				<section id="H681698BDE5194881AEEC1CDBBD57F98F" section-type="subsequent-section"><enum>101.</enum><header>Grants to assist in the recognition of trafficking</header>
 <subsection id="HEC7FE17DCB1F4AC0BFE5D15B6CD019B2"><enum>(a)</enum><header>Grants To assist in recognition of trafficking</header><text display-inline="yes-display-inline">Section 106(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7104">22 U.S.C. 7104(b)</external-xref>) is amended—</text> <paragraph id="H3CEA53C96CAB4235BDCD1834F2DD11A7"><enum>(1)</enum><text>by striking <quote>The President</quote> and inserting the following:</text>

 <paragraph id="HCB4C71D7EBB84D8D9AC5B50B53CB2391"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The President</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block> </paragraph><paragraph id="HDDEA68EDE39B4B94BAA48E561FF44249"><enum>(2)</enum><text>by adding at the end the following:</text>

								<paragraph id="H2BEEE1FD4FD74F539C1B476637C13A5A"><enum>(2)</enum><header>Grants to assist in the recognition of trafficking</header>
 <subparagraph id="H466E2588AB3E45ABAD2483CB4C8458B5"><enum>(A)</enum><header>In general</header><text>The Secretary of Health and Human Services may award grants to local educational agencies, in partnership with a nonprofit, nongovernmental agency, to establish, expand, and support programs—</text>
 <clause id="HCD4A2B972457412EACF24A079599F02A"><enum>(i)</enum><text>to educate school staff to recognize and respond to signs of labor trafficking and sex trafficking; and</text>
 </clause><clause id="H9F3E5AC6C0EC409AADB3500CE660E9DE"><enum>(ii)</enum><text>to provide age-appropriate information to students on how to avoid becoming victims of labor trafficking and sex trafficking.</text>
 </clause></subparagraph><subparagraph id="H10A4E41B6E1E4074A3112E3A7018FE32"><enum>(B)</enum><header>Program requirements</header><text>Amounts awarded under this paragraph shall be used for—</text> <clause id="HACDF676997FF4BCF91DAB28B6C6294A6"><enum>(i)</enum><text>education on—</text>
 <subclause id="HDC7AFAE0F5CB4BDEBCD9485EB86870C9"><enum>(I)</enum><text>how to avoid becoming victims of labor trafficking and sex trafficking;</text> </subclause><subclause id="HA5C0C6ADA61C4B268B54888937143C73"><enum>(II)</enum><text>indicators that an individual is a victim or potential victim of labor trafficking or sex trafficking;</text>
 </subclause><subclause id="HFE169E7154984604AE1040F45ADADD2D"><enum>(III)</enum><text>options and procedures for referring such an individual, as appropriate, to information on such trafficking and services available for victims of such trafficking;</text>
 </subclause><subclause id="H6E026BDA27D14BF9A4D6660EE1E6F05A"><enum>(IV)</enum><text>reporting requirements and procedures in accordance with applicable Federal and State law; and</text> </subclause><subclause id="H9BE878D95A6D4D6FA97A4CC948D45BDA"><enum>(V)</enum><text>how to carry out activities authorized under subparagraph (A)(ii); and</text>
 </subclause></clause><clause id="H22983607714F44BEA92C165003A2FCEF"><enum>(ii)</enum><text>a plan, developed and implemented in consultation with local law enforcement agencies, to ensure the safety of school staff and students reporting such trafficking.</text>
 </clause></subparagraph><subparagraph id="H42653E9E03234F58B238654DE8B93006"><enum>(C)</enum><header>Priority</header><text>In awarding grants under this paragraph, the Secretary shall give priority to local educational agencies serving a high-intensity child sex trafficking area.</text>
 </subparagraph><subparagraph id="HD0BBDB31E86A464997653CC9C1EA3915"><enum>(D)</enum><header>Definitions</header><text>In this paragraph:</text> <clause id="HED7B19FF78374F5F8C6DC6A042510AFB"><enum>(i)</enum><header>ESEA terms</header><text>The terms <quote>elementary school</quote>, <quote>local educational agency</quote>, <quote>other staff</quote>, and <quote>secondary school</quote> have the meanings given the terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text>
 </clause><clause id="H835E7406B3614787AF7F360D1A24A4A3"><enum>(ii)</enum><header>High-intensity child sex trafficking area</header><text>The term <quote>high-intensity child sex trafficking area</quote> means a metropolitan area designated by the Director of the Federal Bureau of Investigation as a high-intensity child prostitution area.</text>
 </clause><clause id="HC182F810B339428EA83FEF61FD40D703"><enum>(iii)</enum><header>Labor trafficking</header><text>The term <quote>labor trafficking</quote> means conduct described in section 103(9)(B) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(B)</external-xref>).</text>
 </clause><clause id="HB7EA1AD601CE4C4FA9428CF3AB9A0C81"><enum>(iv)</enum><header>School staff</header><text>The term <quote>school staff</quote> means teachers, nurses, school leaders and administrators, and other staff at elementary schools and secondary schools.</text>
 </clause><clause id="HE2C7E6B3BA13438AB7EBC2C18CE9EA37"><enum>(v)</enum><header>Sex trafficking</header><text>The term <quote>sex trafficking</quote> means the conduct described in section 103(9)(A) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(A)</external-xref>).</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H73BF57493956457A8826831E6DBE6970"><enum>(b)</enum><header>Inclusion in authorization of appropriations</header><text display-inline="yes-display-inline">Section 113(b)(1) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110(b)(1)</external-xref>) is amended by striking <quote>section 107(b)</quote> and inserting <quote>sections 106(b) and 107(b)</quote>.</text>
					</subsection></section><section display-inline="no-display-inline" id="H24E25B9787764188B84F9DAEFFCE1159" section-type="subsequent-section"><enum>102.</enum><header>Preventing future trafficking in the United States through receipt of complaints abroad</header>
 <subsection id="HCEAFF8D401E8457592836C79C7FDD51F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State shall ensure that each diplomatic or consular post or other mission designates an employee to be responsible for receiving information from any person who was a victim of a severe form of trafficking in persons (as such term is defined in section 103(14) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(14)</external-xref>)) while present in the United States, or any person who has information regarding such a victim.</text>
 </subsection><subsection id="HCC89ACFEAE624B798802F45C95D9D6C3"><enum>(b)</enum><header>Provision of information</header><text display-inline="yes-display-inline">Any information received pursuant to subsection (a) shall be transmitted to the Department of Justice, the Department of Labor, the Department of Homeland Security, and to any other relevant Federal agency for appropriate response. The Attorney General, the Secretary of Labor, and the head of any other such relevant Federal agency shall establish a process to address any actions to be taken in response to such information.</text>
 </subsection><subsection id="H0F5683555B0B47DCA73C901A87A4340B"><enum>(c)</enum><header>Assistance from foreign governments</header><text display-inline="yes-display-inline">The employee designated for receiving information pursuant to subsection (a) should coordinate with foreign governments or civil society organizations in the countries of origin of victims of severe forms of trafficking in persons, with the permission of and without compromising the safety of such victims, to ensure that such victims receive any additional support available.</text>
 </subsection></section><section commented="no" display-inline="no-display-inline" id="HA8DC67A918D04D569C8E3FEA12E1012E" section-type="subsequent-section"><enum>103.</enum><header>Modification to grants for victims services</header><text display-inline="no-display-inline">Section 107(b)(2)(A) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(b)(2)(A)</external-xref>) is amended by striking <quote>programs for</quote> and all that follows and inserting the following:</text>
					<quoted-block changed="deleted" committee-id="SSFR00" display-inline="yes-display-inline" id="H5D01FF24C5964210B541AB643B4BEB94" reported-display-style="strikethrough" style="OLC">
 <text>programs for victims of human trafficking, including programs that provide trauma-informed care or long-term housing options to such victims who are—</text><clause id="HE568345389A14695B6FFE940C6D7FD66"><enum>(i)</enum><text>between the ages of 12 and 24 and who are homeless, in foster care, or involved in the criminal justice system;</text>
 </clause><clause id="H6E2CBC3D106C46839E0C6CFBDFAABD4B"><enum>(ii)</enum><text>transitioning out of the foster care system; or</text> </clause><clause id="H1BF8ECE53B5348F8B9118E4CE5136AF9"><enum>(iii)</enum><text>women or girls in underserved populations.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</section></subtitle><subtitle id="HA7D6CBE40DE64BE1AB52C4E9C184FF1E"><enum>B</enum><header>Governmental efforts To prevent human trafficking</header>
				<section display-inline="no-display-inline" id="HBA32E886310A43F9AA7ED51A88C6BCC9"><enum>111.</enum><header>Required training to prevent human trafficking for certain contracting air carriers</header>
 <subsection id="HB00176292B7E4DD28B8711AD0836F668"><enum>(a)</enum><header>In general</header><text>Section 40118 of title 49, United States Code, is amended by adding at the end the following:</text> <quoted-block changed="deleted" committee-id="SSFR00" display-inline="no-display-inline" id="HFE4AB04197164E4CA18DDFA7E6666288" reported-display-style="strikethrough" style="USC"> <subsection id="HF1153BDCEDAB44EB9DFB1791A4C80A23"><enum>(g)</enum><header>Training requirements</header><text display-inline="yes-display-inline">The Administrator of General Services shall ensure that any contract entered into for provision of air transportation with a domestic carrier under this section requires that the contracting air carrier provides to the Administrator of General Services, the Secretary of Transportation, the Administrator of the Transportation Security Administration, and the Commissioner of U.S. Customs and Border Protection an annual report regarding—</text>
 <paragraph id="HBC16109E9479446E82F691861822E96F"><enum>(1)</enum><text>the number of personnel trained in the detection and reporting of potential human trafficking (as described in paragraphs (9) and (10) of section 103 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>)), including the training required under section 44734(a)(4);</text>
 </paragraph><paragraph id="HB149570DC7E54B4688DD477E607D8F37"><enum>(2)</enum><text>the number of notifications of potential human trafficking victims received from staff or other passengers; and</text>
 </paragraph><paragraph id="HF573207522734E469C791EB3D1AF2C12"><enum>(3)</enum><text display-inline="yes-display-inline">whether the air carrier notified the National Human Trafficking Hotline or law enforcement at the relevant airport of the potential human trafficking victim for each such notification of potential human trafficking, and if so, when the notification was made.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H8C01E93CC4C1473AB1DA4DDE442BA75B"><enum>(b)</enum><header>Applicability</header><text>The amendment made by subsection (a) shall apply to any contract entered into after the date of enactment of this Act.</text>
 </subsection><subsection id="HCD6642A998B74129837EEBF5FAE39971"><enum>(c)</enum><header>Exception</header><text>The amendment made by subsection (a) shall not apply to any contract entered into by the Secretary of Defense.</text>
					</subsection></section><section display-inline="no-display-inline" id="H9D66F000387542A79D56A11863B2C00B"><enum>112.</enum><header>Priority for use of funds for lodging expenses at accommodations lacking certain policies relating
			 to child sexual exploitation</header>
 <subsection id="H700C7D914DB041488692E2552EB0FDC4"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, is amended by adding at the end the following:</text>
						<quoted-block changed="deleted" committee-id="SSFR00" display-inline="no-display-inline" id="H56CF51A758EE444C906A384BE77D010B" reported-display-style="strikethrough" style="USC">
							<section id="HBBC66304D6254146BFC3340D402AB438"><enum>5713.</enum><header>Priority for use of funds for lodging expenses at accommodations lacking certain policies relating
			 to child sexual exploitation.</header>
 <subsection id="HFE9F2F87227D488C964173655A02BDC4"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">For the purpose of making payments under this chapter for lodging expenses each agency shall ensure that, to the extent practicable and within the United States, any commercial-lodging room nights for employees of that agency are booked in a preferred place of accommodation.</text>
 </subsection><subsection id="HC146FCF79BB34A6298AE586C17136215"><enum>(b)</enum><header>Preferred place of accommodation defined</header><text>In this section, <quote>preferred place of accommodation</quote> means a commercial place of accommodation that—</text> <paragraph id="H693C1A39D6744461A688DB6A03BD11D1"><enum>(1)</enum><text>has a zero-tolerance policy in place regarding the sexual exploitation of children (as described in section 103(9)(A) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(A)</external-xref>)) within the accommodation;</text>
 </paragraph><paragraph id="H7931A9A0B17641B9931F1E53D94053BC"><enum>(2)</enum><text>has procedures in place to identify and report any such exploitation to the appropriate authorities;</text>
 </paragraph><paragraph id="H2B8B8E933F7C4CCC8FF2E5327A1F4CCD"><enum>(3)</enum><text>makes training materials available to all employees to prevent such exploitation;</text> </paragraph><paragraph id="HAE52F1804EE74AF6B8CA366C4B789403"><enum>(4)</enum><text>has trained all employees annually on the identification of possible cases of such exploitation and procedures to report suspected abuse to the appropriate authorities;</text>
 </paragraph><paragraph id="HD3ACF56A007E4C959868B39072EA05ED"><enum>(5)</enum><text>protects employees who report suspected cases of such exploitation according to the protocol identified in training; and</text>
 </paragraph><paragraph id="H18DB421EB5804B73BE174B0845268DC6"><enum>(6)</enum><text>keeps records of the number of suspected cases of such exploitation, including the reasons for suspicion, title of employee who reported the suspicion, and where the report was made.</text>
 </paragraph></subsection><subsection id="H45D9F678FA3C4C2997B9364612B9267C"><enum>(c)</enum><header>Regulations required</header><text>The Administrator of General Services shall—</text> <paragraph id="H7E971770961945C4ADA34697EDED9135"><enum>(1)</enum><text>maintain a list of each preferred place of accommodation; and</text>
 </paragraph><paragraph id="H9A017C53369F4A5FA8D445E7F28D85B7"><enum>(2)</enum><text>issue such regulations as are necessary to carry out this section.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="H9D97968C064940B89DE3EAA8DABAC2C1"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">The table of sections for subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, is amended by adding at the end the following new item:</text>
						<quoted-block changed="deleted" committee-id="SSFR00" display-inline="no-display-inline" id="H3FCD2DEAFB874D809C8BC9C631409DCF" reported-display-style="strikethrough" style="USC"><toc changed="deleted" committee-id="SSFR00" regeneration="no-regeneration" reported-display-style="strikethrough"><toc-entry level="section">5713. Priority for use of funds for lodging expenses at accommodations lacking certain policies
			 relating to child sexual exploitation.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection></section><section display-inline="no-display-inline" id="HF980F8111A9B46EAB2E68FB06A941FE2" section-type="subsequent-section"><enum>113.</enum><header>Ensuring United States procurement does not fund human trafficking</header><text display-inline="no-display-inline">Section 106 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7104">22 U.S.C. 7104</external-xref>) is amended by adding at the end the following new subsection:</text>

