			 Virgin Islands, and for other purposes.</official-title></form>
	<legis-body id="HE92DD70CAC8D4CB996F24E4EA6CAC6B5" style="OLC">
 <section id="H74C89115756D4A0199B2E052E81711A8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States Virgin Islands Small Business Contracting Assistance Act of 2018</short-title></quote>.</text> </section><section id="H55C0F0EB3FA24B54944A5A1C3A12A584" section-type="subsequent-section"><enum>2.</enum><header>Definition of United States Virgin Islands business</header><text display-inline="no-display-inline">Section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>) is amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HA42C1C8AAD17460BA2C05ACDD6D8F70B" style="OLC">
 <subsection id="H7D8175EA024B48AD9BE4D9D56A6D5203"><enum>(ee)</enum><header>United States Virgin Islands business</header><text display-inline="yes-display-inline">In this Act, the term <term>United States Virgin Islands business</term> means a small business concern that has its principal office located in the United States Virgin Islands.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="HC0A3E9E682A84132819B33833C416A83"><enum>3.</enum><header>Small business credit for United States Virgin Islands businesses</header><text display-inline="no-display-inline">Section 15 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/644">15 U.S.C. 644</external-xref>) is amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H40302922EB13444F80718517BE3096BC" style="OLC">
				<subsection id="H6D0F4714E61F4C9B9C1E5CCD84275135"><enum>(w)</enum><header>Small business credit for United States Virgin Islands businesses</header>
 <paragraph commented="no" id="HDAF4BDC7E6014C9A886D5CE5DE92DEDE"><enum>(1)</enum><header>Credit for meeting contracting goals</header><text display-inline="yes-display-inline">If an agency awards a prime contract to United States Virgin Islands business during the period beginning on the date of enactment of this subsection and ending on the date that is 4 years after such date of enactment, the value of the contract shall be doubled for purposes of determining compliance with the goals for procurement contracts under subsection (g)(1)(A)(i) during such period.</text>
 </paragraph><paragraph id="HA663ED4ADA134E75BD0E72CFAAD6AA71"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Along with the report required under subsection (h)(1), the head of each Federal agency shall submit to the Administrator, and make publicly available on the scorecard described in section 868(b) of the National Defense Authorization Act for Fiscal Year 2016 (<external-xref legal-doc="usc" parsable-cite="usc/15/644">15 U.S.C. 644</external-xref> note), an analysis of the number and dollar amount of prime contracts awarded pursuant to paragraph (1) for each fiscal year of the period described in such paragraph.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="H25AC7591E0A74DD1BD5B3774BCBD411D" section-type="subsequent-section"><enum>4.</enum><header>Priority for surplus property transfers</header><text display-inline="no-display-inline">Section 7(j)(13)(F) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(j)(13)(F)</external-xref>) is amended by adding at the end the following new clause:</text>
			<quoted-block display-inline="no-display-inline" id="HD6B484B94D3C4D4B8C53C96A4A702A61" style="OLC">
				<clause id="HC335B794D488459CB23B5DABA1137D70" indent="up2"><enum>(iii)</enum>
 <subclause commented="no" display-inline="yes-display-inline" id="H32E49EC695954D5586FDFA4AF48A0EDD"><enum>(I)</enum><text display-inline="yes-display-inline">In this clause, the term <term>covered period</term> means the period beginning on the date of enactment of this clause and ending on the date that is 3 years after such date of enactment.</text>
 </subclause><subclause id="H8A3E2C778BEC4D4FA9D7B21DBEA9E50E" indent="up1"><enum>(II)</enum><text display-inline="yes-display-inline">The Administrator may transfer technology or surplus property under clause (i) to a United States Virgin Islands business during the covered period if the such business meets the requirements for such a transfer, without regard to whether such business is a Program Participant.</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="H2EE4B61F6CEC4C449CDF11F7A67E9B27"><enum>5.</enum><header>Contracting incentives for protege firms that are United States Virgin Islands businesses</header>
 <subsection id="HF8C5395BC9A9465BBC1A8B32D9A4A74B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 45(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657r">15 U.S.C. 657r(a)</external-xref>) is amended by adding at the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HAD665ED23C6D40758B37FC9D7848F9C9" style="OLC">
 <paragraph commented="no" id="HB1757D9276BD43839ED055263FA62BEB"><enum>(3)</enum><header>United States Virgin Islands businesses</header><text display-inline="yes-display-inline">During the period beginning on the date of enactment of this paragraph and ending on the date that is 3 years after such date of enactment, the Administrator shall identify potential incentives to a covered mentor that awards a subcontract to its covered protege, including—</text>
 <subparagraph commented="no" id="H57EF34961AD84DF7B03A4F523F16C79F"><enum>(A)</enum><text display-inline="yes-display-inline">positive consideration in any past performance evaluation of the covered mentor;</text> </subparagraph><subparagraph commented="no" id="H9156265416C049BBAA186DDA75EFEBE8"><enum>(B)</enum><text display-inline="yes-display-inline">the application of costs incurred for providing training to such covered protege to the subcontracting plan (as required under paragraph (4) or (5) of section 8(d)) of the covered mentor; and</text>
 </subparagraph><subparagraph id="H6BCABC2B894140F9A694BF0AE7B56A3E"><enum>(C)</enum><text display-inline="yes-display-inline">such other incentives as the Administrator determines appropriate.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="HAD7F931B0BF3492FAA2E9905E5E39DFD"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 45(d) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657r">15 U.S.C. 657r(d)</external-xref>) is amended by adding at the end the following new paragraphs:</text>
				<quoted-block display-inline="no-display-inline" id="HA061691848464CFBAC115E31299A88EB" style="OLC">
 <paragraph id="HF3FF1370943447B59F022D8ABF87DCC5"><enum>(4)</enum><header>Covered mentor</header><text display-inline="yes-display-inline">The term <term>covered mentor</term> means a mentor that enters into an agreement under this Act, or under any mentor-protege program approved under subsection (b)(1), with a covered protege.</text>
 </paragraph><paragraph id="HABA8B5B8090F4F3B92B7976A72A129B2"><enum>(5)</enum><header>Covered protege</header><text display-inline="yes-display-inline">The term <term>covered protege</term> means a protege of a covered mentor that is a United States Virgin Islands business.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </subsection></section><section commented="no" id="HFD54C1898D3D48AA86A594EC9B7F0B30"><enum>6.</enum><header>Additional mentor-protege relationships for protege firms that are United States Virgin Islands businesses</header><text display-inline="no-display-inline">Section 45(b)(3)(A) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657r">15 U.S.C. 657r(b)(3)(A)</external-xref>) is amended by inserting <quote>, except that, during the 3-year period beginning on the date of the enactment of the United States Virgin Islands Small Business Contracting Assistance Act of 2018, such restrictions shall not apply to up to 2 mentor-protege relationships if such relationships are between a covered protege and covered mentor</quote> after <quote>each participant</quote>.</text>
