priorities for the Program activities described under subsection (a)(2); and</text>
 </item><item id="IDD11D15AFD5204795A64254C3AEE13CF3"><enum>(bb)</enum><text>a detailed management plan to implement such strategic plan.</text> </item></subclause><subclause commented="no" display-inline="no-display-inline" id="ID25F169D4276D4D40B6FC78A7074D386E"><enum>(II)</enum><text>Developing a coordinated interagency budget for the Program that will ensure appropriate balance among the Program activities described under subsection (a)(2), and, in accordance with the plans developed under subclause (I), submitting such budget to the Director of the Office of Management and Budget at the time designated by the Director for agencies to submit biennial budgets.</text>
 </subclause><subclause id="id3EEA7CD5971D4887AE335EB30059225A"><enum>(III)</enum><text>Developing interagency memorandums of understanding with any relevant Federal agencies on data sharing and resource commitment in the event of an earthquake disaster.</text>
 </subclause><subclause id="idDA5B316C79974BE58558AA4B148309E2"><enum>(IV)</enum><text>Coordinating with the Administrator of the National Aeronautics and Space Administration and the Administrator of the National Oceanic and Atmospheric Administration on data sharing and resource allocation to ensure judicious use of Government resources and the free-flowing exchange of information related to earthquakes.</text>
 </subclause><subclause id="id541F708470E54BF6A5B111B4E3C4D7E7"><enum>(V)</enum><text>Coordinating with the Secretary of Agriculture and the Secretary of the Interior on the use of public lands for earthquake monitoring and research stations, and related data collection.</text>
 </subclause><subclause id="id6EC1093E573742CAA82DF312251D48ED"><enum>(VI)</enum><text>Coordinating with the Secretary of Transportation and the Secretary of Housing and Urban Development on the effects of earthquakes on transportation and housing stocks.</text>
 </subclause></clause><clause id="idEC571AAF6645457984A7532E47DED889"><enum>(iii)</enum><header>Assistance from Secretary of Agriculture and Secretary of the Interior</header><text>To the extent practicable, the Secretary of Agriculture and the Secretary of the Interior shall expedite any request for a permit to use public land under clause (ii)(V).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="idE72D42CDB5EE45EEBD6C203E48287D5B"><enum>(4)</enum><header>Reduction in frequency of reporting by Interagency Coordinating Committee on Earthquake Hazards
			 Reduction</header>
 <subparagraph id="idF67D47C2B3874167850D86FDED2D2327"><enum>(A)</enum><header>In general</header><text>Subsection (a)(4) of such section is amended—</text> <clause id="id77BAE9BB0A094719A663475FB991F188"><enum>(i)</enum><text>in the paragraph heading, by striking <quote><header-in-text level="paragraph" style="OLC">Annual</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">Biennial</header-in-text></quote>;</text>
 </clause><clause id="idC3CFF697250744A5AD5135FF81EC764F"><enum>(ii)</enum><text>by redesignating subparagraphs (A) through (F) as clauses (i) through (vi), respectively, and adjusting the indentation of the margin of such clauses, as so redesignated, two ems to the right;</text>
 </clause><clause id="id00D9E8CBA00F43A6B6ADBBDBF48C8669"><enum>(iii)</enum><text>in the matter preceding clause (i), as redesignated by clause (ii), by striking <quote>The Interagency</quote> and all that follows through <quote>Senate</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="id1CDAC34AA2D649E6B4A151C0448B5BAB" style="OLC"> <subparagraph id="idD33058D294044A52B24F67AAA3F4C0B7"><enum>(A)</enum><header>In general</header><text>Not less frequently than once every two years, the Interagency Coordinating Committee shall submit to the Committee on Commerce, Science, and Transportation, the Committee on Energy and Natural Resources, and the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Energy and Commerce, the Committee on Natural Resources, and the Committee on Homeland Security of the House of Representatives a report on the Program</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause><clause id="idA1CA458350474947A4CA7CEA27BE11BB"><enum>(iv)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id6290AE5156034BFD8AF28DB9E1C00CC0" style="OLC"> <subparagraph id="id8110193029A34134A5C07ABCA6F94E10"><enum>(B)</enum><header>Support for preparation of report</header><text>Each head of a Program agency shall submit to the Director of the National Institute of Standards and Technology such information as the Director may request for the preparation of a report under subparagraph (A) not later than 90 days after the date on which the Director requests such information.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </clause></subparagraph><subparagraph id="idC9B35A5ACA2843F49A666CA4AA91A6CD"><enum>(B)</enum><header>Effective date</header><text>The amendments made by subparagraph (A) shall take effect on the first day of the first fiscal year beginning after the date of the enactment of this Act.</text>