						<subsection id="H515572B7AAA944FA96F860C5F9F5941C"><enum>(k)</enum><header>Agency action To prevent funding of human trafficking</header>
 <paragraph id="H86AE2DAC51D74925A6C5B6557CC97F00"><enum>(1)</enum><header>In general</header><text>The Secretary of State, Secretary of Labor, Administrator of the United States Agency for International Development, and Director of the Office of Management and Budget shall each submit to the Administrator of General Services (who shall submit the reports to the appropriate congressional committees), at the end of each fiscal year, a report that includes each of the following:</text>
 <subparagraph commented="no" id="HD257C67804F8426F87E5F571741B3434"><enum>(A)</enum><text display-inline="yes-display-inline">The name and contact information of the individual within the agency’s office of legal counsel or office of acquisition policy who is responsible for overseeing the implementation of subsection (g) of this section, title XVII of the National Defense Authorization Act for Fiscal Year 2013 (<external-xref legal-doc="usc" parsable-cite="usc/22/7104a">22 U.S.C. 7104a</external-xref> et seq.), and any related regulation in the Federal Acquisition Regulation (including the Federal Acquisition Regulation; Ending Trafficking in Persons (48 CFR Parts 1, 2, 9, 12, 22, 42, and 52)).</text>
 </subparagraph><subparagraph id="H0B3017134EB84C7EA0FB6DF6364092BF"><enum>(B)</enum><text display-inline="yes-display-inline">Agency action to ensure contractors are educated on the applicable laws and regulations listed in subparagraph (A).</text>
 </subparagraph><subparagraph id="HBA5C1B6E8E9E49E49FC078421D4BFD62"><enum>(C)</enum><text display-inline="yes-display-inline">Agency action to ensure the acquisition workforce and agency officials understand implementation of the laws and regulations listed in subparagraph (A), including best practices for—</text>
 <clause id="H6688DB3599034203975C6CCE48907C93"><enum>(i)</enum><text>ensuring compliance with such laws and regulations;</text> </clause><clause id="H0E887A64981A4821873F684403D90CFB"><enum>(ii)</enum><text>assessing the serious, repeated, willful, or pervasive nature of any violation of such laws or regulations; and</text>
 </clause><clause id="H0415FBFF286741FAA6175F708DC1AC2B"><enum>(iii)</enum><text>evaluating steps contractors have taken to correct any such violation.</text> </clause></subparagraph><subparagraph id="HA04964DF78DA458D8C17DA83623A9A3D"><enum>(D)</enum><text display-inline="yes-display-inline">The number of contracts containing language referring to the laws and regulations listed in subparagraph (A) and the number of contracts that did not contain any language referring to the laws and regulations listed in subparagraph (A).</text>
 </subparagraph><subparagraph id="H0D10D6C8AE9C41BC9F8B06BE1EED95BD"><enum>(E)</enum><text display-inline="yes-display-inline">The number of allegations of severe forms of trafficking in persons received and the source type of the allegation (contractor, subcontractor, employee of contractor or subcontractor, or an individual outside of the contract).</text>
 </subparagraph><subparagraph id="HB1F215F0390A4EE8A2BAD9358D0D1495"><enum>(F)</enum><text display-inline="yes-display-inline">The number of such allegations investigated by the agency, a summary of any findings of such investigation, and any improvements recommended by the agency to prevent such conduct from recurring.</text>
 </subparagraph><subparagraph id="H584FB0E0BF8B497599412CF8E6FBE507"><enum>(G)</enum><text display-inline="yes-display-inline">The number of such allegations referred to the Attorney General for prosecution under section 3271 of title 18, United States Code, and the outcomes of such referrals.</text>
 </subparagraph><subparagraph id="H3A325405E7CE437B918897A265ED4F62"><enum>(H)</enum><text>Any remedial action taken as a result of such investigation, including whether—</text> <clause id="H0A986B0271F74E78ACD39196589E40BF"><enum>(i)</enum><text>a contractor or subcontractor (at any tier) was debarred or suspended due to a violation of a law or regulation relating to severe forms of trafficking in persons; or</text>
 </clause><clause id="HCC8531F202514F84919158355E57E7E9"><enum>(ii)</enum><text>a contract was terminated pursuant to subsection (g) as a result of such violation.</text> </clause></subparagraph><subparagraph id="H651BFE41293940F2A2E428A45A9AD823"><enum>(I)</enum><text>Any other assistance offered to agency contractors to ensure compliance with a law or regulation relating to severe forms of trafficking in persons.</text>
 </subparagraph><subparagraph id="HD43EE137F6114C18807F384CA14B260F"><enum>(J)</enum><text>Any interagency meetings or data sharing regarding suspended or disbarred contractors or subcontractors (at any tier) for severe forms of trafficking in persons.</text>
 </subparagraph><subparagraph id="H01DAD1CD007C42BAB3E419E5F9C75D2E"><enum>(K)</enum><text>Any contract with a contractor or subcontractor (at any tier) located outside the United States and the country location for each such contractor or subcontractor.</text>
 </subparagraph></paragraph><paragraph commented="no" id="H8D1AD77CB51C4F7F84747E28ADA5D39F"><enum>(2)</enum><header>Appropriate congressional committees</header><text>In this subsection, the term <term>appropriate congressional committees</term> means—</text> <subparagraph commented="no" id="HE1EF38D810E24B80A284B0FAA72A390B"><enum>(A)</enum><text>the Committee on Foreign Affairs, the Committee on Armed Services, the Committee on Education and the Workforce, the Committee on the Judiciary, and the Committee on Oversight and Government Reform of the House of Representatives; and</text>
 </subparagraph><subparagraph commented="no" id="HA267543A20EF4C2D9859065F502CF793"><enum>(B)</enum><text>the Committee on Foreign Relations, the Committee on Armed Services, the Committee on the Judiciary, and the Committee on Health, Education, Labor, and Pensions of the Senate.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section commented="no" display-inline="no-display-inline" id="H3EE4B9E5C6E242DD85CBB40E3AF2272F" section-type="subsequent-section"><enum>114.</enum><header>Training course on human trafficking and Government contracting</header><text display-inline="no-display-inline">Any curriculum (including any continuing education curriculum) for the acquisition workforce used by the Federal Acquisition Institute established under section 1201 of title 41, United States Code, shall include at least one course, which shall be at least 30 minutes, on the law and regulations relating to human trafficking and Government contracting.</text>
 </section><section id="HEA53BF2A2A7E4EB78CF3477A50785B47"><enum>115.</enum><header>Modifications to the advisory council on human trafficking</header><text display-inline="no-display-inline">Section 115 of the Justice for Victims of Trafficking Act of 2015 (<external-xref legal-doc="public-law" parsable-cite="pl/114/22">Public Law 114–22</external-xref>; 129 Stat. 243) is amended—</text>
 <paragraph id="H5A44431A51FD43EFAEB2A83F39E01594"><enum>(1)</enum><text>in subsection (f)(2), to read as follows:</text> <quoted-block changed="deleted" committee-id="SSFR00" display-inline="no-display-inline" id="HB8B1F07308BF4F02AE3BEE114F859C4C" reported-display-style="strikethrough" style="OLC"> <paragraph id="H71C0133CE81749E7810F8FDF598E6D68"><enum>(2)</enum><text display-inline="yes-display-inline">shall receive travel expenses, including per diem in lieu of subsistence, in accordance with the applicable provisions under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="HBB19F52FBC33481EA9A78E31400D1C80"><enum>(2)</enum><text>in subsection (h), by striking <quote>2020</quote> and inserting <quote>2021</quote>.</text> </paragraph></section><section display-inline="no-display-inline" id="H69B5CCF808344808B2ACB15988B5B4C7" section-type="subsequent-section"><enum>116.</enum><header>Sense of Congress on strengthening Federal efforts to reduce demand</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
 <paragraph id="H2FB63FCEE18F4078B953D0761114220E"><enum>(1)</enum><text>all Federal anti-trafficking training (including training under section 114(c) of the Justice for Victims of Trafficking Act of 2015 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044g">42 U.S.C. 14044g(c)</external-xref>) and under section 107(c)(4) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(c)(4)</external-xref>)) provided to Federal judges, prosecutors, and State and local law enforcement officials should—</text>
 <subparagraph id="HF2A2B565784D468D9DF944ABC86DC07F"><enum>(A)</enum><text display-inline="yes-display-inline">explain the circumstances under which sex buyers are considered parties to the crime of trafficking;</text>
 </subparagraph><subparagraph id="H9FE35677C6B94C599FC2ACDE3B600631"><enum>(B)</enum><text display-inline="yes-display-inline">provide best practices for arresting or prosecuting buyers of illegal sex acts as a form of sex trafficking prevention; and</text>
 </subparagraph><subparagraph id="HCC4397845E1E4C1483B510CE0E0E2AF0"><enum>(C)</enum><text display-inline="yes-display-inline">specify that any comprehensive approach to eliminating sex and labor trafficking must include a demand reduction component; and</text>
 </subparagraph></paragraph><paragraph id="H06EE2ACA03704497BEDC730A674C728F"><enum>(2)</enum><text>any request for proposals for grants or cooperative agreement opportunities issued by the Attorney General with respect to the prevention of trafficking should include specific language with respect to demand reduction.</text>
 </paragraph></section><section id="HA475B8B1A14F4E40A1F0D366002695A9"><enum>117.</enum><header>Sense of Congress on the senior policy operating group</header><text display-inline="no-display-inline">It is the sense of Congress that the Senior Policy Operating Group established under section 105(g) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(g)</external-xref>) should create a working group to examine the role of demand reduction, both domestically and internationally, in achieving the purposes of the Justice for Victims of Trafficking Act (<external-xref legal-doc="public-law" parsable-cite="pl/114/22">Public Law 114–22</external-xref>; 129 Stat. 227) and Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7101">22 U.S.C. 7101</external-xref> et seq.).</text>
				</section></subtitle><subtitle commented="no" id="HFF0F6CD816D44E1C832F007B18A8D449"><enum>C</enum><header>Preventing trafficking in persons in the United States</header>
				<section commented="no" id="HFA7C94E845C8408F849356D1D0F13C03"><enum>121.</enum><header>Demand reduction strategies in the United States</header>
 <subsection commented="no" id="HBD98ACAC3279475EA8B78028E9B458BE"><enum>(a)</enum><header>Department of Justice task force</header><text display-inline="yes-display-inline">Section 105(d)(7) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(d)(7)</external-xref>) is amended—</text>

