 <section changed="deleted" committee-id="SSHR00" id="H5E32EC196D8246A7A2719DC51B4136E1" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National All Schedules Prescription Electronic Reporting Reauthorization Act of 2015</short-title></quote>.</text> </section><section changed="deleted" committee-id="SSHR00" id="HC15DEE7ACD45403189DD070437D26607" reported-display-style="strikethrough"><enum>2.</enum><header>Amendment to purpose</header><text display-inline="no-display-inline">Paragraph (1) of section 2 of the National All Schedules Prescription Electronic Reporting Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/60">Public Law 109–60</external-xref>) is amended to read as follows:</text>
			<quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="H74761362F13F4EC39C0FCDDCB8D0AB70" reported-display-style="strikethrough" style="OLC">
 <paragraph id="H9BC2477F7EE248939AD677491B6DEBA8"><enum>(1)</enum><text display-inline="yes-display-inline">foster the establishment of State-administered controlled substance monitoring systems in order to ensure that—</text>
 <subparagraph id="H7F05A70636B349BDA3DB9D5543E87A9D"><enum>(A)</enum><text>health care providers have access to the accurate, timely prescription history information that they may use as a tool for the early identification of patients at risk for addiction in order to initiate appropriate medical interventions and avert the tragic personal, family, and community consequences of untreated addiction; and</text>
 </subparagraph><subparagraph id="H300ED1A68F5A403DA4E6942749521D9A"><enum>(B)</enum><text display-inline="yes-display-inline">appropriate law enforcement, regulatory, and State professional licensing authorities have access to prescription history information for the purposes of investigating drug diversion and prescribing and dispensing practices of errant prescribers or pharmacists; and</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section changed="deleted" committee-id="SSHR00" id="H66853B4E8DF84B67A26BDE9A78DBEF19" reported-display-style="strikethrough"><enum>3.</enum><header>Amendments to controlled substance monitoring program</header><text display-inline="no-display-inline">Section 399O of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g-3">42 U.S.C. 280g–3</external-xref>) is amended—</text> <paragraph id="H5D7EACA73462482799A41FD7A3223013"><enum>(1)</enum><text>in subsection (a)(1)—</text>
 <subparagraph id="H2094FA554A824209AC7F28396312EBA6"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>or</quote>;</text> </subparagraph><subparagraph id="H2692E0073ADE483287C33518AE656302"><enum>(B)</enum><text>in subparagraph (B), by striking the period at the end and inserting <quote>; or</quote>; and</text>
 </subparagraph><subparagraph id="H88CF35A68F8D4F3A94A03E8DC0702C46"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="HCCA7F3A150FF4380B7F45BECE45A9EAC" reported-display-style="strikethrough" style="OLC"> <subparagraph id="HF67CBB07D5E545548985AEAA702EDF38"><enum>(C)</enum><text display-inline="yes-display-inline">to maintain and operate an existing State-controlled substance monitoring program.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="H8105A6438FC64B6E997F015FE420F97A"><enum>(2)</enum><text>by amending subsection (b) to read as follows:</text> <quoted-block changed="deleted" committee-id="SSHR00" id="H5975A3DAE7F84E8AAE2BCCAF2915CE50" reported-display-style="strikethrough" style="OLC"> <subsection id="H173440C3FBCF405DB591DB8850B8658C"><enum>(b)</enum><header>Minimum requirements</header><text>The Secretary shall maintain and, as appropriate, supplement or revise (after publishing proposed additions and revisions in the Federal Register and receiving public comments thereon) minimum requirements for criteria to be used by States for purposes of clauses (ii), (v), (vi), and (vii) of subsection (c)(1)(A).</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph id="H9B8B4AA1148046308886737D4698EBAB"><enum>(3)</enum><text>in subsection (c)—</text> <subparagraph id="HC2A6E6E3EF1141749E7A8D425759D52A"><enum>(A)</enum><text>in paragraph (1)(B)—</text>