 </subparagraph></paragraph></subsection><subsection id="id42FCC9CCAC8B46E689B42840F7FA2FC9"><enum>(c)</enum><header>Modification of responsibilities of National Institute of Standards and Technology</header><text>Subsection (b) of such section is amended—</text> <paragraph id="idF05E028B90394E63AC1F152F919F399D"><enum>(1)</enum><text>in paragraph (1)—</text>
 <subparagraph id="id3B807E07C7E54B469D48B37666A15A26"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>and constructing,</quote> and inserting <quote>constructing, evaluating, and retrofitting</quote>; and</text> </subparagraph><subparagraph id="id0BECA93F6D4146D883A01CC31CD06DCA"><enum>(B)</enum><text>in subparagraph (D), by inserting <quote>provide new and</quote> after <quote>research to</quote>; and</text>
 </subparagraph></paragraph><paragraph id="id9B7B90AB4C644E6794B82D1BBBC5091E"><enum>(2)</enum><text>in paragraph (5), in the matter preceding subparagraph (A), in the first sentence, by inserting <quote>community resilience through</quote> after <quote>improve</quote>.</text> </paragraph></subsection><subsection id="id164465918F33405A8E5E682B09C19053"><enum>(d)</enum><header>Modification of responsibilities of Federal Emergency Management Agency</header><text>Paragraph (2) of subsection (b) of such section is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="id397EB5E2E4AB43808D2B4D0815F6F674" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="ID485B3D27FC364F0E8CC63D27E3B692BD"><enum>(2)</enum><header display-inline="yes-display-inline">Department of Homeland security; Federal emergency management agency</header>
 <subparagraph commented="no" display-inline="no-display-inline" id="IDBF8B2AC1066E46D7B2AC1A5D7F632E6B"><enum>(A)</enum><header>Program responsibilities</header><text>The Administrator of the Federal Emergency Management Agency—</text>
 <clause id="IDBED83BDA043C4E76AAC4A17590CF4B58"><enum>(i)</enum><text>shall operate a program of grants and assistance to enable States to develop mitigation, preparedness, and response plans, purchase necessary instrumentation, prepare inventories and conduct seismic safety inspections of critical structures and lifelines, update building, land use planning, and zoning codes and ordinances to enhance seismic safety, increase earthquake awareness and education, and provide assistance to multi-State groups for such purposes;</text>
 </clause><clause id="IDDCEB06E5841642678EC2FF52B75D1DFA"><enum>(ii)</enum><text>shall support the implementation of a comprehensive earthquake education, outreach, and public awareness program, including development of materials and their wide dissemination to all appropriate audiences and support public access to locality-specific information that may assist the public in preparing for, mitigating against, responding to and recovering from earthquakes and related disasters;</text>
 </clause><clause id="ID379875DC8543445E89E601CA85B450B3"><enum>(iii)</enum><text>shall, in conjunction with the Director of the National Institute of Standards and Technology, other Federal agencies, and private sector groups, use research results to support the preparation, maintenance, and wide dissemination of seismic resistant design guidance and related information on building codes, standards, and practices for new and existing buildings, structures, and lifelines, aid in the development of performance-based design guidelines and methodologies, and support model codes that are cost effective and affordable in order to promote better practices within the design and construction industry and reduce losses from earthquakes;</text>
 </clause><clause id="ID39B224D938874D5591526C5BB8752816"><enum>(iv)</enum><text>shall enter into cooperative agreements or contracts with States and local jurisdictions and other Federal agencies to establish demonstration projects on earthquake hazard mitigation, to link earthquake research and mitigation efforts with emergency management programs, or to prepare educational materials for national distribution; and</text>
