			 Congress by the President on May 8, 2018, in accordance with title X of
			 the Congressional Budget and Impoundment Control Act 1974.</official-title></form>

 <section commented="no" id="HBACC5932D5714708A79D07A77D130395" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Spending Cuts to Expired and Unnecessary Programs Act</short-title></quote>.</text> </section><section id="HB889D752BF134285A5B8D82389D3EB0C" section-type="subsequent-section"><enum>2.</enum><header>Rescission of budget authority</header> <subsection id="H6B5CAC83C7784CE9BA9F4E110563A354"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Pursuant to the special message transmitted by the President on May 8, 2018, to the House of Representatives and the Senate proposing the rescission of budget authority under section 1012 of part B of title X of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/682">2 U.S.C. 682</external-xref> et seq.), the rescissions described under subsection (b) shall take effect immediately upon the date of enactment of this Act.</text>
 </subsection><subsection id="HC5B8E2913E8A4738B9E32EC03D45E8C9"><enum>(b)</enum><header>Rescissions</header><text display-inline="yes-display-inline">The rescissions described in this subsection are as follows:</text> <paragraph id="H2A03C8EB8D084DA295A325C1548AC342"><enum>(1)</enum><text display-inline="yes-display-inline">Of the unobligated balances identified by the Treasury Appropriation Fund Symbol 12X1600, $148,000,000 are permanently rescinded.</text>
 </paragraph><paragraph id="HD2FB9A97F05149B5967B2B5B8A9BF9C4"><enum>(2)</enum><text display-inline="yes-display-inline">Of the unobligated balances identified by the Treasury Appropriation Fund Symbol 12X1004, the following amounts are permanently rescinded:</text>
 <subparagraph id="H5FDEF05ABC0C402AB0F882FE4B0FC9B7"><enum>(A)</enum><text>$143,854,263 of amounts made available in section 2601(a)(5) of the Agricultural Act of 2014 (<external-xref legal-doc="public-law" parsable-cite="pl/113/79">Public Law 113–79</external-xref>).</text>
 </subparagraph><subparagraph id="H1269A07DBC46496B85F25C695E0D76B2"><enum>(B)</enum><text>$146,650,991 of amounts made available in section 2701(d) of the Food, Conservation, and Energy Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/246">Public Law 110–246</external-xref>).</text>
 </subparagraph><subparagraph id="HF18B9E4DCD004F2C817121D64679147A"><enum>(C)</enum><text>$33,261,788 of amounts made available in section 2701(e) of the Food, Conservation, and Energy Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/246">Public Law 110–246</external-xref>).</text>
 </subparagraph><subparagraph id="H3C65ED1E5F5E4CACBEC566607AA86A61"><enum>(D)</enum><text>$12,960,988 of amounts made available in section 2701(g) of the Food, Conservation, and Energy Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/246">Public Law 110–246</external-xref>).</text>
 </subparagraph><subparagraph id="H694995354E104495BE26E3677BE3F521"><enum>(E)</enum><text>$7,447,193 of amounts made available in section 2510 of the Food, Conservation, and Energy Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/246">Public Law 110–246</external-xref>).</text>
 </subparagraph><subparagraph id="H99108D266C294E8CA58E1FF34F518D60"><enum>(F)</enum><text>$155,332,698 of amounts made available from the Commodity Credit Corporation to carry out the wetlands reserve program.</text>
 </subparagraph></paragraph><paragraph id="H56678FE5801D456093901EE5489063D9"><enum>(3)</enum><text display-inline="yes-display-inline">Of the unobligated balances identified by the Treasury Appropriation Fund Symbol 12X1072, the following amounts are rescinded:</text>
 <subparagraph id="HFBCBA3C816944282BB79C56EC320310C"><enum>(A)</enum><text display-inline="yes-display-inline">$107,482,457 of amounts made available under the heading <quote>Emergency Conservation Activities</quote> in title X of the Disaster Relief Appropriations Act, 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/113/2">Public Law 113–2</external-xref>) for activities under section 403 of the Agriculture Credit Act of 1978 (Emergency Watershed Protection Program; <external-xref legal-doc="usc" parsable-cite="usc/16/2203">16 U.S.C. 2203</external-xref>).</text>