 </paragraph></subsection><subsection commented="no" id="HF3B9F282187A435AAD9EE82B558847F7"><enum>(b)</enum><header>Report on State enforcement</header><text display-inline="yes-display-inline">Section 114(e)(1)(A) of the Justice for Victims of Trafficking Act of 2015 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044g">42 U.S.C. 14044g(e)(1)(A)</external-xref>) is amended—</text>
 <paragraph id="HC76D0BDC07ED4AF982F88119BF4F42CE"><enum>(1)</enum><text>by inserting <quote>, noting the number of covered offenders</quote> after <quote>covered offense</quote> in each place it occurs;</text> </paragraph><paragraph id="HDAF1EF3A400646A98BE53BF9383DF188"><enum>(2)</enum><text>in the matter preceding clause (i), by striking <quote>rates</quote> and inserting <quote>number</quote>;</text>
 </paragraph><paragraph id="H640E299942544FDA95F6142E274B396C"><enum>(3)</enum><text>in clause (i), by striking <quote>arrest</quote> and inserting <quote>arrests</quote>;</text> </paragraph><paragraph id="H176944012CF543E5854630200EC35824"><enum>(4)</enum><text>in clause (ii), by striking <quote>prosecution</quote> and inserting <quote>prosecutions</quote>; and</text>
 </paragraph><paragraph id="H317AA572C8ED4286BA082AF36025CD41"><enum>(5)</enum><text>in clause (iii), by striking <quote>conviction</quote> and inserting <quote>convictions</quote>.</text> </paragraph></subsection></section><section commented="no" id="H74BB45CE473B4755BCEF82EF321EFD8A"><enum>122.</enum><header>Designation of a labor prosecutor to enhance State and local efforts to combat trafficking in persons</header><text display-inline="no-display-inline">Section 204(a)(1) of the Trafficking Victims Protection Reauthorization Act of 2005 is amended—</text>
 <paragraph id="H9BE89FAA046D4B0EB908F5685C39CB7E"><enum>(1)</enum><text>in subparagraph (D), by striking <quote>and</quote> at the end;</text> </paragraph><paragraph id="H05183B521B074EEC86C6CD3FB5AF27F4"><enum>(2)</enum><text>in subparagraph (E), by striking the period at the end and inserting <quote>; and</quote>; and</text>
 </paragraph><paragraph id="HB744852D91FE4F38B3FB4B95EE366C10"><enum>(3)</enum><text>by adding at the end the following new subparagraph:</text> <quoted-block changed="deleted" committee-id="SSFR00" display-inline="no-display-inline" id="H70C89A4A627F4117ABDAE3BE9137286E" reported-display-style="strikethrough" style="OLC"> <subparagraph commented="no" id="H71BC32AC84B448FA8149D82AC5A1AB16"><enum>(F)</enum><text display-inline="yes-display-inline">where appropriate, to designate at least one prosecutor for cases of severe forms of trafficking in persons (as such term is defined in section 103(9) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)</external-xref>).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section commented="no" id="H5340488033CB46A2A42EBA63B4DCB83A"><enum>123.</enum><header>Preventing human trafficking in foreign missions and diplomatic households</header><text display-inline="no-display-inline">Subsection (a) of section 203 of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/8/1375c">8 U.S.C. 1375c</external-xref>) is amended—</text>
 <paragraph commented="no" id="HD14A297F97AB4733B8B44855AD15CE9F"><enum>(1)</enum><text>in paragraph (2)—</text> <subparagraph commented="no" id="HFEA83A0D9AF54CCB84C215E98C1F0046"><enum>(A)</enum><text>by striking <quote>for such period as the Secretary determines necessary</quote> and inserting <quote>for the period of at least one year or longer if the Secretary determines a longer period is necessary</quote>; and</text>
 </subparagraph><subparagraph commented="no" id="HDF5568B658944FD0951D8DB808E58C28"><enum>(B)</enum><text>by striking <quote>the Secretary determines that there is</quote> and all that follows until the end of the paragraph and inserting <quote>there is an unpaid default judgement directly or indirectly related to human trafficking against the employer or a family member accredited by the embassy, the employer or family member has refused to agree to a voluntary interview with United States law enforcement, or the diplomatic mission or international organization hosting the employer or family member has refused to waive immunity in a human trafficking case brought by the United States Government or to agree to prosecute the case in the country that accredited the employer or family member.</quote>; and</text>
 </subparagraph></paragraph><paragraph commented="no" id="H286733D35C18445CBA2B1DFF70E3320B"><enum>(2)</enum><text>in paragraph (3)—</text> <subparagraph id="H881149B9EC1F4BC1BB82F546DF2B8A5E"><enum>(A)</enum><text>by striking <quote>is in place</quote>; and</text>
 </subparagraph><subparagraph id="H150A7994C9FD4B7CB8907C0717C71E74"><enum>(B)</enum><text>by inserting <quote>, as applicable, the default judgment has been resolved, the employer or family member has agreed to meet with United States law enforcement, the diplomatic mission or international organization hosting the employer or family member has waived immunity for the employer or family member or agreed to prosecute the case in the country that accredited the employer or family member, or the diplomatic mission or international organization hosting the employer or family member has in place</quote> after <quote>appropriate congressional committees that</quote>.</text>
 </subparagraph></paragraph></section><section commented="no" id="H9C30B07829AA4E0EA863B4106B320E73"><enum>124.</enum><header>Ensuring that traffickers help pay for care for victims</header><text display-inline="no-display-inline">Section 3014(a) of title 18, United States Code, is amended by striking <quote>2019</quote> and inserting <quote>2021</quote>.</text> </section></subtitle><subtitle id="H2868F605B8464DBEBABFDA299C15B556"><enum>D</enum><header>Monitoring child, forced, and slave labor</header> <section id="H781419930FC74560BB443FE8E4ADFE5E"><enum>131.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
 <paragraph id="H2E9C69EE1D37415A903F422FA6A7E0EF"><enum>(1)</enum><text display-inline="yes-display-inline">foreign assistance that addresses poverty alleviation and humanitarian disasters reduces the vulnerability of men, women, and children to human trafficking and is a crucial part of the response of the United States to modern-day slavery;</text>
 </paragraph><paragraph id="H3E6917C4314F44A585F7A256665DCC4B"><enum>(2)</enum><text display-inline="yes-display-inline">the Deputy Under Secretary of the Bureau of International Labor Affairs of the Department of Labor and the grant programs administered by the Deputy Under Secretary play a critical role in preventing and protecting children from the worst forms of child labor, including situations of trafficking, and in reducing the vulnerabilities of men and women to situations of forced labor and trafficking; and</text>
 </paragraph><paragraph id="HC51416C41A3E4049B2D982FBBBD5848D"><enum>(3)</enum><text display-inline="yes-display-inline">the Secretary of Labor also plays a critical role in helping other Federal departments and agencies to prevent goods made with forced and child labor from entering the United States by consulting with such departments and agencies to reduce forced and child labor internationally and ensuring that products made by forced labor and child labor in violation of international standards are not imported into the United States.</text>
					</paragraph></section><section display-inline="no-display-inline" id="H9F0956408E4D4A2FAFABA0A3DCEBBC24"><enum>132.</enum><header>Report on the enforcement of section 307 of the Tariff Act of 1930</header>
 <subsection id="H712329D57C084DBDA2D4EA59A97C1F6E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the committees listed in subsection (b) a report describing any obstacles or challenges to enforcing section 307 of the Tariff Act of 1930 (<external-xref legal-doc="usc" parsable-cite="usc/19/1307">19 U.S.C. 1307</external-xref>).</text>
 </subsection><subsection id="H58B79EDA525840DBA46740716F88E44B"><enum>(b)</enum><header>Committees</header><text>The committees listed in this subsection are—</text> <paragraph id="H33683948D59F4D4AAF52C7817C39B592"><enum>(1)</enum><text display-inline="yes-display-inline">the Committee on Foreign Affairs, the Committee on Financial Services, the Committee on Energy and Commerce, the Committee on the Judiciary, and the Committee on Ways and Means of the House of Representatives; and</text>
 </paragraph><paragraph id="H5FDF0C9FB59C425DA6C63C440CCDFE05"><enum>(2)</enum><text>the Committee on Foreign Relations, the Committee on Health, Education, Labor, and Pensions, the Committee on Commerce, Science, and Transportation, the Committee on the Judiciary, and the Committee on Finance of the Senate.</text>
 </paragraph></subsection><subsection id="H7A9E8019CEAC4B00A296C2464CDA54C9"><enum>(c)</enum><header>Requirements</header><text>The report required under subsection (a) shall—</text> <paragraph id="H784E4E775D3D49B69264D445C2AE3055"><enum>(1)</enum><text display-inline="yes-display-inline">describe the role and best practices of private-sector employers in the United States in complying with the provisions of section 307 of the Tariff Act of 1930;</text>
 </paragraph><paragraph id="H5E295B165CDE44C090D546A9EFE73838"><enum>(2)</enum><text display-inline="yes-display-inline">describe any efforts or programs undertaken by relevant Federal, State, or local government agencies to encourage employers, directly or indirectly, to comply with such provisions;</text>
 </paragraph><paragraph id="H0D1625B2FAE543CAA900AD6D8DF5673F"><enum>(3)</enum><text display-inline="yes-display-inline">describe the roles of the relevant Federal departments and agencies in overseeing and regulating such provisions, and the oversight and enforcement mechanisms used by such departments or agencies;</text>
 </paragraph><paragraph commented="no" id="HFD4781E55E0F4D82AD802E8E420D21BA"><enum>(4)</enum><text>provide concrete, actual case studies or examples of how such provisions are enforced;</text> </paragraph><paragraph id="H4B584C9075DC4053BA34A8DAC1A0ED4D"><enum>(5)</enum><text display-inline="yes-display-inline">identify the number of petitions received and cases initiated (whether by petition or otherwise) or investigated by each relevant Federal department or agency charged with implementing and enforcing such provisions, as well as the dates petitions were received or investigations were initiated, and their current statuses;</text>
 </paragraph><paragraph id="H0304ABB603A747218FFA942628677F56"><enum>(6)</enum><text>identify any enforcement actions, including, but not limited to, the issuance of Withhold Release Orders, the detention of shipments, the issuance of civil penalties, and the formal charging with criminal charges relating to the forced labor scheme, taken as a result of these petitions and investigations by type of action, date of action, commodity, and country of origin in the past 10 years;</text>
 </paragraph><paragraph id="HB854A656BFE3468F927139BBB7F525CC"><enum>(7)</enum><text display-inline="yes-display-inline">with respect to any relevant petition filed during the 10-year period prior to the date of the enactment of this Act with the relevant Federal departments and agencies tasked with implementing such provisions, list the specific products, country of origin, manufacturer, importer, end-user or retailer, and outcomes of any investigation;</text>
 </paragraph><paragraph id="H3180656BF44C4102BE3C8DC332CD9619"><enum>(8)</enum><text>identify any gaps that may exist in enforcement of such provisions;</text> </paragraph><paragraph commented="no" id="H6BECB4C5609041AFA1318842844E92D0"><enum>(9)</enum><text>describe the engagement of the relevant Federal departments and agencies with stakeholders, including the engagement of importers, forced labor experts, and nongovernmental organizations; and</text>
 </paragraph><paragraph id="H54725B575FF048F69913C20818E303D3"><enum>(10)</enum><text display-inline="yes-display-inline">based on the information required by paragraphs (1) through (9), identify any regulatory obstacles or challenges to enforcement of such provisions and provide recommendations for actions that could be taken by the relevant Federal departments and agencies to overcome these obstacles.</text>
						</paragraph></subsection></section><section id="H3EE9A10C4AFC4482BCDBCA8C74C7DC91"><enum>133.</enum><header>Modification to list of child-made and slavery-made goods</header>
 <subsection id="HB33453E53023484BA2622F102AF031E8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 105(b)(2)(C) of the Trafficking Victims Protection Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/22/7112">22 U.S.C. 7112(b)(2)(C)</external-xref>) is amended by inserting <quote>, including, to the extent practicable, goods that are produced with inputs that are produced with forced labor or child labor</quote> after <quote>international standards</quote>.</text>
 </subsection><subsection id="H302CDB8FE498402482219D5AFBB9469E"><enum>(b)</enum><header>Inclusion in authorization of appropriations</header><text display-inline="yes-display-inline">Amounts appropriated pursuant to the authorization of appropriations under section 113(f) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110(f)</external-xref>), as amended by section 301(a) of this Act, are authorized to be made available to carry out the purposes described in section 105(b)(2) of the Trafficking Victims Protection Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/22/7112">22 U.S.C. 7112(b)(2)</external-xref>), as amended by subsection (a).</text>

				<section id="H152E39EEE0D548048DC8821A0F95C1A8"><enum>201.</enum><header>Including the Secretary of the Treasury and the United States Trade Representative as a member of
 the interagency task force to monitor and combat trafficking</header><text display-inline="no-display-inline">Section 105(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(b)</external-xref>) is amended by inserting <quote>the Secretary of the Treasury, the United States Trade Representative,</quote> after <quote>the Secretary of Education,</quote>.</text>
 </section><section id="H038AFD17914A44C494454819E4057D6E"><enum>202.</enum><header>Encouraging countries to maintain and share data on human trafficking efforts</header><text display-inline="no-display-inline">Paragraphs (1) and (7) of section 108(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7106">22 U.S.C. 7106(b)(1)</external-xref> and (b)(7)) are each amended by striking the final sentence of such paragraphs.</text>
 </section><section id="HCCD35FFC9AD7482E8800F2D707DF1B74"><enum>203.</enum><header>Appropriate listing of governments involved in human trafficking</header><text display-inline="no-display-inline">Subsection (b) of section 110 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)</external-xref>) is amended as follows:</text>
 <paragraph id="H50AF8B390E584B3B87E3ED3C3FD56512"><enum>(1)</enum><text display-inline="yes-display-inline">In paragraph (1)—</text> <subparagraph id="HB4207E105E1B4A8AABFDED7A5DC83994"><enum>(A)</enum><text>in subparagraph (C)—</text>

 </subclause><subclause id="H11BEFC7EB00A487B88FDC5E95D742961"><enum>(II)</enum><text>any additional years after such date of enactment by reason of the President exercising the waiver authority under clause (ii) of subparagraph (D); and</text>
 </subclause></clause><clause id="H4AFED203828147029E01509DAC93E7D9"><enum>(ii)</enum><text display-inline="yes-display-inline">was subsequently included on the list of countries described in paragraph (1)(C),</text> </clause><continuation-text continuation-text-level="subparagraph">may not thereafter be included on the special watch list described in subparagraph (A) for more than 1 consecutive year.</continuation-text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H6EA0251FC54F4B0FBBDD486DB2324621"><enum>(3)</enum><text>In paragraph (3)—</text>

 </clause><clause id="H4990BA9D861D4B1692C3F66D50BC46D6"><enum>(iii)</enum><text>to obtain restitution for victims of human trafficking;</text> </clause></subparagraph><subparagraph id="H3CC6F158550F4CDA98ED86CC11B74BB2"><enum>(E)</enum><text>the extent to which the government of the country is devoting sufficient budgetary resources—</text>
 <clause id="H0AC4F27AC7DC498286BDA2777BD9F20A"><enum>(i)</enum><text>to protect and rehabilitate victims of trafficking in persons; and</text> </clause><clause id="H763F62BCC7DF495E85815E9E79E3D8CF"><enum>(ii)</enum><text>to prevent trafficking in persons;</text>
 </clause></subparagraph><subparagraph id="H6F8CF6E5C6304A9F8551F051AF993D55"><enum>(F)</enum><text>the extent to which the government of the country has consulted with domestic and international civil society organizations to improve the provision of services to victims of trafficking in persons; and</text>
 </subparagraph><subparagraph id="H09A3A398D9E842939F111D83ADF34139"><enum>(G)</enum><text>whether—</text> <clause id="HF6134B85D04C495E9E50EEB5FFD3734F"><enum>(i)</enum><text>government officials participate in or facilitate forced labor and human trafficking; and</text>
 </clause><clause id="H241C3EAB1F994C25A1817E4F5AB10953"><enum>(ii)</enum><text>the government maintains policies that provide incentives for or otherwise support the participation in or facilitation of forced labor and human trafficking by officials at any level of government.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="HF95488C5EFE8420984E0FD29D53D9D08"><enum>(4)</enum><text>By adding at the end the following:</text> <quoted-block changed="deleted" committee-id="SSFR00" display-inline="no-display-inline" id="H9456750C12574B76BC60AEEA1E3009F7" reported-display-style="strikethrough" style="OLC"> <paragraph id="H3E165D9FACDF40C9AF00F5B0DD705596"><enum>(4)</enum><header>Special rule for changes in certain determinations</header><text>Not later than 90 days after the submission of each annual report under paragraph (1), the Secretary of State shall submit a detailed description of the credible evidence supporting a change in listing of a country, accompanied by copies of documents providing such evidence, as appropriate, to the appropriate congressional committees not later than 90 days after the submission of that report if—</text>
 <subparagraph id="HA593B61F40C04D77BA2C68B707391B6B"><enum>(A)</enum><text>a country is included on a list of countries described in paragraph (1)(C) in an annual report submitted in calendar year 2015 or in any calendar year thereafter; and</text>
 </subparagraph><subparagraph id="HF3BDE61E1B11492BB983D4ED5950889D"><enum>(B)</enum><text>in the annual report submitted in the next calendar year, the country is listed on a list of countries described in paragraph (1)(B).</text>
 </subparagraph></paragraph><paragraph id="HC761B637A68D4B258B0921083EC81F53"><enum>(5)</enum><header>Written plan</header><text>The Secretary of State shall endeavor to work with each country that has been listed pursuant to paragraph (1)(C) in the most recent annual report and civil society organizations to draft and implement the written plan described in paragraph (2)(D)(ii).</text>
 </paragraph><paragraph id="H21B520D84E414CE5B03FE3DCBB616E25"><enum>(6)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this subsection:</text> <subparagraph id="H984BB52B18C746949E8C916FFDB890DE"><enum>(A)</enum><header>Concrete actions</header><text>The term <term>concrete actions</term> means any of the following actions that demonstrably improve the condition of a substantial number of victims of human trafficking and persons vulnerable to human trafficking:</text>

