 <paragraph id="id510550ad2a2e45a7bc9fd8cad8f156a4"><enum>(1)</enum><text>The crime of human trafficking involves the exploitation of adults through force, fraud, or coercion, and children for such purposes as forced labor or commercial sex.</text>
 </paragraph><paragraph id="idb4d126780b7c46d2bbcf2617e9de1205"><enum>(2)</enum><text>Reliable data on the prevalence of human trafficking in the United States is not available, but cases have been reported in all 50 States, the territories of the United States, and the District of Columbia.</text>
 </paragraph><paragraph id="idaeb96b8c2a7d4bebaf3fa64ae481c884"><enum>(3)</enum><text>Each year, thousands of individuals may be trafficked within the United States, according to recent estimates from victim advocates.</text>
 </paragraph><paragraph id="id00f030fb5ee942178c51b55c40fcd4d1"><enum>(4)</enum><text>More accurate and comprehensive data on the prevalence of human trafficking is needed to properly combat this form of modern slavery in the United States.</text>
 </paragraph><paragraph id="id3908243086214596a81b897b5005775c"><enum>(5)</enum><text>Victims of human trafficking can include men, women, and children who are diverse with respect to race, ethnicity, and nationality, among other factors.</text>
 </paragraph><paragraph id="id5a9b5122efb24175b1b251684442e373"><enum>(6)</enum><text>Since the enactment of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/386">Public Law 106–386</external-xref>; 114 Stat. 1464), human traffickers have launched increasingly sophisticated schemes to increase the scope of their activities and the number of their victims.</text>
 </paragraph></subsection><subsection id="idBC313C1197EA4DC5B2060F31C72448A1"><enum>(b)</enum><header>Sense of Congress</header><text>It is the sense of Congress that Congress supports additional efforts to raise awareness of and oppose human trafficking.</text>
			</subsection></section><title changed="deleted" committee-id="SSJU00" id="id31588492798A4C018C30ED22DC44A192" reported-display-style="strikethrough" style="OLC"><enum>I</enum><header>Frederick Douglass Trafficking Prevention Act of 2017</header>
 <section id="id634E5AB3C5944331BF49C18DEE36EA22"><enum>101.</enum><header>Training of school resource officers to recognize and respond to signs of human trafficking</header><text display-inline="no-display-inline">Section 1701(b)(12) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd">42 U.S.C. 3796dd(b)(12)</external-xref>) is amended by inserting <quote>, including the training of school resource officers in the prevention of human trafficking offenses</quote> before the semicolon at the end.</text>
 </section><section id="idf6901fa965d644ab84a9e02ad83498fb"><enum>102.</enum><header>Training for school personnel</header><text display-inline="no-display-inline">Section 41201(f) of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/42/14043c">42 U.S.C. 14043c(f)</external-xref>) is amended by striking <quote>2014 through 2018</quote> and inserting <quote>2019 through 2022</quote>.</text>
			</section></title><title changed="deleted" committee-id="SSJU00" id="id0ABA9A81B0C8406ABEA297EC7EE535ED" reported-display-style="strikethrough" style="OLC"><enum>II</enum><header>Justice for trafficking victims</header>
			<section id="id17FC21C89DB64E77A73E19DA253F20EF"><enum>201.</enum><header>Injunctive relief</header>
 <subsection id="idff15674713bc4a70be8239080000678f"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">Chapter 77</external-xref> of title 18, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/18/1595">section 1595</external-xref> the following:</text>
					<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="idf0cf33614df242e289ee120ef157d920" reported-display-style="strikethrough" style="USC">
						<section id="idd29a6a3af9704f389a6b786b389805c3"><enum>1595A.</enum><header>Civil injunctions</header>
 <subsection id="id179ec3a576434d418db60010dbad3dc8"><enum>(a)</enum><header>In general</header><text>Whenever it shall appear that any person is engaged or is about to engage in any act that constitutes or will constitute a violation of this chapter, chapter 110, or chapter 117, or a conspiracy under section 371 to commit a violation of this chapter, chapter 110, or chapter 117, the Attorney General may bring a civil action in a district court of the United States seeking an order to enjoin such act.</text>
 </subsection><subsection id="idd73b20698b124f619cf0409de7af8265"><enum>(b)</enum><header>Action by court</header><text>The court shall proceed as soon as practicable to the hearing and determination of a civil action brought under subsection (a), and may, at any time before final determination, enter such a restraining order or prohibition, or take such other action, as is warranted to prevent a continuing and substantial injury to the United States or to any person or class of persons for whose protection the civil action is brought.</text>
							</subsection><subsection id="id9a8d42699c2c46538b9d1c7e4847fffd"><enum>(c)</enum><header>Procedure</header>
 <paragraph id="ide3da197e0f8f42d6be6eb68258ee907a"><enum>(1)</enum><header>In general</header><text>A proceeding under this section shall be governed by the Federal Rules of Civil Procedure, except that, if an indictment has been returned against the respondent, discovery shall be governed by the Federal Rules of Criminal Procedure.</text>
 </paragraph><paragraph id="idf5fbcca446b948ffad9b178478556e83"><enum>(2)</enum><header>Sealed proceedings</header><text>If a civil action is brought under subsection (a) before an indictment is returned against the respondent or while an indictment against the respondent is under seal—</text>
 <subparagraph id="id733cc52589ad42e7a33d6640e1dfa2a4"><enum>(A)</enum><text>the court shall place the civil action under seal; and</text> </subparagraph><subparagraph id="id267e9aaf85794242bee6d29b06d8de07"><enum>(B)</enum><text>when the indictment is unsealed, the court shall unseal the civil action unless good cause exists to keep the civil action under seal.</text>
 </subparagraph></paragraph><paragraph id="id8aab1adbc15f4769bce2fe48941c5ebf"><enum>(3)</enum><header>Third parties and limited liability</header><text>For any third party, other than a defendant, who is subject to a restraining order or prohibition under subsection (b), the third party shall not be held liable to another party, in a separate action, for any acts constituting the violation that the Attorney General sought be to enjoined under subsection (a), or for any acts taken by the third party to comply with the restraining order or prohibition, if—</text>
 <subparagraph id="id4f6c8f7efca74764b84d47e939542c94"><enum>(A)</enum><text>there is no specific finding that the third party was in active concert or participated with any other person bound by the restraining order or prohibition; and</text>
 </subparagraph><subparagraph id="id3011a830144d418d9d81f71ccbb95b27"><enum>(B)</enum><text>the third party voluntarily makes a good faith effort to comply with the restraining order or prohibition.</text>
 </subparagraph></paragraph></subsection><subsection id="id59e0f67d633b47ca8fc608c19cb9e86c"><enum>(d)</enum><header>Rule of construction</header><text>Nothing in this section shall be construed or applied so as to abridge the exercise of rights guaranteed under the First Amendment to the Constitution of the United States.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id5f1464c71d6c477f9c58d597b63736d6"><enum>(b)</enum><header>Technical and conforming amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">chapter 77</external-xref> of title 18, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/18/1595">section 1595</external-xref> the following:</text>

 <subsection id="id75A94ABFED9F4FED8ED6D94D12BACDF1"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Section 402 of the Missing Children's Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5771">42 U.S.C. 5771</external-xref>) is amended—</text> <paragraph id="H2E45AB0A10D74E11ABAAD812FDDA4DD1"><enum>(1)</enum><text>by amending paragraph (1) to read as follows:</text>
						<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="H453A04DAB97D4BCE9F8B01CC7260728D" reported-display-style="strikethrough" style="OLC">
 <paragraph id="H9EE23FF6BBC244598073276D5A4102E0"><enum>(1)</enum><text>each year tens of thousands of children run away, or are abducted or removed, from the control of a parent having legal custody without the consent of that parent, under circumstances which immediately place the child in grave danger;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph id="HD6786F898A464B4886AA7673F0763AB3"><enum>(2)</enum><text display-inline="yes-display-inline">by striking paragraphs (4) and (5);</text> </paragraph><paragraph id="H834E1D9A5EBE4273A2AED20AF8370803"><enum>(3)</enum><text>in paragraph (6) by inserting <quote>, including child sex trafficking and sextortion</quote> after <quote>exploitation</quote>;</text>
 </paragraph><paragraph id="H9E5022F0B3A64D1FA4F5BDE512E448C2"><enum>(4)</enum><text>in paragraph (8) by adding <quote>and</quote> at the end;</text> </paragraph><paragraph id="HD45882A35C664A74AEB4107F030DBF91"><enum>(5)</enum><text display-inline="yes-display-inline">by striking paragraph (9);</text>
 </paragraph><paragraph id="H8C2060AA3517475092B1A5C2AFFC80B8"><enum>(6)</enum><text>by amending paragraph (10) to read as follows:</text> <quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="H1121A37ADF9340B8B8471D94663D8671" reported-display-style="strikethrough" style="OLC"> <paragraph id="HA70DF77D089A4924AE606C7B874D9B45"><enum>(10)</enum><text>a key component of such programs is the National Center for Missing and Exploited Children that—</text>
 <subparagraph id="H20D26D04CD6B47EF8678C1CAFF2C6ECB"><enum>(A)</enum><text>serves as a nonprofit, national resource center and clearinghouse to provide assistance to victims, families, child-serving professionals, and the general public;</text>
 </subparagraph><subparagraph id="HA5026EABA3DE4ED1A7233689D6EA6C75"><enum>(B)</enum><text>works with the Department of Justice, the Federal Bureau of Investigation, the United States Marshals Service, the Department of the Treasury, the Department of State, U.S. Immigration and Customs Enforcement, the United States Secret Service, the United States Postal Inspection Service, other agencies, and nongovernmental organizations in the effort to find missing children and to prevent child victimization; and</text>
 </subparagraph><subparagraph id="HCB6DFB9FDFF54CEBBBE1FA8563F957AA"><enum>(C)</enum><text>coordinates with each of the missing children clearinghouses operated by the 50 States, the District of Columbia, Puerto Rico, and international organizations to transmit images and information regarding missing and exploited children to law enforcement agencies, nongovernmental organizations, and corporate partners across the United States and around the world instantly.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="H150D8625B38E43218121BA1846153AA3"><enum>(7)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (6), (7), (8), and (10), as amended by this subsection, as paragraphs (4), (5), (6), and (7), respectively.</text>
 </paragraph></subsection><subsection id="HD7B4226D2E2A4EE581DE59D9B6A4976A"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 403 of the Missing Children's Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5772">42 U.S.C. 5772</external-xref>) is amended—</text> <paragraph id="H4CE072CB50C5404DB66754504D027128"><enum>(1)</enum><text>in paragraph (1)—</text>
 <subparagraph id="H3E7D19CC86DD4276AE42A55AAB279C55"><enum>(A)</enum><text>by striking <quote>legal custodian</quote> each place it appears and inserting <quote>parent</quote>;</text> </subparagraph><subparagraph id="HFC41851F813B4570B865347F43993424"><enum>(B)</enum><text>in subparagraph (A) by striking <quote>custodian’s</quote> and inserting <quote>parent’s</quote>; and</text>
 </subparagraph><subparagraph id="H425A4285850645DF875C73F745796103"><enum>(C)</enum><text>in subparagraph (C) by striking the period and the end and inserting a semicolon;</text> </subparagraph></paragraph><paragraph id="H039042C24E9E4E5EBF36A9440AF882A6"><enum>(2)</enum><text>in paragraph (2) by striking <quote>and</quote> at the end;</text>