 </clause><clause id="idECDA8DBF9DBA49A1910C2632501FFADC"><enum>(v)</enum><text>shall support the Director of the National Institute of Standards and Technology in the completion of programmatic goals.</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID56505533000946FC9ECB58DFC35EB698"><enum>(B)</enum><header>State assistance program criteria</header><text>In order to qualify for assistance under subparagraph (A)(i), a State must—</text> <clause id="IDC55B6D121C7546CC94DB035F24AAC2E8"><enum>(i)</enum><text>demonstrate that the assistance will result in enhanced seismic safety in the State;</text>
 </clause><clause id="IDDE2E58D60B6049A7823C3ED45B936B5A"><enum>(ii)</enum><text>provide 25 percent of the costs of the activities for which assistance is being given, except that the Administrator may lower or waive the cost-share requirement for these activities in exceptional cases of economic hardship; and</text>
 </clause><clause id="ID79D202BB3916430698143FE3ED750782"><enum>(iii)</enum><text>meet such other requirements as the Administrator shall prescribe.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="idCC6B1645F69C47A78139D5E723C7A461"><enum>(e)</enum><header>Modification of responsibilities of United States Geological Survey</header><text>Subsection (b)(3) of such section is amended—</text>
 <paragraph id="idA799D2B5199E4D58ACF59F05638A02F3"><enum>(1)</enum><text>in the matter preceding subparagraph (A), in the first sentence—</text> <subparagraph id="idE4D34DB662604CA3ACBC74A5DB25C242"><enum>(A)</enum><text>by inserting <quote>report on significant domestic and international earthquakes and</quote> after <quote>Survey shall</quote>; and</text>

				</paragraph></subsection></section><section id="idA5EF0372BB1249AABF8C1DD09118F14F"><enum>4.</enum><header>Review of risks posed by earthquakes to the United States</header>
 <subsection id="id82696187CA0546879ACC023FEFF62798"><enum>(a)</enum><header>In general</header><text>As soon as practicable, but not later than such date as is necessary for the Comptroller General of the United States to submit the report required by subsection (c) in accordance with such subsection, the Comptroller General shall complete a review of risks posed by earthquakes to the United States.</text>
 </subsection><subsection id="id30E1B0FF669D4132902D921A50C13BE6"><enum>(b)</enum><header>Elements</header><text>The review conducted under subsection (a) shall include the following:</text> <paragraph id="id713c35dfd1984221925b0563357831bd"><enum>(1)</enum><text>A comprehensive assessment of—</text>
 <subparagraph id="id825db4e070094e128eeaae52e22b5c85"><enum>(A)</enum><text>the risks and hazards to the United States posed by earthquakes, including risks and hazards resulting from tsunamis and landslides that are generated by earthquakes;</text>
 </subparagraph><subparagraph id="idae752176155749d887f6b60c866e7aea"><enum>(B)</enum><text>the efforts of the Federal Emergency Management Agency and the National Institute of Standards and Technology to improve the resilience of the United States to earthquakes and to identify important gaps in the resilience of the United States to earthquakes;</text>
 </subparagraph><subparagraph id="id33c14834f0a74513b43d32c127b3d1ce"><enum>(C)</enum><text>the progress made by the National Institute of Standards and Technology and the Interagency Coordinating Committee to coordinate effectively the budget and activities of the Program agencies (as defined in section 4 of the Earthquake Hazards Reduction Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/42/7703">42 U.S.C. 7703</external-xref>)) in advancing the plans and goals of the National Earthquake Hazards Reduction Program and how coordination among the Program agencies can be improved;</text>
 </subparagraph><subparagraph id="ida1f4aaf229f94c708d0ea335115074a2"><enum>(D)</enum><text>the extent to which the Federal Government, States, local, and tribal governments, and the private sector are already implementing strategies to improve resilience of the United States to earthquakes; and</text>
 </subparagraph><subparagraph id="idd7e866b8ff694fe38b954901537dbfc6"><enum>(E)</enum><text>the extent to which the research done during the 40 years of the Program has been applied to both public and private earthquake risk and hazards reduction.</text>
 </subparagraph></paragraph><paragraph id="id7e695265efbb4fb59a88d97d84287e01"><enum>(2)</enum><text>Identification of such legislative or administrative action as may be appropriate to improve the Program and the resilience of the United States to earthquakes.</text>