 </clause><clause id="HBA3CD241924C436387EE931302A9ACB4"><enum>(ix)</enum><text>An assessment of the impact of such actions on the prevalence of human trafficking in the country.</text> </clause></subparagraph><subparagraph id="H5695C2FB87C240F3B232F8ACE2125C26"><enum>(B)</enum><header>Credible evidence</header><text>The term <term>credible evidence</term> means information relied upon by the Department of State to make determinations relating to the provisions set forth in this division, including—</text>
 <clause id="HE19300E2D94B48CB97CD90A0F30EB0C5"><enum>(i)</enum><text>reports by the Department of State;</text> </clause><clause id="H1226B8082AF2485A89B3F8EB8F52C4AF"><enum>(ii)</enum><text>reports of other Federal agencies, including the Department of Labor’s List of Goods Produced by Child Labor or Forced Labor and List of Products Produced by Forced Labor or Indentured Child Labor;</text>
 </clause><clause id="H5366EE13F7B34A358A2DD20E1C55C86F"><enum>(iii)</enum><text>documentation provided by a foreign country, including copies of relevant laws, regulations, policies adopted or modified, enforcement actions taken and judicial proceedings, training conducted, consultations conducted, programs and partnerships launched, and services provided;</text>
 </clause><clause id="H205430900DB14739A886F5D4A76EEB76"><enum>(iv)</enum><text>materials developed by civil society organizations;</text> </clause><clause id="H5A6C6E31E34F4E72B5749E85D71AE7D4"><enum>(v)</enum><text>information from survivors of human trafficking, vulnerable persons, and whistleblowers;</text>
 </clause><clause id="HD348C08A00BF42BC845DEAF6D0F4F65C"><enum>(vi)</enum><text>all relevant media and academic reports that, in light of reason and common sense, are worthy of belief; and</text>
 </clause><clause id="H7122FF4002264E0FB4FE54330B31E140"><enum>(vii)</enum><text>information developed by multilateral institutions.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section id="HE93022B5730E44E8B412F433307BD4FD"><enum>204.</enum><header>Requirements for strategies to prevent trafficking</header> <subsection id="HFC15220C0C8E40128AD50ABFE662D9DF"><enum>(a)</enum><header>Report on new practices To combat trafficking</header> <paragraph id="H5B65F44BA4E942A3B08A689681C21AB4"><enum>(1)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, and annually thereafter for 7 years, the Secretary of State, in consultation with the Administrator of the United States Agency for International Development, shall submit to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate a report—</text>
 <subparagraph id="HDB973272F0C044C9949CA3230D55E509"><enum>(A)</enum><text>describing any practices adopted by the Department or the Agency to better combat trafficking in persons, in accordance with the report submitted under section 101(b)(4) of the Trafficking Victims Protection Reauthorization Act of 2005, in order to reduce the risk of trafficking in post-conflict or post-disaster areas; or</text>
 </subparagraph><subparagraph id="H076A1369763945CEB3E31AE76F8F0BD9"><enum>(B)</enum><text>if no such practices have been adopted, including a strategy to reduce the risk of trafficking in such areas.</text>
 </subparagraph></paragraph><paragraph id="HE634DD4381924FF2A09BBD679905CCFE"><enum>(2)</enum><header>Public availability</header><text display-inline="yes-display-inline">Each report submitted under <internal-xref idref="H5B65F44BA4E942A3B08A689681C21AB4" legis-path="204.(a)(1)">paragraph (1)</internal-xref> shall be posted on a publicly available internet website of the Department of State.</text> </paragraph></subsection><subsection id="H0DC3F3958BCC407C8A52BBBF953F8355"><enum>(b)</enum><header>Child protection strategies in watch list countries</header><text display-inline="yes-display-inline">The Administrator of the United States Agency for International Development shall incorporate into the relevant country development cooperation strategy for each country on the special watch list described in section 110(b)(2)(A) or the list described in section 110(b)(1)(C) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)(2)(A)</external-xref> and (b)(1)(C)), as amended by section 203 of this Act, strategies for the protection of children and the reduction of the risk of trafficking.</text>
 </subsection></section><section id="H4A6CEE0507164518BB96A078CCC9CA08"><enum>205.</enum><header>Expansion of Department of State rewards program</header><text display-inline="no-display-inline">Paragraph (5) of section 36(k) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2708">22 U.S.C. 2708(k)</external-xref>) is amended—</text>
 <paragraph id="H1E319DC742E94D1C96CA3455024B70B1"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by striking <quote>means</quote>;</text> </paragraph><paragraph id="H0B76B2D977DC491EABB5057B263CDA1E"><enum>(2)</enum><text>by redesignating subparagraphs (A) and (B) as clauses (i) and (ii), respectively, and moving such clauses, as so redesignated, two ems to the right;</text>

 </paragraph></section><section id="HDB3AA5061CEF4E8AA5B5026176DBAF13"><enum>206.</enum><header>Briefing on countries with primarily migrant workforces</header><text display-inline="no-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of State shall provide to the Committee on Foreign Affairs and the Committee on the Judiciary of the House and the Committee on Foreign Relations and the Committee on the Judiciary of the Senate a briefing that includes, with respect to each country that has a domestic workforce of which more than 80 percent are third-country nationals, each of the following:</text>
 <paragraph id="H3D057702B0AF4D6BA85F32F7F7CCABA2"><enum>(1)</enum><text>An assessment of the progress made by the government of such country toward implementing the recommendations with respect to such country contained in the most recent <quote>Trafficking in Persons Report</quote> submitted by the Secretary under section 110(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)</external-xref>), as amended by section 203 of this Act.</text>
 </paragraph><paragraph id="HD4A6C95C6ED9450AB1847CBED85AE4B0"><enum>(2)</enum><text>A description of the efforts made by the United States to ensure that any domestic worker brought into the United States by an official of such country is not a victim of trafficking.</text>
 </paragraph></section><section id="HD83C23E1BEB3405EA712659C3BD45BC9"><enum>207.</enum><header>Report on recipients of funding from the United States Agency for International Development</header><text display-inline="no-display-inline">Not later than 90 days after the date of the enactment of this Act, and by October 1 of each of the following 4 years, the Administrator of the United States Agency for International Development shall submit to the Committee on Foreign Affairs and the Committee on Appropriations of the House and the Committee on Foreign Relations and the Committee on Appropriations of the Senate a report describing, with respect to the prior fiscal year—</text>
 <paragraph id="HC35265ADB8584C9B8BA7141AF1A224E9"><enum>(1)</enum><text>each obligation or expenditure of Federal funds by the Agency for the purpose of combating human trafficking and forced labor; and</text>
 </paragraph><paragraph id="H895E9C4CA5C640E2A61CE5271CB58286"><enum>(2)</enum><text>with respect to each such obligation or expenditure, the program, project, activity, primary recipient, and any sub-grantees or sub-contractors.</text>
					</paragraph></section></subtitle><subtitle id="H81AB52E0CA2449A1AFE2AA756292C576"><enum>B</enum><header>Child Soldier Prevention Act of 2017</header>
 <section id="H88656CE755424143915D5CBA5D615353"><enum>211.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> <paragraph id="HE126FA51BFB944608C071DD67F4BD2C1"><enum>(1)</enum><text display-inline="yes-display-inline">The recruitment or use of children in armed conflict is unacceptable for any government or government-supported entity receiving United States assistance.</text>
 </paragraph><paragraph id="H40659A65C137474C8E32A6078C150F10"><enum>(2)</enum><text>The recruitment or use of children in armed conflict, including direct combat, support roles, and sexual slavery, occurred during 2015–2016 in Afghanistan, South Sudan, Sudan, Burma, the Democratic Republic of the Congo, Iraq, Nigeria, Rwanda, Somalia, Syria, and Yemen.</text>
 </paragraph><paragraph id="H60776D936D41452083BA9B148D9750B8"><enum>(3)</enum><text>Entities of the Government of Afghanistan, particularly the Afghan Local Police and Afghan National Police, continue to recruit children to serve as combatants or as servants, including as sex slaves.</text>
 </paragraph><paragraph commented="no" id="HF58BFD0AE23949998FACFB9DC858CF22"><enum>(4)</enum><text>Police forces of the Government of Afghanistan participate in counterterrorism operations, direct and indirect combat, security operations, fight alongside regular armies, and are targeted for violence by the Taliban as well as by other opposition groups.</text>
 </paragraph><paragraph id="HD7AA2D0ADC95410B923C1AB538DE5AAD"><enum>(5)</enum><text>In February 2016, a 10-year-old boy was assassinated by the Taliban after he had been publically honored by Afghan local police forces for his assistance in combat operations against the Taliban.</text>
 </paragraph><paragraph id="H051EC5A7E47042DBB3E8ED25B3E777C4"><enum>(6)</enum><text>Recruitment and use of children in armed conflict by government forces has continued in 2016 in South Sudan with the return to hostilities.</text>
 </paragraph><paragraph id="HB105BE033AAE4A5B8AA7910FAD5A87C3"><enum>(7)</enum><text>At least 650 children have been recruited and used in armed conflict in South Sudan in 2016, and at least 16,000 have been recruited since that country’s civil war began in 2013.</text>
					</paragraph></section><section id="H0C98443A81EA4AF7A225D614296395C5"><enum>212.</enum><header>Amendments to the Child Soldiers Prevention Act of 2008</header>
 <subsection id="H1CBF22F7069E4ABCBDF1E77D996BCCCF"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 402(2)(A) of the Child Soldiers Prevention Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/22/2370c">22 U.S.C. 2370c(2)(A)</external-xref>) is amended by inserting <quote>, police, or other security forces</quote> after <quote>governmental armed forces</quote> each place it appears.</text>
 </subsection><subsection id="H0D3E923A1A1B484DB0F73B7FE6BBF1C6"><enum>(b)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Section 404 of the Child Soldiers Prevention Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/22/2370c-1">22 U.S.C. 2370c–1</external-xref>) is amended—</text> <paragraph id="H5100FB536F344267887AD7441DD3FFCA"><enum>(1)</enum><text>in subsection (a)—</text>
 <subparagraph id="H6F5A60DB18874FFEB01DA26929E2152D"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>, police, or other security forces</quote> after <quote>governmental armed forces</quote>; and</text> </subparagraph><subparagraph commented="no" id="HEB6C30EBD87B4C38B9DB9EC46F19011C"><enum>(B)</enum><text>by striking <quote>recruit and use child soldiers</quote> and inserting <quote>recruit or use child soldiers</quote>;</text>
 </subparagraph></paragraph><paragraph id="H4348C59F132042E897F0E47E5386E339"><enum>(2)</enum><text>by amending subsection (b)(2) to read as follows:</text> <quoted-block changed="deleted" committee-id="SSFR00" display-inline="no-display-inline" id="H390E4C749A0F4729BED31EBA05641277" reported-display-style="strikethrough" style="OLC"> <paragraph id="H3A8C7A9CF7984F519627A02A0AA2094B"><enum>(2)</enum><header>Notification</header> <subparagraph id="H216D1335602F470B8A581664C63EAA54"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 45 days after the date of submission of each report required under section 110(b) of the Trafficking Victims Protection Act of 2000, the Secretary of State shall formally notify each government included in the list required under paragraph (1) that such government is so included.</text>
 </subparagraph><subparagraph id="HF33BCBE9566A4A678CFAFE983C956DEE"><enum>(B)</enum><header>Congressional notification</header><text>As soon as practicable after making all of the notifications required under subparagraph (A) with respect to a report, the Secretary of State shall notify the appropriate congressional committees that the requirements of subparagraph (A) have been met.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph commented="no" id="H15B4A24FE9234960AC69238A0D5F05D9"><enum>(3)</enum><text>in subsection (c)(1), by adding at the end before the period the following: <quote>and certifies to the appropriate congressional committees that the government of such country is taking effective and continuing steps to address the problem of child soldiers</quote>; and</text>
 </paragraph><paragraph id="H2C66EBF723DA49C9A7D72EB0E8ABFEBD"><enum>(4)</enum><text>in subsection (e)(1), by striking <quote>to a country</quote> and all that follows through <quote>subsection (a)</quote> and inserting <quote>under section 541 of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2347">22 U.S.C. 2347</external-xref>) through the Defense Institute for International Legal Studies or the Center for Civil-Military Relations at the Naval Post-Graduate School, and may provide nonlethal supplies (as defined in section 2557(d)(1)(B) of title 10), to a country subject to the prohibition under subsection (a)</quote>.</text>
 </paragraph></subsection><subsection id="H3D956590534E4519A120331975BA23F0"><enum>(c)</enum><header>Reports</header><text display-inline="yes-display-inline">Section 405 of the Child Soldiers Prevention Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/22/2370c-2">22 U.S.C. 2370c–2</external-xref>) is amended—</text> <paragraph id="H45F420CC16E3411EACFE9FF90DE0E262"><enum>(1)</enum><text>in subsection (c)—</text>
 <subparagraph id="H33E4187142254A608966A654604F4FCB"><enum>(A)</enum><text>in the matter preceding paragraph (1), by striking <quote>, during any of the 5 years following the date of the enactment of this Act,</quote>;</text> </subparagraph><subparagraph id="HD7D9114E91AA411AAE23EB0F85D83AB6"><enum>(B)</enum><text>by redesignating paragraphs (2) through (4) as paragraphs (3) through (5), respectively;</text>