 </paragraph></subsection><subsection id="H98946021407740CF872B1C6290FA54B1"><enum>(c)</enum><header>Duties and functions of the administrator</header><text display-inline="yes-display-inline">Section 404 of the Missing Children’s Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5773">42 U.S.C. 5773</external-xref>) is amended—</text> <paragraph id="H9193BB8071FB4FBEB9039BA47B750217"><enum>(1)</enum><text>in subsection (a)—</text>
 <subparagraph id="HA416C3C122074BAD9BFFB6A0B69BB4C0"><enum>(A)</enum><text>in paragraph (3) by striking <quote>telephone line</quote> and inserting <quote>hotline</quote>; and</text> </subparagraph><subparagraph id="HAC15324ADDC24BE99BE57C2B88FEF77E"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (6)(E)—</text>

 <paragraph id="idd094a9d05bfd45439c41363f06ceba1c"><enum>(1)</enum><header>In general</header><text>There is established in Homeland Security Investigations of U.S. Immigration and Customs Enforcement the Office of Victim Assistance.</text>
 </paragraph><paragraph id="id6d64ac45fac64980a018806f5d406b6d"><enum>(2)</enum><header>Purpose</header><text>The purpose of the Office of Victim Assistance shall be—</text> <subparagraph id="id831A29897AF54F6EA0A769392D60C405"><enum>(A)</enum><text>to provide national oversight to ensure that all employees of the U.S. Immigration and Customs Enforcement comply with all applicable Federal laws and policies concerning victims’ rights, access to information, advisement of legal rights, just and fair treatment of victims, and respect for victims’ privacy and dignity;</text>
 </subparagraph><subparagraph id="id3472B35824CC49E29D2C0DCA7E99581F"><enum>(B)</enum><text>to oversee and support specially trained victim assistance personnel through guidance, training, travel, technical assistance, and equipment to support Homeland Security Investigations in domestic and international investigations with a potential or identified victim or witness.</text>
 </subparagraph></paragraph><paragraph id="id7926c70d0c2d4067b80a71629b16bb1f"><enum>(3)</enum><header>Functions</header><text>The Office of Victim Assistance shall—</text> <subparagraph id="ided984e1f1c6f450091b4cf4efa731ef3"><enum>(A)</enum><text>fund and provide guidance, training, travel, technical assistance, equipment, emergency funding for urgent victim needs as identified, and coordination of victim assistance personnel throughout Homeland Security Investigations to provide potential and identified victims and witnesses with access to the rights and services to which they are entitled by law;</text>
 </subparagraph><subparagraph id="idfd7c89bb1a3e4578a92e775fd21c2e65"><enum>(B)</enum><text>provide training throughout the U.S. Immigration and Customs Enforcement on victim-related policies, issues, roles of victim assistance personnel, and the victim-centered approach in investigations;</text>
 </subparagraph><subparagraph id="idc310f512bd1f49b79165d827f7a6b367"><enum>(C)</enum><text>provide victim assistance specialists to assess victims’ needs, provide referrals for comprehensive assistance, and work with special agents to integrate victim assistance considerations throughout the investigation and judicial processes, as needed, by locating such specialists—</text>
 <clause id="id2109956d95b74e30974e904f3ad61e8d"><enum>(i)</enum><text>where there is a human trafficking task force in which Homeland Security Investigations participates;</text>
 </clause><clause id="idd10c4c2e6c004fd190c23ba011fb9aea"><enum>(ii)</enum><text>where there is a task force targeting child sexual exploitation in which Homeland Security Investigations participates; and</text>
 </clause><clause id="ida5e7732e1f1844b989ee6331c78daa14"><enum>(iii)</enum><text>in each Homeland Security Investigations Special Agent in Charge Office to address victims of other Federal crimes, such as telemarketing fraud, which Homeland Security Investigations investigates;</text>
 </clause></subparagraph><subparagraph id="id6447f14b923a4c5b94fdfd53199cd082"><enum>(D)</enum><text>provide forensic interview specialists in each Homeland Security Investigations Special Agent in Charge Office to conduct victim-centered and legally sufficient fact finding forensic interviews, both domestically and internationally;</text>
 </subparagraph><subparagraph id="id99E96C1232CF4C67BD1045BBEC7DEE23"><enum>(E)</enum><text>provide case consultation, operational planning, coordination of services, and technical assistance and training to special agents regarding all issues related to victims and witnesses of all ages;</text>
 </subparagraph><subparagraph id="id86e8d84f8eea45ef898fe8cb832bac0d"><enum>(F)</enum><text>establish victim-related policies for Homeland Security Investigations, including policies related to human trafficking, child sexual exploitation, and other Federal crimes investigated by Homeland Security Investigations; and</text>
 </subparagraph><subparagraph id="id266525c9116d43338fac9c91511ba64c"><enum>(G)</enum><text>collaborate with other Federal, State, local, and tribal governmental, nongovernmental, and nonprofit entities regarding policy, outreach, and training activities.</text>
 </subparagraph></paragraph><paragraph id="id2e3cb86ea4bb4bb8bf6a97cf8a0c7e37"><enum>(4)</enum><header>Data collection</header><text>The Office of Victim Assistance shall collect and maintain data in a manner that protects the confidentiality of the data and omits personally identifying information and subject to other Federal laws regarding victim confidentiality, including—</text>
 <subparagraph id="idd72ed3eda81d489ca3eb60cb160b926c"><enum>(A)</enum><text>the sex and race of the victim;</text> </subparagraph><subparagraph id="id5815593c52454112afb1148446fe81d8"><enum>(B)</enum><text>each alleged crime that the victim was subjected to, and in the case of human trafficking, each purpose for which the victim was trafficked, such as commercial sex or forced labor; and</text>
 </subparagraph><subparagraph id="idc37753c39fa44e41a072f781137cf990"><enum>(C)</enum><text>whether the victim was an adult or a minor child.</text> </subparagraph></paragraph><paragraph id="id6cee8ec653f84f5c816b7d1e59a71f95"><enum>(5)</enum><header>Availability of data to Congress</header><text>The Office of Victim Assistance shall make the data collected and maintained under paragraph (4) available to the committees of Congress set forth in section 105(d)(7) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(d)(7)</external-xref>).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id780c5977fa3e4aa2961852b7437354f3"><enum>(c)</enum><header>Reporting requirement</header><text>Section 105(d)(7) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(d)(7)</external-xref>) is amended—</text>
 <paragraph id="id6440DF5CB26C4BB4A246B18B609D1999"><enum>(1)</enum><text>in subparagraph (Q)(vii), by striking <quote>and</quote> at the end;</text> </paragraph><paragraph id="id8EABDC20B0934DD9988C4A80B5908C8D"><enum>(2)</enum><text>in subparagraph (R), by striking the period at the end and inserting <quote>; and</quote>; and</text>

 </paragraph></subsection><subsection id="id34e3bd8359164d0db6902af48aa15573"><enum>(d)</enum><header>Funding</header><text>The Director of the Office for Victims of Crime of the Department of Justice may transfer amounts described in subparagraph (C) of section 1402(d)(3) of the Victims of Crime Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10601">42 U.S.C. 10601(d)(3)</external-xref>), as added by section 305 of this Act, to the Office of Victim Assistance of the Department of Homeland Security for the costs for providing direct victim assistance services, including victim assistance specialists and forensic interview specialists, by the Office of Victim Assistance.</text>
 </subsection></section><section id="idf2e2f6cffa844fed8a7db54dd89effdb"><enum>303.</enum><header>Implementing a victim-centered approach to human trafficking</header><text display-inline="no-display-inline">Section 107(b)(2) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(b)(2)</external-xref>) is amended—</text>
 <paragraph id="idBC0B96D5C13C40FC84DA1D41B8047B3C"><enum>(1)</enum><text>in subparagraph (B)(ii), by striking the period at the end and inserting <quote>; and</quote>; and</text> </paragraph><paragraph id="idD736C41E5A1549519AD6A0E528892C07"><enum>(2)</enum><text>by adding at the end the following:</text>

 <subparagraph id="idccc401545ab1407f8d587c390c2b2615"><enum>(D)</enum><header>Priority</header><text>In selecting recipients of grants under this paragraph that are only available for law enforcement operations or task forces, the Attorney General may give priority to any applicant that files an attestation with the Attorney General stating that—</text>
 <clause id="idda493ced541743318f42516d571c4202"><enum>(i)</enum><text>the grant funds awarded under this paragraph—</text> <subclause id="id6f8cd4a501324744876980616c4fd7c6"><enum>(I)</enum><text>will be used to assist in the prevention of severe forms of trafficking in persons;</text>
 </subclause><subclause id="idb2d6461796dd407f9a7ab12dc7a59711"><enum>(II)</enum><text>will be used to strengthen efforts to investigate and prosecute those who knowingly benefit financially from participation in a venture that has engaged in any act of human trafficking;</text>
 </subclause><subclause id="id3db02f480b034d178c343df78fde9f18"><enum>(III)</enum><text>will be used to take affirmative measures to avoid arresting, charging, or prosecuting victims of human trafficking for any offense that is the direct result of their victimization; and</text>
 </subclause><subclause id="idd3af77ac46044013b6310871c40851d5"><enum>(IV)</enum><text>will not be used to require a victim of human trafficking to collaborate with law enforcement officers as a condition of access to any shelter or restorative services; and</text>
 </subclause></clause><clause id="id93f7d39052f9403a982d27e50ae9c00b"><enum>(ii)</enum><text>the applicant will provide dedicated resources for anti-human trafficking law enforcement officers for a period that is longer than the duration of the grant received under this paragraph.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="ide777d9aaaa064a5c9cb29a1d94862709"><enum>304.</enum><header>Improving victim screening</header>
 <subsection id="id1afed416a9e247659839471a72605545"><enum>(a)</enum><header>In general</header><text>The Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7101">22 U.S.C. 7101</external-xref> et seq.) is amended by inserting after section 107A the following:</text>
					<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="id6ffdefdc16cf4e688719830581b87e01" reported-display-style="strikethrough" style="OLC">
						<section id="id09aa2e6d41b54c969794e8ba8c4e00e3"><enum>107B.</enum><header>Improving domestic victim screening procedures</header>
 <subsection id="id96ae07a58f104e44bd582c9c800fdd32"><enum>(a)</enum><header>Victim screening tools</header><text>Not later than October 1, 2018, the Attorney General shall compile and disseminate, to all grantees who are awarded grants to provide victims’ services under subsection (b) or (f) of section 107, information about reliable and effective tools for the identification of victims of human trafficking.</text>
 </subsection><subsection id="idb564a9d70f714f748bacda3eba08624d"><enum>(b)</enum><header>Use of screening procedures</header><text>Beginning not later than October 1, 2018, the Attorney General, in consultation with the Secretary of Health and Human Services, shall identify recommended practices for the screening of human trafficking victims and shall encourage the use of such practices by grantees receiving a grant to provide victim services to youth under subsection (b) or (f) of section 107.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idc935a7c584e84d2cb2d839bbcca66d0e"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents for the Victims of Trafficking and Violence Protection Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/386">Public Law 106–386</external-xref>) is amended by inserting after the item relating to section 107A the following:</text>

