<officialTitle class="centered fontsize8" style="-uslm-lc:I665511">To ensure that the Federal Emergency Management Agency’s current efforts to modernize its grant management system includes applicant accessibility and transparency, and for other purposes.<?GPOvSpace 08?></officialTitle>

<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d60018e62" identifier="/us/bill/115/hr/1679/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">FEMA Accountability, Modernization and Transparency Act of 2017</shortTitle>”.</content></section>
<section id="d60018e72" identifier="/us/bill/115/hr/1679/s2" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>REQUIREMENTS.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d60018e76" identifier="/us/bill/115/hr/1679/s2/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><chapeau>The Administrator of the Federal Emergency Management Agency shall ensure the ongoing modernization of the grant systems for the administration of assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<ref href="/us/usc/t42/s5121/etseq">42 U.S.C. 5121 et seq.</ref>) includes the following:</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d60018e88" identifier="/us/bill/115/hr/1679/s2/a/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>An online interface, including online assistance, for applicants to complete application forms, submit materials, and access the status of applications.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d60018e92" identifier="/us/bill/115/hr/1679/s2/a/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>Mechanisms to eliminate duplication of benefits.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d60018e96" identifier="/us/bill/115/hr/1679/s2/a/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>If appropriate, enable the sharing of information among agencies and with State, local, and tribal governments, to eliminate the need to file multiple applications and speed disaster recovery.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d60018e100" identifier="/us/bill/115/hr/1679/s2/a/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>Any additional tools the Administrator determines will improve the implementation of this section.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d60018e104" identifier="/us/bill/115/hr/1679/s2/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Implementation</inline>.—</heading><content>To the extent practicable, the Administrator shall deliver the system capabilities described in subsection (a) in increments or iterations as working components for applicant use.</content></subsection></section>
<section id="d60018e113" identifier="/us/bill/115/hr/1679/s3" style="-uslm-lc:I650141"><num value="3">SEC. 3. </num><heading>NO ADDITIONAL FUNDS AUTHORIZED.</heading><content style="-uslm-lc:I650120">  No additional funds are authorized to carry out the requirements of this Act. Such requirements shall be carried out using amounts otherwise authorized.</content></section>
