<officialTitle class="centered fontsize8" style="-uslm-lc:I665511">To encourage, enhance, and integrate Blue Alert plans throughout the United States in order to disseminate information when a law enforcement officer is seriously injured or killed in the line of duty, is missing in connection with the officer’s official duties, or an imminent and credible threat that an individual intends to cause the serious injury or death of a law enforcement officer is received, and for other purposes.<?GPOvSpace 08?></officialTitle>

<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d82152e62" identifier="/us/bill/114/s/665/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">Rafael Ramos and Wenjian Liu National Blue Alert Act of 2015</shortTitle>”.</content></section>
<section id="d82152e72" identifier="/us/bill/114/s/665/s2" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  In this Act:</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e78" identifier="/us/bill/114/s/665/s2/1" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">Coordinator</inline>.—</heading><content>The term “<term>Coordinator</term>” means the Blue Alert Coordinator of the Department of Justice designated under section 4(a).</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e86" identifier="/us/bill/114/s/665/s2/2" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Blue alert</inline>.—</heading><chapeau>The term “<term>Blue Alert</term>” means information sent through the network relating to—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e94" identifier="/us/bill/114/s/665/s2/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>the serious injury or death of a law enforcement officer in the line of duty;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e98" identifier="/us/bill/114/s/665/s2/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>an officer who is missing in connection with the officer’s official duties; or</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e102" identifier="/us/bill/114/s/665/s2/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>an imminent and credible threat that an individual intends to cause the serious injury or death of a law enforcement officer.</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e106" identifier="/us/bill/114/s/665/s2/3" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><heading><inline class="smallCaps">Blue alert plan</inline>.—</heading><content>The term “<term>Blue Alert plan</term>” means the plan of a State, unit of local government, or Federal agency participating in the network for the dissemination of information received as a Blue Alert.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e114" identifier="/us/bill/114/s/665/s2/4" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><heading><inline class="smallCaps">Law enforcement officer</inline>.—</heading><content>The term “<term>law enforcement officer</term>” shall have the same meaning as in section 1204 of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t42/s3796b">42 U.S.C. 3796b</ref>).</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e126" identifier="/us/bill/114/s/665/s2/5" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><heading><inline class="smallCaps">Network</inline>.—</heading><content>The term “<term>network</term>” means the Blue Alert communications network established by the Attorney General under section 3.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e134" identifier="/us/bill/114/s/665/s2/6" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><heading><inline class="smallCaps">State</inline>.—</heading><content>The term “<term>State</term>” means each of the 50 States, the District of Columbia, Puerto Rico, the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.</content></paragraph></section>
<section id="d82152e143" identifier="/us/bill/114/s/665/s3" style="-uslm-lc:I650141"><num value="3">SEC. 3. </num><heading>BLUE ALERT COMMUNICATIONS NETWORK.</heading><content style="-uslm-lc:I650120">  The Attorney General shall establish a national Blue Alert communications network within the Department of Justice to issue Blue Alerts through the initiation, facilitation, and promotion of Blue Alert plans, in coordination with States, units of local government, law enforcement agencies, and other appropriate entities.</content></section>
<section id="d82152e151" identifier="/us/bill/114/s/665/s4" style="-uslm-lc:I650141"><num value="4">SEC. 4. </num><heading>BLUE ALERT COORDINATOR; GUIDELINES.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d82152e155" identifier="/us/bill/114/s/665/s4/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Coordination Within Department of Justice</inline>.—</heading><content>The Attorney General shall assign an existing officer of the Department of Justice to act as the national coordinator of the Blue Alert communications network.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d82152e163" identifier="/us/bill/114/s/665/s4/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Duties of the Coordinator</inline>.