 <subparagraph id="idD44FC2A2BB7F4E38B7D7A3A1DAA3D342" indent="up1"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="id34E6704BFEDD4611B8CC5C44A921849D"><enum>(i)</enum><text>The Director may use not more than 1 percent of the amount to be distributed from the Fund under this paragraph in a particular fiscal year to provide and improve direct assistance services for crime victims, including victim assistance coordinators and specialists, in the Federal criminal justice system (as described in section 3771 of title 18, United States Code, and section 503 of the Victims’ Rights and Restitution Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/10607">42 U.S.C. 10607</external-xref>)) by a department or agency of the Federal Government other than the Department of Justice.</text>
 </clause><clause changed="deleted" committee-id="SSJU00" id="id1A78EA7975CB4EE68F226C56B2EB110A" indent="up1" reported-display-style="strikethrough"><enum>(ii)</enum><text>Beginning in the first fiscal year beginning after the date of enactment of this subparagraph and every fiscal year thereafter, the Director shall solicit requests for funding under clause (i).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>

			<section id="idA5B14D4D44AE456998423BD358DB5BB5"><enum>401.</enum><header>Promoting data collection on human trafficking</header>
 <subsection id="id82d98c29f10740759b000a275a256bdb"><enum>(a)</enum><header>Prevalence of human trafficking</header><text>Not later than 1 year after the date of enactment of this Act, the Attorney General shall submit to Congress a report on the efforts of the National Institute of Justice to develop a methodology to assess the prevalence of human trafficking in the United States, including a timeline for completion of the methodology.</text>
 </subsection><subsection id="idc98974c1b6664c638dcae0fe3a578266"><enum>(b)</enum><header>Innocence Lost National Initiative</header><text>Not later than 180 days after the date of enactment of this Act, the Director of the Federal Bureau of Investigation shall submit to the Committee on the Judiciary and the Committee on Appropriations of the Senate and the Committee on the Judiciary and the Committee on Appropriations of the House of Representatives a report on the status of the Innocence Lost National Initiative, which shall include, for each of the last 5 fiscal years, information on—</text>
 <paragraph id="id9BA4D3427AA545FEA4735FF210BA2F64"><enum>(1)</enum><text>the number of human traffickers who were arrested, disaggregated by—</text> <subparagraph id="idFE56C23CC5CA4564B650669E47A7DDC1"><enum>(A)</enum><text>the number of individuals arrested for patronizing or soliciting an adult;</text>
 </subparagraph><subparagraph id="id6045EC30383C41269A351CA08B831F2A"><enum>(B)</enum><text>the number of individuals arrested for recruitment, harboring, maintaining, or obtaining an adult;</text> </subparagraph><subparagraph id="idab5cd45ff1aa4886acbe7e5e9d6ffa84"><enum>(C)</enum><text>the number of individuals arrested for patronizing or soliciting a minor; and</text>
 </subparagraph><subparagraph id="id6a6f815ba3d643aeba48557f14f550a0"><enum>(D)</enum><text>the number of individuals arrested for recruitment, harboring, maintaining, or obtaining a minor;</text> </subparagraph></paragraph><paragraph id="id5D00CA0364894F95B01A835C4D85DE3B"><enum>(2)</enum><text>the number of adults who were arrested on charges of prostitution, disaggregated by race, gender, and age;</text>
 </paragraph><paragraph id="id4F217D0570BE48BE889D3BE4F133BE15"><enum>(3)</enum><text>the number of minor victims who were identified;</text> </paragraph><paragraph id="id05E57C80582945E387FED59D15D55E28"><enum>(4)</enum><text>the number of minor victims who were arrested and formally petitioned by a juvenile court or criminally charged; and</text>
 </paragraph><paragraph id="id91DAADC699A348D8B5F244C7AE6DFBA2"><enum>(5)</enum><text>the placement of and social services provided to each such minor victim as part of each State operation.</text>
 </paragraph></subsection><subsection id="id571238d2b0c1464ea16bca0ed5f5fa2e"><enum>(c)</enum><header>Availability of reports</header><text>The reports required under subsections (a) and (b) shall be posted on the website of the Department of Justice.</text>
 </subsection></section><section id="idE318A27B811D4D159187740BAD20BAB9"><enum>402.</enum><header>Crime reporting</header><text display-inline="no-display-inline">Section 7332(c) of the Uniform Federal Crime Reporting Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/28/534">28 U.S.C. 534</external-xref> note) is amended—</text> <paragraph id="idE03FAACA05E241A59CEB0671F04A16A2"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking <quote>in the form of annual Uniform Crime Reports for the United States</quote> and inserting <quote>not less frequently than annually</quote>; and</text>
 </paragraph><paragraph id="id42A95E087459427B90B5BBE8D8BE77EE"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
					<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="id6e332c949e6b403cb6d753d2b8e7e39d" reported-display-style="strikethrough" style="OLC">
						<paragraph id="ida5574b73e25b40e896b7603ceff1d74a"><enum>(4)</enum><header>Interagency coordination</header>
 <subparagraph id="id7F7CEA81CE9B4384A9931E3E3E321A73"><enum>(A)</enum><header>In general</header><text>Not later than 90 days after the date of enactment of this paragraph, the Director of the Federal Bureau of Investigation shall coordinate with the head of each department or agency within the Federal Government that is subject to the mandatory reporting requirements under paragraph (2) for the purpose of ensuring successful implementation of paragraph (2).</text>
 </subparagraph><subparagraph id="id7dd0387fdc3b41a19203b17367588ce4"><enum>(B)</enum><header>For report</header><text>Not later than 6 months after the date of enactment of this paragraph, the head of each department or agency within the Federal Government that is subject to the mandatory reporting requirements under paragraph (2) shall provide the Director of the Federal Bureau of Investigation such information as the Director determines is necessary to complete the first report required under paragraph (5).</text>
 </subparagraph></paragraph><paragraph id="id93ccfcb6fd4345db96c8658f95eabeb5"><enum>(5)</enum><header>Annual report by Federal Bureau of Investigation</header><text>Not later than 1 year after the date of enactment of this paragraph, and annually thereafter, the Director of the Federal Bureau of Investigation shall prepare and submit to the Committee on the Judiciary of the Senate and the Committee on the Judiciary of the House of Representatives a report detailing the efforts of the departments and agencies within the Federal Government to come into compliance with paragraph (2). The report shall contain a list of all departments and agencies within the Federal Government subject to paragraph (2) and whether each department or agency is in compliance with paragraph (2).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section commented="no" id="ide29d683af4aa4adcbc7f7aff98a61f62"><enum>403.</enum><header>Human trafficking assessment</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, and annually thereafter, the Executive Associate Director of Homeland Security Investigations shall submit to the Committee on Homeland Security and Governmental Affairs and the Committee on the Judiciary of the Senate, and the Committee on Homeland Security and the Committee on the Judiciary of the House of Representatives a report on human trafficking investigations undertaken by Homeland Security Investigations that includes—</text>
 <paragraph id="id555ad649432a4c7fa812d915c21d86c8"><enum>(1)</enum><text>the number of confirmed human trafficking investigations by category, including labor trafficking, sex trafficking, and transnational and domestic human trafficking;</text>
 </paragraph><paragraph commented="no" id="id497c35667035493eb48bf25ce4508c9a"><enum>(2)</enum><text>the number of victims by category, including—</text> <subparagraph commented="no" id="idE98324FC71C04BBCA704774559C3A5FF"><enum>(A)</enum><text>whether the victim is a victim of sex trafficking or a victim of labor trafficking; and</text>

			<section id="id4CE7C2DAAEFE4FEA93E3B81D6C7F2F42"><enum>501.</enum><header>Encouraging a victim-centered  approach to training of Federal law enforcement personnel</header>
 <subsection id="id3BC14E13E9DE4C468866C4F3856CF815"><enum>(a)</enum><header>Training curriculum improvements</header><text>The Attorney General, Secretary of Homeland Security, and Secretary of Labor shall periodically, but not less frequently than once every 2 years, implement improvements to the training programs on human trafficking for employees of the Department of Justice, Department of Homeland Security, and Department of Labor, respectively, after consultation with survivors of human trafficking and Federal law enforcement agencies responsible for the prevention, deterrence, and prosecution of offenses involving human trafficking (such as individuals serving as, or who have served as, investigators in a Federal agency and who have expertise in identifying human trafficking victims and investigating human trafficking cases).</text>
				</subsection><subsection id="id61591825b95e480bb825051d31e12d2a"><enum>(b)</enum><header>Advanced training curriculum</header>
 <paragraph id="id20AA14A06CF1439A83187D7DD5218205"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this Act, the Attorney General and the Secretary of Homeland Security shall develop an advanced training curriculum, to supplement the basic curriculum for investigative personnel of the Department of Justice and the Department of Homeland Security, respectively, that—</text>
 <subparagraph id="id38E8F8623B5E4E2BAFAD8F10992FC79E"><enum>(A)</enum><text>emphasizes a multidisciplinary, collaborative effort by law enforcement officers and victim service providers to offer comprehensive services and resources for victims and a broad range of investigation and prosecution options in response to perpetrators;</text>
 </subparagraph><subparagraph id="idD47ECAD417C2483DAAD7FDC4E142C18D"><enum>(B)</enum><text>provides guidance about the recruitment techniques employed by human traffickers to clarify that an individual who knowingly solicits or patronizes a commercial sex act from a person who was a minor (consistent with section 1591(c) of title 18, United States Code) or was subject to force, fraud, or coercion is guilty of an offense under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">chapter 77</external-xref> of title 18, United States Code, and is a party to a human trafficking offense; and</text>
 </subparagraph><subparagraph id="idB02771029BD141AC85AA93588264317D"><enum>(C)</enum><text>explains that—</text> <clause id="idDBD619BFFA694090B9148F3394E8CABB"><enum>(i)</enum><text>victims of commercial sexual exploitation, forced labor, or other offenses related to human trafficking are victims of a crime; and</text>
 </clause><clause id="idD9159D434B714F6DB509B3220B8DBFAE"><enum>(ii)</enum><text>a comprehensive approach to eliminating human trafficking should include demand reduction as a component.</text>
 </clause></subparagraph></paragraph><paragraph id="id22bb895fa0984e959cf7bee534a32d1d"><enum>(2)</enum><header>Use of curriculum</header><text>The Attorney General and the Secretary of Homeland Security shall provide training using the curriculum developed under paragraph (1) to—</text>
 <subparagraph id="idD2463FC67A22423A8ACE8D52BED58B74"><enum>(A)</enum><text>all law enforcement officers employed by the Department of Justice and the Department of Homeland Security, respectively, who may be involved in the investigation of human trafficking offenses; and</text>
 </subparagraph><subparagraph id="id85470E3645F94302AB21FC89762D2A51"><enum>(B)</enum><text>members of task forces that participate in the investigation of human trafficking offenses.</text> </subparagraph></paragraph></subsection><subsection id="idd3140872f7d34082aac94ae12fcf1bee"><enum>(c)</enum><header>Training components</header><text>Section 107(c)(4)(B) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(c)(4)(B)</external-xref>) is amended—</text>
 <paragraph id="id02f2bf3c0e754a05bacfa093fb5f8831"><enum>(1)</enum><text>in clause (ii), by striking <quote>and</quote> at the end;</text> </paragraph><paragraph id="id03610a59a21446889dba14a0bcc82523"><enum>(2)</enum><text>in clause (iii), by striking the period at the end and inserting <quote>; and</quote>; and</text>

