 <section id="H47BF4E93BE4F4AE3A5CFBA28824316F6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Creating Higher Education Affordability Necessary to Compete Economically Act</short-title></quote> or the <quote><short-title>Middle Class CHANCE Act</short-title></quote>.</text> </section><section id="HE1BBE6A2DE784B97B769672D74EE3E61"><enum>2.</enum><header>Increase in the maximum amount of a Federal Pell Grant</header><text display-inline="no-display-inline">Section 401(b)(7)(C) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a(b)(7)(C)</external-xref>) is amended—</text>
 <paragraph id="H248BE2E2DB8B4B1EB66BD08ED42D6EB0"><enum>(1)</enum><text>in clause (i)(I), by striking <quote>clause (iv)(II)</quote> and inserting <quote>clause (v)(II)</quote>;</text> </paragraph><paragraph id="H90F906530A6D4432ADCEC2DF54B7DC65"><enum>(2)</enum><text>in clause (ii)—</text>
 <subparagraph id="HCE947A3CE06E45C79E800F4C3F46B366"><enum>(A)</enum><text>in the heading, by striking <quote><header-in-text level="clause" style="OLC">through 2017–2018</header-in-text></quote> and inserting <quote><header-in-text level="clause" style="OLC">through 2016–2017</header-in-text></quote>;</text> </subparagraph><subparagraph id="HD973CEF58AFD48B5A6C434B96316E050"><enum>(B)</enum><text>in the matter preceding subclause (I), by striking <quote>through 2017–2018</quote> and inserting <quote>and 2016–2017</quote>; and</text>
 </subparagraph><subparagraph id="HD008363F9D6B4B2DA83A39E2B7E78DD0"><enum>(C)</enum><text>in subclause (I), by striking <quote>clause (iv)(II)</quote> and inserting <quote>clause (v)(II)</quote>;</text> </subparagraph></paragraph><paragraph id="H80FF67DC95C243D6BF69A0F19BAB9569"><enum>(3)</enum><text display-inline="yes-display-inline">by redesignating clauses (iii) and (iv) as clauses (iv) and (v), respectively;</text>
 </paragraph><paragraph id="H8F56677F21FF497A9591CEB730510449"><enum>(4)</enum><text>by inserting after clause (ii) the following:</text> <quoted-block display-inline="no-display-inline" id="H2835ADC3244244749D2147BE338C8EE2" style="OLC"> <clause id="HC639706F134F4878B0E344C0486B2BF5"><enum>(iii)</enum><header>Award year 2017–2018</header><text>For award year 2017–2018, the amount determined under this subparagraph for purposes of subparagraph (B)(iii) shall be equal to—</text>
 <subclause id="H45E01B3802904AB69CF08B6145917C9D"><enum>(I)</enum><text>$9,650; reduced by</text> </subclause><subclause id="HA95FFE900BF34BD0908C624E1E17C64A"><enum>(II)</enum><text>the maximum Federal Pell Grant for which a student was eligible, as specified in the last enacted appropriation Act applicable to award year 2017–2018; and</text>
 </subclause><subclause id="H2A9C72717C084D798209EC4785318F6E"><enum>(III)</enum><text>rounded to the nearest $5.</text></subclause></clause><after-quoted-block>; and</after-quoted-block></quoted-block> </paragraph><paragraph id="HB8B451CB83BC462EA794E8047EC34291"><enum>(5)</enum><text>by striking clause (iv), as redesignated by paragraph (3), and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="HA2268B85616C4BCEBEBCF8688A7D1C3C" style="OLC">
 <clause id="H01D029AF625749899070D8B2A0AB1C96"><enum>(iv)</enum><header>Subsequent award years</header><text>For award year 2018–2019 and each subsequent award year, the amount determined under this subparagraph for purposes of subparagraph (B)(iii) shall be equal to—</text>
 <subclause id="H5CF1FD538A9340228ABBAA54309CEA06"><enum>(I)</enum><text>the amount determined under this subparagraph for the preceding award year; increased by</text> </subclause><subclause id="H9042BC2B12814E809A97C102CEF5D280"><enum>(II)</enum><text>a percentage equal to the annual adjustment percentage for the award year for which the amount under this subparagraph is being determined; and</text>