 </clause><clause id="idAF77330CE7F24E63A6CEAB39618CB9C0"><enum>(ii)</enum><header>High-intensity child sex trafficking area</header><text>The term <term>high-intensity child sex trafficking area</term> means a metropolitan area designated by the Director of the Federal Bureau of Investigation as having a high rate of children involved in sex trafficking.</text>
 </clause><clause id="id5EA78C0C6D2C4A3D8FB6AA16D765E92A"><enum>(iii)</enum><header>Labor trafficking</header><text>The term <term>labor trafficking</term> means conduct described in section 103(9)(B) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(B)</external-xref>).</text>
 </clause><clause id="idDFD04498208C4BCA90B6237E6DBF31E8"><enum>(iv)</enum><header>School staff</header><text>The term <term>school staff</term> means teachers, nurses, school leaders and administrators, and other staff at elementary schools and secondary schools.</text>
 </clause><clause id="idF40E9A7B69E04F42B54E4E693999706A"><enum>(v)</enum><header>Sex trafficking</header><text>The term <term>sex trafficking</term> means the conduct described in section 103(9)(A) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(A)</external-xref>).</text>
 </clause></subparagraph><subparagraph id="id5949e6dd273245f881f2544290c36cc7"><enum>(B)</enum><header>In general</header><text>The Secretary of Health and Human Services may award grants to local educational agencies, in partnership with a nonprofit, nongovernmental agency, to establish, expand, and support programs—</text>
 <clause id="idcd4234f992bc41d58a9fc8dc34916e18"><enum>(i)</enum><text>to educate school staff to recognize and respond to signs of labor trafficking and sex trafficking; and</text>
 </clause><clause id="id78d557f7de6143a6a849f6695c9487ec"><enum>(ii)</enum><text>to provide age-appropriate information to students on how to avoid becoming victims of labor trafficking and sex trafficking.</text>
 </clause></subparagraph><subparagraph id="id389ef0313fbd49c4947d053c91927c6c"><enum>(C)</enum><header>Program requirements</header><text>Amounts awarded under this paragraph shall be used for—</text> <clause id="id6a010e70a6b94798ba9b507233adffeb"><enum>(i)</enum><text>education regarding—</text>
 <subclause id="idff424114f8b9451dad437d0020b5ad8b"><enum>(I)</enum><text>avoiding becoming victims of labor trafficking and sex trafficking;</text> </subclause><subclause id="id6254e926966b407089713f2b6a09e965"><enum>(II)</enum><text>indicators that an individual is a victim or potential victim of labor trafficking or sex trafficking;</text>
 </subclause><subclause id="id5e9d8ef0d8054d0d825cefe1f6cda9ae"><enum>(III)</enum><text>options and procedures for referring such an individual, as appropriate, to information on such trafficking and services available for victims of such trafficking;</text>
 </subclause><subclause id="id97bc6722478c43e99e06a7b6e5063c5e"><enum>(IV)</enum><text>reporting requirements and procedures in accordance with applicable Federal and State law; and</text> </subclause><subclause id="id143364518840492494d0c7879235c87a"><enum>(V)</enum><text>how to carry out activities authorized under subparagraph (A)(ii); and</text>
 </subclause></clause><clause id="idaca6ab03d5ff4d7ea7119b3567f4224c"><enum>(ii)</enum><text>a plan, developed and implemented in consultation with local law enforcement agencies, to ensure the safety of school staff and students reporting such trafficking.</text>
 </clause></subparagraph><subparagraph id="id6aa1707d032d4900a6b9fa1684bd7872"><enum>(D)</enum><header>Priority</header><text>In awarding grants under this paragraph, the Secretary shall give priority to local educational agencies serving a high-intensity child sex trafficking area.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="idfac0812c2b75461096791a46acf25d05"><enum>(b)</enum><header>Inclusion in authorization of appropriations</header><text>Section 113(b)(1) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110(b)(1)</external-xref>) is amended by striking <quote>section 107(b)</quote> and inserting <quote>sections 106(b) and 107(b)</quote>.</text>
					</subsection></section><section id="id79a071186dca43669f4a9e2f26e693ba"><enum>102.</enum><header>Preventing future trafficking in the United States through receipt of complaints abroad</header>
 <subsection id="id5b65ae40136349d9909624cc4e28a263"><enum>(a)</enum><header>In general</header><text>The Secretary of State shall ensure that each diplomatic or consular post or other mission designates an employee to be responsible for receiving information from—</text>
 <paragraph id="id085D2FE738814C66B771FC1CC8F9CD53"><enum>(1)</enum><text>any person who was a victim of a severe form of trafficking in persons (as such term is defined in section 103(14) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(14)</external-xref>)) while present in the United States; or</text>
 </paragraph><paragraph id="idEA311B32843B451DB6E917B681FE2B65"><enum>(2)</enum><text>any person who has information regarding a victim described in paragraph (1).</text> </paragraph></subsection><subsection id="idc60c0f7bc94a4296a1014fdef5124c48"><enum>(b)</enum><header>Provision of information</header><text>Any information received pursuant to subsection (a) shall be transmitted to the Department of Justice, the Department of Labor, the Department of Homeland Security, and to any other relevant Federal agency for appropriate response. The Attorney General, the Secretary of Labor, the Secretary of Homeland Security, and the head of any other such relevant Federal agency shall establish a process to address any actions to be taken in response to such information.</text>
 </subsection><subsection id="idc98227626b5f434cbe599dd8ed450e6e"><enum>(c)</enum><header>Assistance from foreign governments</header><text>The employee designated for receiving information pursuant to subsection (a) should coordinate with foreign governments or civil society organizations in the countries of origin of victims of severe forms of trafficking in persons, with the permission of and without compromising the safety of such victims, to ensure that such victims receive any additional support available.</text>
 </subsection></section><section id="idab6a4a175b1446f18e9210c53208b5c8"><enum>103.</enum><header>Modification to grants for victims services</header><text display-inline="no-display-inline">Section 107(b)(2)(A) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(b)(2)(A)</external-xref>) is amended by striking <quote>programs for</quote> and all that follows and inserting the following: “programs for victims of human trafficking, including programs that provide trauma-informed care or housing options to such victims who are—</text>