 </paragraph></subsection></section><section id="id2671d504cda74a9d87faa18d0852c236"><enum>502.</enum><header>Victim screening training</header><text display-inline="no-display-inline">Section 114 of the Justice for Victims of Trafficking Act of 2015 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044g">42 U.S.C. 14044g</external-xref>) is amended—</text> <paragraph id="id62b385556bc642e3a5716960763ca208"><enum>(1)</enum><text>in subsection (c)(1)(A)—</text>
 <subparagraph id="idbab4052380684af9ab0df0458c8292b8"><enum>(A)</enum><text>in clause (i), by striking the <quote>and</quote> at the end;</text> </subparagraph><subparagraph id="id036f2146000d4631811b5f0efa56cc51"><enum>(B)</enum><text>in clause (ii), by striking the period at the end and inserting a semicolon; and</text>
 </subparagraph><subparagraph id="id9bbd56813c17463fa159a51362f6c2e6"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="id033a8315420b4b308fd40913f1d3d201" reported-display-style="strikethrough" style="OLC"> <clause id="id7efe81fdbdf54fa7a021495e7969c2d6"><enum>(iii)</enum><text>individually screening all adults and children who are suspected of engaging in commercial sex acts or who are subject to labor exploitation that may be in violation of child labor laws to determine whether each individual screened is a victim of human trafficking; and</text>
 </clause><clause id="id7b880ab3d81f459ca19057a2ea570e37"><enum>(iv)</enum><text>how—</text> <subclause id="id74AC3A3C768C4DDABD341DC2A2DB2768"><enum>(I)</enum><text>victims of sex or labor trafficking often engage in criminal acts as a direct result of severe trafficking in persons; and</text>
 </subclause><subclause id="idBDFAE338148D413EB05245EA3E7897C2"><enum>(II)</enum><text>such individuals are victims of a crime and affirmative measures should be taken to avoid arresting, charging, or prosecuting such individuals for any offense that is the direct result of their victimization.</text></subclause></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idff6421bc242c4a6c8d4b9c02f242131c"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="ide971666ac6ce4d88a9373e16b48921c1" reported-display-style="strikethrough" style="OLC"> <subsection id="id1ae7e8dedfd34cc194d3d1cbd36bace2"><enum>(f)</enum><header>Department of justice victim screening protocol</header> <paragraph id="id152245d25dd24534af96213e502a4330"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this subsection, the Attorney General shall issue a screening protocol for use during all anti-trafficking law enforcement operations in which the Department of Justice is involved.</text>
 </paragraph><paragraph id="id82a377fbc84d4f299c3ac2f4d0218949"><enum>(2)</enum><header>Requirements</header><text>The protocol required to be issued under paragraph (1) shall—</text> <subparagraph id="id7acb0a9172684a0ca9aa72547fde94e7"><enum>(A)</enum><text>require the individual screening of all adults and children who are suspected of engaging in commercial sex acts or who are subject to labor exploitation that may be in violation of child labor laws to determine whether each individual screened is a victim of human trafficking;</text>
 </subparagraph><subparagraph id="id85b349713f1c4f4ea86d61e0944abd12"><enum>(B)</enum><text>require affirmative measures to avoid arresting, charging, or prosecuting human trafficking victims for any offense that is the direct result of their victimization;</text>
 </subparagraph><subparagraph id="id1f042da47047462b8d0f9aa6fbf5d711"><enum>(C)</enum><text>require all Federal law enforcement officers and relevant department personnel who participate in human trafficking investigations to receive training on enforcement of the protocol;</text>
 </subparagraph><subparagraph id="idee0ba76d13df436fae9a07f814e5d0ab"><enum>(D)</enum><text>be developed in consultation with State and local law enforcement agencies, the Department of Health and Human Services, survivors of human trafficking, and nongovernmental organizations that specialize in the identification, prevention, and restoration of victims of human trafficking; and</text>
 </subparagraph><subparagraph id="idbffac9b7d5c94477a87eb7306fb71670"><enum>(E)</enum><text>include—</text> <clause id="id2f74b668e1c841eaa30778c602892633"><enum>(i)</enum><text>procedures and practices to ensure that the screening process minimizes trauma or revictimization of the person being screened; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id8dabdf27f301499bb0277a1a499d33ef"><enum>(ii)</enum><text>guidelines on assisting victims of human trafficking in identifying and receiving victim services.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="id37C7AB4CA4864B6895A952A52F474B71"><enum>503.</enum><header>Judicial training</header><text display-inline="no-display-inline">Section 223(b)(2) of the Victims of Child Abuse Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/13023">42 U.S.C. 13023(b)(2)</external-xref>) is amended—</text> <paragraph id="id80BF5ECDE2154BBE946E5BCD626B7BB8"><enum>(1)</enum><text>in subparagraph (B) by striking <quote>and</quote> at the end;</text>

 </paragraph><paragraph id="id2234aa55-37f6-4bf0-a423-82196988b493"><enum>(3)</enum><text>Each year, thousands of individuals may be trafficked within the United States, according to recent estimates from victim advocates.</text>
 </paragraph><paragraph id="id5e175ce7-81b5-4ca1-b531-c855658a2bfc"><enum>(4)</enum><text>More accurate and comprehensive data on the prevalence of human trafficking is needed to properly combat this form of modern slavery in the United States.</text>
 </paragraph><paragraph id="id5c517849-3a13-4489-9c79-c3c230531e79"><enum>(5)</enum><text>Victims of human trafficking can include men, women, and children who are diverse with respect to race, ethnicity, and nationality, among other factors.</text>
 </paragraph><paragraph id="id4481f0c0-42ba-4101-814a-7989b6a4d271"><enum>(6)</enum><text>Since the enactment of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/386">Public Law 106–386</external-xref>; 114 Stat. 1464), human traffickers have launched increasingly sophisticated schemes to increase the scope of their activities and the number of their victims.</text>

 <section id="id509c352b-a3eb-48ac-add4-e1a525292600"><enum>101.</enum><header>Training of school resource officers to recognize and respond to signs of human trafficking</header><text display-inline="no-display-inline">Section 1701(b)(12) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd">42 U.S.C. 3796dd(b)(12)</external-xref>) is amended by inserting <quote>, including the training of school resource officers in the prevention of human trafficking offenses</quote> before the semicolon at the end.</text>
 </section><section id="id61bc9b98-9bf4-4472-b2fd-4298c8f31583"><enum>102.</enum><header>Training for school personnel</header><text display-inline="no-display-inline">Section 41201(f) of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/42/14043c">42 U.S.C. 14043c(f)</external-xref>) is amended by striking <quote>2014 through 2018</quote> and inserting <quote>2019 through 2022</quote>.</text>

 <subsection id="id89954fc6-1295-4101-920b-d5cbb14a644c"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">Chapter 77</external-xref> of title 18, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/18/1595">section 1595</external-xref> the following:</text>

						<section id="idc6fa72ca-94d7-4445-9087-05ebb4a3ee69"><enum>1595A.</enum><header>Civil injunctions</header>
 <subsection id="id50b55355-e8e4-4fe6-b215-9d06cdc26e05"><enum>(a)</enum><header>In general</header><text>Whenever it shall appear that any person is engaged or is about to engage in any act that constitutes or will constitute a violation of this chapter, chapter 110, or chapter 117, or a conspiracy under section 371 to commit a violation of this chapter, chapter 110, or chapter 117, the Attorney General may bring a civil action in a district court of the United States seeking an order to enjoin such act.</text>
 </subsection><subsection id="id03e59213-ca9f-4c5b-8d1d-e815b8940b55"><enum>(b)</enum><header>Action by court</header><text>The court shall proceed as soon as practicable to the hearing and determination of a civil action brought under subsection (a), and may, at any time before final determination, enter such a restraining order or prohibition, or take such other action, as is warranted to prevent a continuing and substantial injury to the United States or to any person or class of persons for whose protection the civil action is brought.</text>
							</subsection><subsection id="id7ad516ae-4b49-4c41-8d16-d7538edc6795"><enum>(c)</enum><header>Procedure</header>
 <paragraph id="id1d486cbf-af81-4fc2-9159-6bf6253a33f9"><enum>(1)</enum><header>In general</header><text>A proceeding under this section shall be governed by the Federal Rules of Civil Procedure, except that, if an indictment has been returned against the respondent, discovery shall be governed by the Federal Rules of Criminal Procedure.</text>
 </paragraph><paragraph id="id658715cf-8c33-4ea9-a378-0a62bf1ac663"><enum>(2)</enum><header>Sealed proceedings</header><text>If a civil action is brought under subsection (a) before an indictment is returned against the respondent or while an indictment against the respondent is under seal—</text>
 <subparagraph id="id552177a3-c892-4b1c-94d9-f5a1e9679fa7"><enum>(A)</enum><text>the court shall place the civil action under seal; and</text> </subparagraph><subparagraph id="idf542b024-88e0-43a6-bcc6-e4ae8afeae70"><enum>(B)</enum><text>when the indictment is unsealed, the court shall unseal the civil action unless good cause exists to keep the civil action under seal.</text>
 </subparagraph></paragraph></subsection><subsection id="id0cc98262-85ba-4716-a21c-34fdd6f41d84"><enum>(d)</enum><header>Rule of construction</header><text>Nothing in this section shall be construed or applied so as to abridge the exercise of rights guaranteed under the First Amendment to the Constitution of the United States.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