 <clause id="H3311FC35CA924F539CE2B31CDC0878C5"><enum>(i)</enum><text>in the matter preceding clause (i), by striking <quote>(a)(1)(B)</quote> and inserting <quote>(a)(1)(B) or (a)(1)(C)</quote>;</text> </clause><clause id="H54B72FEEF70E4C5BB9781BE656ADDE2A"><enum>(ii)</enum><text>in clause (i), by striking <quote>program to be improved</quote> and inserting <quote>program to be improved or maintained</quote>;</text>
 </clause><clause id="idE9ABDBDCFBB440D99E88872B4A2DF2ED"><enum>(iii)</enum><text>by redesignating clauses (iii) and (iv) as clauses (iv) and (v), respectively;</text> </clause><clause id="id2932379211304223BA24DE8C1B5C492D"><enum>(iv)</enum><text>by inserting after clause (ii), the following:</text>
						<quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="id98CCF7F17196432B8392EDD77AD85E5E" reported-display-style="strikethrough" style="OLC">
 <clause id="idFDEE60BD7A6949B8A70E429792B2EB4F"><enum>(iii)</enum><text>a plan to apply the latest advances in health information technology in order to incorporate prescription drug monitoring program data directly into the workflow of prescribers and dispensers to ensure timely access to patients’ controlled prescription drug history;</text></clause><after-quoted-block>;</after-quoted-block></quoted-block>
 </clause><clause id="id952470024CDF44948EE998E8E0104841"><enum>(v)</enum><text>in clause (iv) (as so redesignated), by inserting before the semicolon the following: <quote>and at least one health information technology system such as electronic health records, health information exchanges, and e-prescribing systems</quote>; and</text>
 </clause><clause id="H3F3AEB068C8F4A0E800BECE44E7FCF76"><enum>(vi)</enum><text>in clause (v) (as so redesignated), by striking <quote>public health</quote> and inserting <quote>public health or public safety</quote>;</text> </clause></subparagraph><subparagraph id="H4860EEA4832D4AAB95C9A83F9334C712"><enum>(B)</enum><text>in paragraph (3)—</text>
 <clause id="H5BB1657B58A44E76999535B6B2883CE5"><enum>(i)</enum><text>by striking <quote>If a State that submits</quote> and inserting the following:</text> <quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="HEDE1AA4775C54912A21C0375A47E78ED" reported-display-style="strikethrough" style="OLC"> <subparagraph id="H2E5A01F31AD64140ADBCD6E32E0F3CC5"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">If a State that submits</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </clause><clause id="H582B0E9D433B4E2D8DD2F14573F8F5F5"><enum>(ii)</enum><text>by inserting before the period at the end <quote>and include timelines for full implementation of such interoperability. The State shall also describe the manner in which it will achieve interoperability between its monitoring program and health information technology systems, as allowable under State law, and include timelines for the implementation of such interoperability</quote>; and</text>
 </clause><clause id="H38817685A3E747D5A34FAE9F567CD892"><enum>(iii)</enum><text>by adding at the end the following:</text> <quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="H1E1DC98802464251A68186443515E330" reported-display-style="strikethrough" style="OLC"> <subparagraph id="H4FA12BF477C84864967F34E0EF8DE413"><enum>(B)</enum><header>Monitoring of efforts</header><text display-inline="yes-display-inline">The Secretary shall monitor State efforts to achieve interoperability, as described in subparagraph (A).</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause></subparagraph><subparagraph id="H101195A1E7ED44CABD36F3565C2CF5EC"><enum>(C)</enum><text>in paragraph (5)—</text> <clause id="H411CF05F09CA48869BDCD0EB9919AFD0"><enum>(i)</enum><text>by striking <quote>implement or improve</quote> and inserting <quote>establish, improve, or maintain</quote>; and</text>
 </clause><clause id="HC7601168573F4272AA9EC9CB2A87A6BD"><enum>(ii)</enum><text>by adding at the end the following: <quote>The Secretary shall redistribute any funds that are so returned among the remaining grantees under this section in accordance with the formula described in subsection (a)(2)(B).</quote>;</text>
 </clause></subparagraph></paragraph><paragraph id="H1095C253FBE74031B5988E97B783AB6F"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (d)—</text> <subparagraph id="idC66D924A269E41C3A96664C7DB849FA9"><enum>(A)</enum><text>in the matter preceding paragraph (1)—</text>
