			 licensees to be capable of microstamping ammunition, and to prohibit the
			 removal, obliteration, or alteration of the microstamped code or
			 microstamping capability of a firearm.</official-title></form>
	<legis-body id="H5ADAC5002BAB4B5285F926F2B00C0573" style="OLC">
 <section id="H6269F32176C84B09B7AF4379215E5EFB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Make Identifiable Criminal Rounds Obvious Act</short-title></quote> or the <quote><short-title>MICRO Act</short-title></quote>.</text> </section><section display-inline="no-display-inline" id="H2D635C1FF6D8483F9D83D0D09158E485"><enum>2.</enum><header>Requirement that certain semiautomatic pistols manufactured, imported, or sold by Federal firearms licensees be capable of microstamping ammunition</header> <text display-inline="no-display-inline">Section 923 of title 18, United States Code, is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HFEDBFBBEDF7F405FB9B32BFEED5EF238" style="OLC">
				<subsection id="H73699EB9BA6F48989376F21D8B566CC4"><enum>(m)</enum>
					<paragraph commented="no" display-inline="yes-display-inline" id="HAB08319D07504767A0D728FBD6D229E4"><enum>(1)</enum>
 <subparagraph commented="no" display-inline="yes-display-inline" id="H11E0D7815B22419BABF5FC393C1EDABE"><enum>(A)</enum><text>A person licensed under this chapter shall not manufacture, import, or transfer a semiautomatic pistol to which this subparagraph applies that is not capable of microstamping ammunition.</text>
 </subparagraph><subparagraph id="H1A73852C93E14C62A12FEC5B4B8DB382" indent="up2"><enum>(B)</enum><text>For purposes of subparagraph (A), a pistol is capable of microstamping ammunition if—</text> <clause id="H02198E72A0114BE18B95DCDF16636583"><enum>(i)</enum><text>a microscopic array of characters that identify the make, model, and serial number of the pistol is etched into the breech face and firing pin of the pistol; and</text>
 </clause><clause id="HAF03EC53DA3C45A7832050A84EBFCC10"><enum>(ii)</enum><text>when ammunition is fired from the pistol, the characters are copied from the breech face and firing pin onto the cartridge case of the ammunition.</text>
 </clause></subparagraph><subparagraph id="HFC5078D240E342FCBF5F0CC53E1E4091" indent="up2"><enum>(C)</enum><text>Subparagraph (A) shall apply only to semiautomatic pistols which—</text> <clause id="H6EA09071712C4B93A0B386B02F2F9A9A"><enum>(i)</enum><text>are manufactured, or imported into the United States, on or after the effective date of this subsection; and</text>
 </clause><clause id="H7B7DC298C52946EFBE64C7410D4ED52E"><enum>(ii)</enum><text>have not been transferred to a person not licensed under this chapter.</text> </clause></subparagraph></paragraph><paragraph id="H6366A6B29F7541F9995CEFB865335429" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Whoever violates paragraph (1) shall be fined an amount equal to—</text>
 <subparagraph id="HCE51B4F79ED74049ABA65346465A32F6"><enum>(A)</enum><text>in the case of a first such violation by the violator, $1,000 multiplied by the number of semiautomatic pistols involved in the violation;</text>
 </subparagraph><subparagraph display-inline="no-display-inline" id="H4C8403E09F1B46509A4DE9274C8989BC"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of a second such violation by the violator, $2,000 multiplied by the number of semiautomatic pistols involved in the violation; or</text>
 </subparagraph><subparagraph display-inline="no-display-inline" id="HF76DDDB0D10E47DCA51097649F74748A"><enum>(C)</enum><text display-inline="yes-display-inline">in the case of a third such violation by the violator, $3,000 multiplied by the number of semiautomatic pistols involved in the violation.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H45FAC82A8634435EB50DEC4E7BAFA1B6"><enum>3.</enum><header>Prohibition on the removal, obliteration, or alteration of the microstamped code or microstamping
			 capability of a firearm</header>
 <subsection id="H4C934C3864D34BE7A981A98F2A1246AE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 922 of title 18, United States Code, is amended by inserting after subsection (t) the following:</text>
				<quoted-block display-inline="no-display-inline" id="H36835D09D53F46BC95D1464EBFD93E34" style="OLC">
					<subsection id="H4FAC1193AF6B4FF0A37F30C4CFEFF10D"><enum>(v)</enum>
 <paragraph commented="no" display-inline="yes-display-inline" id="H8609B9416CB64088A7E51E4E449ACB03"><enum>(1)</enum><text display-inline="yes-display-inline">It shall be unlawful for any person to remove, obliterate, or alter the microstamped code or microstamping capability of a firearm that has been shipped or transported in interstate or foreign commerce.</text>
 </paragraph><paragraph id="H0F594862BEA84E809C4904D57FDE0F57" indent="up1"><enum>(2)</enum><text>Paragraph (1) shall not apply to the replacement of a firing pin that is damaged or worn, and is in need of replacement.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="HCB1D4442626B453E9FF83824D5A688ED"><enum>(b)</enum><header>Penalties</header><text>Section 924 of such title is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H78316E67BC5944059E98074491427E08" style="OLC"> <subsection id="H187CB74D901A4E9CB1626E75849DA960"><enum>(q)</enum> <paragraph commented="no" display-inline="yes-display-inline" id="H1C5AA374CE0344F2AA3FD9B579266F85"><enum>(1)</enum> <subparagraph commented="no" display-inline="yes-display-inline" id="HE05FDF3483B642DB92446ADA2D20EAC7"><enum>(A)</enum><text>In the case of a knowing violation of section 922(v), the Attorney General may, after notice and opportunity for hearing—</text>
 <clause id="HD3801BA86C9145CA9F76E92A923AD545" indent="up2"><enum>(i)</enum><text>subject the violator to a civil penalty in an amount equal to not more than $5,000; and</text> </clause><clause id="H66A9E98F1DD64211B73388F1F213CB4B" indent="up2"><enum>(ii)</enum><text>if the violator is a licensed manufacturer, licensed importer, or licensed dealer, suspend for not more than 6 months, or revoke, any license issued to the licensee under this chapter.</text>
 </clause></subparagraph><subparagraph id="H480440E21FE148CDB4A82AF98D842CC8" indent="up2"><enum>(B)</enum><text>An action under subparagraph (A) may be reviewed only as provided under section 923(f).</text> </subparagraph></paragraph><paragraph id="HC476003F70B54DC6BB4295093B2E5321" indent="up1"><enum>(2)</enum><text>The suspension or revocation of a license or the imposition of a civil penalty under paragraph (1) shall not preclude any administrative remedy that is otherwise available to the Attorney General.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection></section><section id="H54C7795BBEC442E4B0EAD994C41FE110"><enum>4.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall take effect on the date that is 2 years after the date of the enactment of this Act.</text>