 </subparagraph><subparagraph id="idb3926d17-c2fb-4347-8007-c1b58ed9e018"><enum>(B)</enum><text>works with the Department of Justice, the Federal Bureau of Investigation, the United States Marshals Service, the Department of the Treasury, the Department of State, U.S. Immigration and Customs Enforcement, the United States Secret Service, the United States Postal Inspection Service, other agencies, and nongovernmental organizations in the effort to find missing children and to prevent child victimization; and</text>
 </subparagraph><subparagraph id="id43863a2d-7a21-4767-b837-69ce4dd2e28b"><enum>(C)</enum><text>coordinates with each of the missing children clearinghouses operated by the 50 States, the District of Columbia, Puerto Rico, and international organizations to transmit images and information regarding missing and exploited children to law enforcement agencies, nongovernmental organizations, and corporate partners across the United States and around the world instantly.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="idc0526305-ecff-4438-855c-49ef7c8eb5f8"><enum>(7)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (6), (7), (8), and (10), as amended by this subsection, as paragraphs (4), (5), (6), and (7), respectively.</text>
 </paragraph></subsection><subsection id="id2a8c2a13-6773-48da-8afc-80192215ee07"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 403 of the Missing Children's Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5772">42 U.S.C. 5772</external-xref>) is amended—</text> <paragraph id="ide5636616-575f-40eb-b6fe-34051effa36e"><enum>(1)</enum><text>by striking paragraph (1) and inserting the following:</text>

 </clause><clause id="idaebc5ee1-5899-461d-9643-44c9fa1beddb"><enum>(ii)</enum><text>to respond to foster children missing from the State child welfare system in coordination with child welfare agencies and courts handling juvenile justice and dependency matters; and</text>
 </clause><clause id="id19e0e211-e6b5-4bf2-8977-c955d1b53eda"><enum>(iii)</enum><text>in the identification, location, and recovery of victims of, and children at risk for, child sex trafficking;</text></clause></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="id3bbeb27b-b228-4ef9-a515-27624ccd908d"><enum>(E)</enum><text>by amending subparagraphs (I), (J), and (K) to read as follows:</text> <quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="id00c1d194-e7b4-47bb-acfd-453c592b809e" reported-display-style="italic" style="OLC"> <subparagraph commented="no" id="idde5c6f91-b7cf-4680-ab6c-4e9095e62bbb"><enum>(I)</enum><text>provide assistance to families, law enforcement agencies, State and local governments, nongovernmental agencies, child-serving professionals, and other individuals involved in the location and recovery of missing and abducted children nationally and, in cooperation with the Department of State, internationally;</text>
 </subparagraph><subparagraph id="idee9ece2f-e8b5-41ad-9b76-f81e5406730c"><enum>(J)</enum><text>provide support and technical assistance to child-serving professionals involved in helping to recover missing and exploited children by searching public records databases to help in the identification, location, and recovery of such children, and help in the location and identification of potential abductors and offenders;</text>
 </subparagraph><subparagraph id="idde687c96-de08-4122-9ca5-d8e37fb4b16b"><enum>(K)</enum><text>provide forensic and direct on-site technical assistance and consultation to families, law enforcement agencies, child-serving professionals, and nongovernmental organizations in child abduction and exploitation cases, including facial reconstruction of skeletal remains and similar techniques to assist in the identification of unidentified deceased children;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="idfb7c08cf-05cd-400b-9215-454bf8359091"><enum>(F)</enum><text>by striking subparagraphs (L) and (M);</text> </subparagraph><subparagraph id="iddbc1bbb8-e9bc-4153-9e18-a189d9a6d393"><enum>(G)</enum><text display-inline="yes-display-inline">by amending subparagraph (N) to read as follows:</text>

 <item id="id12880aa0-a393-40c2-868e-89df313ce258"><enum>(aa)</enum><text>possession, manufacture, and distribution of child pornography;</text> </item><item id="id308b8757-b14f-4c7f-a601-d4d3a70b5c48"><enum>(bb)</enum><text>online enticement of children for sexual acts;</text>
 </item><item id="id65334d34-8f25-4d9d-967c-f0daa0f05fbe"><enum>(cc)</enum><text>child sex trafficking;</text> </item><item id="id78299c15-d25f-4fa6-b3fd-cec21bcf99b7"><enum>(dd)</enum><text>sex tourism involving children;</text>
 </item><item id="ida9d236dd-b345-4668-906b-6cfa85883099"><enum>(ee)</enum><text>extra familial child sexual molestation;</text> </item><item id="idb9df3dd5-f4d9-4e80-ace9-f6acebbbfaa7"><enum>(ff)</enum><text>unsolicited obscene material sent to a child;</text>
 </item><item id="id84526cbf-8e9d-440e-883a-0557bba5aa4e"><enum>(gg)</enum><text>misleading domain names; and</text> </item><item id="idc7f10e61-7667-40e6-80f3-8d47195f10c5"><enum>(hh)</enum><text>misleading words or digital images on the Internet; and</text>
 </item></subclause><subclause id="idcf2c2a55-057e-4316-acab-eb21d8cd6016"><enum>(II)</enum><text>make reports received through the tipline available to the appropriate law enforcement agency for its review and potential investigation;</text>
 </subclause></clause><clause id="id91fdce73-b6d0-41ce-9b60-2265b036a86c"><enum>(ii)</enum><text>by operating a child victim identification program to assist law enforcement agencies in identifying victims of child pornography and other sexual crimes to support the recovery of children from sexually exploitative situations; and</text>
 </clause><clause commented="no" id="id868a23bc-cc42-4d72-b3f7-1c84c2812938"><enum>(iii)</enum><text>by utilizing emerging technologies to provide additional outreach and educational materials to parents and families;</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="id41bac1e0-561a-4470-b345-ea690c7ed426"><enum>(J)</enum><text>by striking subparagraph (R);</text> </subparagraph><subparagraph id="id7f011f67-029e-45ed-9c62-36392c53608c"><enum>(K)</enum><text display-inline="yes-display-inline">by amending subparagraphs (S) and (T) to read as follows:</text>

 <paragraph id="id95e90902-e401-434e-9227-c602a7f6fa40"><enum>(1)</enum><header>In general</header><text>There is established in Homeland Security Investigations of U.S. Immigration and Customs Enforcement the Office of Victim Assistance.</text>
 </paragraph><paragraph id="id432569c6-39ae-4831-9ef8-6adb125387af"><enum>(2)</enum><header>Purpose</header><text>The purpose of the Office of Victim Assistance shall be—</text> <subparagraph id="idf4736473-23b2-4773-9250-75e908ed8a04"><enum>(A)</enum><text>to provide national oversight to ensure that all employees of the U.S. Immigration and Customs Enforcement comply with all applicable Federal laws and policies concerning victims’ rights, access to information, advisement of legal rights, just and fair treatment of victims, and respect for victims’ privacy and dignity;</text>
 </subparagraph><subparagraph id="id023679ed-b098-40d9-bdad-09512181986c"><enum>(B)</enum><text>to oversee and support specially trained victim assistance personnel through guidance, training, travel, technical assistance, and equipment to support Homeland Security Investigations in domestic and international investigations with a potential or identified victim or witness.</text>
 </subparagraph></paragraph><paragraph id="id139c1556-0497-4817-ac62-1302c7c0fc6c"><enum>(3)</enum><header>Functions</header><text>The Office of Victim Assistance shall—</text> <subparagraph id="id7ac067e3-fbbd-4e92-a2d0-8355d22e4c09"><enum>(A)</enum><text>fund and provide guidance, training, travel, technical assistance, equipment, emergency funding for urgent victim needs as identified, and coordination of victim assistance personnel throughout Homeland Security Investigations to provide potential and identified victims and witnesses with access to the rights and services to which they are entitled by law;</text>
 </subparagraph><subparagraph id="idec18c1af-4ef5-46d6-ab17-8b5709b34eb6"><enum>(B)</enum><text>provide training throughout the U.S. Immigration and Customs Enforcement on victim-related policies, issues, roles of victim assistance personnel, and the victim-centered approach in investigations;</text>
 </subparagraph><subparagraph id="id7e8dbc84-3830-462d-ab46-01fbfee612d2"><enum>(C)</enum><text>provide victim assistance specialists to assess victims’ needs, provide referrals for comprehensive assistance, and work with special agents to integrate victim assistance considerations throughout the investigation and judicial processes, as needed, by locating such specialists—</text>
 <clause id="idea8a15d2-edad-4b72-8d07-a60c9c596e09"><enum>(i)</enum><text>where there is a human trafficking task force in which Homeland Security Investigations participates;</text>
 </clause><clause id="idfc90fbf3-823e-4c9d-aa89-bba8c238e1da"><enum>(ii)</enum><text>where there is a task force targeting child sexual exploitation in which Homeland Security Investigations participates; and</text>
 </clause><clause id="id791d85c4-d2b7-4465-9037-7e2a00fdc104"><enum>(iii)</enum><text>in each Homeland Security Investigations Special Agent in Charge Office to address victims of other Federal crimes, such as telemarketing fraud, which Homeland Security Investigations investigates;</text>
 </clause></subparagraph><subparagraph id="id3c37d6bb-f155-4f63-87ee-ee337266ddc1"><enum>(D)</enum><text>provide forensic interview specialists in each Homeland Security Investigations Special Agent in Charge Office to conduct victim-centered and legally sufficient fact finding forensic interviews, both domestically and internationally;</text>
 </subparagraph><subparagraph id="id84d0bbd6-24a5-440e-8150-a7d193b1d6fe"><enum>(E)</enum><text>provide case consultation, operational planning, coordination of services, and technical assistance and training to special agents regarding all issues related to victims and witnesses of all ages;</text>
 </subparagraph><subparagraph id="idb05f532d-75e0-41f6-9414-0d40b16c5eee"><enum>(F)</enum><text>establish victim-related policies for Homeland Security Investigations, including policies related to human trafficking, child sexual exploitation, and other Federal crimes investigated by Homeland Security Investigations; and</text>
 </subparagraph><subparagraph id="id003d9101-2b73-4633-a56f-a354ade3ab7e"><enum>(G)</enum><text>collaborate with other Federal, State, local, and tribal governmental, nongovernmental, and nonprofit entities regarding policy, outreach, and training activities.</text>
 </subparagraph></paragraph><paragraph id="idca3e23ad-7090-420c-a527-4bfd9058bc1f"><enum>(4)</enum><header>Data collection</header><text>The Office of Victim Assistance shall collect and maintain data in a manner that protects the confidentiality of the data and omits personally identifying information and subject to other Federal laws regarding victim confidentiality, including—</text>
 <subparagraph id="id9dac7d80-12bd-4209-8aa3-ca3c995a95ea"><enum>(A)</enum><text>the sex and race of the victim;</text> </subparagraph><subparagraph id="id04895114-8d9f-4ac6-a40f-1f2511d4501c"><enum>(B)</enum><text>each alleged crime that the victim was subjected to, and in the case of human trafficking, each purpose for which the victim was trafficked, such as commercial sex or forced labor; and</text>
 </subparagraph><subparagraph id="id36f57c92-7058-47b8-9709-c2cd7411a370"><enum>(C)</enum><text>whether the victim was an adult or a minor child.</text> </subparagraph></paragraph><paragraph id="idebf1cb45-01ca-49c1-bd16-cf928b289083"><enum>(5)</enum><header>Availability of data to Congress</header><text>The Office of Victim Assistance shall make the data collected and maintained under paragraph (4) available to the committees of Congress set forth in section 105(d)(7) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(d)(7)</external-xref>).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="ida082eaa5-eee2-409c-8b4b-3dade3fbb68f"><enum>(c)</enum><header>Reporting requirement</header><text>Section 105(d)(7) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(d)(7)</external-xref>) is amended—</text>