 <clause id="id7C810D01468F4AEBA90B46CE61E13D64"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>In implementing or improving</quote> and all that follows through <quote>(a)(1)(B)</quote> and inserting <quote>In establishing, improving, or maintaining a controlled substance monitoring program under this section, a State shall comply, or with respect to a State that applies for a grant under subparagraph (B) or (C) of subsection (a)(1)</quote>; and</text>
 </clause><clause id="idE2638B3E8E2042C592E27C89C6079948"><enum>(ii)</enum><text>by striking <quote>public health</quote> and inserting <quote>public health or public safety</quote>; and</text> </clause></subparagraph><subparagraph id="id20E2939AAF4E477B9DC6560738C50DF8"><enum>(B)</enum><text>by adding at the end the following:</text>
					<quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="id1358884C10E34268BE1B9E71D698F53B" reported-display-style="strikethrough" style="OLC">
 <paragraph id="idC18B43249A3243208EB3E6DDDA864920"><enum>(5)</enum><text>The State shall report on interoperability with the controlled substance monitoring program of Federal agencies, where appropriate, interoperability with health information technology systems such as electronic health records, health information exchanges, and e-prescribing, where appropriate, and whether or not the State provides automatic, real-time or daily information about a patient when a practitioner (or the designee of a practitioner, where permitted) requests information about such patient.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="HEDA60F92CBEA46E9821A3BB12607137A"><enum>(5)</enum><text>in subsections (e), (f)(1), and (g), by striking <quote>implementing or improving</quote> each place it appears and inserting <quote>establishing, improving, or maintaining</quote>;</text> </paragraph><paragraph id="H540D69B9F5C64382B805222E8131C697"><enum>(6)</enum><text>in subsection (f)—</text>
 <subparagraph id="H6E15B32AA07348BBB610B4FBF8EF0061"><enum>(A)</enum><text>in paragraph (1)(B) by striking <quote>misuse of a schedule II, III, or IV substance</quote> and inserting <quote>misuse of a controlled substance included in schedule II, III, or IV of section 202(c) of the Controlled Substance Act</quote>; and</text>
 </subparagraph><subparagraph id="H49685CDC7F8440D4990B89A763FD32F5"><enum>(B)</enum><text>by adding at the end the following:</text> <quoted-block changed="deleted" committee-id="SSHR00" id="H63D8B1D6358346D0BF99792B80DE1A74" reported-display-style="strikethrough" style="OLC"> <paragraph id="HBD89E7592CE24D179B01949AE97BB09F"><enum>(3)</enum><header>Evaluation and reporting</header><text>Subject to subsection (g), a State receiving a grant under subsection (a) shall provide the Secretary with aggregate data and other information determined by the Secretary to be necessary to enable the Secretary—</text>
 <subparagraph id="HF1E31A78E0E54E8897C28569ADF2A45E"><enum>(A)</enum><text>to evaluate the success of the State’s program in achieving its purposes; or</text> </subparagraph><subparagraph id="H26C91590BFCA4CEC8C8D63A2168F711B"><enum>(B)</enum><text>to prepare and submit the report to Congress required by subsection (k)(2).</text>
 </subparagraph></paragraph><paragraph id="H9076091AE1D7405FBDC5B627630CDC31"><enum>(4)</enum><header>Research by other entities</header><text>A department, program, or administration receiving nonidentifiable information under paragraph (1)(D) may make such information available to other entities for research purposes.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idA77D323067C346E2A69BFE615D7AB95E"><enum>(7)</enum><text>by striking subsection (k);</text> </paragraph><paragraph id="H57DE76CA824E471DBA2748DD3C0CCA57"><enum>(8)</enum><text>by redesignating subsections (h) through (j) as subsections (i) through (k), respectively;</text>
 </paragraph><paragraph id="H6B5A9C91CCEF4479BA8775C8A93E3E15"><enum>(9)</enum><text>in subsections (c)(1)(A)(iv) and (d)(4), by striking <quote>subsection (h)</quote> each place it appears and inserting <quote>subsection (i)</quote>;</text> </paragraph><paragraph id="H16E21C705CBF480692F80E902305EFF3"><enum>(10)</enum><text>by inserting after subsection (g) the following:</text>
