			<subsection id="idD76CE651722B45CF9CEFF00C10AC98B1"><enum>(a)</enum><header>Protection for employees of grantees and subgrantees</header>
 <paragraph id="id150700023C5944EDB7934F297706EC82"><enum>(1)</enum><header>Defense grants</header><text>Section 2409(a)(1) of title 10, United States Code, is amended by striking <quote>or subcontractor</quote> and inserting <quote>, personal services contractor, subcontractor, grantee, or subgrantee</quote>.</text> </paragraph><paragraph id="idDFB36731FF42402D971A5FFF0771EBB5"><enum>(2)</enum><header>Civilian grants</header><text>Section 4712(a)(1) of title 41, United States Code, is amended by striking <quote>or grantee</quote> and inserting <quote>personal services contractor, grantee, or subgrantee</quote>.</text>
				</paragraph></subsection><subsection id="idE5ADA2E6C3E5471E9838D30803A036E9"><enum>(b)</enum><header>Prohibition on reimbursement for legal fees accrued in defense against reprisal claims</header>
 <paragraph id="idBEF800F45B5847398DB6DA7C5EDDA5C3"><enum>(1)</enum><header>Defense contracts</header><text>Section 2324(k) of title 10, United States Code, is amended—</text> <subparagraph id="idF419B772C1DB4ECDB679351C28E9E557"><enum>(A)</enum><text>by inserting <quote>or subcontractor</quote> after <quote>contractor</quote> each place it appears;</text>
 </subparagraph><subparagraph id="id24DB8051C6C44F23B70A2075908D9541"><enum>(B)</enum><text>by inserting <quote>or subcontract</quote> after <quote>contract</quote> each place it appears; and</text> </subparagraph><subparagraph id="idEA0FA079CBE24CED91EA833B8700FA67"><enum>(C)</enum><text>in paragraph (1), by inserting <quote>or to any other activity described in subparagraphs (A) through (C) of section 2409(a)(1) of this title</quote> after <quote>statute or regulation</quote>.</text>
					</subparagraph></paragraph><paragraph id="idD46B3E53496B4F698A6D98602F86A2E7"><enum>(2)</enum><header>Civilian contracts</header>
 <subparagraph id="id06ED246DA47B4BA79E0037B57D6269D3"><enum>(A)</enum><header>In general</header><text>Section 4310 of title 41, United States Code, is amended—</text> <clause id="id63E477E128C640D28CABDDF7FE80F378"><enum>(i)</enum><text>by inserting <quote>or subcontractor</quote> after <quote>contractor</quote> each place it appears;</text>
 </clause><clause id="id72619D078023480A98FF548EAA03BAC5"><enum>(ii)</enum><text>by inserting <quote>or subcontract</quote> after <quote>contract</quote> each place it appears; and</text> </clause><clause id="idA58E9B83E11A4DC199266D7B6A0BFD44"><enum>(iii)</enum><text>in subsection (b)(1), by inserting <quote>or to any other activity described in section 4712(a)(1) of this title</quote> after <quote>statute or regulation</quote>.</text>
 </clause></subparagraph><subparagraph id="id24B0B19D24D74FF2ACAE5A103F4B5CB7"><enum>(B)</enum><header>Conforming amendment</header><text>Section 4304(a)(15) of title 41, United States Code, is amended by inserting <quote>or subcontractor</quote> after <quote>contractor</quote>.</text> </subparagraph></paragraph></subsection><subsection id="id96FAB59D06F94B8B8BB5EF693A5F04BD"><enum>(c)</enum><header>Inclusion of contract clause in contracts awarded before effective date</header><text>At the time of any major modification to a contract that was awarded before the date of the enactment of this Act, the head of the contracting agency shall include in the contract a contract clause providing for the applicability of the amendments made by this section and section 827 of the National Defense Authorization Act for Fiscal Year 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/112/239">Public Law 112–239</external-xref>; 126 Stat. 1833).</text></subsection></section></legis-body></bill>