 </paragraph></subsection><subsection id="ideb39543f-cb5c-4ab2-92be-7d68f2d5c720"><enum>(d)</enum><header>Funding</header><text>The Director of the Office for Victims of Crime of the Department of Justice may transfer amounts described in subparagraph (C) of section 1402(d)(3) of the Victims of Crime Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10601">42 U.S.C. 10601(d)(3)</external-xref>), as added by section 305 of this Act, to the Office of Victim Assistance of the Department of Homeland Security for the costs for providing direct victim assistance services, including victim assistance specialists and forensic interview specialists, by the Office of Victim Assistance.</text>
 </subsection><subsection id="id262365A8E5714E81861DB4A57421C347"><enum>(e)</enum><header>Conforming amendment</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/296">Public Law 107–296</external-xref>; 116 Stat. 2135) is amended by striking the item relating to section 442 and inserting the following:</text>

 </subsection></section><section id="id4078b091-b905-4a80-96bd-281b42ecee75"><enum>303.</enum><header>Implementing a victim-centered approach to human trafficking</header><text display-inline="no-display-inline">Section 107(b)(2) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(b)(2)</external-xref>) is amended—</text>
 <paragraph id="id59cc2104-e03b-43bf-9c5d-142a01e444b2"><enum>(1)</enum><text>in subparagraph (B)(ii), by striking the period at the end and inserting <quote>; and</quote>; and</text> </paragraph><paragraph id="idb01acd69-11b4-43c5-9459-fa9533d50359"><enum>(2)</enum><text>by adding at the end the following:</text>

 <subparagraph id="id446dcf75-46f7-48bd-8d79-725b298fc271"><enum>(D)</enum><header>Priority</header><text>In selecting recipients of grants under this paragraph that are only available for law enforcement operations or task forces, the Attorney General may give priority to any applicant that files an attestation with the Attorney General stating that—</text>
 <clause id="id41eb39bf-066e-488b-a00b-10fe0307662d"><enum>(i)</enum><text>the grant funds awarded under this paragraph—</text> <subclause id="id9b9a832c-7552-485d-89ea-5950e2fc760f"><enum>(I)</enum><text>will be used to assist in the prevention of severe forms of trafficking in persons;</text>
 </subclause><subclause id="id234d59c3-89e3-458c-a6b2-f195f318da26"><enum>(II)</enum><text>will be used to strengthen efforts to investigate and prosecute those who knowingly benefit financially from participation in a venture that has engaged in any act of human trafficking;</text>
 </subclause><subclause id="id622abe8e-43dc-47b5-941c-9fb8a5e6902c"><enum>(III)</enum><text>will be used to take affirmative measures to avoid arresting, charging, or prosecuting victims of human trafficking for any offense that is the direct result of their victimization; and</text>
 </subclause><subclause id="ide7296561-be52-4eb9-a810-99edd1c82af7"><enum>(IV)</enum><text>will not be used to require a victim of human trafficking to collaborate with law enforcement officers as a condition of access to any shelter or restorative services; and</text>
 </subclause></clause><clause id="id7098a5e1-d8a6-4216-8049-37b8a6c3fd03"><enum>(ii)</enum><text>the applicant will provide dedicated resources for anti-human trafficking law enforcement officers for a period that is longer than the duration of the grant received under this paragraph.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="id2ea423aa-a9dd-4b8d-b49d-e6d199074317"><enum>304.</enum><header>Improving victim screening</header>
 <subsection id="idf8f9c564-a133-4b7b-adf7-497d5c0be0f5"><enum>(a)</enum><header>In general</header><text>The Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7101">22 U.S.C. 7101</external-xref> et seq.) is amended by inserting after section 107A (<external-xref legal-doc="usc" parsable-cite="usc/22/7105a">22 U.S.C. 7105a</external-xref>) the following:</text>

						<section id="id1656c75e-2165-4944-9d22-75f7b2d0283d"><enum>107B.</enum><header>Improving domestic victim screening procedures</header>
 <subsection id="ideb1e37d6-b98f-4b45-908d-6f10dee33cfe"><enum>(a)</enum><header>Victim screening tools</header><text>Not later than October 1, 2018, the Attorney General shall compile and disseminate, to all grantees who are awarded grants to provide victims’ services under subsection (b) or (f) of section 107, information about reliable and effective tools for the identification of victims of human trafficking.</text>
 </subsection><subsection id="id2688102f-89cd-405f-874c-bbe7b3a9cd4a"><enum>(b)</enum><header>Use of screening procedures</header><text>Beginning not later than October 1, 2018, the Attorney General, in consultation with the Secretary of Health and Human Services, shall identify recommended practices for the screening of human trafficking victims and shall encourage the use of such practices by grantees receiving a grant to provide victim services to youth under subsection (b) or (f) of section 107.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idaa121e7f-c070-44ea-ad6a-83d3cdbc3748"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents for the Victims of Trafficking and Violence Protection Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/386">Public Law 106–386</external-xref>) is amended by inserting after the item relating to section 107A the following:</text>

 </subsection><subsection id="idece56b63-612f-4c97-a5b4-47058daf9081"><enum>(c)</enum><header>Amendment to title 18</header><text>Section 1593A of title 18, United States Code, is amended by striking <quote>section 1581(a), 1592, or 1595(a)</quote> and inserting <quote>this chapter</quote>.</text> </subsection></section><section id="id5b58b445-89d5-4e14-9296-1ef928403a7a"><enum>305.</enum><header>Improving victim services</header><text display-inline="no-display-inline">Section 1402(d)(3) of the Victims of Crime Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10601">42 U.S.C. 10601(d)(3)</external-xref>) is amended by adding at the end the following:</text>