				<quoted-block changed="deleted" committee-id="SSHR00" id="H67C7D4A758C04554BF90F89C20ABC576" reported-display-style="strikethrough" style="OLC">
 <subsection id="HE903AD8E31C240499F51D342722F9F59"><enum>(h)</enum><header>Education and access to the monitoring system</header><text>A State receiving a grant under subsection (a) shall take steps to—</text> <paragraph id="H5630FDCFD6DD4A2A8E202A2EFE830E26"><enum>(1)</enum><text>facilitate prescriber and dispenser use of the State’s controlled substance monitoring system; and</text>
 </paragraph><paragraph id="HB00958D32B4D4796BCE71272167D6D3D"><enum>(2)</enum><text>educate prescribers and dispenser on the benefits of the system both to them and society.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block> </paragraph><paragraph id="id2D9C536C0F1644A591ABE356B108C547"><enum>(11)</enum><text>in subsection (k)(2)(A), as redesignated—</text>
 <subparagraph id="id00E51BFF667541DA81255C544BB0AC4A"><enum>(A)</enum><text>in clause (ii), by striking <quote>or affected</quote> and inserting <quote>, established or strengthened initiatives to ensure linkages to substance use disorder services, or affected </quote>; and</text>
 </subparagraph><subparagraph id="idDC55844483CD4EBB950558B71BBDCDAD"><enum>(B)</enum><text>in clause (iii), by striking <quote>including an assessment</quote> and inserting <quote>between controlled substance monitoring programs and health information technology systems, and including an assessment </quote>;</text>
 </subparagraph></paragraph><paragraph id="HE6903DEE23F94C8FAB234BEDBFDD87F1"><enum>(12)</enum><text>in subsection (l)(1), by striking <quote>establishment, implementation, or improvement</quote> and inserting <quote>establishment, improvement, or maintenance</quote>;</text> </paragraph><paragraph id="HDAE78017848D4A868DC910122E25EDA6"><enum>(13)</enum><text>in subsection (m)(8), by striking <quote>and the District of Columbia</quote> and inserting <quote>, the District of Columbia, and any commonwealth or territory of the United States</quote>; and</text>
 </paragraph><paragraph id="H9E25AA2699CE4846AE1DBCC4229009A6"><enum>(14)</enum><text>by amending subsection (n), to read as follows:</text> <quoted-block changed="deleted" committee-id="SSHR00" id="H80AE0A56B90F4412BE001A42AC4D1B30" reported-display-style="strikethrough" style="OLC"> <subsection id="H3339410B045043AF9AB6AD75A473F648"><enum>(o)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">To carry out this section, there are authorized to be appropriated $7,000,000 for each of fiscal years 2016 through 2020.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body>

 <subparagraph id="id1524BB77ECBE4641ACCB95E1850079B2"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by inserting <quote>, in consultation with the Administrator of the Substance Abuse and Mental Health Services Administration and Director of the Centers for Disease Control and Prevention,</quote> after <quote>the Secretary</quote>;</text>
 </subparagraph><subparagraph id="id36d048dc-2a16-4431-ab7b-0effa881fe54"><enum>(B)</enum><text>in subparagraph (A), by striking <quote>or</quote>;</text> </subparagraph><subparagraph id="id20ade911-c3e1-4fd5-babf-01eec4959100"><enum>(C)</enum><text>in subparagraph (B), by striking the period at the end and inserting <quote>; or</quote>; and</text>

 </clause></subparagraph><subparagraph id="id97d17ba2-af7a-4e9f-9017-b41c0bc30d3e"><enum>(B)</enum><text>in paragraph (3)—</text> <clause id="id744eb200-4fee-4fd0-be46-9a9548243222"><enum>(i)</enum><text>by striking <quote>If a State that submits</quote> and inserting the following:</text>

The State shall also describe the manner in which it will achieve interoperability between its monitoring program and health information technology systems, as allowable under State law, and include timelines for the implementation of such interoperability</quote>; and</text>