 <clause id="id9f245476e5e242bab6595c57762a0c94"><enum>(i)</enum><subclause commented="no" display-inline="yes-display-inline" id="id274DEA5D570348148325B0A6096A87C9"><enum>(I)</enum><text>between 12 and 24 years of age; and</text> </subclause><subclause changed="added" committee-id="SSFR00" id="idE4B97ED463684E1B866D56690CBC97FE" indent="up1" reported-display-style="italic"><enum>(II)</enum><text>homeless, in foster care, or involved in the criminal justice system;</text>
 </subclause></clause><clause id="id73021f17cb3340829326336b676992ec"><enum>(ii)</enum><text>transitioning out of the foster care system; or</text> </clause><clause id="idd4d74b437ece45c0abdbf2efc6e0aea6"><enum>(iii)</enum><text>women or girls in underserved populations.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</section></subtitle><subtitle id="id09239264a242473e8609505c50c48e29"><enum>B</enum><header>Governmental efforts to prevent human trafficking</header>
				<section changed="added" committee-id="SSFR00" id="id0d2412bbeb704ebdb049684dad593258" reported-display-style="italic"><enum>111.</enum><header>Required training to prevent human trafficking for certain contracting air carriers</header>
 <subsection id="id768a62d155eb4624a6e826c0b67b3d2d"><enum>(a)</enum><header>In general</header><text>Section 40118 of title 49, United States Code, is amended by adding at the end the following:</text> <quoted-block changed="added" committee-id="SSFR00" display-inline="no-display-inline" id="id88ad9d4354484c23a2c8c32f99ce7596" reported-display-style="italic" style="OLC"> <subsection id="id1db877d28f4f48ebb69b1317b45c53d8"><enum>(g)</enum><header>Training requirements</header><text>The Administrator of General Services shall ensure that any contract entered into for provision of air transportation with a domestic carrier under this section requires that the contracting air carrier submits to the Administrator of General Services, the Secretary of Transportation, the Administrator of the Transportation Security Administration, and the Commissioner of U.S. Customs and Border Protection an annual report regarding—</text>
 <paragraph id="id7575402d2e174d4483b3d89493f9fab8"><enum>(1)</enum><text>the number of personnel trained in the detection and reporting of potential human trafficking (as described in paragraphs (9) and (10) of section 103 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>)), including the training required under section 44734(a)(4);</text>
 </paragraph><paragraph id="idb20483054f2644a6b5fd04ccc05d8b04"><enum>(2)</enum><text>the number of notifications of potential human trafficking victims received from staff or other passengers; and</text>
 </paragraph><paragraph id="idde0e93aa8a6a450aa8d194b3181e47da"><enum>(3)</enum><text>whether the air carrier notified the National Human Trafficking Hotline or law enforcement at the relevant airport of the potential human trafficking victim for each such notification of potential human trafficking, and if so, when the notification was made.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id5375eb89359b409e9ca9ef0c6393ee45"><enum>(b)</enum><header>Applicability</header><text>The amendment made by subsection (a) shall apply to any contract entered into after the date of enactment of this Act except for contracts entered into by the Secretary of Defense.</text>
					</subsection></section><section changed="added" committee-id="SSFR00" display-inline="no-display-inline" id="id25f7dfe0-9f82-40e1-b3ce-8ac0598af29f" reported-display-style="italic"><enum>112.</enum><header>Priority for accommodation in places with certain policies relating
			 to child sexual exploitation</header>
 <subsection id="idd59d344a-cfd7-4bf0-80af-7d5c90b44bf8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, is amended by adding at the end the following:</text>
						<quoted-block changed="added" committee-id="SSFR00" display-inline="no-display-inline" id="idcb2b91f2-f2bb-4a56-9e55-1d722f053959" reported-display-style="italic" style="USC">
							<section id="id4445ef7e-86e6-4938-b0e6-d50601d9dcf7"><enum>5712.</enum><header>Priority for accommodation in places with certain policies relating
			 to child sexual exploitation.</header>
 <subsection id="idfed84afe-80bc-4586-b27e-a777b2ef3a04"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">For the purpose of making payments under this chapter for lodging expenses, each agency shall ensure, to the extent practicable, that commercial-lodging room nights in the United States for employees of that agency are booked in a preferred place of accommodation.</text>
 </subsection><subsection id="idb023314b-bd6a-45f7-b7b6-7841d003d049"><enum>(b)</enum><header>Eligibility as a preferred place of accommodation</header><text>A hotel, motel, or another place of public accommodation shall be considered a preferred place of accommodation if it—</text>
 <paragraph id="idc135d9cd-c4b4-4110-a1cc-1b4992239ab7"><enum>(1)</enum><text>enforces a zero-tolerance policy regarding the sexual exploitation of children (as described in section 103(9)(A) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(A)</external-xref>)) developed by the Administrator of General Services under subsection (c)(1), or a similar zero-tolerance policy developed by the place of accommodation, which shall be demonstrated by—</text>
 <subparagraph id="idA0E815AD6D1C413B8E863458E75983ED"><enum>(A)</enum><text>attesting through the General Services Administration’s website of the use of such zero-tolerance policy;</text>
 </subparagraph><subparagraph id="id22B71BFC8BFF4833880E4C2CD28B0337"><enum>(B)</enum><text>posting such policy in a nonpublic space within the place of accommodation that is accessible by all employees; or</text>
 </subparagraph><subparagraph id="id90C456A8A4BF42CA8C1BB1496EA281AB"><enum>(C)</enum><text>including such policy in the employee handbook;</text> </subparagraph></paragraph><paragraph id="idad8d5e84-c0c4-469b-86dc-d5ee4a2daa9b"><enum>(2)</enum><text>has procedures in place for employees to identify and report any such exploitation to the appropriate law enforcement authorities and hotel management;</text>
 </paragraph><paragraph id="idE3CD698253094249A6B2B4541F8CD0CE"><enum>(3)</enum><text>posts the informational materials developed under subsection (c)(3) in an appropriate nonpublic space within the place of accommodation that is accessible by all employees;</text>
 </paragraph><paragraph id="id4B75949FC9A5439DB7ACAD49E7589648"><enum>(4)</enum><text>requires each employee who is physically located at the place of accommodation and is likely to interact with guests, including security, front desk, housekeeping, room service, and bell staff, to complete the training described in subsection (c)(2), (c)(3), or (d), which shall—</text>
 <subparagraph id="id42006834692B4C59B393C76C7E930D84"><enum>(A)</enum><text>take place—</text> <clause id="id9C6ED0057CBC4DD0A78DCEA2B69D212C"><enum>(i)</enum><text>not later than 180 days after the starting date of the employee; or</text>
 </clause><clause id="id68C0370490054025BE446022C6145B7F"><enum>(ii)</enum><text>in the case of an employee starting employment before the effective date of this section, not later than 180 days after the date of the enactment of this section;</text>
 </clause></subparagraph><subparagraph id="id2662C8C1BBEF4045905E1454B1EF7E2B"><enum>(B)</enum><text>include training on—</text> <clause id="id27885B18B086479EA662254C242F705A"><enum>(i)</enum><text>the identification of possible cases of sexual exploitation of children; and</text>
 </clause><clause id="id81CFC0C281314EB7ADD01FF6379CE94C"><enum>(ii)</enum><text>procedures to report suspected abuse to the appropriate authorities;</text> </clause></subparagraph></paragraph><paragraph id="id5AE20ECFBF3A4FA18776C1737AD3A866"><enum>(5)</enum><text>includes a notice to all independent contractors in any agreement negotiated or renewed on or after the date of the enactment of this section that states <quote>Federal law prohibits the trafficking of humans under the Trafficking Victims Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7101">22 U.S.C. 7101</external-xref> et seq.)</quote>;</text>
 </paragraph><paragraph id="id6dc335fa-38dc-42bf-8277-225f627c50f1"><enum>(6)</enum><text>ensures that the place of accommodation does not retaliate against employees for reporting suspected cases of such exploitation if reported according to the protocol identified in the employee training; and</text>
 </paragraph><paragraph id="idacb922ec-3733-4bb5-8e62-06e3bcab080e"><enum>(7)</enum><text>keeps records, to the extent permissible by law and on an individual hotel property basis, of each suspected case of such exploitation that is reported to accommodation management or law enforcement, including the date and approximate time of such report, and the name of the accommodation manager or law enforcement agency to which the report was made.</text>
 </paragraph></subsection><subsection id="id09d95fae-64c6-4e61-ace4-2d14afd60380"><enum>(c)</enum><header>GSA requirements</header><text>The Administrator of General Services shall—</text> <paragraph id="idb1805550-4817-4525-91d6-b872f4750c76"><enum>(1)</enum><text>develop, and make available on the General Services Administration publicly accessible website, a zero-tolerance policy for places of accommodation regarding the sexual exploitation of children (as described in section 103(9)(A) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102(9)(A)</external-xref>)), including informational materials regarding such policy that could be posted in places of accommodation in nonpublic spaces;</text>
 </paragraph><paragraph id="id4D37A263A7F1493C888F1F5490A635D7"><enum>(2)</enum><text>make available on the website described in paragraph (1) a list of Federal Government and privately developed training programs that address—</text>
 <subparagraph id="id96DB10C3F42C4C59A3DC1E142F5962B7"><enum>(A)</enum><text>the identification of possible cases of sexual exploitation of children; and</text> </subparagraph><subparagraph id="id6061DC0BF9BA4D05A18202706CAE5756"><enum>(B)</enum><text>reporting such cases to law enforcement authorities;</text>
 </subparagraph></paragraph><paragraph id="id0189F326F0CA4BF09207418FCEA6CA9E"><enum>(3)</enum><text>coordinate with the Department of Homeland Security’s Blue Campaign to develop—</text> <subparagraph id="idAE54AD2670A44CEE9E1AEA95B6E51AE9"><enum>(A)</enum><text>training materials on preventing the sexual exploitation of children; and</text>
 </subparagraph><subparagraph id="id47E73C9DB26C4AC6BA592D706A10FF49"><enum>(B)</enum><text>informational materials to be posted in nonpublic spaces in places of accommodation on spotting the signs of sexual exploitation of children and reporting possible incidences of such exploitation; and</text>
 </subparagraph></paragraph><paragraph id="id3DC051F9F0354B50B8C474DDFE6BDD2A"><enum>(4)</enum><text>identify, and maintain a list of, each preferred place of accommodation that meets the requirements described in subsection (b) by examining places of accommodation that—</text>
 <subparagraph id="idE181346E3999499AA67316571A25DC0B"><enum>(A)</enum><text>are enrolled in Federal Government travel programs, such as FedRooms;</text> </subparagraph><subparagraph id="idF42279ED051F4BD48414F5B22002E8C2"><enum>(B)</enum><text>are included on the Federal Emergency Management Agency’s Hotel-Motel National Master List (commonly known as the <quote>Fire Safe List</quote>); or</text>
 </subparagraph><subparagraph id="idADD841882C964BA0ADC0B91AA769A1DD"><enum>(C)</enum><text>received Federal Government travel business during the 2-year period immediately preceding the date of the enactment of this section.</text>
 </subparagraph></paragraph></subsection><subsection id="idD7A5EB6AAABA4018BCE824B47F3A9870"><enum>(d)</enum><header>Training programs</header><text>A place of accommodation or lodging company may use a training program developed or acquired by such place of accommodation or company to satisfy the requirements under subsection (b)(4) if such training program—</text>
 <paragraph id="id9222E37F544943B19AC0B8D5849ACB05"><enum>(1)</enum><text>focuses on identifying and reporting suspected cases of sexual exploitation of children; and</text> </paragraph><paragraph id="idC121FC03E2474BBB972E9611D82887DB"><enum>(2)</enum><text>was developed in consultation with a globally or nationally recognized organization with expertise in anti-trafficking initiatives.</text>
									</paragraph></subsection><subsection id="id8E1248776EC1404F94E2B5E34A7C9227"><enum>(e)</enum><header>Previously trained employees</header>
 <paragraph id="idE08056CC340B46EFBA2381403AA15E78"><enum>(1)</enum><header>Prior training</header><text>Any employee of a place of accommodation who was trained to identify and report potential sexual exploitation of children before the effective date of this section shall be considered to have met the training requirement under subsection (b)(4) with respect to any employment at that place of accommodation or at any other place of accommodation managed by the same entity.</text>
 </paragraph><paragraph id="id2F2C82C2379847C3B729D56BA79F21FB"><enum>(2)</enum><header>Training prior to transfer of employment</header><text>Any employee of a place of accommodation who has met the training requirements under subsection (b)(4) shall be considered to have met such requirements with respect to any employment at a place of accommodation managed by the same entity.</text>
 </paragraph></subsection><subsection id="id7476829DCA094561B4C6E8B0E8744F35"><enum>(f)</enum><header>Property-by-property implementation</header><text>Compliance with the requirements under this section shall be assessed and enforced separately for each place of accommodation. Lack of compliance by 1 place of accommodation shall not impact the eligibility of affiliated places of accommodation to receive funds for Federal employee travel. Lack of compliance by a franchisee shall not impact the eligibility of the respective franchisor for other places of accommodation affiliated with that franchisor.</text>
 </subsection><subsection id="idD9F2872AAC60440698644CD7016DA476"><enum>(g)</enum><header>Rule of construction</header><text>Nothing in this section that applies to an employee of a place of accommodation may be construed to apply to an individual who is an independent contractor or otherwise not directly employed by a place of accommodation.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idfdc651ff-8451-46cb-972d-6f4c62e33e51"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">The table of sections for subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, is amended by adding at the end the following:</text>
						<quoted-block changed="added" committee-id="SSFR00" display-inline="no-display-inline" id="idebc3312c-a09b-438d-8f1a-d30f7a7e967b" reported-display-style="italic" style="USC"><toc changed="added" committee-id="SSFR00" regeneration="no-regeneration" reported-display-style="italic"><toc-entry level="section">5712. Priority for accommodation in places with certain policies
			 relating to child sexual exploitation.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id2442C30B665344318DB5CDDE1A0CD754"><enum>(c)</enum><header>Rulemaking</header><text>The Administrator of General Services shall issue such regulations as are necessary to carry out section 5712 of title 5, United States Code, as added by subsection (a).</text>
 </subsection><subsection id="id75000BA31AF446908052972CCFB669E4"><enum>(d)</enum><header>Effective date</header><text>Section 5712(a) of title 5, United States Code, as added by subsection (a), shall take effect on the later of—</text>
 <paragraph id="idB976D4C6A86B4439A9D3CAE84E41EF11"><enum>(1)</enum><text>the date that is 1 year after the date of the enactment of this Act; and</text> </paragraph><paragraph id="id2DDB90717C6446DBA94DD9EB432EACF9"><enum>(2)</enum><text>60 days after the completion of the requirements under subsection (c) of such section.</text>
 </paragraph></subsection></section><section changed="added" committee-id="SSFR00" display-inline="no-display-inline" id="idf6e4e0be-3e61-459c-8e95-40df78b2fa30" reported-display-style="italic" section-type="subsequent-section"><enum>113.</enum><header>Ensuring United States procurement does not fund human trafficking</header><text display-inline="no-display-inline">Section 106 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7104">22 U.S.C. 7104</external-xref>) is amended by adding at the end the following:</text>
					<quoted-block changed="added" committee-id="SSFR00" display-inline="no-display-inline" id="idd2a55429-7679-4993-ab71-7ce3d0e3f304" reported-display-style="italic" style="OLC">
						<subsection id="id7605e5d3-e27d-47d3-bda9-9707bcbf925c"><enum>(k)</enum><header>Agency action To prevent funding of human trafficking</header>
 <paragraph id="idf01eebc3-dc53-496e-b098-f5ce508d6b10"><enum>(1)</enum><header>In general</header><text>At the end of each fiscal year, the Secretary of State, the Secretary of Labor, the Administrator of the United States Agency for International Development, and the Director of the Office of Management and Budget shall each submit a report to the Administrator of General Services that includes—</text>
 <subparagraph commented="no" id="id5b09508b-0d3e-4a46-aaaf-28a43fc245da"><enum>(A)</enum><text display-inline="yes-display-inline">the name and contact information of the individual within the agency’s Office of Legal Counsel or Office of Acquisition Policy who is responsible for overseeing the implementation of—</text>
 <clause commented="no" id="id0582E9471D9B4CEFBF336822C468433C"><enum>(i)</enum><text display-inline="yes-display-inline">subsection (g);</text> </clause><clause commented="no" id="id86BB4E4959FF48589413997430467AC4"><enum>(ii)</enum><text display-inline="yes-display-inline">title XVII of the National Defense Authorization Act for Fiscal Year 2013 (<external-xref legal-doc="usc" parsable-cite="usc/22/7104a">22 U.S.C. 7104a</external-xref> et seq.); and</text>
 </clause><clause commented="no" id="id59EC398837F148ABBF742C80F520EC51"><enum>(iii)</enum><text display-inline="yes-display-inline">any regulation in the Federal Acquisition Regulation (48 C.F.R. 1 et seq.) that is related to any subject matter referred to in clause (i) or (ii);</text>
 </clause></subparagraph><subparagraph id="id12ab011d-9fd2-4d45-a2d1-908988e09053"><enum>(B)</enum><text display-inline="yes-display-inline">agency action to ensure that contractors are educated on the applicable laws and regulations listed in subparagraph (A);</text>
 </subparagraph><subparagraph id="ideaa3d705-d865-4b01-bc83-6d6dd7806507"><enum>(C)</enum><text display-inline="yes-display-inline">agency action to ensure that the acquisition workforce and agency officials understand implementation of the laws and regulations listed in subparagraph (A), including best practices for—</text>
 <clause id="id9037a811-a1b9-46d4-8cac-fc7110b270ba"><enum>(i)</enum><text>ensuring compliance with such laws and regulations;</text> </clause><clause id="idae83bb07-3bb5-43f9-9cc7-dd0f0088ecc4"><enum>(ii)</enum><text>assessing the serious, repeated, willful, or pervasive nature of any violation of such laws or regulations; and</text>
 </clause><clause id="idaeb2829a-30b8-4c2e-8888-0d5217d57404"><enum>(iii)</enum><text>evaluating steps contractors have taken to correct any such violation;</text> </clause></subparagraph><subparagraph id="id152f35f2-88a8-409e-aeaa-c0dc853a2406"><enum>(D)</enum><clause commented="no" display-inline="yes-display-inline" id="id7AB37542E9374CF1AF0FBDC698EFF2DD"><enum>(i)</enum><text display-inline="yes-display-inline">the number of contracts containing language referring to the laws and regulations listed in subparagraph (A); and</text>
 </clause><clause changed="added" committee-id="SSFR00" id="idBD62A323B74045B5A1E9A13A8591C5AB" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text display-inline="yes-display-inline">the number of contracts that did not contain any language referring to such laws and regulations;</text>
 </clause></subparagraph><subparagraph id="id655256a3-3241-4864-92d0-a447d2139dac"><enum>(E)</enum><clause commented="no" display-inline="yes-display-inline" id="id12785206193843769721AA235263F1A6"><enum>(i)</enum><text display-inline="yes-display-inline">the number of allegations of severe forms of trafficking in persons received; and</text> </clause><clause changed="added" committee-id="SSFR00" id="id1B7C1706F8DE491D854F8D56AEDAC30B" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text display-inline="yes-display-inline">the source type of the allegation (such as contractor, subcontractor, employee of contractor or subcontractor, or an individual outside of the contract);</text>
 </clause></subparagraph><subparagraph id="id33081f0f-9496-4b9d-b04d-19be039e863e"><enum>(F)</enum><clause commented="no" display-inline="yes-display-inline" id="id5F52E2CA5C4647A28365C1BFA6D19436"><enum>(i)</enum><text display-inline="yes-display-inline">the number of such allegations investigated by the agency;</text> </clause><clause changed="added" committee-id="SSFR00" id="id2F52B0E0C0B642219727B2B326CEDB38" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text display-inline="yes-display-inline">a summary of any findings from such investigations; and</text>
 </clause><clause changed="added" committee-id="SSFR00" id="id494B6BD4A55E49A393E74E581C26AD65" indent="up1" reported-display-style="italic"><enum>(iii)</enum><text display-inline="yes-display-inline">any improvements recommended by the agency to prevent such conduct from recurring;</text>
 </clause></subparagraph><subparagraph id="idb77fec6c-1fdf-4928-ae35-3250e363d02c"><enum>(G)</enum><clause commented="no" display-inline="yes-display-inline" id="id057A530A0D9A4C9185EE0E8D34566FD9"><enum>(i)</enum><text display-inline="yes-display-inline">the number of such allegations referred to the Attorney General for prosecution under section 3271 of title 18, United States Code; and</text>
 </clause><clause changed="added" committee-id="SSFR00" id="idA92C3F123BFE4E32B5DDF9C67856112D" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text display-inline="yes-display-inline">the outcomes of such referrals;</text> </clause></subparagraph><subparagraph id="iddb0e08eb-6707-43db-9ad4-c958986fa9f1"><enum>(H)</enum><text>any remedial action taken as a result of such investigation, including whether—</text>
 <clause id="id631f7abe-fa54-42fb-b98d-e9e83ecff36d"><enum>(i)</enum><text>a contractor or subcontractor (at any tier) was debarred or suspended due to a violation of a law or regulation relating to severe forms of trafficking in persons; or</text>
 </clause><clause id="id9898d305-a4f8-4e2c-9f82-c10e0d0c0dda"><enum>(ii)</enum><text>a contract was terminated pursuant to subsection (g) as a result of such violation;</text> </clause></subparagraph><subparagraph id="id73f9312d-7b89-4303-b903-88371ed57c2f"><enum>(I)</enum><text>any other assistance offered to agency contractors to ensure compliance with a law or regulation relating to severe forms of trafficking in persons;</text>
 </subparagraph><subparagraph id="id98aee918-8450-41a4-83a0-7f8f8f54891f"><enum>(J)</enum><text>any interagency meetings or data sharing regarding suspended or disbarred contractors or subcontractors (at any tier) for severe forms of trafficking in persons; and</text>
 </subparagraph><subparagraph id="id37853a69-c778-4092-b39e-5fb0b8bf40e9"><enum>(K)</enum><text>any contract with a contractor or subcontractor (at any tier) located outside the United States and the country location, where safe to reveal location, for each such contractor or subcontractor.</text>
 </subparagraph></paragraph><paragraph commented="no" id="idf8f2e557-88c9-4c05-90e9-e9cce520a6e7"><enum>(2)</enum><header>Appropriate congressional committees</header><text>In this subsection, the term <term>appropriate congressional committees</term> means—</text> <subparagraph commented="no" id="id883bea41-7bc1-40d3-bbe2-76aaae7f63d3"><enum>(A)</enum><text>the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>;</text>
 </subparagraph><subparagraph commented="no" id="id1AC7A1F313CB47C2A903AC1284CF6126"><enum>(B)</enum><text>the <committee-name committee-id="">Committee on Armed Services of the House of Representatives</committee-name>;</text> </subparagraph><subparagraph commented="no" id="idF865B8623E7F495E8696A825AEE5EAA9"><enum>(C)</enum><text>the <committee-name committee-id="">Committee on Education and the Workforce of the House of Representatives</committee-name>;</text>
 </subparagraph><subparagraph commented="no" id="idB8DA8115D2AF47D48E63475597B617FA"><enum>(D)</enum><text>the <committee-name committee-id="">Committee on the Judiciary of the House of Representatives</committee-name>;</text> </subparagraph><subparagraph commented="no" id="idBA7177C870664141A1FD46686C5D6EFD"><enum>(E)</enum><text>the <committee-name committee-id="">Committee on Oversight and Government Reform of the House of Representatives</committee-name>;</text>
 </subparagraph><subparagraph commented="no" id="id72629689-c8ab-40c2-83f3-03eef148ec18"><enum>(F)</enum><text>the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>;</text> </subparagraph><subparagraph commented="no" id="idB93A438667224589A1BC28DD64C67DA0"><enum>(G)</enum><text>the <committee-name committee-id="SSAS00">Committee on Armed Services of the Senate</committee-name>;</text>
 </subparagraph><subparagraph commented="no" id="id2CA7FE7BB83B4C69B2ABBFEA9F094B5C"><enum>(H)</enum><text>the <committee-name committee-id="SSJU00">Committee on the Judiciary of the Senate</committee-name>; and</text> </subparagraph><subparagraph commented="no" id="idF3F4734A8C6343B2843012A7A5E5F7D6"><enum>(I)</enum><text>the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions of the Senate</committee-name>.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section changed="added" committee-id="SSFR00" id="id2ddc5321e0e14fb9892a4cb64d3af0ec" reported-display-style="italic"><enum>114.</enum><header>Training course on human trafficking and government contracting</header><text display-inline="no-display-inline">Any curriculum, including any continuing education curriculum, for the acquisition workforce used by the Federal Acquisition Institute established under section 1201 of title 41, United States Code, shall include at least 1 course, lasting at least 30 minutes, regarding the law and regulations relating to human trafficking and contracting with the Federal Government.</text>
 </section><section changed="added" committee-id="SSFR00" id="ida489185010ab498eaba53166369e91a6" reported-display-style="italic"><enum>115.</enum><header>Modifications to the Advisory Council on Human Trafficking</header><text display-inline="no-display-inline">The Survivors of Human Trafficking Empowerment Act (section 115 of <external-xref legal-doc="public-law" parsable-cite="pl/114/22">Public Law 114–22</external-xref>; 129 Stat. 243) is amended—</text>
 <paragraph id="id774078c6882245009d261aa62ab61ee0"><enum>(1)</enum><text>in subsection (f), by amending paragraph (2) to read as follows:</text> <quoted-block changed="added" committee-id="SSFR00" display-inline="no-display-inline" id="id25d85c25329c42ab8ef213b1d53938e6" reported-display-style="italic" style="OLC"> <paragraph id="idac9f42ce971f48f29610abcc5d352ce5"><enum>(2)</enum><text>shall receive travel expenses, including per diem in lieu of subsistence, in accordance with the applicable provisions under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id990ad3cd40c94c088914c42c1d49e83b"><enum>(2)</enum><text>in subsection (h), by striking <quote>2020</quote> and inserting <quote>2021</quote>.</text> </paragraph></section><section changed="added" committee-id="SSFR00" id="ide2d747eb35464f1f87679316e8a8678f" reported-display-style="italic"><enum>116.</enum><header>Sense of Congress on strengthening Federal efforts to reduce demand</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
 <paragraph id="id31fa9835bf7045c094209c49f35abb5b"><enum>(1)</enum><text>all Federal anti-trafficking training, including training under subsection (c) of the Combat Human Trafficking Act of 2015 (<external-xref legal-doc="usc" parsable-cite="usc/34/20709">34 U.S.C. 20709(c)</external-xref>) and section 107(c)(4) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(c)(4)</external-xref>) provided to Federal judges, prosecutors, and State and local law enforcement officials, should—</text>
 <subparagraph id="id540594c491b74a2e99e9b77b0acf247a"><enum>(A)</enum><text>explain the circumstances under which sex buyers are considered parties to the crime of trafficking;</text>
 </subparagraph><subparagraph id="id2ad052f62e1344569834b90b4b3e4ce5"><enum>(B)</enum><text>provide best practices for arresting or prosecuting buyers of illegal sex acts as a form of sex trafficking prevention; and</text>
 </subparagraph><subparagraph id="id29781ec6e83b4966a4e7990cff94f8a4"><enum>(C)</enum><text>specify that any comprehensive approach to eliminating sex and labor trafficking must include a demand reduction component; and</text>
 </subparagraph></paragraph><paragraph id="idb1470117a9de4e9aacd85c6793768120"><enum>(2)</enum><text>any request for proposals for grants or cooperative agreement opportunities issued by the Attorney General with respect to the prevention of trafficking should include specific language with respect to demand reduction.</text>
 </paragraph></section><section changed="added" committee-id="SSFR00" id="id80d154ea567545f6a815fc6900a8f8b8" reported-display-style="italic"><enum>117.</enum><header>Sense of Congress on the Senior Policy Operating Group</header><text display-inline="no-display-inline">It is the sense of Congress that the Senior Policy Operating Group established under section 105(g) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7103">22 U.S.C. 7103(g)</external-xref>) should create a working group to examine the role of demand reduction, both domestically and internationally, in achieving the purposes of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7101">22 U.S.C. 7101</external-xref> et seq.) and the Justice for Victims of Trafficking Act (<external-xref legal-doc="public-law" parsable-cite="pl/114/22">Public Law 114–22</external-xref>; 129 Stat. 227).</text>
 </section><section changed="added" id="idb9e2a6439af846d1a094e65f73e74a59" reported-display-style="italic"><enum>118.</enum><header>Best practices to prevent forced child labor trafficking</header><text display-inline="no-display-inline">It is the sense of the Congress that—</text> <paragraph id="idefdcaa2fb6204c96b4030395ebc91344"><enum>(1)</enum><text>the United States Government condemns, in the strongest terms, forced child labor, including in situations of trafficking; and</text>
 </paragraph><paragraph id="id168f82613c4641a297a553de2a5fa1ac"><enum>(2)</enum><text>the President should work with the private sector to develop best practices and guidance for preventing forced child labor and indentured servitude, including in situations of trafficking.</text>