 <subparagraph id="id41ab2435-bdf9-442d-859c-91cdd4226f49" indent="up1"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="idb7a3256c-a457-4e00-aae4-b699382efe4f"><enum>(i)</enum><text>The Director may use not more than 1 percent of the amount to be distributed from the Fund under this paragraph in a particular fiscal year to provide and improve direct assistance services for crime victims, including victim assistance coordinators and specialists, in the Federal criminal justice system (as described in section 3771 of title 18, United States Code, and section 503 of the Victims’ Rights and Restitution Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/10607">42 U.S.C. 10607</external-xref>)) by a department or agency of the Federal Government other than the Department of Justice.</text>
 </clause><clause changed="added" committee-id="SSJU00" id="id82cde514-839b-4db8-80e6-f510e389c9b2" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text>Beginning in the first fiscal year beginning after the date of enactment of this subparagraph and every fiscal year thereafter, the Director shall solicit requests for funding under clause (i).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title changed="added" committee-id="SSJU00" id="idaf7d66c3-9d7a-442f-9e38-e134300649c3" reported-display-style="italic" style="OLC"><enum>IV</enum><header>Improved data collection and interagency coordination</header>
			<section id="id7dabc50b-f99e-4b12-b0bd-d74f9877cbef"><enum>401.</enum><header>Promoting data collection on human trafficking</header>
 <subsection id="id0346253e-bcec-497f-9802-eb8dabb6f694"><enum>(a)</enum><header>Prevalence of human trafficking</header><text>Not later than 1 year after the date of enactment of this Act, the Attorney General shall submit to Congress a report on the efforts of the National Institute of Justice to develop a methodology to assess the prevalence of human trafficking in the United States, including a timeline for completion of the methodology.</text>
 </subsection><subsection id="id0546775c-5b67-4959-bd35-6cdb88df9056"><enum>(b)</enum><header>Innocence Lost National Initiative</header><text>Not later than 180 days after the date of enactment of this Act, the Director of the Federal Bureau of Investigation shall submit to the Committee on the Judiciary and the Committee on Appropriations of the Senate and the Committee on the Judiciary and the Committee on Appropriations of the House of Representatives a report on the status of the Innocence Lost National Initiative, which shall include, for each of the last 5 fiscal years, information on—</text>
 <paragraph id="id825b1fd3-2622-4cae-ac73-e0584d4dd759"><enum>(1)</enum><text>the number of human traffickers who were arrested, disaggregated by—</text> <subparagraph id="id35ff446d-9486-458d-9ba9-dbe74be1fd34"><enum>(A)</enum><text>the number of individuals arrested for patronizing or soliciting an adult;</text>
 </subparagraph><subparagraph id="idf45035f4-d170-41d5-acb5-f9e99310f844"><enum>(B)</enum><text>the number of individuals arrested for recruitment, harboring, maintaining, or obtaining an adult;</text> </subparagraph><subparagraph id="ida6de8552-7f64-4bc4-91ac-16634d28e35c"><enum>(C)</enum><text>the number of individuals arrested for patronizing or soliciting a minor; and</text>
 </subparagraph><subparagraph id="idcdea899d-02e8-4c53-8ffb-22558871aa31"><enum>(D)</enum><text>the number of individuals arrested for recruitment, harboring, maintaining, or obtaining a minor;</text> </subparagraph></paragraph><paragraph id="id0fedd20b-a09a-433c-8f71-7cb4add4da0e"><enum>(2)</enum><text>the number of adults who were arrested on charges of prostitution;</text>
 </paragraph><paragraph id="id1d17fec0-31da-43d4-9f1c-0430454e2d13"><enum>(3)</enum><text>the number of minor victims who were identified;</text> </paragraph><paragraph id="id09263649-95f8-435d-80e2-38385b1b770c"><enum>(4)</enum><text>the number of minor victims who were arrested and formally petitioned by a juvenile court or criminally charged; and</text>
 </paragraph><paragraph id="id224a1976-9abe-48d7-b997-16affd5e2f50"><enum>(5)</enum><text>the placement of and social services provided to each such minor victim as part of each State operation.</text>
 </paragraph></subsection><subsection id="id713a98cb-0001-4f91-9122-cf7c4f40a08e"><enum>(c)</enum><header>Availability of reports</header><text>The reports required under subsections (a) and (b) shall be posted on the website of the Department of Justice.</text>
 </subsection></section><section id="id332130f5-4a1e-4959-9c17-79c2073575e4"><enum>402.</enum><header>Crime reporting</header><text display-inline="no-display-inline">Section 7332(c) of the Uniform Federal Crime Reporting Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/28/534">28 U.S.C. 534</external-xref> note) is amended—</text> <paragraph id="id131f2b6a-2fb0-41b4-ab44-b95785ebff57"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking <quote>in the form of annual Uniform Crime Reports for the United States</quote> and inserting <quote>not less frequently than annually</quote>; and</text>
 </paragraph><paragraph id="idff469e6e-b7e1-4902-810f-89a5d625f229"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
					<quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="idbd868a62-7a53-45d1-9748-56539cb1e9b7" reported-display-style="italic" style="OLC">
						<paragraph id="idbce58405-e386-4a0a-b026-72618f74250b"><enum>(4)</enum><header>Interagency coordination</header>
 <subparagraph id="id442f53c9-7468-46bd-9668-af4957c95f7f"><enum>(A)</enum><header>In general</header><text>Not later than 90 days after the date of enactment of this paragraph, the Director of the Federal Bureau of Investigation shall coordinate with the head of each department or agency within the Federal Government that is subject to the mandatory reporting requirements under paragraph (2) for the purpose of ensuring successful implementation of paragraph (2).</text>
 </subparagraph><subparagraph id="id4c813f44-43ee-4687-94a4-9fe701d42c7f"><enum>(B)</enum><header>For report</header><text>Not later than 6 months after the date of enactment of this paragraph, the head of each department or agency within the Federal Government that is subject to the mandatory reporting requirements under paragraph (2) shall provide the Director of the Federal Bureau of Investigation such information as the Director determines is necessary to complete the first report required under paragraph (5).</text>
 </subparagraph></paragraph><paragraph id="idfe8eb823-c0f7-409c-bca9-d2c1b4876d4f"><enum>(5)</enum><header>Annual report by Federal Bureau of Investigation</header><text>Not later than 1 year after the date of enactment of this paragraph, and annually thereafter, the Director of the Federal Bureau of Investigation shall prepare and submit to the Committee on the Judiciary of the Senate and the Committee on the Judiciary of the House of Representatives a report detailing the efforts of the departments and agencies within the Federal Government to come into compliance with paragraph (2). The report shall contain a list of all departments and agencies within the Federal Government subject to paragraph (2) and whether each department or agency is in compliance with paragraph (2).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section commented="no" id="idf3d64983-6ffd-4a8b-a7f7-f44220a7d845"><enum>403.</enum><header>Human trafficking assessment</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, and annually thereafter, the Executive Associate Director of Homeland Security Investigations shall submit to the Committee on Homeland Security and Governmental Affairs and the Committee on the Judiciary of the Senate, and the Committee on Homeland Security and the Committee on the Judiciary of the House of Representatives a report on human trafficking investigations undertaken by Homeland Security Investigations that includes—</text>
 <paragraph id="id19893734-3377-418d-90df-a63ec8ed46a6"><enum>(1)</enum><text>the number of confirmed human trafficking investigations by category, including labor trafficking, sex trafficking, and transnational and domestic human trafficking;</text>
 </paragraph><paragraph commented="no" id="idd44943c9-7100-4e95-af49-fcb56b9d49be"><enum>(2)</enum><text>the number of victims by category, including—</text> <subparagraph commented="no" id="iddf98ad22-5c8b-4bdd-8a01-1808c0ac2ac8"><enum>(A)</enum><text>whether the victim is a victim of sex trafficking or a victim of labor trafficking; and</text>
 </subparagraph><subparagraph commented="no" id="id8ffb1c44-13ea-4501-aa62-e94c74751354"><enum>(B)</enum><text>whether the victim is a minor or an adult; and</text> </subparagraph></paragraph><paragraph id="id87b9150f-c017-432e-871b-07f51c212f19"><enum>(3)</enum><text>an analysis of the data described in paragraphs (1) and (2) and other data available to Homeland Security Investigations that indicates any general human trafficking or investigatory trends.</text>
				</paragraph></section></title><title changed="added" committee-id="SSJU00" id="idbeab6349-f765-4563-8062-79ad0a9ab30f" reported-display-style="italic" style="OLC"><enum>V</enum><header>Training and technical assistance</header>
			<section id="idb00812f7-4f8d-4eb4-89ed-4319b798f395"><enum>501.</enum><header>Encouraging a victim-centered  approach to training of Federal law enforcement personnel</header>
 <subsection id="ide05b3ec4-faab-40d9-b39a-7dcbffe4a968"><enum>(a)</enum><header>Training curriculum improvements</header><text>The Attorney General, Secretary of Homeland Security, and Secretary of Labor shall periodically, but not less frequently than once every 2 years, implement improvements to the training programs on human trafficking for employees of the Department of Justice, Department of Homeland Security, and Department of Labor, respectively, after consultation with survivors of human trafficking, or trafficking victims service providers, and Federal law enforcement agencies responsible for the prevention, deterrence, and prosecution of offenses involving human trafficking (such as individuals serving as, or who have served as, investigators in a Federal agency and who have expertise in identifying human trafficking victims and investigating human trafficking cases).</text>
				</subsection><subsection id="idb6225746-35d7-4c19-938a-ae4cbf90ac62"><enum>(b)</enum><header>Advanced training curriculum</header>
 <paragraph id="id945d26f9-bf04-4172-8265-73f8f58fa881"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this Act, the Attorney General and the Secretary of Homeland Security shall develop an advanced training curriculum, to supplement the basic curriculum for investigative personnel of the Department of Justice and the Department of Homeland Security, respectively, that—</text>
 <subparagraph id="id7876b7ad-ae2e-45db-88ae-06bb282078c6"><enum>(A)</enum><text>emphasizes a multidisciplinary, collaborative effort by law enforcement officers and victim service providers to offer comprehensive services and resources for victims and a broad range of investigation and prosecution options in response to perpetrators;</text>
 </subparagraph><subparagraph id="id6f7e6233-b153-44fb-8130-4f2e28b6b81d"><enum>(B)</enum><text>provides guidance about the recruitment techniques employed by human traffickers to clarify that an individual who knowingly solicits or patronizes a commercial sex act from a person who was a minor (consistent with section 1591(c) of title 18, United States Code) or was subject to force, fraud, or coercion is guilty of an offense under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">chapter 77</external-xref> of title 18, United States Code, and is a party to a human trafficking offense; and</text>
 </subparagraph><subparagraph id="id202326aa-b82d-4c7d-8f2d-bd406f86f110"><enum>(C)</enum><text>explains that—</text> <clause id="id25742055-2048-438c-afea-3749667831ff"><enum>(i)</enum><text>victims of sex or labor trafficking often engage in criminal acts as a direct result of severe trafficking in persons and such individuals are victims of a crime and affirmative measures should be taken to avoid arresting, charging, or prosecuting such individuals for any offense that is the direct result of their victimization; and</text>
 </clause><clause id="idd7f31d1e-4b53-4a0e-96d4-ee0bf4ca290e"><enum>(ii)</enum><text>a comprehensive approach to eliminating human trafficking should include demand reduction as a component.</text>
 </clause></subparagraph></paragraph><paragraph id="id3425e34a-2538-44ba-9d05-851398781e87"><enum>(2)</enum><header>Use of curriculum</header><text>The Attorney General and the Secretary of Homeland Security shall provide training using the curriculum developed under paragraph (1) to—</text>
 <subparagraph id="id3765d697-65d1-417b-8184-aa76db720bb0"><enum>(A)</enum><text>all law enforcement officers employed by the Department of Justice and the Department of Homeland Security, respectively, who may be involved in the investigation of human trafficking offenses; and</text>
 </subparagraph><subparagraph id="id1d10f360-6cce-478b-9dbc-d8136312d2fa"><enum>(B)</enum><text>members of task forces that participate in the investigation of human trafficking offenses.</text> </subparagraph></paragraph></subsection><subsection id="id3ffc9128-3318-425e-bc8d-a7c93f5cbab6"><enum>(c)</enum><header>Training components</header><text>Section 107(c)(4)(B) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(c)(4)(B)</external-xref>) is amended—</text>
 <paragraph id="id66cb6c4a-8117-4865-90a0-046247ec3cfa"><enum>(1)</enum><text>in clause (ii), by striking <quote>and</quote> at the end;</text> </paragraph><paragraph id="id295b61b6-79e2-4e42-812b-9cd3c9cad017"><enum>(2)</enum><text>in clause (iii), by striking the period at the end and inserting <quote>; and</quote>; and</text>
 </paragraph><paragraph id="id773b147f-22ed-48fb-8159-4976e3db9d46"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="idb7047e54-6ab3-4268-8b7b-59fb4156d78c" reported-display-style="italic" style="OLC"> <clause id="idf5f76498-e94f-43fe-8768-3240406a97fe"><enum>(iv)</enum><text>a discussion clarifying that an individual who knowingly solicits or patronizes a commercial sex act from a person who was a minor (consistent with section 1591(c) of title 18, United States Code) or was subject to force, fraud, or coercion is guilty of an offense under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">chapter 77</external-xref> of title 18, United States Code, and is a party to a human trafficking offense.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection></section><section id="id35e57ace-1ed6-4383-89ea-d7f0d928fc2d"><enum>502.</enum><header>Victim screening training</header><text display-inline="no-display-inline">Section 114 of the Justice for Victims of Trafficking Act of 2015 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044g">42 U.S.C. 14044g</external-xref>) is amended—</text> <paragraph id="id9d691892-a50f-40da-888a-532f53739625"><enum>(1)</enum><text>in subsection (c)(1)(A)—</text>
 <subparagraph id="id4047e02f-799c-47e0-b2fb-647c455e5e64"><enum>(A)</enum><text>in clause (i), by striking the <quote>and</quote> at the end;</text> </subparagraph><subparagraph id="idde7e526f-2ab0-4cc9-a851-24eb6636d078"><enum>(B)</enum><text>in clause (ii), by striking the period at the end and inserting a semicolon; and</text>
 </subparagraph><subparagraph id="id9153a36f-5ec8-44ff-9a9c-04bd15c8201b"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="id646c7878-9175-4ea4-b106-ea88f02b9ab3" reported-display-style="italic" style="OLC"> <clause id="id0a317754-69c1-4cc8-9fb6-bfe40d6ed9a5"><enum>(iii)</enum><text>individually screening all adults and children who are suspected of engaging in commercial sex acts or who are subject to labor exploitation that may be in violation of child labor laws to determine whether each individual screened is a victim of human trafficking; and</text>
 </clause><clause id="id2035a1aa-9b02-45da-ac0d-e85df0ec32fd"><enum>(iv)</enum><text>how—</text> <subclause id="id5e78a079-bca9-4afc-8978-6c50e7b1b0a4"><enum>(I)</enum><text>victims of sex or labor trafficking often engage in criminal acts as a direct result of severe trafficking in persons; and</text>
 </subclause><subclause id="id5c0634d6-5ab0-43a3-9a36-b548ac48c00e"><enum>(II)</enum><text>such individuals are victims of a crime and affirmative measures should be taken to avoid arresting, charging, or prosecuting such individuals for any offense that is the direct result of their victimization.</text></subclause></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="id18e8fddd-33f6-41b8-b888-a524f90eeb6d"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="idcf947dfc-c51c-4c18-97ad-c98fcaad8069" reported-display-style="italic" style="OLC"> <subsection id="id5d4bcdd3-109e-4d5a-8473-bbddc87652b0"><enum>(f)</enum><header>Department of justice victim screening protocol</header> <paragraph id="id9f7fe848-08ec-4e99-8032-67367fe3e915"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this subsection, the Attorney General shall issue a screening protocol for use during all anti-trafficking law enforcement operations in which the Department of Justice is involved.</text>
 </paragraph><paragraph id="id72120dbd-cf78-4904-89ec-9678c6a6f894"><enum>(2)</enum><header>Requirements</header><text>The protocol required to be issued under paragraph (1) shall—</text> <subparagraph id="id41a8d8ef-006f-4fb5-acce-4689673ac8b6"><enum>(A)</enum><text>require the individual screening of all adults and children who are suspected of engaging in commercial sex acts or who are subject to labor exploitation that may be in violation of child labor laws to determine whether each individual screened is a victim of human trafficking;</text>
 </subparagraph><subparagraph id="id8999f998-9859-4026-bd77-3097f2c42327"><enum>(B)</enum><text>require affirmative measures to avoid arresting, charging, or prosecuting human trafficking victims for any offense that is the direct result of their victimization;</text>
 </subparagraph><subparagraph id="idb513a9a2-1bf0-4401-bf9e-9be96e24043f"><enum>(C)</enum><text>require all Federal law enforcement officers and relevant department personnel who participate in human trafficking investigations to receive training on enforcement of the protocol;</text>
 </subparagraph><subparagraph id="id5b877f79-1aed-45f6-881b-338ddd7efaf0"><enum>(D)</enum><text>be developed in consultation with State and local law enforcement agencies, the Department of Health and Human Services, survivors of human trafficking, and nongovernmental organizations that specialize in the identification, prevention, and restoration of victims of human trafficking; and</text>
 </subparagraph><subparagraph id="ida7e7a251-88eb-4828-adef-80e3d919891d"><enum>(E)</enum><text>include—</text> <clause id="idb3d24289-9d82-4c70-a3b8-a2f9a85e15a1"><enum>(i)</enum><text>procedures and practices to ensure that the screening process minimizes trauma or revictimization of the person being screened; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id37f3bd86-e44c-4a00-9e4f-2473d06bd408"><enum>(ii)</enum><text>guidelines on assisting victims of human trafficking in identifying and receiving victim services.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="id0844ffd6-ba7e-4887-afea-4800ce666723"><enum>503.</enum><header>Judicial training</header><text display-inline="no-display-inline">Section 223(b)(2) of the Victims of Child Abuse Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/13023">42 U.S.C. 13023(b)(2)</external-xref>) is amended—</text> <paragraph id="id0363a8da-ced8-409d-8aa2-8c2b1896f306"><enum>(1)</enum><text>in subparagraph (B) by striking <quote>and</quote> at the end;</text>
 </paragraph><paragraph id="id64436285-4e52-4967-8bcc-722f920b2b49"><enum>(2)</enum><text>in subparagraph (C) by striking the period at the end and inserting <quote>; and</quote>; and</text> </paragraph><paragraph id="id0db399bb-60a6-4511-b9fa-c073537025d7"><enum>(3)</enum><text>by adding at the end the following:</text>

