			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the President to impose sanctions on certain senior foreign political figures and
			 oligarchs in the Russian Federation and certain Russian parastatal
			 entities, and for other purposes.</official-title></form>
	<legis-body id="HD810145C3802428CA57FC87737437624" style="OLC">
 <section id="H87903CE92B0B4B0F9BFB9169FC284299" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Directing Implementation of Sanctions and Accountability for Russian Mischief Act</short-title></quote> or <quote><short-title>DISARM Act</short-title></quote>.</text> </section><section id="H86F9231A52AD4B81BE0081E0CE35D4EF"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
 <paragraph id="H4242222654394B4FB3663E27D10998B4"><enum>(1)</enum><text display-inline="yes-display-inline">Title II of the Countering America’s Adversaries Through Sanctions Act (<external-xref legal-doc="public-law" parsable-cite="pl/115/44">Public Law 115–44</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/9501">22 U.S.C. 9501</external-xref> et seq.), enacted in July 2017, seeks to—</text>
 <subparagraph id="HB340F1BB5C20425C895B997CBDE08D52"><enum>(A)</enum><text>punish the Russian Federation for interfering in the 2016 United States presidential election;</text> </subparagraph><subparagraph id="H9F522EFE46BE49F784CB59BA4FE5908A"><enum>(B)</enum><text display-inline="yes-display-inline">deter Russia’s ongoing aggression in Ukraine, cyber intrusions, attacks against the United States and its partners, and human rights violations; and</text>
 </subparagraph><subparagraph id="H8FAD033E6EEF4753AC35C69421D8BCC9"><enum>(C)</enum><text display-inline="yes-display-inline">urge the Administration to vigorously enforce existing sanctions imposed by the United States against Russia.</text>
 </subparagraph></paragraph><paragraph commented="no" id="H5B8D4A4C449A4EBA83AFD8B21817628B"><enum>(2)</enum><text display-inline="yes-display-inline">Section 241(a) of the Countering America’s Adversaries Through Sanctions Act requires the Secretary of the Treasury, not later than 180 days after the date of the enactment of such Act, to submit to Congress a detailed report on senior foreign political figures and oligarchs in the Russian Federation, including the following:</text>
 <subparagraph commented="no" id="HFA03A215C5C148E689404C885EDB47F2"><enum>(A)</enum><text><quote>An identification of the most significant senior foreign political figures and oligarchs in the Russian Federation, as determined by their closeness to the Russian regime and their net worth.</quote>.</text>
 </subparagraph><subparagraph commented="no" id="H73D4F9534C3B4B85AE739782C03DFA5A"><enum>(B)</enum><text><quote>An assessment of the relationship between individuals identified under subparagraph (A) and President Vladimir Putin or other members of the Russian ruling elite.</quote>.</text>
 </subparagraph><subparagraph commented="no" id="H6B58F6FB63A24AA18058443F4E44EA67"><enum>(C)</enum><text><quote>An identification of any indices of corruption with respect to those individuals.</quote>.</text> </subparagraph><subparagraph commented="no" id="H0653751284424212A96734CFF997B1AE"><enum>(D)</enum><text><quote>The estimated net worth and known sources of income of those individuals and their family members (including spouses, children, parents, and siblings), including assets, investments, other business interests, and relevant beneficial ownership information.</quote>.</text>
 </subparagraph><subparagraph id="HBE0A92A8535541839C025A1D9F1868F0"><enum>(E)</enum><text display-inline="yes-display-inline"><quote>An identification of the non-Russian business affiliations of those individuals.</quote>.</text> </subparagraph></paragraph><paragraph id="H34CE05E7E86F44B79AD32887EF268578"><enum>(3)</enum><text display-inline="yes-display-inline">Section 241(a) of the Countering America’s Adversaries Through Sanctions Act further requires the Secretary of the Treasury to submit to Congress a detailed report on Russian parastatal entities, including an assessment of the following:</text>
 <subparagraph id="HCEA60A9E30B74EC89D1E1FFA41526926"><enum>(A)</enum><text><quote>The emergence of Russian parastatal entities and their role in the economy of the Russian Federation.</quote>.</text>