 </paragraph></section><section changed="added" committee-id="SSFR00" id="id60a85a3c75a0452dbce72cb514020cd3" reported-display-style="italic"><enum>123.</enum><header>Preventing human trafficking in foreign missions and diplomatic households</header><text display-inline="no-display-inline">Section 203(a) of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/8/1375c">8 U.S.C. 1375c(a)</external-xref>) is amended—</text>
 <paragraph id="id981a883295ed4848831a3e666651e489"><enum>(1)</enum><text>in paragraph (2)—</text> <subparagraph id="id46e823dc1c644e8082b28059a35aef1a"><enum>(A)</enum><text>by striking <quote>for such period as the Secretary determines necessary</quote> and inserting <quote>for a period of at least 1 year, except if the Secretary determines and reports to the appropriate congressional committees, in advance, the reasons a shorter period is in the national interest,</quote>; and</text>
 </subparagraph><subparagraph id="id8a13a5f1b22249ed906ac61b091e26b7"><enum>(B)</enum><text>by striking <quote>the Secretary determines</quote> and all that follows and inserting <quote>there is an unpaid default or final civil judgement directly or indirectly related to human trafficking against the employer or a family member assigned to the embassy, or the diplomatic mission or international organization hosting the employer or family member has not responded affirmatively to a request to waive immunity within 6 weeks of the request in a case brought by the United States Government and the country that accredited the employer or family member or, in the case of international organizations, the country of citizenship, has not initiated prosecution against the employer or family member.</quote>; and</text>
 </subparagraph></paragraph><paragraph id="ida84888e303454e36afda233d2c585579"><enum>(2)</enum><text>in paragraph (3), by striking <quote>a mechanism is in place</quote> and inserting <quote>, as applicable, the unpaid default judgment or final civil judgement has been resolved, the diplomatic mission or international organization hosting the employer or family member has waived immunity for the employer or family member or the country that accredited the employer or family member or the country of citizenship of the employer or family member completed the prosecution of the employer or family member, and the diplomatic mission or international organization hosting the employer or family member has a mechanism in place</quote>.</text>
 </paragraph></section><section changed="added" id="id6456D6AF39394CDEB6A1AD8A8CF3E727" reported-display-style="italic"><enum>124.</enum><header>Actions against significant traffickers in persons</header><text display-inline="no-display-inline">Section 111(a)(1) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7108">22 U.S.C. 7108(a)(1)</external-xref>) is amended—</text>

					</paragraph></section></subtitle><subtitle id="idd14acb72494e438082302a4d5a309526"><enum>D</enum><header>Monitoring child, forced, and slave labor</header>
 <section id="id2b382928ddcd44c98961c10b16bf5bf7"><enum>131.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> <paragraph id="ide1420f44000e4cbab30ccf9627ea837f"><enum>(1)</enum><text>foreign assistance that addresses poverty alleviation and humanitarian disasters reduces the vulnerability of men, women, and children to human trafficking and is a crucial part of the response of the United States to modern-day slavery;</text>
 </paragraph><paragraph id="id0d19ab64dc3d45dfb4022602fc3d0a13"><enum>(2)</enum><text>the Deputy Under Secretary of the Bureau of International Labor Affairs of the Department of Labor and the grant programs administered by the Deputy Under Secretary play a critical role in preventing and protecting children from the worst forms of child labor, including situations of trafficking, and in reducing the vulnerabilities of men and women to situations of forced labor and trafficking; and</text>
 </paragraph><paragraph id="idacae77fdb9eb431f950357e6671a31dc"><enum>(3)</enum><text>the Secretary of Labor also plays a critical role in helping other Federal departments and agencies to prevent goods made with forced and child labor from entering the United States by consulting with such departments and agencies to reduce forced and child labor internationally and ensuring that products made by forced labor and child labor in violation of international standards are not imported into the United States.</text>
					</paragraph></section><section id="idb0e2f48bb3bb48c5b31e57ba0fac6873"><enum>132.</enum><header>Report on the enforcement of section 307 of the Tariff Act of 1930</header>
 <subsection id="id26cb5115b4514f8c8d89025622f73815"><enum>(a)</enum><header>In general</header><text>Not later than 2 years after the date of the enactment of this Act, the Comptroller General of the United States shall submit a report to the committees listed in subsection (b) that describes any obstacles or challenges to enforcing section 307 of the Tariff Act of 1930 (<external-xref legal-doc="usc" parsable-cite="usc/19/1307">19 U.S.C. 1307</external-xref>).</text>

 </paragraph><paragraph id="idc452d85de2ab46ba9afa014ba44ca7f4"><enum>(3)</enum><text>describe the roles of the relevant Federal departments and agencies in overseeing and regulating such provisions, and the oversight and enforcement mechanisms used by such departments or agencies;</text>
 </paragraph><paragraph id="id6b2483f179c54dfcb50773ae319583ac"><enum>(4)</enum><text>provide concrete, actual case studies or examples of how such provisions are enforced;</text> </paragraph><paragraph id="idd993332170734856ad3e3da485a71aac"><enum>(5)</enum><text>identify the number of petitions received and cases initiated (whether by petition or otherwise) or investigated by each relevant Federal department or agency charged with implementing and enforcing such provisions, as well as the dates petitions were received or investigations were initiated, and their current statuses;</text>
 </paragraph><paragraph id="idf1d8472fe9164fc49b711de6a33b5127"><enum>(6)</enum><text>identify any enforcement actions during the most recent 10 years, including—</text> <subparagraph id="idC6B28FA356604B6E93D1C02D6EA7464D"><enum>(A)</enum><text>the issuance of Withhold Release Orders;</text>
 </subparagraph><subparagraph id="id624F37EAB36E4FFC95F99D2FAB56DFC1"><enum>(B)</enum><text>the detention of shipments;</text> </subparagraph><subparagraph id="id94D1E2CE3B8F4CEEB915E21BD12161CA"><enum>(C)</enum><text>the issuance of civil penalties; and</text>
 </subparagraph><subparagraph id="idAC0D679C067D40BFA405082B80BB61F6"><enum>(D)</enum><text>the formal charging with criminal charges relating to the forced labor scheme taken as a result of petitions and investigations identified pursuant to paragraph (5), organized by type of action, date of action, commodity, and country of origin;</text>
 </subparagraph></paragraph><paragraph id="id0b9ca81fff1943f589a9e18a3189bc00"><enum>(7)</enum><text>with respect to any relevant petition filed during the 10-year period immediately preceding the date of the enactment of this Act with the relevant Federal departments and agencies tasked with implementing such provisions, list the specific products, country of origin, manufacturer, importer, end-user or retailer, and outcomes of any investigation;</text>
 </paragraph><paragraph id="ide7e07b8638984b28b3926a699cd9dcdd"><enum>(8)</enum><text>identify any gaps that may exist in enforcement of such provisions;</text> </paragraph><paragraph id="id562cf05a97c34d58b347b26ffb2e3b9f"><enum>(9)</enum><text>describe the engagement of the relevant Federal departments and agencies with stakeholders, including the engagement of importers, forced labor experts, and nongovernmental organizations; and</text>
 </paragraph><paragraph id="id621d7b681a3641a6990eec90d8651544"><enum>(10)</enum><text>based on the information required under paragraphs (1) through (9)—</text> <subparagraph id="idB86FFB99623049D89FEF134F7BB5D2D6"><enum>(A)</enum><text>identify any regulatory obstacles or challenges to enforcement of such provisions; and</text>
 </subparagraph><subparagraph id="id51CCB647B6EB4314BDB66C775571073E"><enum>(B)</enum><text>provide recommendations for actions that could be taken by the relevant Federal departments and agencies to overcome such obstacles.</text>

 <clause id="id6ac81ab69de944b4a9b8d8ccced29356"><enum>(i)</enum><text>was included on the special watch list described in subparagraph (A)(iii) for—</text> <subclause id="idf75fc98936c844f080c57f49c3d36ed5"><enum>(I)</enum><text>2 consecutive years after the date of the enactment of subparagraph (D); and</text>
 </subclause><subclause id="idc878533fe95d4eb1ad2513cd079adfd7"><enum>(II)</enum><text>any additional years after such date of enactment as a result of the President exercising the waiver authority under subparagraph (D)(ii); and</text>
 </subclause></clause><clause id="id88e9fb2a72b94cb697c8d667cb94f84f"><enum>(ii)</enum><text>was subsequently included on the list of countries described in paragraph (1)(C).</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block> </subparagraph></paragraph><paragraph id="id0851b98bbb9a412aacdb9d42e08a2aa4"><enum>(2)</enum><text>in paragraph (3)—</text>