 </paragraph></section><section id="ide6b7f5b2-f99c-4a10-a899-fd421eaa2d51"><enum>504.</enum><header>Training of tribal law enforcement and prosecutorial personnel</header><text display-inline="no-display-inline">The Attorney General, in consultation with the Director of the Office of Tribal Justice, shall carry out a program under which tribal law enforcement officials may receive technical assistance and training to pursue a victim-centered approach to investigating and prosecuting severe forms of trafficking in persons (as defined in section 103 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>)).</text>

 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB24337F03C164EB1B91A037CE98B6DEF"><enum>(2)</enum><header display-inline="yes-display-inline">Group</header><text>The term <term>Group</term> means the Senior Policy Operating Group established under section 105(g) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(g)</external-xref>).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8FBCA5CDF4BD4464B5EBE7AC2923AFFE"><enum>(3)</enum><header display-inline="yes-display-inline">Task force</header><text>The term <term>Task Force</term> means the President’s Interagency Task Force to Monitor and Combat Trafficking established under section 105(a) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(a)</external-xref>).</text>
				</paragraph></section><section commented="no" display-inline="no-display-inline" id="id75CA2714E42843DAB1287345700C0D07"><enum>703.</enum><header display-inline="yes-display-inline">Public-Private Partnership Advisory Council to End Human Trafficking</header>
 <subsection commented="no" display-inline="no-display-inline" id="idA4A706F7EF4A4FC5A127CD4BE4C4B382"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">There is established the Public-Private Partnership Advisory Council to End Human Trafficking, which shall provide advice and recommendations to the Group and the Task Force.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id4FD51722A0134142A6966AF8256DBDF9"><enum>(b)</enum><header display-inline="yes-display-inline">Membership</header>
 <paragraph commented="no" display-inline="no-display-inline" id="idEA99E5898B234C9B83897741212275D6"><enum>(1)</enum><header display-inline="yes-display-inline">Composition</header><text display-inline="yes-display-inline">The Council shall be composed of not fewer than 8 and not more than 14 representatives of nongovernmental organizations, academia, and nonprofit groups who have significant knowledge and experience in human trafficking prevention and eradication, identification of human trafficking, and comprehensive services for human trafficking victims.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id01722E1C0EF04CC3B0E5C3E3ADBAC1CC"><enum>(2)</enum><header display-inline="yes-display-inline">Representation of nonprofit and nongovernmental organizations</header><text display-inline="yes-display-inline">To the extent practicable, members of the Council shall be representatives of nonprofit groups, academia, and nongovernmental organizations who accurately reflect the diverse backgrounds related to work in the prevention, eradication, and identification of human trafficking and comprehensive services for human trafficking victims in the United States and internationally.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEE87FC53DB1A45938DFB8ED19CEE9F93"><enum>(3)</enum><header display-inline="yes-display-inline">Appointment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the President shall appoint—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id69604EFAD4CB4ADCAA85C535A316062C"><enum>(A)</enum><text display-inline="yes-display-inline">1 member of the Council, after consultation with the President Pro Tempore of the Senate;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id663FE5ABC79F4005B3F0A87973EDC15C"><enum>(B)</enum><text display-inline="yes-display-inline">1 member of the Council, after consultation with the Minority Leader of the Senate;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5E2C7FA4D1384F39B4C353E07A8D7398"><enum>(C)</enum><text display-inline="yes-display-inline">1 member of the Council, after consultation with the Speaker of the House of Representatives;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id715B0F7DCD114DFD84ABD5370FB57E0C"><enum>(D)</enum><text display-inline="yes-display-inline">1 member of the Council, after consultation with the Minority Leader of the House of Representatives; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7D996B7A9AA14A52A25B8DC2A298B66E"><enum>(E)</enum><text>the remaining members of the Council.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC5E0BE16078445D98291C776FC6D94D3"><enum>(4)</enum><header display-inline="yes-display-inline">Term; reappointment</header><text display-inline="yes-display-inline">Each member of the Council—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id17B561FF43A5444B8E98B84419D6965B"><enum>(A)</enum><text display-inline="yes-display-inline">shall serve for a term of 2 years; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB48C8A60475C4BEBB9615167DE1C989D"><enum>(B)</enum><text display-inline="yes-display-inline">may be reappointed by the President to serve 1 additional 2-year term.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2751a92d5c1349408937cab21d725510"><enum>(5)</enum><header display-inline="yes-display-inline">Employee status</header><text display-inline="yes-display-inline">Members of the Council—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idd033ce0e40a441348d9913e3c79b4957"><enum>(A)</enum><text display-inline="yes-display-inline">shall not be considered employees of the Federal Government for any purpose; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id988A87E250B94C10900960C2626B4D9F"><enum>(B)</enum><text display-inline="yes-display-inline">shall not receive compensation.</text> </subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id80549e020c49473e950b5aebf5f14e40"><enum>(c)</enum><header display-inline="yes-display-inline">Functions</header><text display-inline="yes-display-inline">The Council shall—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idd184875b81a04a8785e161f0be0dcb3b"><enum>(1)</enum><text display-inline="yes-display-inline">be a nongovernmental advisory body to the Group;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id74315f4f3f124919b3532712205fe74b"><enum>(2)</enum><text display-inline="yes-display-inline">meet, at its own discretion or at the request of the Group, not less frequently than annually, to review Federal Government policy and programs intended to combat human trafficking, including programs relating to the provision of services for victims;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7011FE3701CE4DA98B7E4335A32D5C1B"><enum>(3)</enum><text display-inline="yes-display-inline">serve as a point of contact, with the United States Advisory Council on Human Trafficking, for Federal agencies reaching out to human trafficking nonprofit groups and nongovernmental organizations for input on programming and policies relating to human trafficking in the United States;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6df8e7a1e7934609b9f181e2513edb26"><enum>(4)</enum><text display-inline="yes-display-inline">formulate assessments and recommendations to ensure that the policy and programming efforts of the Federal Government conform, to the extent practicable, to the best practices in the field of human trafficking prevention and rehabilitation and aftercare of human trafficking victims; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idca77f6274b2c4d809a209a48bd7768cc"><enum>(5)</enum><text display-inline="yes-display-inline">meet with the Group not less frequently than annually, and not later than 45 days before a meeting with the Task Force, to formally present the findings and recommendations of the Council.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id874F0E0DF213464ABF91D17FD0F16CE3"><enum>(d)</enum><header display-inline="yes-display-inline">Nonapplicability of FACA</header><text display-inline="yes-display-inline">The Council shall not be subject to the requirements under the Federal Advisory Committee Act (5 U.S.C. App.).</text>
 </subsection></section><section commented="no" display-inline="no-display-inline" id="idb747600d68df451a8235bbe460de733f"><enum>704.</enum><header display-inline="yes-display-inline">Reports</header><text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this Act and annually thereafter until the date described in section 705, the Council, in coordination with the United States Advisory Council on Human Trafficking, shall submit a report containing the findings derived from the reviews conducted pursuant to section 3(c)(2) to—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idB3F25C82827E431BB72A3BA25B182B5B"><enum>(1)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSAP00">Committee on Appropriations of the Senate</committee-name>;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF1BBE4ADE831400D91188D2273D43BA0"><enum>(2)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD9FF597D2F4A447DAB1BF449FA119610"><enum>(3)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs of the Senate</committee-name>;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idAEBF3895F6E94B899F3519AD1E838EF6"><enum>(4)</enum><text>the <committee-name committee-id="SSJU00">Committee on the Judiciary of the Senate</committee-name>;</text>