 </subparagraph><subparagraph id="HE65D1A69EFB84574BAA56F872D418710"><enum>(B)</enum><text display-inline="yes-display-inline"><quote>The leadership structures and beneficial ownership of those entities.</quote>.</text> </subparagraph><subparagraph id="HA5D375705D2B40ABA89ED00117CCB899"><enum>(C)</enum><text><quote>The scope of the non-Russian business affiliations of those entities.</quote>.</text>
 </subparagraph></paragraph><paragraph id="H53AC61A3CFA14144BBA47ECFFE5F6EDA"><enum>(4)</enum><text display-inline="yes-display-inline">On January 29, 2018, the Secretary of the Treasury submitted to Congress the report required by section 241 of the Countering America’s Adversaries Through Sanctions Act, which included the names of 114 senior foreign political figures and 96 oligarchs.</text>
 </paragraph><paragraph id="HEE610AF3FDBD4F549DB7B0D345FA3274"><enum>(5)</enum><text display-inline="yes-display-inline">The list of the senior foreign political figures and oligarchs in the report corresponds identically to lists on the English-language websites of the Kremlin, the Government of the Russian Federation, and the Russian edition of the Forbes billionaires list.</text>
 </paragraph><paragraph id="HFE9C8EF0BFC2488C946EC81DCDA49D8D"><enum>(6)</enum><text>The list omits any description of the relationship between individuals identified in the report and indices of corruption with respect to those individuals.</text>
 </paragraph></section><section id="HDA02D88A2B2144758836E65D08512211"><enum>3.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> <paragraph id="H82D9F96AE91A49F4B0BCA8BD5EB84C40"><enum>(1)</enum><text>sanctions serve as a deterrent only if the threat of sanctions is credible;</text>
 </paragraph><paragraph id="H9935955A16A54FAC8F80BB67203855BB"><enum>(2)</enum><text display-inline="yes-display-inline">the January 29, 2018, report submitted by the Secretary of the Treasury to Congress under section 241 of the Countering America’s Adversaries Through Sanctions Act—</text>
 <subparagraph id="HE1C84E49019D487ABC31F32C78CB0B1C"><enum>(A)</enum><text>does not meet the intent of such section at the time of passage;</text> </subparagraph><subparagraph id="H72C85C98836C4432A48F643C5FC17CAF"><enum>(B)</enum><text>copies lists on the English-language websites of the Kremlin, the Government of the Russian Federation, and the Russian edition of the Forbes billionaires list and fails to exemplify the due diligence and rigorous forensic accounting expected by Congress; and</text>
 </subparagraph><subparagraph id="H25B45F3A7F184F6A94C69EA364DF6AB9"><enum>(C)</enum><text>coupled with total silence by senior United States Administration officials regarding the report, sends the wrong signal to Russian President Putin and his inner circle; and</text>
 </subparagraph></paragraph><paragraph id="H5241D1E78076453E8AC536E7E7D39C55"><enum>(3)</enum><text display-inline="yes-display-inline">the Administration needs to act with strength, to act publicly, and to act forcefully to implement sanctions as intended, including using the report submitted under section 241 of the Countering America’s Adversaries Through Sanctions Act as the basis to impose sanctions against senior foreign political figures and oligarchs listed in such report.</text>
			</paragraph></section><section id="HF205CE317A534E8088AB7B09E2346DCC"><enum>4.</enum><header>Imposition of sanctions on certain senior foreign political figures and oligarchs in the Russian
			 Federation and certain Russian parastatal entities</header>
 <subsection id="H6673D39FE8D940AC8E9EE874A38F4CB7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the President shall impose sanctions described in subsection (c)—</text>
 <paragraph id="HA2E8F034AFB24A6980ADC82C007ACF72"><enum>(1)</enum><text>with respect to not less than five individuals who—</text> <subparagraph commented="no" id="H8DE0B9D4906F4018B5C21D935546D649"><enum>(A)</enum><text display-inline="yes-display-inline">are identified as senior foreign political figures or oligarchs in the Russian Federation in the report required by section 241(a)(1) of the Countering America’s Adversaries Through Sanctions Act and submitted to Congress on January 29, 2018; and</text>