—</heading><chapeau>The Coordinator shall—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e171" identifier="/us/bill/114/s/665/s4/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>provide assistance to States and units of local government that are using Blue Alert plans;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e175" identifier="/us/bill/114/s/665/s4/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>establish voluntary guidelines for States and units of local government to use in developing Blue Alert plans that will promote compatible and integrated Blue Alert plans throughout the United States, including—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e179" identifier="/us/bill/114/s/665/s4/b/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>a list of the resources necessary to establish a Blue Alert plan;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e183" identifier="/us/bill/114/s/665/s4/b/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>criteria for evaluating whether a situation warrants issuing a Blue Alert;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e187" identifier="/us/bill/114/s/665/s4/b/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>guidelines to protect the privacy, dignity, independence, and autonomy of any law enforcement officer who may be the subject of a Blue Alert and the family of the law enforcement officer;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e191" identifier="/us/bill/114/s/665/s4/b/2/D" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">(D) </num><chapeau>guidelines that a Blue Alert should only be issued with respect to a law enforcement officer if—</chapeau><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e195" identifier="/us/bill/114/s/665/s4/b/2/D/i" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">(i) </num><chapeau>the law enforcement agency involved—</chapeau><subclause class="indentUp1 firstIndent1 fontsize10" id="d82152e199" identifier="/us/bill/114/s/665/s4/b/2/D/i/I" style="-uslm-lc:I650128"><num style="-uslm-lc:emspace2" value="I">(I) </num><chapeau>confirms—</chapeau><item class="indentUp1 firstIndent1 fontsize10" id="d82152e203" identifier="/us/bill/114/s/665/s4/b/2/D/i/I/aa" style="-uslm-lc:I650130"><num style="-uslm-lc:emspace2" value="aa">(aa) </num><content>the death or serious injury of the law enforcement officer; or</content></item><item class="indentUp1 firstIndent1 fontsize10" id="d82152e207" identifier="/us/bill/114/s/665/s4/b/2/D/i/I/bb" style="-uslm-lc:I650130"><num style="-uslm-lc:emspace2" value="bb">(bb) </num><content>the attack on the law enforcement officer and that there is an indication of the death or serious injury of the officer; or</content></item></subclause><subclause class="indentUp1 firstIndent1 fontsize10" id="d82152e211" identifier="/us/bill/114/s/665/s4/b/2/D/i/II" style="-uslm-lc:I650128"><num style="-uslm-lc:emspace2" value="II">(II) </num><content>concludes that the law enforcement officer is missing in connection with the officer’s official duties;</content></subclause></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e215" identifier="/us/bill/114/s/665/s4/b/2/D/ii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">(ii) </num><content>there is an indication of serious injury to or death of the law enforcement officer;</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e219" identifier="/us/bill/114/s/665/s4/b/2/D/iii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iii">(iii) </num><content>the suspect involved has not been apprehended; and</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e223" identifier="/us/bill/114/s/665/s4/b/2/D/iv" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iv">(iv) </num><content>there is sufficient descriptive information of the suspect involved and any relevant vehicle and tag numbers;</content></clause></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e227" identifier="/us/bill/114/s/665/s4/b/2/E" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="E">(E) </num><chapeau>guidelines that a Blue Alert should only be issued with respect to a threat to cause death or serious injury to a law enforcement officer if—</chapeau><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e231" identifier="/us/bill/114/s/665/s4/b/2/E/i" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">(i) </num><content>a law enforcement agency involved confirms that the threat is imminent and credible;</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e235" identifier="/us/bill/114/s/665/s4/b/2/E/ii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">(ii) </num><content>at the time of receipt of the threat, the suspect is wanted by a law enforcement agency;</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e239" identifier="/us/bill/114/s/665/s4/b/2/E/iii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iii">(iii) </num><content>the suspect involved has not been apprehended; and</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e243" identifier="/us/bill/114/s/665/s4/b/2/E/iv" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iv">(iv) </num><content>there is sufficient descriptive information of the suspect involved and any relevant vehicle and tag numbers;</content></clause></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e247" identifier="/us/bill/114/s/665/s4/b/2/F" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="F">(F) </num><chapeau>guidelines—</chapeau><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e251" identifier="/us/bill/114/s/665/s4/b/2/F/i" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">(i) </num><chapeau>that information should be provided to the National Crime Information Center database operated by the Federal Bureau of Investigation under <ref href="/us/usc/t28/s534">section 534 of title 28, United States Code</ref>, and any relevant crime information repository of the State involved, relating to—</chapeau><subclause class="indentUp1 firstIndent1 fontsize10" id="d82152e259" identifier="/us/bill/114/s/665/s4/b/2/F/i/I" style="-uslm-lc:I650128"><num style="-uslm-lc:emspace2" value="I">(I) </num><content>a law enforcement officer who is seriously injured or killed in the line of duty; or</content></subclause><subclause class="indentUp1 firstIndent1 fontsize10" id="d82152e263" identifier="/us/bill/114/s/665/s4/b/2/F/i/II" style="-uslm-lc:I650128"><num style="-uslm-lc:emspace2" value="II">(II) </num><content>an imminent and credible threat to cause the serious injury or death of a law enforcement