 </paragraph></subsection><subsection id="idaacbd4f1c3fd4969906af91c4a304023"><enum>(c)</enum><header>Report</header><text>As soon as practicable, but not later than 3 years after the date of the enactment of this Act, the Comptroller General shall submit to the Committee on Commerce, Science, and Transportation, the Committee on Energy and Natural Resources, and the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Energy and Commerce, the Committee on Natural Resources, and the Committee on Homeland Security of the House of Representatives a report on the findings of the Comptroller General with respect to the review completed under subsection (a).</text>
 </subsection></section><section id="id944812D01B7D46A290BB2F3A2336B8A6"><enum>5.</enum><header>Seismic standards</header><text display-inline="no-display-inline">Section 8 of the Earthquake Hazards Reduction Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/42/7705b">42 U.S.C. 7705b</external-xref>) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="idFDABB1FB1C4D4CBAA241F777315532B8" style="OLC">
				<section id="id6FE5FFA0F7F44EF3ACD318A719B3BB1C"><enum>8.</enum><header>Seismic standards</header>
 <subsection id="id97475FB3A9064DE599FA29D6F8B16F60"><enum>(a)</enum><header>Assessment and recommendations</header><text display-inline="yes-display-inline">Not later than December 1, 2019, the Director of the National Institute of Standards and Technology and the Administrator of the Federal Emergency Management Agency shall jointly convene a committee of experts from Federal agencies, nongovernmental organizations, private sector entities, disaster management professional associations, engineering professional associations, and professional construction and homebuilding industry associations, to assess and recommend options for improving the built environment and critical infrastructure to reflect performance goals stated in terms of post-earthquake reoccupancy and functional recovery time.</text>
 </subsection><subsection id="idff247e53981b4f8b85ac6cc9ea6cda73"><enum>(b)</enum><header>Report to Congress</header><text>Not later than June 30, 2020, the committee convened under paragraph (1) shall submit to Congress a report on recommended options for improving the built environment and critical infrastructure to reflect performance goals stated in terms of post-earthquake reoccupancy and functional recovery time.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id3A10848D1F004D15841DCC11581A13C7"><enum>6.</enum><header>Management plan for Advanced National Seismic System</header>
 <subsection id="id4FD24A991CEB4F1C86A4B02AA91837A6"><enum>(a)</enum><header>Plan required</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the United States Geological Survey shall submit to Congress a 5-year management plan for the continued operation of the Advanced National Seismic System.</text>
 </subsection><subsection id="idF2FE43CD34BD4EA59EBC28B5499AFA50"><enum>(b)</enum><header>Elements</header><text>The plan required by subsection (a) shall include the following:</text> <paragraph id="idFFC6EA3C90274081870FF6865CD2628C"><enum>(1)</enum><text>Strategies to continue the development of an earthquake early warning system.</text>
 </paragraph><paragraph id="idE81932EF72964728A2C95F1B862B56C2"><enum>(2)</enum><text>A mechanism for securing the participation of State and regional level earthquake monitoring entities, including those defunded by the Advanced National Seismic System in the last five years.</text>
 </paragraph><paragraph id="id270EFA17DDF147A4B38D08A220D9A3FD"><enum>(3)</enum><text>A plan to encourage and support the integration of geospatial data products into earthquake monitoring in regions experiencing large earthquakes.</text>
 </paragraph><paragraph id="id67F77EC68E364D2688724A22AA827866"><enum>(4)</enum><text>A plan to ensure that there is an active, geographically diverse, management and advisory structure for the Advanced National Seismic System.</text>
 </paragraph></subsection></section><section id="idC8C996A4A1C24A36B4236A686F6038BD"><enum>7.</enum><header>Repeal of expired authorizations</header><text display-inline="no-display-inline">Section 12 of the Earthquake Hazards Reduction Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/42/7706">42 U.S.C. 7706</external-xref>) is hereby repealed.</text> </section><section id="id0AC2948047DF400D89EAFF9A868E8264"><enum>8.</enum><header>Technical corrections</header> <subsection id="id93220764627144C6B12FC1B7D71439CC"><enum>(a)</enum><header>Correction of title of Administrator of the Federal Emergency Management Agency</header><text display-inline="yes-display-inline">The Earthquake Hazards Reduction Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/42/7701">42 U.S.C. 7701</external-xref> et seq.) is amended—</text>
