			 verify legal status in the United States, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short
 title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Remittance Status Verification Act of 2015</short-title></quote>.</text></section><section id="idD531DA34F57345EF998754F5356332FD"><enum>2.</enum><header>Status
 verification for remittance transfers</header><text display-inline="no-display-inline">Section 919 of the Electronic Fund Transfer Act (relating to remittance transfers) (<external-xref legal-doc="usc" parsable-cite="usc/15/1693o-1">15 U.S.C. 1693o–1</external-xref>) is amended—</text><paragraph id="idAD06A95448C14EFC82F5D35C9F76E0A6"><enum>(1)</enum><text>by redesignating subsection (g) as subsection (h); and</text></paragraph><paragraph id="id4C6EE51CBE554B5AB84B96AF72AEA466"><enum>(2)</enum><text>by inserting after subsection (f) the following:</text><quoted-block display-inline="no-display-inline" id="id7115EEFA4CDA42FB88E2F3FFB6B030D3" style="OLC"><subsection id="id30EA204CCBD54A8A8C8D15A004FD3B63"><enum>(g)</enum><header>Status
				verification of sender</header><paragraph id="idE6EDF84A6E2B4CFCB8B05B4E20C88382"><enum>(1)</enum><header>Request for
				proof of status</header><subparagraph id="idB853BBDB795E46D1931146CE99036D97"><enum>(A)</enum><header>In
 general</header><text>Each remittance transfer provider shall request from each sender of a remittance transfer, the recipient of which is located in any country other than the United States, proof of the status of that sender under the immigration laws, prior to the initiation of the remittance transfer.</text></subparagraph><subparagraph id="id4D628A0E05B34937A60B44CF1BF026A1"><enum>(B)</enum><header>Acceptable
 documentation</header><text>Acceptable documentation of the status of the sender under this paragraph—</text><clause id="idF6AF5DE9192C4F4F82C9948CE6B1027D"><enum>(i)</enum><text>shall be, in any State that requires proof of legal residence—</text><subclause id="id65E82089EF764B44AAFAF1B5F4FFBC69"><enum>(I)</enum><text>a State-issued driver's license or Federal passport; or</text></subclause><subclause id="id2BC099BE67984D94984CD5CFA30CA993"><enum>(II)</enum><text>the same documentation as required by the State for proof of identity for the issuance of a driver’s license, or as required for a passport;</text></subclause></clause><clause id="idc6d819915fa8499d82a2c3d745557572"><enum>(ii)</enum><text>shall be, in any State that does not require proof of legal residence, such documentation as the Bureau shall require, by rule; and</text></clause><clause id="idaf8402b2ed4f475b91a8f1ecd9e6049b"><enum>(iii)</enum><text>does not include any matricula consular card.</text></clause></subparagraph></paragraph><paragraph id="id3208A7039B414A45BE467ABB033BB409"><enum>(2)</enum><header>Fine for
 noncompliance</header><text>Each remittance transfer provider shall impose on any sender who is unable to provide the proof of status requested under paragraph (1) at the time of transfer, a fine equal to 7 percent of the United States dollar amount to be transferred (excluding any fees or other charges imposed by the remittance transfer provider).</text></paragraph><paragraph id="id043BBCD164684A8088FE6E01FD482184"><enum>(3)</enum><header>Submission of
 fines to Bureau</header><text>All fines imposed and collected by a remittance transfer provider under paragraph (2) shall be submitted to the Bureau, in such form and in such manner as the Bureau shall establish, by rule.</text></paragraph><paragraph id="id3BAD5CE578E64DFBA90EA9DCBB6D686E"><enum>(4)</enum><header>Administrative
 and enforcement costs</header><text>The Bureau shall use fines submitted under paragraph (3) to pay the administrative and enforcement costs to the Bureau in carrying out this subsection.</text></paragraph><paragraph id="idB5C76DE892A84F548E462992767D1545"><enum>(5)</enum><header>Use of fines
 for border protection</header><text>Amounts from the collection of fines under this subsection that remain available after the payment of expenses described in paragraph (4), shall be transferred by the Bureau to the Treasury, to be used to pay expenses relating to United States Customs and Border Protection for border security fencing, infrastructure, and technology.</text></paragraph><paragraph id="ID96243c8736ea47378aa6eb66a764f9ea"><enum>(6)</enum><header>Definition
 relating to immigration status</header><text>In this subsection, the term <quote>immigration laws</quote> has the same meaning as in section 101(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)</external-xref>).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="ID4723d906382d4e818947e5f1717404c4"><enum>3.</enum><header>Study and report
			 regarding remittance transfer processing fines and identification
 program</header><subsection id="id60A8B735D2114B74805B6FAE4A25396A"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study to determine the effects of the enactment of section 919(g) of the Electronic Fund Transfer Act, as amended by this Act.</text></subsection><subsection id="ID5fd0a4e9ead84fdab97a4c2a5df97f80"><enum>(b)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, the Comptroller General shall submit to the Committee on Banking, Housing, and Urban Affairs and the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Financial Services of the House of Representatives a report on the results of the study conducted under paragraph (1) that includes—</text><paragraph id="IDc3a64a18bc62453f99f7146a4feba879"><enum>(1)</enum><text>an analysis of the costs and benefits of complying with section 919(g) of the Electronic Fund Transfer Act, as amended by this Act; and</text></paragraph><paragraph id="IDe8a580c7a91843f1961d8b4c2fade6e7"><enum>(2)</enum><text>recommendations about whether the fines imposed under that section 919(g) should be extended or increased.</text></paragraph></subsection></section></legis-body></bill>