officer;</content></subclause></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e267" identifier="/us/bill/114/s/665/s4/b/2/F/ii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">(ii) </num><content>that a Blue Alert should, to the maximum extent practicable (as determined by the Coordinator in consultation with law enforcement agencies of States and units of local governments), be limited to the geographic areas most likely to facilitate the apprehension of the suspect involved or which the suspect could reasonably reach, which should not be limited to State lines;</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e271" identifier="/us/bill/114/s/665/s4/b/2/F/iii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iii">(iii) </num><content>for law enforcement agencies of States or units of local government to develop plans to communicate information to neighboring States to provide for seamless communication of a Blue Alert; and</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e275" identifier="/us/bill/114/s/665/s4/b/2/F/iv" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iv">(iv) </num><content>providing that a Blue Alert should be suspended when the suspect involved is apprehended or when the law enforcement agency involved determines that the Blue Alert is no longer effective; and</content></clause></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e279" identifier="/us/bill/114/s/665/s4/b/2/G" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="G">(G) </num><chapeau>guidelines for—</chapeau><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e283" identifier="/us/bill/114/s/665/s4/b/2/G/i" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">(i) </num><content>the issuance of Blue Alerts through the network; and</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e287" identifier="/us/bill/114/s/665/s4/b/2/G/ii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the extent of the dissemination of alerts issued through the network;</content></clause></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e291" identifier="/us/bill/114/s/665/s4/b/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>develop protocols for efforts to apprehend suspects that address activities during the period beginning at the time of the initial notification of a law enforcement agency that a suspect has not been apprehended and ending at the time of apprehension of a suspect or when the law enforcement agency involved determines that the Blue Alert is no longer effective, including protocols regulating—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e295" identifier="/us/bill/114/s/665/s4/b/3/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>the use of public safety communications;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e299" identifier="/us/bill/114/s/665/s4/b/3/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>command center operations; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e303" identifier="/us/bill/114/s/665/s4/b/3/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>incident review, evaluation, debriefing, and public information procedures;</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e307" identifier="/us/bill/114/s/665/s4/b/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>work with States to ensure appropriate regional coordination of various elements of the network;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e311" identifier="/us/bill/114/s/665/s4/b/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><chapeau>establish an advisory group to assist States, units of local government, law enforcement agencies, and other entities involved in the network with initiating, facilitating, and promoting Blue Alert plans, which shall include—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e315" identifier="/us/bill/114/s/665/s4/b/5/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>to the maximum extent practicable, representation from the various geographic regions of the United States; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e319" identifier="/us/bill/114/s/665/s4/b/5/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>members who are—</chapeau><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e323" identifier="/us/bill/114/s/665/s4/b/5/B/i" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">(i) </num><content>representatives of a law enforcement organization representing rank-and-file officers;</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e327" identifier="/us/bill/114/s/665/s4/b/5/B/ii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">(ii) </num><content>representatives of other law enforcement agencies and public safety communications;</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e331" identifier="/us/bill/114/s/665/s4/b/5/B/iii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iii">(iii) </num><content>broadcasters, first responders, dispatchers, and radio station personnel; and</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e335" identifier="/us/bill/114/s/665/s4/b/5/B/iv" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iv">(iv) </num><content>representatives of any other individuals or organizations that the Coordinator determines are necessary to the success of the network;</content></clause></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e339" identifier="/us/bill/114/s/665/s4/b/6" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><chapeau>act as the nationwide point of contact for—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e343" identifier="/us/bill/114/s/665/s4/b/6/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>the development of the network; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e347" identifier="/us/bill/114/s/665/s4/b/6/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>regional coordination of Blue Alerts through the