 </subclause><subclause id="H4C9098CCD1AE4D998ECD53ED51947935"><enum>(III)</enum><text>rounded to the nearest $5.</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section id="H4A5D0387157947D185F81DC9B0BF49E5"><enum>3.</enum><header>Year-Round Federal Pell Grant students</header> <subsection id="H9B2E5AB7109D42148D5C99CC44E4941F"><enum>(a)</enum><header>In general</header><text>Section 401(b) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a(b)</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H7388C3EC8D664BBB92AD98A77C2DCA86" style="OLC">
					<paragraph id="HF76661EDD4F54A9391D1AF1F9CDCBDAB" indent="up1"><enum>(8)</enum>
 <subparagraph commented="no" display-inline="yes-display-inline" id="H110CB276BD8C41AA8522FAA4CCEC87EA"><enum>(A)</enum><text>In this paragraph, the term <quote>eligible student</quote> means a student who—</text> <clause id="HD306266D4F554A559CF19F4BFDE61344" indent="up1"><enum>(i)</enum><text>has received a Federal Pell Grant for an award year and is enrolled in an eligible program for one or more additional payment periods during the same award year that are not otherwise fully covered by the student's Federal Pell Grant;</text>
 </clause><clause id="H98F487358CDA4EF68D45B532DBC25CCA" indent="up1"><enum>(ii)</enum><text>continues to meet all eligibility requirements to receive a Federal Pell Grant under this section; and</text>
 </clause><clause id="H5D611AA6C992480498E265B4DA5C1C8D" indent="up1"><enum>(iii)</enum><text>attends an institution of higher education on average, on not less than a half-time basis.</text> </clause></subparagraph><subparagraph id="H385944A443E04F19AD6AB8FB6B420348" indent="up1"><enum>(B)</enum><text>Notwithstanding any other provision of this subsection, the Secretary shall award an additional Federal Pell Grant to an eligible student for the additional payment periods during an award year that are not otherwise fully covered by the student's Federal Pell Grant for the award year.</text>
 </subparagraph><subparagraph id="H77315881371D4212BF5EAAF7EC5F3CAB" indent="up1"><enum>(C)</enum><text>In the case of a student receiving more than one Federal Pell Grant in a single award year under subparagraph (B), the total amount of the Federal Pell Grants awarded to such student for the award year shall not exceed an amount equal to 150 percent of the total maximum Federal Pell Grant for such award year calculated in accordance with paragraph (7)(C)(v)(II).</text>
 </subparagraph><subparagraph id="HFA534DB1B32C49F794C73932B7593908" indent="up1"><enum>(D)</enum><text>Any period of study covered by a Federal Pell Grant awarded under subparagraph (B) shall be included in determining a student's duration limit under subsection (c)(5).</text>
 </subparagraph></paragraph><paragraph id="H98ED84A27C9C4F0892B2F1ACECF6AE64" indent="up1"><enum>(9)</enum><text>In any case where an eligible student is receiving a Federal Pell Grant for a payment period that spans 2 award years, the Secretary shall allow the eligible institution in which the student is enrolled to determine the award year to which the additional period shall be assigned.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H93782558E5BB4BBE868F0CC0B8C96151"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall take effect on July 1, 2017.</text> </subsection></section><section id="H1CF1CE0DD0944DFCA38105525A229DB2"><enum>4.</enum><header>Pell Grant Duration Limit</header><text display-inline="no-display-inline">Section 401(c)(5) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a(c)(5)</external-xref>) is amended by striking <quote>12 semesters</quote> and inserting <quote>15 semesters</quote> each place the term appears.</text>