 </clause><clause id="idbc399d2f-520e-425a-9b83-3117b5e2f74e"><enum>(iii)</enum><text>by adding at the end the following:</text> <quoted-block changed="added" committee-id="SSHR00" display-inline="no-display-inline" id="idae69fd94-54b1-4582-9990-ce799940506e" reported-display-style="italic" style="OLC"> <subparagraph id="ided774994-ea18-4fa4-8367-f4aefe3a76dc"><enum>(B)</enum><header>Monitoring of efforts</header><text display-inline="yes-display-inline">The Secretary shall monitor State efforts to achieve interoperability, as described in subparagraph (A).</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause></subparagraph><subparagraph id="id76780ae8-2ff2-4fff-8947-91e0109608b1"><enum>(C)</enum><text>in paragraph (5)—</text> <clause id="id40bd5ade-828d-4508-849d-82ff723a2296"><enum>(i)</enum><text>by striking <quote>implement or improve</quote> and inserting <quote>establish, improve, or maintain</quote>; and</text>
 </clause><clause id="id05bf2343-4e2e-4959-8dca-590428779a7a"><enum>(ii)</enum><text>by adding at the end the following: <quote>The Secretary shall redistribute any funds that are so returned among the remaining grantees under this section in accordance with the formula described in subsection (a)(2)(B).</quote>;</text>
 </clause></subparagraph></paragraph><paragraph id="id46a0f39d-72e3-449b-bb73-9359e594b8e8"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (d)—</text> <subparagraph id="id38fe6209-b86e-4cc4-9917-b4c4e3f6cf65"><enum>(A)</enum><text>in the matter preceding paragraph (1)—</text>
 <clause id="id837aa642-c3e4-43bf-8708-87bddf5ab485"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>In implementing or improving</quote> and all that follows through <quote>(a)(1)(B)</quote> and inserting <quote>In establishing, improving, or maintaining a controlled substance monitoring program under this section, a State shall comply, or with respect to a State that applies for a grant under subparagraph (B) or (C) of subsection (a)(1)</quote>; and</text>
 </clause><clause id="id082fc862-8f7e-4904-a279-0e17fda1050a"><enum>(ii)</enum><text>by striking <quote>public health</quote> and inserting <quote>public health or safety</quote>; and</text> </clause></subparagraph><subparagraph id="idd997fb61-1a4a-4184-a373-352f81382a95"><enum>(B)</enum><text>by adding at the end the following:</text>
					<quoted-block changed="added" committee-id="SSHR00" display-inline="no-display-inline" id="ida3bb390a-5462-482d-bc67-a7b5300143b2" reported-display-style="italic" style="OLC">
 <paragraph id="ida928143c-2c47-43a3-935a-853cbc267e0f"><enum>(5)</enum><text>The State shall report on interoperability with the controlled substance monitoring program of Federal agencies, where appropriate, interoperability with health information technology systems such as electronic health records, health information exchanges, and e-prescribing, where appropriate, and whether or not the State provides automatic, up-to-date, or daily information about a patient when a practitioner (or the designee of a practitioner, where permitted) requests information about such patient.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idcd246e00-5fc9-43cd-8d4d-5fefaf86fe84"><enum>(5)</enum><text>in subsections (e), (f)(1), and (g), by striking <quote>implementing or improving</quote> each place it appears and inserting <quote>establishing, improving, or maintaining</quote>;</text> </paragraph><paragraph id="id389fcbce-6b81-4bc5-86d3-3db7285b4486"><enum>(6)</enum><text>in subsection (f)—</text>
 <subparagraph id="id87518bd9-425a-47cd-bea5-27ee78a4d330"><enum>(A)</enum><text>in paragraph (1)—</text> <clause changed="added" committee-id="SSHR00" id="idD2513D5D0447476EA8F7904A80D698B6" reported-display-style="italic"><enum>(i)</enum><text>in subparagraph (B), by striking <quote>misuse of a schedule II, III, or IV substance</quote> and inserting <quote>misuse of a controlled substance</quote>; and</text>
					</clause><clause changed="added" id="id469E1F8B6E1F4EFDB4E52F23E3EF6FEC" reported-display-style="italic"><enum>(ii)</enum>
 <text>in subparagraph (D)—</text> <subclause id="id58ECC84450804C698B927EBDB03483AC"><enum>(I)</enum><text>by inserting <quote>a State substance abuse agency,</quote> after <quote>State health department,</quote>; and</text>