network; and</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e351" identifier="/us/bill/114/s/665/s4/b/7" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="7">(7) </num><chapeau>determine—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e355" identifier="/us/bill/114/s/665/s4/b/7/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>what procedures and practices are in use for notifying law enforcement and the public when—</chapeau><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e359" identifier="/us/bill/114/s/665/s4/b/7/A/i" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">(i) </num><content>a law enforcement officer is killed or seriously injured in the line of duty;</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e363" identifier="/us/bill/114/s/665/s4/b/7/A/ii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">(ii) </num><content>a law enforcement officer is missing in connection with the officer’s official duties; and</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d82152e367" identifier="/us/bill/114/s/665/s4/b/7/A/iii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="iii">(iii) </num><content>an imminent and credible threat to kill or seriously injure a law enforcement officer is received; and</content></clause></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e371" identifier="/us/bill/114/s/665/s4/b/7/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>which of the procedures and practices are effective and that do not require the expenditure of additional resources to implement.</content></subparagraph></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d82152e375" identifier="/us/bill/114/s/665/s4/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Limitations</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e382" identifier="/us/bill/114/s/665/s4/c/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">Voluntary participation</inline>.—</heading><content>The guidelines established under subsection (b)(2), protocols developed under subsection (b)(3), and other programs established under subsection (b), shall not be mandatory.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e390" identifier="/us/bill/114/s/665/s4/c/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Dissemination of information</inline>.—</heading><content>The guidelines established under subsection (b)(2) shall, to the maximum extent practicable (as determined by the Coordinator in consultation with law enforcement agencies of States and units of local government), provide that appropriate information relating to a Blue Alert is disseminated to the appropriate officials of law enforcement agencies, public health agencies, and other agencies.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e398" identifier="/us/bill/114/s/665/s4/c/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><heading><inline class="smallCaps">Privacy and civil liberties protections</inline>.—</heading><chapeau>The guidelines established under subsection (b) shall—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e406" identifier="/us/bill/114/s/665/s4/c/3/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>provide mechanisms that ensure that Blue Alerts comply with all applicable Federal, State, and local privacy laws and regulations; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d82152e410" identifier="/us/bill/114/s/665/s4/c/3/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>include standards that specifically provide for the protection of the civil liberties, including the privacy, of law enforcement officers who are seriously injured or killed in the line of duty, is missing in connection with the officer’s official duties, or who are threatened with death or serious injury, and the families of the officers.</content></subparagraph></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d82152e414" identifier="/us/bill/114/s/665/s4/d" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="d">(d) </num><heading><inline class="smallCaps">Cooperation With Other Agencies</inline>.—</heading><content>The Coordinator shall cooperate with the Secretary of Homeland Security, the Secretary of Transportation, the Chairman of the Federal Communications Commission, and appropriate offices of the Department of Justice in carrying out activities under this Act.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d82152e422" identifier="/us/bill/114/s/665/s4/e" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="e">(e) </num><heading><inline class="smallCaps">Restrictions on Coordinator</inline>.—</heading><chapeau>The Coordinator may not—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e430" identifier="/us/bill/114/s/665/s4/e/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>perform any official travel for the sole purpose of carrying out the duties of the Coordinator;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e434" identifier="/us/bill/114/s/665/s4/e/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>lobby any officer of a State regarding the funding or implementation of a Blue Alert plan; or</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d82152e438" identifier="/us/bill/114/s/665/s4/e/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>host a conference focused solely on the Blue Alert program that requires the expenditure of Federal funds.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d82152e442" identifier="/us/bill/114/s/665/s4/f" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="f">(f) </num><heading><inline class="smallCaps">Reports</inline>.—</heading><content>Not later than 1 year after the date of enactment of this Act, and annually thereafter, the Coordinator shall submit to Congress a report on the activities of the Coordinator and the effectiveness and status of the Blue Alert plans that are in effect or being developed.</content></subsection></section>