 </subparagraph><subparagraph id="HFC5AE8DD5BD24E3587EA9E1073D86FF2"><enum>(B)</enum><text display-inline="yes-display-inline">$50,000,000 of amounts made available under the heading <quote>Watershed and Flood Prevention Operations</quote> in the Consolidated Appropriations Act, 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref>).</text> </subparagraph></paragraph><paragraph id="H865F7303879545DDB508A3E4FB80E7D8"><enum>(4)</enum><text display-inline="yes-display-inline">From amounts made available under the heading <quote>Department of Agriculture—Rural Housing Service—Rental Assistance Program</quote> in the Consolidated Appropriations Act, 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref>) that remain available until September 30, 2018, $40,000,000 are rescinded.</text>
 </paragraph><paragraph id="H95CDCBD640404ECD8B726BBC138888C6"><enum>(5)</enum><text display-inline="yes-display-inline">Of the unobligated balances available under the heading <quote>Department of Agriculture—Rural Housing Service—Rural Community Facilities Program Account</quote> in the Consolidated Appropriations Act, 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref>) and prior Acts, $2,000,000 are rescinded.</text>
 </paragraph><paragraph id="HEE60389173E2494E89DDB5F875C9982C"><enum>(6)</enum><text display-inline="yes-display-inline">Of the unobligated balances available under the heading <quote>Department of Agriculture—Rural Business-Cooperative Service—Rural Cooperative Development Grants</quote> in the Consolidated Appropriations Act, 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref>) and prior Acts, $14,705,229 are rescinded.</text>
 </paragraph><paragraph id="H48ABE6954EA44BE197A09E14000CAC98"><enum>(7)</enum><text display-inline="yes-display-inline">Of the amounts made available by section 9003 of the Agricultural Act of 2014 (<external-xref legal-doc="public-law" parsable-cite="pl/113/79">Public Law 113–79</external-xref>), $36,410,174 are rescinded.</text>
 </paragraph><paragraph id="H1CA27A13095144BDA95BCEC61B73C7A9"><enum>(8)</enum><text display-inline="yes-display-inline">Of the unobligated balances available under the heading <quote>Department of Agriculture—Rural Utilities Service—High Energy Cost Grants</quote> in the Consolidated Appropriations Act, 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref>) and prior Acts, $13,275,855 are rescinded.</text>
 </paragraph><paragraph id="H27188502E4284AD481493045BCA11F79"><enum>(9)</enum><text display-inline="yes-display-inline">Of the unobligated balances available under the heading <quote>Department of Agriculture—Rural Utilities Service—Rural Water and Waste Disposal Program Account</quote> in the Consolidated Appropriations Act, 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref>) and prior Acts, $37,000,000 are rescinded. No amounts may be rescinded under this paragraph from amounts that were designated by the Congress as an emergency or disaster relief requirement pursuant to the concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.</text>
 </paragraph><paragraph id="H615F548263A0427BB2F0C7C451E3AA21"><enum>(10)</enum><text display-inline="yes-display-inline">Of the unobligated balances available under the heading <quote>Department of Agriculture—Forest Service—Land Acquisition</quote> in the Consolidated Appropriations Act, 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref>) and prior Acts that were derived from the Land and Water Conservation Fund, $16,000,000 are permanently rescinded.</text>
 </paragraph><paragraph id="HD8D1B6C89545481D85A4B1302197A2CC"><enum>(11)</enum><text display-inline="yes-display-inline">Of the unobligated balances available under the heading <quote>Department of Commerce—Economic Development Administration—Economic Development Assistance Programs</quote> from prior year appropriations, $30,000,000 are rescinded.</text> </paragraph><paragraph id="HD0FC78E5C2A3427889DAA26186215344"><enum>(12)</enum><text display-inline="yes-display-inline">Any unobligated balances of amounts provided by section 129 of the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 (<external-xref legal-doc="public-law" parsable-cite="pl/110/329">Public Law 110–329</external-xref>) for the cost of direct loans as authorized by section 136(d) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="public-law" parsable-cite="pl/110/140">Public Law 110–140</external-xref>) are rescinded.</text>