 </subparagraph><subparagraph id="HD8F9D6437EDC4996A83742EC94246041"><enum>(B)</enum><text>are not currently subject to sanctions imposed by the United States; and</text> </subparagraph></paragraph><paragraph id="H838C2178C5A04116B8433DD82FF5B41C"><enum>(2)</enum><text>with respect to not less than five entities, including any individuals associated with such entities, that—</text>
 <subparagraph id="HF1D05D515A27493D82FE2D0B98FD0463"><enum>(A)</enum><text display-inline="yes-display-inline">are identified as Russian parastatal entities in the report required by section 241(a)(2) of the Countering America’s Adversaries Through Sanctions Act and submitted to Congress on January 29, 2018; and</text>
 </subparagraph><subparagraph id="H50584F911F1F4C9AB90F5E2E61CB536B"><enum>(B)</enum><text display-inline="yes-display-inline">are not currently subject to sanctions imposed by the United States.</text> </subparagraph></paragraph></subsection><subsection commented="no" id="HE8FFF34276894286B5E7ADAC03ABBB78"><enum>(b)</enum><header>Criteria</header> <paragraph id="HC8A7734519DF4020B31012A45A942CCD"><enum>(1)</enum><header>Senior foreign political figures and oligarchs</header><text>In determining those individuals described in subsection (a)(1) with respect to which sanctions described in subsection (c) are to be imposed, the President shall take into account the extent to which such individuals meet the criteria described in subparagraphs (A) through (E) of section 241(a)(1) of the Countering America’s Adversaries Through Sanctions Act.</text>
 </paragraph><paragraph id="HAC05CA270F3E422786FC113E66961CBB"><enum>(2)</enum><header>Parastatal entities</header><text display-inline="yes-display-inline">In determining those entities and individuals described in subsection (a)(2) with respect to which sanctions described in subsection (c) are to be imposed, the President shall take into account the extent to which such entities and individuals meet the criteria described in subparagraphs (A) through (C) of section 241(a)(2) of the Countering America’s Adversaries Through Sanctions Act.</text>
 </paragraph></subsection><subsection id="H808D23D386884E0085EF00DA4FB646EA"><enum>(c)</enum><header>Sanctions described</header><text>The sanctions described in this subsection are the following:</text> <paragraph id="HC4021ECD303F468580BED2119C4A7F1E"><enum>(1)</enum><header>Asset blocking</header><text display-inline="yes-display-inline">The exercise of all powers granted to the President by the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> et seq.) to the extent necessary to block and prohibit all transactions in all property and interests in property of a person determined by the President to be subject to subsection (a) if such property and interests in property are in the United States, come within the United States, or are or come within the possession or control of a United States person.</text>
 </paragraph><paragraph commented="no" id="H86F0789B5B454D559B0232DFABB4D3A9"><enum>(2)</enum><header>Exclusion from the United States and revocation of visa or other documentation</header><text display-inline="yes-display-inline">In the case of an alien determined by the President to be subject to subsection (a) denial of a visa to, and exclusion from the United States of, the alien, and revocation in accordance with section 221(i) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1201">8 U.S.C. 1201(i)</external-xref>), of any visa or other documentation of the alien.</text>
 </paragraph></subsection><subsection id="H0297F64B264343209F653E73BD95066D"><enum>(d)</enum><header>Definition</header><text display-inline="yes-display-inline">In subsection (c), the term <term>United States person</term> means—</text> <paragraph id="H8C14E127C0D544358185C0C2AB341D6C"><enum>(1)</enum><text>a United States citizen or an alien lawfully admitted for permanent residence to the United States; or</text>
 </paragraph><paragraph id="H10C1E4DEE5994E668C3A5E45E4C12AAA"><enum>(2)</enum><text>an entity organized under the laws of the United States or of any jurisdiction within the United States, including a foreign branch of such an entity.</text>