 <clause id="ida948ebcc5f75407897f08c2ccbc6401a"><enum>(i)</enum><text>trafficking;</text> </clause><clause id="idd6efe1e018d642c4b4d5b565d769b139"><enum>(ii)</enum><text>trafficking in government-funded programs;</text>
 </clause><clause id="ideecb0be1867646169cd143cbf41cec93"><enum>(iii)</enum><text>forced labor (in government-affiliated medical services, agriculture, forestry, mining, construction, or other sectors);</text>
 </clause><clause id="id5a6c1a9a7381437ab43e6aec7b531e42"><enum>(iv)</enum><text>sexual slavery in government camps, compounds, or outposts; or</text> </clause><clause id="id624440431ce14fe285d4d4642a25d599"><enum>(v)</enum><text>employing or recruiting child soldiers.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph></section><section id="id727166c4043a47d1a14393d45f26f2cd"><enum>204.</enum><header>Requirements for strategies to prevent trafficking</header>
					<subsection id="id8bf8cbb800f3439fbfc99b37efbea67f"><enum>(a)</enum><header>Report on new practices To combat trafficking</header>
 <paragraph id="id0948cc0a325e4295a1662293154d234f"><enum>(1)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, and annually thereafter for 7 years, the Secretary of State, in consultation with the Administrator of the United States Agency for International Development, shall submit a report to the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name> and the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name> that—</text>
 <subparagraph id="id193d495eca92464499325d62fdf2897a"><enum>(A)</enum><text>describes any practices adopted by the Department of State or the United States Agency for International Development to better combat trafficking in persons, in accordance with the report submitted under section 101(b)(4) of the Trafficking Victims Protection Reauthorization Act of 2005, in order to reduce the risk of trafficking in post-conflict or post-disaster areas; or</text>
 </subparagraph><subparagraph id="id3fc72c6a778145b59427282dc46adf53"><enum>(B)</enum><text>if no practices referred to in subparagraph (A) have been adopted, includes a strategy to reduce the risk of trafficking in such areas.</text>
 </subparagraph></paragraph><paragraph id="id30bcf6a44893468295e6d3170f695b7a"><enum>(2)</enum><header>Public availability</header><text>Each report submitted under paragraph (1) shall be posted on a publicly available internet website of the Department of State.</text>
						</paragraph></subsection><subsection id="ideab1ffd30d6a43ea99c712aba8384aed"><enum>(b)</enum><header>Child protection strategies in watch list countries</header>
 <paragraph changed="added" committee-id="SSFR00" id="id58AE59ED33A449B5B12BC30FE67D68C9" reported-display-style="italic"><enum><added-phrase reported-display-style="italic">(1)</added-phrase></enum><header>In general</header><text>The Administrator of the United States Agency for International Development shall incorporate into the relevant country development cooperation strategy for each country on the list described in paragraph (1)(C) of section 110(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)</external-xref>) or the special watch list described in paragraph (2)(A)(iii) of such section, strategies for the protection of children and the reduction of the risk of trafficking.</text>
 </paragraph><paragraph changed="added" id="id44B1E9A9AC934538BDFC39858588D34B" reported-display-style="italic"><enum>(2)</enum><header>Components</header><text>The child protection and trafficking reduction strategies required under paragraph (1) shall—</text> <subparagraph id="id29ACE7C824FC4528ADA438EE6498E737"><enum>(A)</enum><text>address the root causes of insecurity that leave children and youth vulnerable to trafficking; and</text>
 </subparagraph><subparagraph id="iddc7bc10e13b44ed393dd6a7dcca25ddb"><enum>(B)</enum><text>include common metrics and indicators to monitor progress across Federal agencies to prevent, address, and end violence against children and youth globally in post-conflict and post-disaster areas.</text>
 </subparagraph></paragraph></subsection></section><section id="id677e2665542849de8dc907bb5704e2be"><enum>205.</enum><header>Briefing on countries with primarily migrant workforces</header><text display-inline="no-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of State shall provide a briefing to the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>, the <committee-name committee-id="SSJU00">Committee on the Judiciary of the Senate</committee-name>, the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>, and the <committee-name committee-id="">Committee on the Judiciary of the House of Representatives</committee-name> that includes, with respect to each country that has a domestic workforce of which more than 80 percent are third-country nationals—</text>
 <paragraph id="id59ae351d06b7484a90dddac2c3e6edd4"><enum>(1)</enum><text>an assessment of the progress made by the government of such country toward implementing the recommendations with respect to such country contained in the most recent Trafficking in Persons Report submitted by the Secretary under section 110(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)</external-xref>), as amended by section 203 of this Act; and</text>
 </paragraph><paragraph id="id117c4bcc5ccf488d8516e667b7b2c453"><enum>(2)</enum><text>a description of the efforts made by the United States to ensure that any domestic worker brought into the United States by an official of such country is not a victim of trafficking.</text>
 </paragraph></section><section id="id20c2202257aa448d8b5f51c2b10adb4b"><enum>206.</enum><header>Report on recipients of funding from the United States Agency for International Development</header><text display-inline="no-display-inline">Not later than 90 days after the date of the enactment of this Act, and by October 1 of each of the following 4 years, the Administrator of the United States Agency for International Development shall submit a report to the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>, the <committee-name committee-id="SSAP00">Committee on Appropriations of the Senate</committee-name>, the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>, and the <committee-name committee-id="">Committee on Appropriations of the House of Representatives</committee-name> that describes, with respect to the prior fiscal year—</text>
 <paragraph id="idabd999fd9af8441aa70a111960af681e"><enum>(1)</enum><text>each obligation or expenditure of Federal funds by the Agency for the purpose of combating human trafficking and forced labor; and</text>
 </paragraph><paragraph id="id24d0dd4ee8f74ad8b815e98db1879134"><enum>(2)</enum><text>with respect to each such obligation or expenditure, the program, project, activity, primary recipient, and any subgrantees or subcontractors.</text>
					</paragraph></section></subtitle><subtitle id="ide6c8c966cf604a7ebc7f99b4c331afd6"><enum>B</enum><header>Child Soldier Prevention Act of 2018</header>
 <section id="idb622d67b4732427b9d5feb803e7742a0"><enum>211.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> <paragraph id="idfc6a9c70bf154bcbaa282c0b106157fb"><enum>(1)</enum><text>The recruitment or use of children in armed conflict is unacceptable for any government or government-supported entity receiving United States assistance.</text>
 </paragraph><paragraph id="id6b0046813e504194b7c45b9d817c8fa5"><enum>(2)</enum><text>The recruitment or use of children in armed conflict, including direct combat, support roles, and sexual slavery, occurred during 2016 or 2017 in Afghanistan, Iran, Mali, Niger, South Sudan, Sudan, Burma, the Democratic Republic of the Congo, Iraq, Nigeria, Rwanda, Somalia, Syria, and Yemen.</text>
 </paragraph><paragraph id="id6afa3ad1172e4055948a5d574f8d6a29"><enum>(3)</enum><text>Entities of the Government of Afghanistan, particularly the Afghan Local Police and Afghan National Police, continue to recruit children to serve as combatants or as servants, including as sex slaves.</text>
 </paragraph><paragraph id="id80015f9769d0476fa3dafc4991dcc3c3"><enum>(4)</enum><text>Police forces of the Government of Afghanistan participate in counterterrorism operations, direct and indirect combat, security operations, fight alongside regular armies, and are targeted for violence by the Taliban and other opposition groups.</text>
 </paragraph><paragraph id="idda16765ab9204131bf2c80dde34931d5"><enum>(5)</enum><text>In February 2016, a 10-year-old boy was assassinated by the Taliban after he had been publicly honored by Afghan local police forces for his assistance in combat operations against the Taliban.</text>
 </paragraph><paragraph id="id2ec3a75e22c24d389c8344583cdf8c4d"><enum>(6)</enum><text>Recruitment and use of children in armed conflict by government forces has continued in South Sudan with the return to hostilities.</text>
 </paragraph><paragraph id="id6ddeabf921a74599b24dd51c2c2ef68d"><enum>(7)</enum><text>At least 19,000 children have been recruited since South Sudan’s civil war began in 2013.</text>
					</paragraph></section><section id="idcd9580a4030d48cb89ca851f85ae5c8d"><enum>212.</enum><header>Amendments to the Child Soldiers Prevention Act of 2008</header>
 <subsection changed="added" committee-id="SSFR00" id="ide0c999f8572e4770b45442b4672b1504" reported-display-style="italic"><enum>(a)</enum><header>Definitions</header><text>Section 402(2) of the Child Soldiers Prevention Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/22/2370c">22 U.S.C. 2370c(2)</external-xref>) is amended—</text> <paragraph id="id93F52E2A079746C6804634C4B0975D83"><enum>(1)</enum><text>in subparagraph (A), by inserting <quote>, police, or other security forces</quote> after <quote>governmental armed forces</quote> each place such term appears; and</text>
 </paragraph><paragraph id="idBEB0B72D0C4040508D62AD87C94B938B"><enum>(2)</enum><text>in subparagraph (B), by striking <quote>clauses</quote> and inserting <quote>clause</quote>.</text> </paragraph></subsection><subsection changed="added" committee-id="SSFR00" id="idd966d6659f944c128916457d443b72e3" reported-display-style="italic"><enum>(b)</enum><header>Prohibition</header><text>Section 404 of the Child Soldiers Prevention Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/22/2370c-1">22 U.S.C. 2370c–1</external-xref>) is amended—</text>
 <paragraph id="id028ed1474a2e4301bf58fbc6e3feedf4"><enum>(1)</enum><text>in subsection (a)—</text> <subparagraph id="idcd1a2c5b78624a5cb86744f13df41b5e"><enum>(A)</enum><text>by inserting <quote>, police, or other security forces,</quote> after <quote>governmental armed forces</quote>; and</text>
 </subparagraph><subparagraph id="idc09bfff251de4bd3801057f28af20289"><enum>(B)</enum><text>by striking <quote>recruit and use child soldiers</quote> and inserting <quote>recruit or use child soldiers</quote>;</text> </subparagraph></paragraph><paragraph id="id31f5600f5ef341b1a4ef3de9553261a7"><enum>(2)</enum><text>in subsection (b), by amending paragraph (2) to read as follows:</text>

								<paragraph id="id3f9819634c8d4bbfa270b86d84a53386"><enum>(2)</enum><header>Notification</header>
 <subparagraph id="id75c552a508c84f84b676cf033814e92b"><enum>(A)</enum><header>In general</header><text>Not later than 45 days after the date on which each report is submitted under section 110(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)</external-xref>), the Secretary of State shall formally notify each government included in the list under paragraph (1) that such government is included in such list.</text>
 </subparagraph><subparagraph id="id9a8f3893813a4e619928b35917ecfc4d"><enum>(B)</enum><header>Congressional notification</header><text>As soon as practicable after making all of the notifications required under subparagraph (A) with respect to a report, the Secretary of State shall notify the appropriate congressional committees that the requirements of subparagraph (A) have been met.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph id="idd5a3c89db471496195b4ecadc45f8089"><enum>(3)</enum><text>in subsection (c)(1), by inserting before the period at the end the following: <quote>and certifies to the appropriate congressional committees that the government of such country is taking effective and continuing steps to address the problem of child soldiers</quote>; and</text>
 </paragraph><paragraph id="id988b8c3ff9624c7791da621c78ec6485"><enum>(4)</enum><text>in subsection (e)(1), in the matter preceding subparagraph (A), by striking <quote>to a country</quote> and all that follows through <quote>subsection (a)</quote> and inserting <quote>under section 541 of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2347">22 U.S.C. 2347</external-xref>) through the Defense Institute for International Legal Studies or the Center for Civil-Military Relations at the Naval Post-Graduate School, and may provide nonlethal supplies (as defined in section 2557(d)(1)(B) of title 10, United States Code), to a country subject to the prohibition under subsection (a)</quote>.</text>
 </paragraph></subsection><subsection changed="added" committee-id="SSFR00" id="id5af167ffcbe7456aaad89747a623a2de" reported-display-style="italic"><enum>(c)</enum><header>Reports</header><text>Section 405 of the Child Soldiers Prevention Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/22/2370c-2">22 U.S.C. 2370c–2</external-xref>) is amended—</text> <paragraph id="id60572d8035454e22ae35eaa9510348f4"><enum>(1)</enum><text>in subsection (c)—</text>
 <subparagraph id="id266b92189e7142f58abb1e3c5294d040"><enum>(A)</enum><text>in the matter preceding paragraph (1)—</text> <clause id="id7F97E11EB66E45C6979DD20CA7B29DDF"><enum>(i)</enum><text>by striking <quote>, during any of the 5 years following the date of the enactment of this Act,</quote>; and</text>
 </clause><clause id="id8B756B4AC22740A0B23964A93DF72EEE"><enum>(ii)</enum><text>by striking <quote>wavier</quote> and inserting <quote>waiver</quote>;</text> </clause></subparagraph><subparagraph id="idab85b79fcb47457589e13bf1cdddc46a"><enum>(B)</enum><text>by redesignating paragraphs (2), (3), and (4) as paragraphs (3), (4), and (5), respectively;</text>
 </subparagraph><subparagraph id="id8746ff26887e43c88994f85e0cd23d79"><enum>(C)</enum><text>by inserting after paragraph (1) the following:</text> <quoted-block changed="added" committee-id="SSFR00" display-inline="no-display-inline" id="idfd144778d66f40b2b81869aa3b1da8da" reported-display-style="italic" style="OLC"> <paragraph id="id177073ba240f4516ad8055baab64cdeb"><enum>(2)</enum><text>a description and the amount of any assistance withheld under this title pursuant to the application to those countries of the prohibition in section 404(a);</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="id8a2cc91325664736b1291e7dd1764270"><enum>(D)</enum><text>in paragraph (5), as redesignated, by inserting <quote>and the amount</quote> after <quote>a description</quote>; and</text> </subparagraph></paragraph><paragraph id="idf3a3180198004ca2b078559d3612aa63"><enum>(2)</enum><text>by adding at the end the following:</text>

 <subsection id="id392db92b34874b56b7688d7003e34c58"><enum>(d)</enum><header>Information to be included in annual trafficking in persons report</header><text>If the Secretary of State notifies a country pursuant to section 404(b)(2), or the President grants a waiver pursuant to section 404(c)(1), the Secretary of State shall include, in each report required under section 110(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)</external-xref>), the information required to be included in the annual report to Congress under paragraphs (1) through (5) of subsection (c).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection changed="added" id="idD5EAE39F3E0C40FFBE20B28428F5FD25" reported-display-style="italic"><enum>(d)</enum><header>Elimination of child sexual assault by Afghan security forces</header>
 <paragraph id="id1B176E25A9FE4FE2A064276027114809"><enum>(1)</enum><header>Sense of Congress</header><text>It is the sense of Congress that the Department of State and the Department of Defense should fully implement the recommendations in the Special Inspector General for Afghanistan Reconstruction’s 2017 report on Child Sexual Assault in Afghanistan.</text>
 </paragraph><paragraph id="idA695DD672E9546D9A38FC240E09F4D5E"><enum>(2)</enum><header>Report on status of implementation of recommendations</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary of State and the Secretary of Defense shall report to the appropriate congressional committees on the status of implementation, within their respective departments, of each recommendation included in the report referenced in paragraph (1).</text>
 </paragraph><paragraph id="idF451B65A6C4E4B31A3002AF755E26173"><enum>(3)</enum><header>Report on interagency efforts to monitor abuses</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of State and the Secretary of Defense shall report to the appropriate congressional committees on the status of interagency efforts to establish effective, coherent, and discrete reporting by United States personnel on child sexual abuse by Afghan security forces with whom they train or advise or to whom they provide assistance.</text>
 </paragraph><paragraph id="idDF093E4CC23E42F0B5AD7E7A8FB677E6"><enum>(4)</enum><header>Prioritization at Ministerial Conference on Afghanistan</header><text>The Department of State shall ensure that the issue of child sexual assault by Afghan security forces is incorporated and elevated as an issue of international concern and focus at the next Ministerial Conference on Afghanistan, scheduled for November 27-28, 2018, in Geneva, Switzerland, with the goal of ending the illegal but ongoing practice known as <quote>bacha bazi</quote>.</text>
 </paragraph><paragraph id="id0863D2DEE05B428C98272A03E8ECEE99"><enum>(5)</enum><header>Appropriate congressional committees defined</header><text>In this subsection, the term <term>appropriate congressional committees</term> means—</text> <subparagraph id="id56918952906746679E7B446EFCECF356"><enum>(A)</enum><text>the Committee on Foreign Relations and the Committee on Armed Services of the Senate; and</text>
 </subparagraph><subparagraph id="id6D1FB1EEF19A4BEC800A69B304C03EF6"><enum>(B)</enum><text>the Committee on Foreign Affairs and the Committee on Armed Services of the House of Representatives.</text>
							</subparagraph></paragraph></subsection></section></subtitle></title><title changed="added" committee-id="SSFR00" id="id50872d19e281433aae39eb91f4fab472" reported-display-style="italic"><enum>III</enum><header>Authorization of appropriations</header>
 <section id="idbf25e619595649468bed93cb83b06067"><enum>301.</enum><header>Authorization of appropriations under the Trafficking Victims Protection Act of 2000</header><text display-inline="no-display-inline">Section 113 of the Trafficking Victims Prevention Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110</external-xref>) is amended—</text> <paragraph id="ide03e2c638c8a4da4bf371afbd4af968e"><enum>(1)</enum><text>by amending subsection (a) to read as follows:</text>

 <subsection id="id6bc1a61046f44e28b7f4d7bfb809ab7e"><enum>(a)</enum><header>Authorization of appropriations in support of the task force</header><text>There are authorized to be appropriated to the Department of State, for each of the fiscal years 2018 through 2021, $13,822,000 for Diplomatic and Consular Programs of the Office to Monitor and Combat Trafficking in Persons, which shall be used to carry out sections 105(e), 105(f), and 110, including for additional personnel.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id928E2FA209864949B978113BDA0CE1C2"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(1), by striking <quote>$14,500,000 for each of the fiscal years 2014 through 2017</quote> and inserting <quote>$19,500,000 for each of the fiscal years 2018 through 2021, of which $3,500,000 is authorized to be appropriated for each fiscal year for the National Human Trafficking Hotline.</quote>;</text>