 </paragraph><paragraph id="H36F78EE44A354534A8E3B8AC5341E319"><enum>(13)</enum><text display-inline="yes-display-inline">Of the unobligated balances made available by section 1425 of the Department of Defense and Full-Year Continuing Appropriations Act, 2011 (<external-xref legal-doc="public-law" parsable-cite="pl/112/10">Public Law 112–10</external-xref>) for the cost of loan guarantees for renewable energy or efficient end-use energy technologies under section 1703 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15513">42 U.S.C. 15513</external-xref>), $160,682,760 are rescinded.</text>
 </paragraph><paragraph id="H0F06DFF7D51740ADAA24D940D47DFD94"><enum>(14)</enum><text display-inline="yes-display-inline">Any unobligated balances of amounts made available under the heading <quote>Department of Energy—Energy Programs—Title 17—Innovative Technology Loan Guarantee Program</quote> in the American Recovery and Reinvestment Act of 2009 (<external-xref legal-doc="public-law" parsable-cite="pl/111/5">Public Law 111–5</external-xref>) for the cost of guaranteed loans authorized by section 1705 of the Energy Policy Act of 2005 are rescinded.</text>
 </paragraph><paragraph id="H58DC38AD3C354A4DA9F0C6B51218457D"><enum>(15)</enum><text display-inline="yes-display-inline">Of the unobligated balances available from section 301(b)(3) of <external-xref legal-doc="public-law" parsable-cite="pl/114/10">Public Law 114–10</external-xref> and pursuant to section 2104(m)(2)(B)(iv) of the Social Security Act, $5,149,512,000 are rescinded.</text>
 </paragraph><paragraph id="HA600BC0C609040189F7920C68EFABE72"><enum>(16)</enum><text display-inline="yes-display-inline">Of the amounts made available in section 1115A(f)(1)(B) of the Social Security Act, $800,000,000 are rescinded.</text>
 </paragraph><paragraph id="H36C3500CE308430AB7338C6D2E00755F"><enum>(17)</enum><text display-inline="yes-display-inline">Of the amounts deposited in the Child Enrollment Contingency Fund for fiscal year 2018 under section 2104(n)(2) of the Social Security Act, $1,865,000,000 are permanently rescinded.</text>
 </paragraph><paragraph id="HBDDB16C7B3304A43BAEC3001FA9C7210"><enum>(18)</enum><text display-inline="yes-display-inline">Of the unobligated balances available in the Nonrecurring Expenses Fund established in section 223 of division G of <external-xref legal-doc="public-law" parsable-cite="pl/110/161">Public Law 110–161</external-xref>, $220,000,000 are rescinded.</text>
 </paragraph><paragraph id="H75374B3EA8E348129491CFE978E81EB9"><enum>(19)</enum><text display-inline="yes-display-inline">Of the unobligated balances available under the heading <quote>Department of Housing and Urban Development—Public Indian Housing Programs—Public Housing Capital Fund</quote> in the Consolidated and Further Continuing Appropriations Act, 2015 (<external-xref legal-doc="public-law" parsable-cite="pl/113/235">Public Law 113–235</external-xref>), $1,192,287 are rescinded.</text>

 </paragraph><paragraph id="HBCAF051051954D658E676685069A35A5"><enum>(36)</enum><text display-inline="yes-display-inline">Of the unobligated balances available under the heading <quote>Environmental Protection Agency—Environmental Programs and Management</quote> in the Consolidated Appropriations Act, 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref>) $10,000,000 are rescinded, including from amounts described in the first proviso.</text>
 </paragraph><paragraph id="H2A841BBFCFC240B69ED38173E7102AEE"><enum>(37)</enum><text display-inline="yes-display-inline">Of the unobligated balances available in the <quote>National Service Trust</quote> established in section 102 of the National and Community Service Trust Act of 1993, $150,000,000 are permanently rescinded.</text>