 </subclause><subclause id="id4E0DF84D65DA4118AB05A295A298C387"><enum>(II)</enum><text>by striking <quote>such department, program, or administration</quote> each place it appears and inserting <quote>such department, program, agency, or administration</quote> in each such place; and</text> </subclause></clause></subparagraph><subparagraph id="id71ef16e9-6464-427d-bafa-8cf5fd0031bf"><enum>(B)</enum><text>by adding at the end the following:</text>
					<quoted-block changed="added" committee-id="SSHR00" id="id74872f87-f9ef-4768-a410-e09d1ba6ed28" reported-display-style="italic" style="OLC">
 <paragraph id="id732a399d-e1be-4cd6-8758-5678267c1cdb"><enum>(3)</enum><header>Evaluation and reporting</header><text>Subject to subsection (g), a State receiving a grant under subsection (a) shall provide the Secretary with aggregate data to enable the Secretary—</text>
 <subparagraph id="id3f0c5334-1920-4459-aadb-a993ac8d48fe"><enum>(A)</enum><text>to evaluate the success of the State’s program in achieving its purposes; or</text> </subparagraph><subparagraph id="id37dd7e2b-3ce2-4f8f-a9d7-64e1020219f1"><enum>(B)</enum><text>to prepare and submit the report to Congress required by subsection (k)(2).</text>
 </subparagraph></paragraph><paragraph id="id54e1b126-8a4e-474f-bd36-88c9ab7831c7"><enum>(4)</enum><header>Research by other entities</header><text>A department, program, agency, or administration receiving nonidentifiable information under paragraph (1)(D) may make such information available to other entities for research purposes.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idc3266f6b-de51-44ac-99cf-acc0f0753804"><enum>(7)</enum><text>by striking subsection (k);</text> </paragraph><paragraph id="idd1867f77-2751-4b4e-b8a6-04902d617ef0"><enum>(8)</enum><text>by redesignating subsections (h) through (j) as subsections (i) through (k), respectively;</text>
 </paragraph><paragraph id="idbdc4d475-11e8-47f2-bbdc-eac6b8882bed"><enum>(9)</enum><text>in subsections (c)(1)(A)(iv) and (d)(4), by striking <quote>subsection (h)</quote> each place it appears and inserting <quote>subsection (i)</quote>;</text> </paragraph><paragraph id="id24d755ed-fe67-41da-af65-3eb9bfcedfcc"><enum>(10)</enum><text>by inserting after subsection (g) the following:</text>

 <subsection id="id117d86c4-8706-4af1-a8e0-927dfb4dd671"><enum>(h)</enum><header>Education and access to the monitoring system</header><text>A State receiving a grant under subsection (a) shall take steps to—</text> <paragraph id="id5db0908c-0794-4dbe-918e-1118c2b8ae91"><enum>(1)</enum><text>facilitate prescriber and dispenser use of the State’s controlled substance monitoring system, to the extent practicable; and</text>
 </paragraph><paragraph id="id01031783-fa72-4b2f-a433-78a5532f2df1"><enum>(2)</enum><text>educate prescribers and dispensers on the benefits of the system.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block> </paragraph><paragraph id="idbe007ab2-b6ef-4a42-b262-990f8dc91201"><enum>(11)</enum><text>in subsection (k)(2)(A), as so redesignated—</text>
 <subparagraph id="idfe268d1b-8570-4a3d-a252-3ed403090f80"><enum>(A)</enum><text>in clause (ii), by striking <quote>or affected</quote> and inserting <quote>, established or strengthened initiatives to ensure linkages to substance use disorder services, or affected </quote>; and</text>
 </subparagraph><subparagraph id="id6185d48f-baf5-4d15-877d-75075c806121"><enum>(B)</enum><text>in clause (iii), by striking <quote>including an assessment</quote> and inserting <quote>and between controlled substance monitoring programs and health information technology systems, including an assessment </quote>;</text>
 </subparagraph></paragraph><paragraph id="id2f2d4282-f73f-405a-8949-a5a3e50cb727"><enum>(12)</enum><text>in subsection (l)(1), by striking <quote>establishment, implementation, or improvement</quote> and inserting <quote>establishment, improvement, or maintenance</quote>;</text> </paragraph><paragraph id="id9a7c784d-0e65-4e6d-b71c-074056dee7db"><enum>(13)</enum><text>in subsection (m)(8), by striking <quote>and the District of Columbia</quote> and inserting <quote>, the District of Columbia, and any commonwealth or territory of the United States</quote>; and</text>
